Subject: - Purchase of Stationary articles.

I have been directed to refer to your office sanction order issued vide No.

HPSEBUCE/SO&P/S-2/2004-15- 10528-30 regarding purchase of stationery articles,

heaters, Groc'kery items and misc. items amounting to Rs. 10,942/- (Rupees ten thousand

nine hundred and forty two) only and to say that the Chief Account officer during the pre

check of bills as per said sanction order noticed th~t in the stationery articles, parker pen

have also been purchased from the market. Further the stationery articles have also been

purchased without obtaining the NAC from the Chief Engineer (MM) and also without

observing the codel formalities. Under Sr.No.8-B (i) of the Delegation of Financial Powers,

Chief Engineers are empowered to accord sanction upto to Rs. 3000/- only without calling

Quotations.lNITs. Beyond the limit of 'Rs. 3000/- the purchase of items is to be made after

calling the Quotations/NITs. Therefore, in order to pass the bills of stationery articles

(parker pens) which are not prescribed by the, Board, the Chief Accounts Officer, HPSEB

Limited put the case to seek the approval of the authorities to pass the bills.

The Director (F&A), HPSEB and worthy Managing Director, HPSEB

Limited have emphasized that flat it will be prudent to use the stationary'items and writing

,articles which are normally pr vided by the Board through the Chief Engineer (MM),

HPSEB Limited, Shimla. Purel ase of fancy/ precious items from the market under these

heads needs to be discouraged. The purchase of stationary articles be made strictly within

the norms.

In view of above, it is requested that purchase of fancy/costly writing arties

(Parker Pens etc.) be avoided and stationery articles and writing articles which are

normally provided by the Chief Engineer (MM) be requisitioned. Further, purchase of

stationery articles, crockery/cutlery, Misc. petty items, heaters etc. may be considered on

actual need base. Proposals for sanction ., ~ may also be considered item wise

separately as per provision made in the Delegation of Financial Powers within the norms

and subject to fulfillment of codel formalities. Purchase of electric heaters may only be

considered on Rate Contract finalized by the Controller of Stores, Govt. of H.P. rather than

market rates. These instructions be kept in view and adhered strictly in future.

1. All the Chief Engineers in HPSEB Limited (except CE (SO&P),Shimla).

2. The Chief Accounts Officer, HPSEB Limited, Shimla. The bills as received are returned herewith for necessary action.

5. All the Sr. Executive Engineers/Resident Engineers in HPSEB Limited.
