In accordance with the regulations contained in Title 30 CFR, Subpart J, Part §250.1010, High Point Gas Transmission, LLC - Company #03256 and Southern Natural Gas Company, LLC - Company #00010 respectftilly submits for your review and approval an applicalion for abandonment in place of 67,776 feet of the above referenced pipeline designated as Segment No. 8323, ROW OCS-G 10064 by thc Bureau of Safety and Environmental Enforcement.

High Point Gas Transmission, LLC and Southern Natural Gas Company, LLC respectfully requests a departure from the requirements of 30 CFR 250.1751 (b) for pigging the pipeline.

In support of this request, the following documents are attached; 1. Decommissioning Application 2. Pay.gov receipt in the amount of $2,170.00

I I I . Depressurizing Pipeline (If Necessary)

1. Topside personnel will utilize Mesotech to help identify SSTI location prior to jumping a diver.

2. Diver will handjet as needed to locate and expose the 12" SSVA.

3. If topside crew reports that there is pressure in the line; depressurize the pipeline by:

i . Isolating pipeline SN-8323. Close Valves on any lateral pipelines and main "trunkline". Topside crew shall isolate SN-8323 incoming riser by closing ball valve on top of the riser.

i i . Topside filtration crew shall identify a tie-in connection point on riser to bleed off the line. Topside crew shall run a hose from the tie-in point on the riser to the gas buster on board the filtration vessel.

i i i . Ensure pipeline SN-8323 is isolated and operate SSVA's such that only SN-8323 can be bled off when opening topside valve.

iv. Open ball valve on top of riser. See step i above.

IV. Flushing Operations

1. The dive crew will locate SSVA and uncover to access tie-in point.

2. Diver will install a pollution dome w/hose over the tie-in point blind flange. If the existing blind flange does not have a 2" port, replace with a blind flange w/ 2" port.

3. Install 2" blind equipped with flushing hose on subsea tie-in point. Verify all personnel are ready to begin flushing. When both crews are ready the flushing will begin. (NOTE: If communication is lost between the topside dive crew MP 116 "B" operations will cease until communications are re-established.

4. Uninhibited seawater will be pushed through the pipeline system. The flowrate w i l l be between 3-5 hhls per minute. The flushing hose Mill he equipped with an in line flow meter. The voluine pumped will be recorded every 15 minutes. The DSV will push a minimum of 14220 BBLS or 1.5 times the original volume.

10. The DSV JOSEPH BISSO will recover the pipe section onto the deck and secure.

11. The divers will install plumber's plugs in the end of the pipeline.

12. The diver will make sure the end of pipe and subsea valve assembly is 3' BML and place a pallet of 3:1 sand/cement on the end of pipe.

13. Diving supervisor and surveyor will record X & Y location of the end of pipeline.

VI. Demobilization

1. This will complete the scope of work.

a. Fill out the Job Completion fonn,

b. Pick up anchors and get underway to next location.

c. Send Survey data and material transfer to PM of any equipment that will be demobilized.

The reasoning for the requested departure from 30 CFR 250. 1175(b) is because the connection to the 26" mainline is

a top tap tee at a subsea connection and there is no ability for the line being abandoned to run and receive a pig. I

have attached two drawings which I have highlighted to show the pipeline and the connections for visual clarification.
