Introduction

Each year the State Records Office of WA (SRO) marks Western Australia Day by publishing online a Guide to State Cabinet records which have been released from their 30 year restricted access period in the previous calendar year. This year’s Guide comprises information from Cabinet minutes and decisions from 1988.

State Cabinet records are historically significant documents which reveal the decisions made by the government of the day. These unique records are the primary source documents for information about the issues raised at Cabinet meetings. This online Guide is intended to assist the Western Australian community with access to these records.

This online Guide also provides an overview of Western Australian state issues in 1988, as well as highlighting a few of the more prominent national and international news events of that year. A list of the topics and subjects discussed at each meeting of State Cabinet in 1988 is provided in this Guide to encourage further research into the records. This list includes a link to the SRO’s online catalogue to enable online requests to order, view and digitise relevant records.

Unlike the release of Cabinet papers at the Commonwealth level, where records comprising more sensitive information can be embargoed beyond the restriction access period, all of the State Cabinet records for Western Australia are released for public access 30 years after the records are created.

N.B. This year (2019) the Guide to the 1988 State Cabinet Records has been produced with the assistance of Mr Duane Kelly, while a student University of Western Australia and part-time Indigenous Cadetship Officer at the SRO. Mr Kelly researched the 1988 State Cabinet Minutes and Decisions and compiled and drafted the list of Cabinet meeting subjects (see pp.11 - 40) during his practicum placement at the SRO.

The State Records Office of Western Australia

State Cabinet records are held by the SRO, the authority responsible for identifying, managing, preserving and providing the community with access to the State’s Archives. The records are listed on the SRO’s online catalogue and original records are available at the SRO’s Search Room situated on the Ground Floor of the Alexander Library Building in the Perth Cultural Centre. The SRO Search Room is open Tuesday – Friday, 10.00am – 4.30pm.

Description of the 1988 State Cabinet Records

The primary set of State Cabinet records referred to in this Guide are called ‘Cabinet Minutes and Decisions.' These records include agendas and submissions to Cabinet and are listed chronologically. They record the meetings of State Cabinet held between 04 January and 19 December 1988 inclusive, and are described on SRO’s catalogue as State Cabinet Minutes and Decisions (Series 1228, Consignment 4736). Other State Cabinet records which complement the Minutes and Decisions, include Cabinet Meeting Summaries for 1988 (Series 1230, Consignment 4823, item S06), and submissions, reports and other accompanying documents to the Minutes and Decisions, each of which is described as a “Cabinet Record” (Series 1228, Consignment 6150). Cabinet Minutes and Decisions State Cabinet Minutes and Decisions are the primary original source documents that reveal government decisions made at Cabinet meetings. These documents contain the names of the Ministers present and absent at each meeting, supporting reports, copies, summaries or reviews of submissions, and a record of ministerial recommendations, and relevant decisions, approvals, deferrals and rejections by State Cabinet.

World Events that Made the News in 1988 (1)

In 1988, the United Nations estimated that the global population rose to a total of 5.1 billion persons, a 1.7% increase in population since 1987. Margaret Thatcher became the longest serving British Prime Minister of the 20th Century and George H. W. Bush was elected as the 41st President of the United States of America. This year also saw outgoing U.S. President Ronald Reagan and Canadian Prime Minister Brain Mulroney sign the Canada-US free trade agreement.

In May, the Soviet Union began withdrawing troops from Afghanistan after eight years of conflict. Mikhail Gorbachev became the Chairman of the Presidium of the Supreme Soviet, effectively the Head of State of the Soviet Union. 1988 also marked the commencement of the dissolution of the Soviet Union as popular movements within the Baltic States and the Caucasus region pressed for independence.

Francois Mitterand was re-elected as the President of France for a further seven year term. The United Nations Peacekeeping Forces were awarded the Nobel Peace Prize for their work in crisis areas, creating buffer zones and contact between conflicting parties, monitoring armistice agreements, maintaining calm and good order in trouble spots, and providing humanitarian aid within different theatres of war across the globe.

The Olympics dominated world sporting news with the XV Winter Olympics was held in Calgary, Alberta, Canada and the XXIV Summer Olympics in Seoul, South Korea. George Michael, INXS and Whitney Houston topped the global music charts.

1988 also saw a cease fire that marked the end of the eight year Iran-Iraq war. Al-Qaeda was formed by Osama bin Laden in Afghanistan. In December, Pan Am flight 103 was blown up over Lockerbie in Scotland by Libyan terrorists, killing all 259 passengers on board. The year also marked a turning point in technology with the concept of the World Wide Web first being mooted at CERN and the invention of the first digital cell phones. The world’s first internet worm virus infected an estimated 10% of all computers connected to the internet at that time.

