I am pleased to introduce our 5 year strategy, “Policing the Roads in Partnership 2015 – 2020” for England, Wales and Northern Ireland roads. This strategy sets out our direction of travel during these challenging economic times.

This overarching strategy is underpinned by a more detailed annual action plan and a national calendar of police and partner operations developed to ensure that we concentrate our collective efforts on those threats and risks that impact disproportionately on the most vulnerable, including young drivers, cyclists, motorcyclists and pedestrians. I know that enforcement works and building on the successes of our last strategy I will be seeking to prioritise enforcement and education on the “fatal 4” offences of drink and drug driving, the non-wearing of seatbelts, excessive speed and driving whilst distracted.

I accept that no one single agency can deliver the reductions in the numbers of persons killed and injured that I would like to see, therefore even greater levels of effective partnership working are necessary to achieve these shared outcomes, this strategy reflects that approach.

I also acknowledge that criminals use our roads and I am determined to encourage, enthuse and support the excellent ongoing work to tackle organised crime groups. This will be achieved utilising patrol and Automatic Number Plate Recognition (ANPR) to disrupt their activities and keep communities safe.

I am proud to be the national policing lead for roads policing and collectively we have the opportunity to work with so many committed police officers, staff, partners and Government agencies as I seek to help deliver even safer, more secure and efficient roads.

Strategic Objective One

SAFEWorking in partnership to achieve safe roads, free from harm. We will work with partners to adopt a balanced and joined up approach to enforcement and education activities utilising appropriate technology to reduce the numbers of persons killed or seriously injured on UK roads, especially amongst vulnerable groups including younger people, cyclists, motorcyclists and pedestrians.

Strategic Objective Two

SECUREWorking together to establish secure roads free from the threat of serious organised crime and terrorism. We will continue to share information between partners to promote joint enforcement and the use of automatic number plate recognition (ANPR) to detect and disrupt those criminals who use the road.
