INDONESIA AND THE UNITED NATIONS SECURITY COUNCIL

In the election of the non-permanent mem-bers of the UN Security Council for the period of 2007-2008, Indonesia was supported by more than 80% votes of UN member countries.

Indonesia continues to contribute in the de-liberation to make the Security Council more democratic, transparent and accountable. The reform of the Security Council should be comprehensive and addressing all sub-stantive issues based on the widest possi-ble political acceptance by Member States.

Throughout its memberships to the UN Security Council in past periods, Indone-sia played a significant role as a moderat-ing voice and as a bridge- and consensus-builder among the members of the Security Council and the broader UN Member States.

Active Contributor to UN PeacekeepingOperations

Since 1957, Indonesia has been an active con-tributor to more than 30 UN Peacekeeping Op-erations (UNPKO) with the deployment of over 30,000 Indonesian troops and police personnels.

Today, Indonesia is aspiring to further enlarge its contribution to UNPKO by realizing “Vi-sion 4,000 Peacekeepers”, which envisages the deployment of 4,000 Indonesian peace-keepers in 2019. To fulfill this vision, Indone-sia established the Indonesian Peace and Security Center which hosts the largest Peace-keeping Training Center in South East Asia. Indonesia has been and will always be at the forefront of global efforts in promoting nu-clear disarmament and non-proliferation. It has served as the coordinator of the the Non-Aligned Movement (NAM) Working Group on Disarmament and Non-Proliferation since 1994, and as Co-President of Article XIV Conference of the Comprehensive Nuclear-Test-Ban Treaty for the period of 2013 until 2015. Those roles dem-onstrate Indonesia’s long-standing commit-ment to the actualization of the three pillars of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), namely global nuclear disar-mament, non-proliferation and peaceful uses of nuclear energy.

Supporting Counter-Terrorism Efforts

Indonesia underscores the importance of in-ternational law in countering terrorism, rati-fying 8 international conventions which help strengthen its national legal framework. It also undertakes preventive measures by fully imple-menting the UN Security Council resolutions, in particular Res. No. 1267 (1999) and No. 1373 (2001).

Indonesia actively participates in the Global Counter-Terrorism Forum, particularly as Co-Chairs of South East Asia Capacity Working Group and Co-Chairs of Detention and Rein-tegration Working Group with Australia. To en-hance its capacity as well as the capacity of oth-er countries in combating terrorism, Indonesia established the Jakarta Center for Law Enforce-ment Cooperation (JCLEC) in Semarang, Central Java. To date the Center has trained over 18,000 law enforcers from 70 countries.

Supporting Conflict Resolution and Peace-building Efforts

As a country that has reaped the benefits of suc-cessful mediation and other means of peaceful resolutions, Indonesia has been involved in me-diating conflicts and disputes in the region and beyond. Indonesia has also been spearheading the deliberations on strengthening the role of mediation in the peaceful settlement of dis-putes, conflict prevention and resolution, in the context of the work of the General Assembly and the Security Council.

To support the United Nations in assisting conflict-affected countries, Indonesia has an unwavering commitment, through its mem-bership in the Peacebuilding Commission and with its technical assistance, to support coun-tries emerging from conflict by way of bilateral and South-South and Triangular Cooperation.

Leading in the Maintenance of Peace and Security in the Region

Leading in ASEAN

Indonesia places ASEAN as the first concen-tric circle and main pillar of its foreign policy. It played a major role in the establishment of the ASEAN Political-Security Community by ini-tiating a blueprint that provides roadmap and timetable. Within the ASEAN Regional Forum framework, Indonesia continues to uphold the promotion of dialogue and cooperation on po-litical and security issues.

Combating Transnational Organized Crime

Indonesia plays a significant role in various ef-forts to combat transnational organized crimes in the region. The Bali Process on People Smug-gling, Trafficking in Persons and Related Trans-national Crime, co-chaired by Indonesia and Australia since 2002, has become the oldest and biggest specialized forum in the region. With 48 members, the Bali Process has strengthened the regional cooperation in coping with irregu-lar migrations issue.

Supporting Conflict Management

Indonesia contributes to the quest of peace in the Southern Philippines by chairing the Or-ganization of Islamic Cooperation (OIC) Peace Committee for Southern Philippines for 9 years. Indonesia serves as a mediator between the Government of the Philippines and the Moro National Liberation Front (MNLF). It deploys more than 50 personnel to join the Internation-al Monitoring Team (IMT) following the peace agreement between the Government of the Philippines and Moro Islamic Liberation Front (MILF).

