WOW, what a year we've had!Dnaagdawenmag Binnoojiiyag Child &Family Services achieved “Designation”just before the end of the fiscal year, onFebruary 28, 2019. The history of ouragency reaches back at least 20 years whenour member First Nations came togetherand conceptualized child and familyservices that would meet the needs of ourchildren, youth, and families.  This visionevolved over time to include an agency andservice model to serve our children, youth,and families as well as all self-identifiedIndigenous people in our geographicjurisdiction.   But our roots are much longerand deeper.  Our unceded and inherentright and responsibility to look after ourchildren is timeless.

MESSAGE FROMBOARD CHAIR &EXECUTIVE DIRECTOR

Our team of dedicated staff continues togrow almost every day.  To give you an ideaof the scope of our growth, at April 1st of2017 we had 17 staff.  By April 1st of 2018we had 37 staff. By the end of July 2019 wewill have at least 203 staff.  Recruitmentremains in full swing as we continue tobuild and sustain capacity.  Our HumanResources team is recruiting for Indigenousand non-Indigenous candidates whodemonstrate an understanding andappreciation of our Wholistic ServiceModel and approach to child well-being.  Our senior leadership team has been busygrowing our infrastructure. From Financeto IT to Service, they’ve been busy writing,drafting and finalizing DnaagdawenmagBinnoojiiyag policies, procedures, andprotocols, all of which are grounded in theseven Grandfather Teachings. Thesefoundational documents are also wellreviewed and guided by thoughtful advicefrom our Kaandossowin (“those who know”)Committee, a group of dedicatedindividuals who have served as an advisoryto the organization for twenty years. Urbancommunity partners will soon be joining theKaandossiwin Committee.

Today, we stand proudly havingcultivated a full-serviceIndigenous child, youth, and familywell-being agency to support andheal struggling families, to protectand nurture permanentconnections to culture andidentity, and to keep children andyouth safe.

Dnaagdawenmag Binnoojiiyag Child & FamilyServices provides services that respect andsupport the inherent authority of ourIndigenous nations and families to provide careand protection for our children based onculture, tradition, values, beliefs and customs.

Our Board of Directors remain committedand dedicated to making informedgovernance decisions.  They meet at leastmonthly as well as participate oncommittees, teleconferences, and respondto email requests.  The development of ourorganization has been filled with criticaldecisions at every turn.  They havethoroughly considered options andprovided direction throughout ourdevelopment. One of the many highlightsand achievements from the past year is aunique Board-to-Board Agreement with theBoards of Directors of our mainstream CASpartners, agreeing to our respectivejurisdictions and related governance. On that note, we would like to acknowledgethe collaboration and support we havereceived from our partner agencies -Durham Children's Aid Society, HighlandShores Children's Aid, Kawartha-Haliburton Children's Aid Society, SimcoeMuskoka Family Connexions, and YorkRegion Children's Aid Society. We workvery closely with these five Children's AidSocieties in the restoration of jurisdictionto its rightful place.  An enormous amountof work by multiple departments at each ofour agencies went into the creation and finetuning of the file transfer process and wewould not be where we are today withoutthe cooperation and work of everyoneinvolved. We are creating new pathways to wellnessas we are the first Indigenous Child Well-being Agency in these regions to provideservice using our unique Wholistic ServiceModel.

While we are gratified to have finallyreceived the mandate under the Child,Youth and Family Service Act (CYFSA) fromthe province, we are proud, humbled, andhonoured to have been trusted with themandate from our leadership to providethese services. Additionally, we are absolutely thrilled tohave an agreement in principle withTungasuvvingat Inuit who have been giventhe authority by the National Inuit TapiriitKanatami to enter into agreementsconcerning child welfare. A formal protocolis in development. We are also offering theMétis Nation of Ontario the opportunity todiscuss service options. To all of our member communities, theChippewa  First Nations of Beausoleil,Georgina Island, & Rama, the MississaugaFirst Nations of Alderville, Scugog Island &Hiawatha, the Pottawatomi First Nation ofMoose Deer Point, and the WahtaMohawks, we are proud to serve you. 

We look forward to supportingyou in building healthycommunities in which we canprotect, care for and nurture ourcollective children, youth,families, and culture.

We thank our staff, senior leadership,Board of Directors, partner agencies, andcommunities for your dedication, hardwork, and support getting us to where weare today.

We are partners with five Children's Aid Societies within ourjurisdiction - Durham Children's Aid Society, Highland ShoresChildren's Aid, Kawartha-Haliburton Children's Aid Society,Simcoe Muskoka Family Connexions, and York Region Children'sAid Society - to provide service and care to our Indigenousfamilies before designation. The figures to the right representthe transfers that occurred post-designation, March 4through March 31, 2019.

*Important to note that the majority of transfers happened in the new fiscal yearcommencing April 1, 2019. Please see those figures below.

AS OF JULY 1, 2019We currently have 284 active service files. Since designation,

a total of 335 service files have been transferred from partner

agencies to Dnaagdawenmag Binnoojiiyag. During that time,

51 service files have been closed.

We expect 650 services files in the following categories to

transfer from our partner agencies over the next several

months: Child in Alternative Care, Continued Care and

Support for Youth, Formal Customary Care, Kinship Service,

Ongoing, Other Child Welfare, and Voluntary Youth Services.

Initial  Assessment/Screening, After Hours, and Adoption

Services are in development and will be implemented soon.

It’s been a busy year for the Alternative Care Department!

Caregiver Information & Orientation sessions were held

for our local Children’s Aid Societies and First Nations.

Nearly 200 home visits have been completed with the local

Children’s Aid Society caregivers to orient them to

Dnaggdawenmag Binnoojiiyag Child & Family Services.

This has resulted in a number of caregivers deciding to

transition to Dnaggdawenmag Binnoojiiyag to provide

Customary Care, Kin Care and/or Alternative Care.

Based on the projected number of children, youth,and families to be served, we are in the process ofrecruiting for a total of 321 positions atDnaagdawenmag Binnoojiiyag. Of that totalnumber, approximately one third of the positionsremain vacant. Staffing is broken down intocategories below.

Another unique factor of Dnaagdawenmag Binnoojiiyag is thatthree quarters of our staff are Indigenous. All of our staffparticipate in Indigenous Wholistic Practice Training (IWP). IWPwas created in partnership with the Chanie Wenjack School forIndigenous Studies - Trent University. A unique curriculum hasbeen developed exclusively for our organization.
