Bryce Barrett is one of the few people these days who can say he is living without undue stress in spite of owning his own newly-opened business, Barrett Automotive Services, being a newly elected Epworth Councilman, looking for a sponsor for his pro-bowling run, and qualifying for what some say is the second biggest bowling tournament in the world, the United States Bowling Congress Masters. How does he manage to keep from feeling overstressed? Bryce says he believes he “is right where he and God want him to be.” And as you listen to his positive attitude and upbeat lilt in his voice, you have to believe he is right.

Bryce was born and raised in Epworth. He attended Seton Catholic School through eighth grade and graduated from Western Dubuque High School in 2011. His bowling career began at 5 years of age. He remembers Sandra Mueller was his babysitter at that time and her two sons, Evan and Jerad, were bowling in a league, which they encouraged him to join. After that, he spent lots of time in the Farley Cobra Lanes Bowling Alley, practicing, competing, and even working there, starting in eighth grade. Throughout this time he was coached by the bowling alley's owner, Al Hieberger.

In ninth grade, he joined the newly established WD Bowling Club. When members on the club saw the success bowling teams in Dubuque schools were having, they discussed joining those teams. That was when Al and Kay Heiberger stepped up to help form the first WD competitive bowling teams in 2008. [The WD boys bowling teams have gone on to make state appearances in 2011 (State Champions) 2012 (State Champions) 2013, 2014, 2017 and 2018 (State Champions).] Al continued as Bryce's bowling coach throughout high school, taking him to Florida and Illinois where they practiced bowling against pro-bowlers.

3brief period, he left Epworth to get an education in Automotive Technology. After working for several years for others, he jumped at the chance to open his own business back in the town that gave him his start.

In 2018, he became the owner operator of Barrett Automotive Services (former Maahs Service) on the corner of West Main St. and 1st Ave, selling gas and cars and trucks and doing service repairs. Having established himself as an Epworth businessman, Bryce decided he wanted to give back some of what Epworth had given him by running for the City Council. His term began in January 2020.

The success in his business has made it possible to return to his high school passion of bowling. Again with Al's help, Bryce returned to the lanes and soon picked up where he had left off. His natural talent took him to Nevada for the Grand Sierra Resort Open where his second place finish allowed him to compete in the 2020 United States Bowling Congress Masters. COVID-19 has delayed the date of this competition to fall. Whenever it happens, Bryce is ready to go for the win and the opportunity to bowl on TV every Sunday, until viewers come to know his name as one of the top world bowlers.

He knows wherever this all ends, the citizens of Epworth will be right there supporting him just like they did in his early years, when he opened his business, and when he ran for the council. He says, “I can't think of a better place to have grown up or presently live in. The people of Epworth are the best, and I just hope they all know how grateful I am for supporting me and my business as they have.”

The Epworth Town & Country Committee members met Monday, January 20th, at 6:30 PM at The Pizza Factory. Members present were Andy Kramer, Dana Gansen, Shane Hosch, Bernie Riniker, Jack Silker, Jody Hallahan, Jill Herbst, Nick Elsinger, and Dawn Kress.

Jill Herbst reviewed our financial report. She also informed the committee she will be stepping down from a lot of her duties this year. Jill will continue to manage our bank records. She will create a list of areas she covered. This list will be distributed at the next meeting, so others can pick up these duties.

Ideas were discussed for the betterment project that includes additional garbage cans along Jacoby & Bierman Rd, (by high school?), Christmas Tree Display for Town, money to the American Legion, and steps leading to the lower diamond at the Centennial ball park. Do we need lights for the pickle ball courts?

We have gathered a list of individuals for our Town and Country grand marshals. A final decision will be made at our next meeting.

Friday Night Music will be Todd Ellis & Matt McPherson Band if available. Saturday night music is still in the making. More to come next month from Jack, Rod and The Webers.

A reminder that the parade theme is Parade Politics. There is a concern that the parade may need to run backwards as they will be re-doing 5th Avenue during that time. Another suggestion was to record the parade.

We will continue with the Tractor Show headed by Shane Hosch and Andy Kramer.

We are looking for an organization to take over button sales. Dana Gansen will reach out to the athletic club.

5Census 2020 – Be CountedWith many agencies closed, it is easy to forget, the United States is in the midst of collecting data for the 2020 census. Most households should have already received a notification of the Census website and how to use it to register. If you are not Internet savvy, a second mailing contained a way to register via a mail-in paper form. If you chose not to use either of these methods, someone will be knocking at your door in the future. You are encouraged to respond! The whole process takes less than 10 minutes. What kind of information does the town glean from the census information. The following was taken from Wikipedia from the 2010 census in Epworth. “There were 643 households of which 39.2% had children under the age of 18 living with them, 62.8% were married couples living together, 8.6% had a female householder with no husband present, 4.5% had a male householder with no wife present, and 24.1% were non-families. 19.4% of all households were made up of individuals and 6.6% had someone living alone who was 65 years of age or older. The average household size was 2.71 and the average family size was 3.13.

