Global Learning Crisis with 3 dimensions• Out-of-school children (never

enrolled and those who have dropped out)

• Children who are in school but not learning basic skills, such as reading and mathematics

• Children and youth who complete primary without developing relevant skills for life and work

Ensure boys and girls start school at the right age by encouraging on-time entry through public policies, campaigns, tracking.
