Helicopter Re Sprays The Drainage Overseer advised that a number of major drains will be re-sprayed by helicopter as the kill was patchy. Possible Pump at Phillips Road The Drainage Manager presented a preliminary report on the possibility of relocating a pump to alleviate the ponding in the Phillips Road area of the Muggeridge pump catchment. The feasibility study included borrowing a pump set from Central North station to discharge to the Pouarua Canal at the western end of Phillips Road. The pump would be powered by diesel generator and would be a temporary measure until the Muggeridge pump is commissioned. The Committee were generally in favour of completing the investigation of the installation including the preparation of cost estimates. Duffin Detention Dam on Back Miranda Road The Drainage Manager reported on the detention dam that was constructed by the WPDD in 1966. It was proposed that the dam should be valued and incorporated into the assets of WPDD. Muggeridge Pump Update An email from the project manager was appended to the report updating on the progress of the monitoring programme required to support the modelling work to be incorporated in the consent application. Financial Report An improved reserves summary will be incorporated into future district drainage reports. GENERAL BUSINESS The members were invited to comment on any general drainage issues of interest in their areas. There were comments received. The meeting closed at 11.50am. Subject: WPDD Drainage Manager Report May 2016 Recommendation: THAT the report be received.
1.0 OPERATIONS
1.1 Chemical spraying
299.5 km of drains have been sprayed in the year to date. This total is 95% of the total drain length. The details are shown in the attached tables.
1.2 Machine cleaning 41.6 km of drains have been machine cleaned in the current year, including the Mangawhero debris trap. 300m of drain in Ngatea was machine cleaned. Short reaches of the Pouarua Canal, Indian Drain and Miranda Borrowpit were de-silted in the vicinity of the floodgates.
1.3 Maintenance/Fencing/Culverts Routine maintenance items undertaken. A small cess pit was installed in Ngatea.
1.4 Pump operation Regular inspection runs were undertaken in this period. 174 pump hours were recorded in May. The summary for the 2015-16 year is attached. The total to the end of May of 9,144 hours is 88% of the annual average. Twenty five man-hours were spent on weed screen cleaning in the month.
1.5 Floodgates Floodgate inspections were completed. Smythes, Booms South and School outlet were de-silted. Rawerawe East gate was cleared.
The drain cleanings from the Gubb’s drain placed on the stopbank were levelled. The inspection of the Mahuta Drain stopbank is expected to be reported to the meeting.
2.0 BYLAW APPROVALS
Bylaw approvals were granted in the period as follows:

4.0 RAINFALL The table and graphs of the Ngatea Monthly Rainfall depths since 1993 is attached. The rainfall total for May was 96 mm.. The total for the year to date is 1,053 mm, which is 108% of the annual average to the year to date.
5.0 CAPITAL WORKS No further capital works have been undertaken.
6.0 GENERAL
6.1 Proposed Muggeridge Pump Station The project steering group met on 14 June at WRC Paeroa office. The main issues discussed were the delayed lodgement of the consent application, and the report from AECOM on the hydrological modelling of the interface between the Muggeridge catchment and the Torehape wetland. The consent application will be delayed by up to two months (from 30 June) due to the need to involve DoC and the iwi groups in pre-application meetings to bring them up to date with the investigation’s findings and the consent application process. Meetings with other parties including Pouarua Farms, Fish and Game, and WRC internal staff in their Resource User Directorate will be held. Updates will also be provided to the affected landowners and the WPDD Committee, and the local constituent Councillors Stu Husband and Hugh Vercoe will be briefed. The AECOM hydrological investigation has concluded that ‘the Torehape catchment and the Muggeridge catchment are separate sub-catchments within the broader Pouarua catchment’.
This is due largely because the construction of the Pitts Road stopbank has effectively compressed the underlying peat to an extent that the permeability is much reduced. This restricts the horizontal sub surface flow from the Torehape reserve into the proposed pumped Muggeridge catchment. The findings of the hydrological investigation will be presented to and discussed with DoC staff at a workshop planned to be held on 8 July. DoC staff have previously noted that if it can be proved there is no effect on the Torehape Reserve due to the construction and operation of the Muggeridge pump, they would have no objection to the project. The project team’s main concern is likely to be escalating design and construction costs, given the current tendering climate.
6.2 Possible Drainage Pump on Phillips Road West Some further investigation has been commenced on the possibility of constructing a temporary pump at the west end of Phillips Road, discharging into the Pouarua Canal. The concept has been discussed with WRC staff and no concerns have been raised. Council’s preferred generator hire company has been requested to provide some indications of hire costs. Further information may be able to be provided to the meeting.
6.4 Duffin Detention Dam, Back Miranda Road An assessment of the valuation of the dam has been initiated. The location of the dam and spillway, and the extent of the probable area flooded when the dam is at capacity is shown on the attached plan. There are three properties affected by the location of the dam and spillway, two contain the majority of the pond and the dam and spillway, and one has some minor potential inundation when the dam is at full capacity. Enquiries will be made with the owners to ascertain what arrangements, if any, have been made for the construction and ongoing operation of the dam and pond.