The median age in the city was 33.1 years. 28.7% of residents were under the age of 18; 8.8% were between the ages of 18 and 24; 29.1% were from 25 to 44; 23.6% were from 45 to 64; and 9.7% were 65 years of age or older. The gender makeup of the city was 51.5% male and 48.5% female.”

Summer Faith Sharing Opportunities2020 summer Faith Formation registration is open! Registration forms are available on the website https://stelizabethpastorate.com. Paper registration forms will also be available at the Pastorate Office when it opens again. Two sessions will be held at Seton Catholic School, Peosta from June 8th – 18th and July 6th – 16th. Aftercare will be available. Programs are open to all.

Spring Garage Sales are cancelled

Epworth Youth Soccer and High School Age Sign-up Now OpenSign-up forms are currently available on the City of Epworth’s website under the Recreation tab. Forms and fees can be returned to Epworth City Hall in the convenient drop box at the front door.

For high school-age children, the sign-up due date is 5-16-20 with games starting on 7-5-20 through 8-2-20.Youth (k-8) sign-up due date is 6-13-20 with games starting 8-22-20 through 10-17-20.

Help Voters in Your Community!Do you have an urge to serve your community but don’t know how? Do you have energy, stamina, and possess good computer, and listening skills? Want to earn extra $$$ while participating in an important civic activity? Then apply to become a Precinct Election Official. We provide competitive election day wages, paid training, and expert instruction, as well as providing you with the most up-to-date election equipment available. This year’s elections are the Primary Election, held Tuesday, June 2nd and the General Election held Tuesday, November 3rd. Housing Trust Fund Does your home need repairs? Do you own a rental unit that needs upgrading? Are you a first time homeowner and need assistance with a down payment? Eastern Iowa Regional Housing Corporation can assist with proj-ects that improve the condition of both rental and owner-occupied housing in our area through the Local Housing Trust Fund. Yard Waste Disposal Curbside pickup is available with the purchase of $2 yellow tags sold at City Hall.

Open Burning is allowed April 1st to May 15th. Phone dispatch (583-1711) to report your controlled burning.

Garbage and Recycling Service Glass is collected at the present time. Electronics are picked up free except all laptops, monitors and TV's require a $10 disposal tag purchased at City Hall. Appliance tags are required for appliance disposal and are sold only at City Hall ($10 each). Large items and extra bags can be disposed of with garbage tags – a $1.00 tag for each 40 pounds can be purchased at City Hall or Quik ‘N Handi. Remember to use a lid on your recycling container on those windy days, and label your container with your address to help with its return.

Water Utility Bills Enroll in Automatic Bill Pay to simplify your payment process. Call City Hall at 876-3320. If you use your own online bill payment service, it may take 7-10 days for us to receive your payment so plan to initiate your payment early. * Be mindful of plantings that will interfere with reading the exterior touchpad of your water meter.

Property Tax Abatement Incentive is offered by the City for eligible new home construction and commercial improvements. Commercial projects require approval of the Architectural Review Committee to qualify. All qualifying property must apply for the incentive by next February 1st. Contact City Hall for details.

The Phil Silker Pavilion at Tower Park is available for your next gathering. Bookings are taken at City Hall.

Memorials on Light Poles along Jacoby Walkway Donations of all sizes appreciated. A donation or memorial of $500 and above will be recognized with a plaque on the light pole.

Memorials may also honor a loved one by purchasing a flower planter with memorial plaque.

TIPS FOR A SAFE AND FUN SUMMERWith outdoor activities in full swing, please keep the following items in mind in order for everyone to have an enjoyable, safe summer.

Trees are required to be kept trimmed at least eight (8) foot high along sidewalks and fifteen (15) feet high over streets. The property owner is responsible for the trees on his or her property.

Recreational Fires can add to summer fun when done safely. City ordinance requires recreation fires to be surrounded by an above-ground non-combustible material and be smaller than 4'x4' in area with flames no higher than 4'. Fires must be attended at all times or completely extinguished if unattended. Firewood or clean, untreated lumber are the only permissi-ble items for burning.

Vehicles may be stored outdoors in the owner’s yard if they are currently licensed and operable. Inoperable vehicles, car parts, and machinery must be stored inside.

Street Parking Vehicles may be parked on city streets for a period of 48 hours. Commercial vehicles while directly engaged in activities for which such vehicles are necessary can be parked for the duration. Trailers, boats, campers, and equipment may not be parked on streets.

