intimation of conduct of National Achievement Survey for class X (cop! attached). As lo, areaware, MHRD is conducting NAS-class X-cycle 2 through NcEnr. Aiier ietailedconsultation with the state Govemments, the NAS for Class X is tentatively proposed to beheld in the first week of February 2018. The aclivities which will need to be undertaken by the States and Union 'Ierritories onpriority are as undcr:-

All Statcs/ UTs havc nominated their State/ Institutional coordinator. However,Statesfu'fs are further required to nominate Associate Institutional coordinators,District coordinators, Assistant District coordinators and MIS coordinator for NAiClass X by 30ft November 2017.By the end of November 2017, NCERT will share the finalized tests and questionnaireswith StatesfuTs. All States are expected to translate the tests and get the translated testsvetted by NCERT on or before l5th December 2017. printing of-the test booklets willstart only after vetting by NCERT.Translations will necd to be as per the translation guidelines, which are part of theGuidelines Manual, developed for Class X NAS and shared Uy NC^fnf witStatesAJ'l's.Some States may need to get some translated tests from their neighboring states e.g.Gujarat may need to borrow Marathi test paper from Maharashtra for studeits studyiniin Marathi medium schools/classes in Gujarat.

7. NCERT will draw district wise samples and provide the list of sampled schools to allStates/ UTs latest by 15s Dec, 201 7. However, a pre-requisite for the same iscompletion of the sampling frame format circulated by NCERT which should be doneby 30ft Nov, 2017.

8. l,ist of sample schools sent by NCERT will need to be verifred by the States/ U'fs onthe criteria set and shared by NCERT. The number of schools replaced duringsampling, will need to be updated on the tracker.

9. NCERT faculty members will train the Statc Level Master Trainers (SLMTs) atregional venues. The SLMTs in tum will be expected to ensure complete capacitybuilding at the district, block and school levels. NCERT will share training materialwith States/ UTs during the SLMT workshops. 'I'he States/ UTs will be expccted totranslate the training material received from NCEKI in their regional languages fortraining at district, block and school lcvels.

10. Primary school teachers from stand alonc primary schools other than the sampledschools/B.Ed./I{.EdA4SW students from the District will be used as FieldInvestigators (FIs) in this survey. States are expected to ensure their availability in thedesired numbers before the survey.

11. 'the FI Training should be organized after the lest material provided by NCERT has

been translated in regional languages, preferably 7-10 days before the day of NASClass X. I'his would also ensure that on the day of the FI training, the translatedtraining material could be handed over to the FIs.

12. All OMR sheet scanning and uploading processes should be finalized by theStatesful's as per their own financial norms. Ideally the same equipment andprocesses used for scanning and uploading NAS Classes III, V and VIII 2017 datamay be used for Class X NAS. We would like to clarifr that MHRD, in no waysupports/ recommends any vendor throughout the implemcntation of NAS.

13. Class X NAS will be monitored by the SPD-RMSA and his office. SPD-RMSA officewill need to monitor the conduct of NAS, in 5-8 sample schools per district.

14. NAS Class X is focused at assessing the system for improvement and is NOT aimed atassessing an individual student's capacity. It is expected for all States and UTs toparticipate in this survey with District as the sample unit. The survey should be seen

only as a tool to assess the hcalth of the education systcm at secondary level and formaking policy interventions for improving the same.

15. Funds will be disbursed by NCERT and the Statesfu'ls are expectcd to follow theexpenditure norms developed by NCERT.
