    Identifying and Selecting

    Projects The first activity of System planning and selectionphase of SDLC is Project identification and selection.

    During this activity, a senior manager, a businessgroup, an IS manager, or a steering committeeidentifies and accesses all possible systemsdevelopment projects that a business unit couldundertake.

    Organizations vary in their approach to identifyingand selecting projects. In some organization project

    identification and selection is formal process.

    Request for information system developmentcan come from three key sources.1. Manager and business unit who want to replace or

    extend an existing system in order to gain needed

    information or to provide a new service tocustomer.

    2. Manager who want to make system more efficient,less costly to operate, or want to move a system

    to a new operating environment3. Formal planning groups that want to improve anexisting system in order to help the organizationmeets its corporate objective, such as providing

    better customer services.

    Initiating and Planning System

    Development Projects

    Proper and insightful project initiation and planning,including determining project scope and identifyingproject activities, can reduce the time needed to completelater project phases, including system analysis.

    Most Organization assign an experienced System Analyst,or team of analysts for large projects, to perform projectinitiation and planning. Analyst will work with the proposedcustomers-managers and users in a business unit of thesystem and other technical development staff in preparingthe final plan.

    The objective of project initiation and planning is totransform a vague system request document into atangible project description.

    Effective communication among the system analyst, user,and management is crucial to the creation of a meaningful

    project plan.

    The process of Initiating and Planning

    Systems Development Projects

    As its name implies, two major activities occur during

    project initiation and project planning.

    Project initiation focuses on activities that will help

    organize a team to conduct project planning. During

    initiation, one or more analysts are assigned to workwith a customer to establish work standards and

    communication procedures.

    The second activity, project planning, focuseson defining clear, discrete tasks and the workneeded to complete each task.

    The objective of the project planning process isto produce two documents:

    A Baseline Project Plan (BPP),

    Project Scope Statement (PSS).Several activities performed during project

    Dividing the project into manageable tasks.

    Estimating resources and creating a resource plan. Developing a preliminary schedule. Developing a communication plan. Determining project standards and procedures.     Baseline Project Plan The BPP becomes the foundation for the remainder of the

    development project. It is an internal document used bythe development team but not shared with customer.

    The BPP contains all information collected and analyzedduring the project initiation and planning activity. The planreflects the estimate of the projects scope, benefits,costs, risks, and resource requirements given the currentunderstanding of the project.

    The BPP specifies detailed project activities for the nextlife cycle phase of subsequent SDLC.

    The project selection committee uses the BPP to help

    decide whether to continue, redirect, or cancel a project. 15

    The PSS produced by project team, clearlyoutlines the objectives and constraints of theproject for customer.

    It is a short document prepared primarily forcustomer to clearly describe what theproject will deliver and outline all the work

    required for completing the project. It ensures that the system analyst and

    customer gain a common understanding of theproject size , duration, and outcomes.

    PSS serves two role:1. It can be used as the basis of a formal

    contractual agreement outlining firm

    deadlines, costs, and specifications.2.It can simply be used as a

    communication vehicle to outline the

    current best estimates of what theproject will deliver, when I will becompleted , and the resources it may