Grass Blown in Streets is a littering violation and subject to a $100 fine.

The Epworth Fire Department would like to thank everyone for your support and concern as we navigate through the COVID-19 Pandemic. We are preparing and planning to provide the highest level of service to our citizens and the community that you have grown to deserve and expect. There will no doubt be challenges and changes as we move forward. By the time you read this, things will no doubt change drastically from when I am writing it. I do want you to know we are sharing information through our website with our members and are also practicing social distancing until we are through the worst of the pandemic. This is a scary time for emergency responders, their families, and the people we serve. We promise to provide the best care we can. It may just look a little different. We will be using personal protective equipment (PPE) to keep our volunteers and patients safe. This may take a couple more minutes in our response time on calls that need the extra precautions. We will limit the people who respond and enter the patient care circle. We encourage you to receive updates and information from reliable sources – mainly the Iowa Department of Public Health and the CDC. Stay informed and heed the warnings of our local, state, and federally elected officials.

The board of directors of the Epworth Community Volunteer Firemen, Inc. have also decided to have a No Dance – Dance. We will be conducting a mailing in May to seek donations as we do every year when we mail our dance tickets. This year due to the uncertainty of when the nation will be back to gathering in public, we have decided to cancel the dance itself. We understand the financial stress people are experiencing during the COVID-19 Pandemic. We rely heavily on our dance proceeds to fund the operations and capital expenses of the advanced life support ambulance service. We will appreciate whatever you are willing to donate. It is too early to discuss the picnic in July, but we will be gathering input and data and will make a decision well in advance of the event. We thank you in advance for your support.

Statewide cancellations occurred of Severe Weather Awareness Week, and the statewide tornado drill. We want to urge people to talk through “Shelter in place” plans with their family members and ensure you have a way to get additional information from reliable weather sources in the event of a watch and/or warning.

We wish everyone a safe and wonderful spring, and we hope that summer is just around the corner. We will get through the pandemic – together. We hope to get back to a more normal lifestyle soon. Message from the MayorSandy Gassman

Thank you to those who organized the Easter Parade and handed out bags of goodies. The greeting from the Easter Bunny and drive-by candy handout was a creative way to celebrate with the cancellation of the annual Easter Egg Hunt. We are living in a time of uncertainty. It is reassuring to see the community come together and make the best of a challenging situation.

If you are unemployed and unable to pay your water bill, please contact City Hall and we will try to make arrangements to help you. Resources Unite, [email protected], is a source for help with utility bills. Their assistance is confidential and they are there to help anyone who is struggling.

The Fifth Avenue project has started. Again, we ask for your cooperation and patience during this process.

There may be days during construction when you are unable to access your driveway. Temporary gravel will be placed to allow access back to individual driveways in the evening.

• The contractor will collect the garbage if the garbage truck is unable to make it to the area. They ask that you have your garbage out by 7:00 AM on Tuesdays and mark garbage cans, recycling bins,a and lids with your address. (This is a good idea for everyone since we often have windy garbage days.)

• The City has a small amount of low to moderate income (LMI) funds that are available to assist in payment of the street assessment for qualified households. For example, a one person household with an annual income of less than $45,550 or a two person household with an annual income under $52,550 would be eligible. If you think you may qualify, contact City Hall for more information.

• Updates will be posted on the City Website and Facebook page. Please communicate with friends and relatives living in the area who may not have access. If you would like to be on a project update email list, call City Hall.

With spring clean-up comes yard waste. A reminder that the City offers curbside pickup with a $2 tag that can be purchased at City Hall. Open burning of yard waste is allowed during daylight hours April 1st to May 15th. The burn site must be attended and reported to County non-emergency dispatch at 583-1711.

Last, but certainly not least, I want to welcome Jessica Kennedy to the City staff. Jessica is our part-time deputy clerk. When we are able to unlock the doors to City Hall, stop in or wave through the window when you drop off your next water bill.

Although we are navigating through uncharted times, remember to look for the positive and know that as long as we continue to support each other, we will make it through.

The Epworth Police Department would like to remind all drivers that driving on the wrong side of the street to drop off/pick up your mail is not only illegal but is also dangerous. Not only is your vision obstructed when you pull back into traffic, other drivers may not know what your intentions are which could cause an accident. It doesn't take that much extra time to park your vehicle properly and walk to the mailbox.

Another reminder: Please lock your vehicles when parked in the street or on a driveway. Several vehicles were gone through lately and in past years. No locked vehicles were entered at any time. All vehicles that had belongings taken out of them had been left unlocked. Take the time to help yourself and lock your vehicles.

New regulations governing ATV, UTV and Golf cartsOperation on City Streets ATV and UTV may be operated on all streets within the City of Epworth. Operators must follow the restrictions imposed by the City and the Code of Iowa, and follow all state and local traffic laws.

