• Proposal to develop Marina Car Park and the Pavilion is well known:

– Questionnaire at the Pavilion

Background to the Proposal and Why?

• Brief Summary of the Proposal

– 65 bed 4* plus spa hotel

– 45 apartments

– Restaurants, function suites within the Pavilion

– Cafes, restaurants and seating eating and drinking around the inner harbour

• Why are we considering it?

– Pavilion needs a several £m investment

– Pavilion needs a viable economic future

– Car Park adjacent to the water’s edge

– Create seating & dining by the harbour

• Steel completely rusted in places

• New steel members inserted

• Sold / leased to MDL (Marina Developments Ltd) from 1985, responsible for repairs

• What about the inherent defects?• Repair or renew?• Lots of Property Law on this issue• Building to be returned in same

condition, not better• Cost to CORRECT the defects

and make good? Several £m• Continuous maintenance – the

Forth Bridge!

Background – The Pavilion

• Architecturally, the building is ornate and elaborate

• Structurally, it needs some corrective works due to the 1912 construction methods

• What needs to be done?– Find the money to remedy the defects– Find a viable use that generates sufficient money to pay for the

ongoing maintenance

The Proposal

• The Proposal

– To work with MDL and their developer to find a viable future for the Pavilion:

• 65 bed 4 * + spa hotel with bar and restaurant

• 45 apartments

• Cafes and restaurants on ground floor overlooking the inner harbour

• Retains existing car park and provides 280 car parking spaces for the marina, hotel and apartments

• Pavilion restored and incorporated into the hotel’s publically accessible areas, eg. reception, bar, restaurant, cafe , function suites

Possible Benefits of the Proposal

• Possible Benefits

– Year round hotel, spa, restaurants, function suites

– Diversifies the existing hotel offer in the Bay

– Active frontage to the inner harbour and more seated drinking around the inner harbour

– Provides an economically viable future for the Pavilion

– Creates over 200 direct jobs adding over £3m pa to the local economy

– Plus estimated £5m pa to the local economy from visitors and indirect jobs

– Plus jobs created during the construction of the project

Current Status of the Proposal

• Previously investigated making Cary Green part of the project

• Felt building on Cary Green was not adding to or improving the project

• We need to resolve the issue of car parking, and considering how we could have parking on Cary Green

– Shared space for other uses when not busy?– Planting and parking?– Continental themes?

What next?

• Assessing the structural integrity of the Pavilion

• Design a structural solution

• Cost the repairs / solution to the Pavilion

• Finalising plans / details

• Submit a planning application
