PART I.—RECOMMENDATIONS. RECOMMENDATION I.—Land at Pinner Place, Pinner. Preliminary negotiations with the owners of 2-36 acres of land at Pinner Place, Pinner, have been going on for some months. These negotiations arose out of an offer by the owners to sell the land to the Council for housing purposes. It is now understood that the owners concerned desire to retain the land and to build thereon. Your Com mittee, however, agrees with a recommendation by its Sites and Building Sub-Committee that the acquisition and development of this land for housing purposes by the Council is desirable. Resolved to RECOMMEND : That a resolution in the following terms be passed by the Council : That the Council, pursuant to Part V of the Housing Act, 1936, hereby approves the compulsory acquisition for housing purposes of 2-36 acres of land at Pinner Place, Pinner, as shown on the plan, now produced, signed by the Surveyor and dated 22.11.51 ; and that the Clerk be authorised to prepare and affix the Common Seal of the Council to a compulsory purchase order accordingly, to be known as The Harrow Housing (Pinner Place) Compulsory Purchase Order, 1951, and to take such steps as may be necessary to obtain confirmation thereof, and the subsequent acquisition of the land comprised therein. RECOMMENDATION II.—Rayners Lane Housing Estate : Demo lition, Clearance and Road Construction : Scott Crescent and Eliot Drive. Tenders have now been received for the demolition of existing structures on part of the Rayners Lane housing estate left by the former occupiers, the Ministry of Works, and for the construction of roads and sewers in Scott Crescent and Eliot Drive, prior to the erection of per manent dwellings on the land in question. The lowest tender received (£8,744 13s. Od.) is that of A. H. W. Todman & Son, Ltd., to which must be added the sums of £250 (clerk of works' salary) and £110 (street lighting by means of three 45-watt sodium lamps). PART I.—RECOMMENDATIONS.

nth December, sewers in Scott Crescent and Eliot Drive, preparatory to —L the erection of permanent dwellings on 3-3 acres of land

committee or thereabouts (as shown upon the layout plan, now sub­ mitted, signed by the Surveyor and dated 8.6.50) ; and (b) approves the further expenditure of £110 for the pro­ vision of street lighting in connection with this development.

(2) That the Clerk be hereby instructed to make application to the Minister of Housing and Local Government for consent to borrow the sum of £9,105 (including £250 for salary of a clerk of works) in respect of the works referred to in para. (1) of this resolution ; and to prepare and seal any necessary documents in the matter, including a mort­ gage deed with the Public Works Loan Board.

RECOMMENDATION III.—Houses at Rayners Lane, South Harrow : Circle Construction Co., Ltd.

Arising out of a claim by the above-mentioned contractors for an additional payment of £1,388 14s. 8d., as the increased cost of certain materials, your Committee recommends that, subject to Ministerial approval, the Company be paid the sums of £96 11s. 9d. and £15, respectively.

Resolved to RECOMMEND :That a resolution in the following terms be passed by the Council :

(1) That, subject to the approval of the Minister of Housing and Local Government, and to the issue of consent to the borrowing of the necessary monies, the Council hereby agrees to pay to the Circle Construction Co., Ltd., the sum of £111 lls. 9d., in full settlement of the company's claim for additional payments arising out of the increased costs of certain materials used in the construction of 72 houses in Rayners Lane, South Harrow.

(2) That the Clerk be instructed to make application to the Minister of Housing and Local Government to borrow the sum mentioned in (1) above ; and to prepare and seal any necessary documents in the matter, including a mort­ gage deed with the Public Works Loan Board.

RECOMMENDATION IV.—Housing Tenants' Associations : Pro­ posed Joint Consultative Sub-Committee.

With the object of stimulating and encouraging the recently formed tenants' associations at the various Council housing estates, two informal meetings have been held during the past few months between members of your Committee and the associations' representatives. These meetings have explored the methods by which regular liaison may be maintained between the tenants' associations and the Council for the general benefit of both parties. Your Committee submits the following recommendation in the matter.

Resolved to RECOMMEND :That a resolution in the following terms be passed by the Council :

(1) That the Council hereby approves the setting up of aHousing Tenants Joint Consultative Sub-Committee, tocomprise the Chairman of the Housing Committee and

Councillors Crawforth, Briggs, Hewett, Juckes and Mrs. uth December, Potts, and two representatives of each of the several ^ Council house tenants' associations. committee

(2) That the terms of reference of the joint Sub-Committee shall be to discuss, in a spirt of co-operation and for the benefit of the Council's tenants as a whole, matters and problems (other than individual complaints which shall continue to be submitted to the Council's officers through the usual channels) which may arise from time to time concerning the general administration of the Council's housing estates ; that meetings of the Joint Consultative Sub-Committee be held at two-monthly intervals ; and that minutes be kept of such meetings.