Time of Operation ATV and UTV operation may begin at 5:00 AM and must cease at sunset.

Operator Requirements A person operating an ATV or UTV on streets in the City must be at least 18 years of age, have a valid driver’s license, carry proof of liability insurance, and display Iowa registration decal.

Equipment Required for Vehicle and Occupants on the streets of the City• Lit headlight(s) and taillight(s) (Iowa Code § 321I.13)• Brake lights, brakes (Iowa Code § 321I.13) and speedometer.• ATV – a single rearview mirror on either side. UTV- a single center rearview mirror or a side mirror.• An orange flag affixed to the ATV or UTV at a height that is at least six feet off of the ground or no less than one

foot above the top of the vehicle, whichever is higher.• A suitable and effective muffling device that complies with Iowa Code § 321I.12.• All occupied seating must be factory-equipped. Additional seating from the manufacturer installed under the roll

cage is allowed.

Unlawful Operation1. An ATV or UTV may not be operated or parked upon sidewalks, trails, or parks except for park areas

designated for parking. Exceptions for use in City Parks may be granted by the Police Department.2. All occupants must be in a designated seat with a properly adjusted and fastened seatbelt if the ATV or UTV is

so equipped. Parking ATVs and UTVs may be parked in City parking lots or on any streets where vehicle parking is permitted.

• Golf carts may be operated on all streets within the City of Epworth. Operators must follow the restrictions imposed by City and the Code of Iowa, and follow all state and local traffic laws.

• Golf carts may be operated on city streets by persons at least 16 years of age possessing a valid driver’s license, proof of financial responsibility, and City of Epworth registration.

Dubuque County Library District-Epworth Branch Unfortunately, all five of our Dubuque County Library branches are closed right now, so we can't place any holds on items or check out any items. Hopefully, staying at home will help us kick this virus more quickly in our area enabling us to open back up sooner.

Located at 210 Bierman Road, just south of the Epworth library, inside the USDA Service Center is the Dubuque Soil & Water Conservation District office. The District celebrated their 75th Anniversary on March 26, 2020. Here are some interesting tidbits about the District, their commissioners, and their activities.

In 1945 the Dubuque Soil & Water Conservation District was organized at the request of local citizens interested in soil and water conservation. The District is a subdivision of state government, governed by five district commissioners, who are elected at the general elections on a nonpartisan basis for four-year terms. The commissioners are volunteer conservation promoters who are charged by the Iowa General Assembly with the restoration and conservation of the soil, water, and related natural resources. Historically fifty county residents have served as Soil & Water Conservation District commissioners in Dubuque County. Current commissioners serving on the board have a combined total of more than forty-five years of experience. Current commissioners are Melvin Wilgenbusch – Durango, Wayne Demmer – Epworth, Mike Freiburger – Dubuque, Dave Ruden – Dubuque, and Jeff Schmitt – Holy Cross.

Conservation districts across Iowa have provided millions of cost-sharing dollars over the years to their local agricultural, woodland, and urban landowners to implement conservation practices such as cover crops, terraces, grassed waterways, ag waste structures, tree plantings, forest stand improvement, rain gardens, and permeable pavement to name just a few of the many practices.

The District helps guide the soil and water conservation programs in the county and has the opportunity to influence state and national conservation programs. Districts establish conservation priorities, establish acceptable soil loss limits, resolve soil loss complaints, approve soil conservation plans, and assist in the management of District funds and personnel.

Hello Friends,

Greetings from the Epworth United Methodist Church. It is my hope that all are well and enjoying spring. When I was preparing my worship and devotion services online a few months ago, I came across a book that was given to me forty-five years ago by my youth pastor. It shows its age and a few pages are loose, but seeing it made me think of the people who have influenced my life. Pastor Rod was one of those people.

I leafed through the book and stopped at a page that had a paperclip attached. Reading the passage, it talked about how our lives are like a beautiful tapestry, or an intricate quilt. The materials used to make this tapestry can be smooth and shiny, or coarse and rough, sometimes both in the same piece. Our lives, too, are made up of beautiful smooth times and hard rocky times, all mixed into one. But the one thing we must remember is that our Heavenly Father walks with us during all of those times. He knits us together and knows the plans he has for us. Our maker and creator promises to always be with us. The one thing that binds experiences in our life together, whether smooth and shiny or coarse and rough, is the golden strand of his Grace that runs throughout.

Just think, we are all created by God, but each of us is wonderfully different. We are all given a plan and path to walk and all are unique. And the best thing is that when we stumble on that path, God is there to pick us up and cover us with that golden strand of Grace.

Just something to ponder as we travel together in this world. Have a wonderful summer. May God bless you all with health, safety, and lots of love!