As a non-claimant state, Indonesia advocates for the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea. It also plays a positive role in the early conclusion of negotiations toward the Code of Conduct in the South China Sea.

Human Rights

The protection and promotion of human rights are important pillars of today’s Indonesia. The country has been actively engaged in the UN human rights mechanisms by being a party to eight of nine core international human rights instruments.

Indonesia was a founding member of the UN Human Rights Council and has been elected as its member for four times. The multiple re-election is a testament of trust by international community on Indonesia’s continued commit-ment to human rights.

In the region, Indonesia also plays a major role in promoting human rights mechanisms, such as in the establishment the ASEAN Human Rights

Declaration and the ASEAN Intergovernmental Commission on Human Rights. Additionally, Indonesia supports and takes the lead in the establishment of the Independent Permanent Human Rights Commission of the Organization of Islamic Cooperation (OIC).

As the third largest democracy in the world, Indonesia is a shining example that Islam, de-mocracy and modernity can go hand in hand to create peace, harmony and prosperity. Building on this experience, Indonesia is keen on foster-ing dialogues and cooperation on democracy among countries by convening the annual Bali Democracy Forum since 2008 and hosting the 6th Global Forum of the UN Alliance of Civiliza-tions in 2014.

Gender Equality and Women Empowerment

Indonesia is committed to the realization of gender equality and women empowerment at all levels. In addition to being party to the Convention on the Elimination of All Forms of Discrimination Against Women since 1984, In-donesia also adheres to various international agreements related to gender equality and women empowerment.

Indonesia takes the lead in the establishment of the ASEAN Commission on the Promotion and Protection of the Rights of Women and Chil-dren. It is also involved in various international

initiatives, such as the Equal Futures Partner-ships and Preventing Sexual Violence in Conflict Initiative. The Indonesian President has pledged himself to be IMPACT Leader for #HeforShe global campaign to further its commitment in this issue.

Indonesia promotes the protection of women and children in armed conflicts and believes in their important role in peacebuilding process. Along this line, Indonesia equips its military and civilian peacekeeping officers with human rights and gender curriculum in their pre-de-ployment trainings.

2030 Agenda for Sustainable Development

Indonesia is committed to sustainable develop-ment, balancing economic growth, social inclu-sion, and environmental protection. Indonesia has succeeded in halving extreme poverty rate as part of the Millenium Development Goals (MDGs). Moreover, Indonesia has exceeded the target of participation in basic education and significantly progressed in women’s participa-tion in all educational level.

At the regional and global levels, Indonesia is also actively involved in the deliberation of sus-tainable development under the Rio+20 Sum-mit and the recently adopted 2030 Agenda, as a continuation to the MDGs.

Since its adoption in September 2015, Indone-sia has shown strong commitment to imple-menting the 2030 Agenda. In this regard, Indo-nesia has taken a head start by mainstreaming the 2030 Agenda into its national development plans.

To ensure ownership in the implementation of the Agenda 2030, and in line with the noble objective of leaving no one behind, Indonesia will localize the sustainable development goals contained in the Agenda into its national and sub-national action plans. This way, Indonesia can contribute significantly to the achievement of the global agenda.

Climate Change

Indonesia has shown its leadership in climate change issue by hosting the COP 13 UNFCCC in 2007. The meeting lays the foundation for a new negotiating process and sets out guidance and direction to enhance international climate change cooperation as reflected in Bali Road Map and Bali Action Plan.

Indonesia has contributed positively in the ne-gotiations leading up to the adoption of the Paris Agreement. Indonesia views that the Paris Agreement is a legally binding, fair, balanced, and effective agreement for all parties.

As a developing country, Indonesia has shown its leading role in climate change issues, inter

alia by voluntarily committing to reducing its greenhouse gas emission up to 26% by 2020 and up to 41% with international support. In 2030, our voluntary emission reduction com-mitment is up to 29%, and up to 41% with inter-national support.

To meet this commitment, Indonesia aims to enhance the use of new and renewable energy from 17% to 23% of total energy consumption in 2025 and up to 29% in 2030. Additionally, to improve land use management, Indonesia has extended the moratorium on new forestry con-cessions from 2015 to 2017. We also are commit-ted to restore 2 hectares (5 acres) of peat land by 2020.
