Subject: Care and protection of children in contact with RaUways.
A large number of vulnerable children come in contact with Railways as passengers or abandoned, trafficked~ run away children separated from their family. These children are occasionally noticed travelling in trains or living on the platforms and in and around the railway stations.
2 Whenever a distressed child is found at the railway station, there is need to take care of the child and make sure that the child does not fall in wrong hands.
3. To address the issue of protection of such children The Standard Operating Procedure (SOP) for Railways to ensure Care and Protection of Children in Contact with Railways' was launched in March, 2015 by Indian Railway with support of Ministry of Women and Child Development (MWCD) and National Commission for Protection of Child Rights (NCPCR). I am told that this SOP is being implemented successfully at 88 Railway Stations.
4. There is a need to spread awareness across the enfue railway system to sensitize all the railway officials, passengers and other stakeholders on this important issue. NCPCR has developed a "Guidebook for Creating a Child Friendly «Jtd Protective Environment for Children in contact with Railways". A Copy of the Guidebook is enclosed.
5. I would like all GMs and DRMs to give wide publicity to this Guidebook. A Iarge,-scale awareness campaign may be launched across all Railway Stations ASAP. NCPCR will provide technical/Information Education and Communication (IEC) support for this. Capacity building and sensitisation workshops for key railway personnel like Station Master /Station Superintendent, TTE/TC, RPF, GRP, and other commercial and technical railway staff may also be organized. Support of secondarY" stakeholcl.ers like coolie I porters. vendors at stations, passengers etc will also be very useful.
I would like you to provide strong leadership to this noble cause. Feedback may be compiled at the zonal level and I may be kept apprised of the success of the programme.

The railway ministry will set up child help desks at 174 more stations for those needing assistance including lost, abandoned, trafficked and run away children.
Ashwani Lohani, Chairman, Railway Board, along with Stuti Kacker, Chairperson, National Commission for Protection of Child Rights (NCPCR) today launched an awareness campaign on protection of such children.
"This campaign has been launched to address the issue of protection of children across the entire railway system and to sensitise all stakeholders, passengers, vendors, porters. Currently, the Standard Operating Procedure (SOP) for railways to ensure care and protection of children in contact with railways is successfully implemented at 88 stations. Now, we intend to implement in 174 stations, said Lohani at the function.
By the end of this year, the number of stations with such helpdesks is thus expected to touch 262 .
• "The idea is whenever a child is found at any railway station, be it the smallest one, he or she will be escorted by rail personnel to one of these stations where a standard operating procedure is in place to not only keep the children safe but also to rehabilitate them," said a senior official of the ministry.
Railways is one of the most common transit points for traffickers, who lure children to cities with the promise of good jobs but sell them into slavery as domestic workers, to work in small manufacturing units, farming or pushed into sexual slavery in brothels.
It has rescued around 35,000 children in the last four years, officials said.
In 2017-2018, it rescued 11,000 such children. On an average, at least 25 children are rescued every day from trains and railway premises, officials said.

In an endeavour to spread awareness about large number of vulnerable children coming in contact with
Railways as passengers or abandoned, trafficked, runaway children separated from their family, Ashwani
Lohani, Chairman, Railway Board, along with Stuti Kacker, Chairperson, National Commission for Protection
of Child Rights (NCPCR) today launched an awareness campaign on Protection of children in contact with

Stuti Kacker, Chairperson, NCPCR in her brief address stated that NCPCR is thankful to Ministry of Railways
for such collaboration. She added that the support of secondary stakeholders like coolie/porters, vendors at
stations is extremely useful in the protection of abandoned children. She appreciated the efforts of RPF in
taking swift actions to protect the children from trafficking & abuse.
The event also witnessed a street play by the children from different NGOs on the issue of Protection of
Children. Ashwani Lohani, Chairman, Railway Board along with Stuti Kacker, Dharmendra Kumar &
Vishwesh Chaube also released a poster to raise awareness for protection and care of children in contact with
Railways. The event concluded by Vote of thanks by R.N.Singh, DRM/Delhi.