1988 marked the continuation of the Hawke Labor Government, which was into its third consecutive term of government, and a year of celebration to commemorate the bicentenary of European arrival and colonisation of the Australian continent. Celebrations spanned the breadth of the year; however, it was the Australia Day re-enactment of the arrival of the First Fleet at Sydney cove, complete with a fleet of sailing ships, which became the keynote event within the series of celebrations.

On May 9th Queen Elizabeth II officially opened the new Federal Parliament House in Canberra. This opening of Australia’s new parliament building formed part of a royal tour that saw Queen Elizabeth II criss-cross the nation and attend various bicentenary celebrations.

On June 12th Galarrwuy Yunupingu and Wenten Rubuntja presented Prime Minister Hawke The Burunga Statement, which was a call to action by Indigenous Australia to the Australian Government and wider Australian populous to recognise and begin implementation of Aboriginal self-management, a national system of land rights, compensation for loss of lands, respect for Aboriginal identity, an end to discrimination, and the granting of full civil, economic, social and cultural rights. Prime Minister Hawke responded that he wished to conclude a treaty between Indigenous Australians and other Australians by 1990, a wish that was not fulfilled.

World Expo 88 in Brisbane featured prominently that year, thrusting Brisbane into the international spotlight. The city hosted representatives from 35 countries and 15.7 million visitors. In sport, West Australia would go on to secure the Sheffield Shield by defeating Queensland by 5 wickets and Subiaco would go on to defeat Claremont in the Grand Final to clinch the 1988 WAFL premiership.

Crocodile Dundee II hit cinemas and the debut of long running television drama Home and Away commenced on Channel 7. Evil Angels - a film about the trial of Lindy and Michael Chamberlain after a dingo took their baby at Uluru - was released in November 1988. The prestigious Archibald Prize was awarded to Frederick Cress for his portrait of John Beard and Australian pop star John Farnham’s album Age of Reason dominated music charts in September and August. In January 1988, a riot by prisoners at Fremantle Prison was the catalyst for its demise as a correctional facility. In May Channel 10 started television broadcasts. In March Jon Sanders returned to Fremantle after 657 days and 21 hours at sea, completing three non-stop solo circumnavigations of the world – a feat still cited by the Guinness Book of Records as the longest distance sailed by any vessel.

Events and Issues in WA Politics in 1988 (2)

On 25th February 1988, the Hon. Brian Burke MLA retired from politics, bringing an end to the Burke Ministry with his resignation from the positions of Premier and as the Member for Balga. The Deputy Premier the Hon. Mal Bryce MLA also retired on the same day. A packed public gallery attended their resignation speeches in Parliament and they received rare standing ovations for their service to the State. On the same day, the Hon. Peter Dowding MLA succeeded Burke as parliamentary leader of the Western Australian branch of the Labor Party and as Premier of Western Australia. The Governor of Western Australia, Professor Gordon Reid, appointed 17 ministers in the Dowding Cabinet, including a record number of four women, doubling the number in the previous Cabinet. Discussions about the logistics of upcoming bicentennial celebrations that were scheduled to take place at various locations around the State featured in Cabinet deliberations in the beginning of the year. Considerations were also given to the redevelopment of residential care facilities for aged and disabled people as well as the proposals for an exclusive bus lane on the Kwinana Freeway and the contentious redevelopment of the Old Swan Brewery located on Mounts Bay Road. Cabinet would also approve amendments to the Child Welfare Act that would enable the introduction of a citation process so that parents or guardians would be required by law to bring child offenders to court. The Report of Interim Inquiry into the Aboriginal Deaths in Custody was received by State Cabinet and discussed at length. WA was the first Australian State to implement a Seniors Card which was launched in April 1988. Proposals for changes to the method of control of prostitution were considered by State Cabinet and discussions also occurred as to the appropriateness of drunkenness still being an offence. A State Women’s Employment Strategy and Women’s Sport Foundation were explored and incitement to racial hatred was an issue considered by State Cabinet for the first time in 1988. The financial instability surrounding the Rothwell’s Merchant Bank and the involvement of the previous Burke Ministry in the Kwinana Petrochemical Project raised community concerns and became newsworthy sticking points for the Labor Government throughout the year, although the State Cabinet records themselves do not display much obvious attention on these subjects in 1988. With an election looming in early 1989, the Dowding Government set out to reassure and regain voter confidence about these issues, promoting the message that the collapse of Rothwell’s’ Merchant Bank would not negatively impact on the project or the wider community.
