He transitioned to a 26 year career in Regional Retail Management, culminating as owner of a marketing company. Finally finding a niche in Emergency Management, for the last 32 years, he has provided emergency planning, training and exercising for an area as large as 4000 square miles and 20 cities. Danielle Bauwens is currently the Consumer Driven Health Account and Sales Manager for EBMS, Inc. Although a recent addition to EBMS, Danielle has ten years’ experience in banking, specializing in Health Savings Accounts. Her career ultimately began in customer service and has transitioned quickly into account management and sales. Danielle is currently attending the University of Phoenix. Danielle lives in Billings, Montana with her husband and three children. Amy Barnwell is currently the Regional Vice President of Sales for EBMS, Inc. Employed in the insurance
industry for over 20 years, Amy has worked for local and national carriers in both the self-funded and fully-
insured markets. Her experience spans operations, marketing, account management and sales. She began her
career as a part-time employee working after school at a local health insurance company and returned to the
field after graduating from college. Amy earned her bachelor’s degree at Oregon State University.

Susan Wooley has worked for the Oregon Bureau of Labor and Industries for nineteen years. As the Prevailing Wage Rate Technical Assistance Coordinator for the past fourteen years, she oversees BOLI’s prevailing wage rate (PWR) law education program, giving seminars on PWR law to contractors and public agencies around the state. Prior to this position, she was a compliance specialist with the PWR unit for five years, investigating complaints of PWR law violations, and instructing contractors and public agencies on how to stay in compliance with the law.
Oregon’s Prevailing Wage Rate Law Overview: Susan will present a brief overview of Oregon’s Prevailing Wage Rate laws, and will provide information regarding employer responsibilities when working on public works projects, including paying the appropriate prevailing wage rate, understanding daily and weekend overtime requirements, and learning how to correctly complete certified payroll report forms.
Rick Harris is a managing director at Blue Prairie Group and serves as the firm’s Practice Leader in the nonprofit and
higher education space. His primary expertise is as a fiduciary and ERISA consultant to private educational
institutions with regard to their defined contribution retirement plans. Rick received his Bachelor’s Degree from the
University of Idaho and his Master’s Degree from Bowling Green State University in Ohio.