PART II.—MINUTES.2193. Minutes : RESOLVED : That the minutes of the meeting of

the Committee, held on 18.10.51, having been circulated, be taken as read and signed as a correct record.

2194. Report of the Surveyor : RESOLVED : That the Committee receives the report (22.11.51) of the Surveyor.

2195. Purchase of Oak Gates : The Surveyor reported (a) that of 500 oak gates, purchased by the Council in 1946 against an anticipated hardwood shortage, 382 had been issued to contractors at the various estates, but that many of the gates remaining in store had become affected by woodworm ; (b) that by salvaging the sound portions of the defective gates, and by executing repairs at an estimated cost of £20, only 38 gates will be totally lost and require to be written off from the suspense account ; and (c) that the original cost of the gates was £1 6s. Od. each and that, if the sug­ gested repairs were carried out, plus the application of a suitable preservative at a cost of £10, the remaining 80 sound gates would, for accounting purposes, be valued at £2 6s. Od. each against the present day market price of £1 5s.

RESOLVED : That the report be received ; that the Com­ mittee hereby (a) instructs the Surveyor suitably to recondition at an estimated total cost of £30, the remaining stock of oak gates ; and (b) requests the General Purposes and Finance Committee to consider (i) writing off the value of the lost gates, and (ii) the re­ valuation of the reconditioned gates.

2196. Ministry of Housing and Local Government : Award of Merit and Bronze Medal, 1952 : RESOLVED : That the Com­ mittee hereby concurs in the suggestion of the architect for the Council's Grove Estate housing scheme, that the same should be entered for the Ministry of Housing and Local Government Award of Merit and Bronze Medal, 1952 ; and instructs the Clerk to submit a formal entry accordingly.

2197. Tudor Estate, Castleton Road, Northwood : Water Mains :RESOLVED : That the Clerk be hereby instructed to enter into a formal agreement with the Colne Valley Water Company for the provision of water mains.

i4th December, 2198. Tudor Estate, Castleton Road, Northwood : Electricity'— Cables : Arising out of resolution 5617 (5.10.51), whereby the

Committee Council agreed to bear half the total cost of relaying pilot cablesacross this estate, the Clerk reported that the Board now desiresto re-route the cable to obviate the danger of future damage beingcaused thereto by tenants when digging their gardens.

RESOLVED : That the report be received ; that the Clerk be instructed to enter into a formal wayleave agreement with the Eastern Electricity Board in respect of the re-routing of the Board's cable across the Council's housing land at the Tudor Estate, Castleton Road, as shown on the amended plan now submitted, signed by the Surveyor and dated 22.11.51.

2199. Building Programme for 1951 : Allocation of Building Licences : Having received the report by the Surveyor,

RESOLVED : (1) That a special meeting of the Committee be held at 8 p.m. on 10.12.51 for the purpose of considering tenders received for the erection of Council dwellings at College Hill Road, Harrow Weald ; Castleton Road, Northwood, and Whittington Way, Pinner.(2) That further tenders, to be received on 14.12.51, for the erection of Council houses at Rayners Lane housing estate, and aged persons dwellings at the Woodlands estate, be submitted to the next ordinary meeting of the Committee on 28.12.51.

2200. Report of the Sites and Building Sub-Committee : RE­ SOLVED : That the report of the Sites and Building Sub-Committee, dated 8.11.51 (appendix II to this report), be received and, in so far as the same requires confirmation and is not otherwise dealt with in this report, be confirmed.

2201. Issue of Building Licences : Arising out of resolution 2180 (18.10.51),

RESOLVED : _That the Committee hereby adopts recom­ mendation 1 of the report of the Sites and Building Sub-Committee (8.11.51) subject, however, to the prior approval of the Minister of Housing and Local Government being obtained in every relevant case to the unconditional issue of building licences.

2202. Report of Housing Management Sub-Committee : RE­ SOLVED : That the report of the Housing Management Sub- Committee (14.11.51) (appendix III to this report) be received and, in so far as the same requires confirmation and is not otherwise dealt with in this report, be confirmed.

2203. Housing Repairs Fund : Financial Statement : With reference to resolution 2183 (18.10.51),

RESOLVED : That the Committee receives the financial statement of the Treasurer (now re-submitted) for the period 28.3.51 to 11.9.51.

2204. Elstree Tenants' Association : Community Hut : The i4th December, Clerk submitted a letter from the Secretary of the Elstree Tenants' — Association stating that the Association had been granted the use, committee for communal purposes, of a hut in the grounds of Hill House, Elstree, and requesting that the Council should supply suitable decorating materials to permit the hut being renovated for the Association's Christmas festivities. The Surveyor reported (a) upon the size and suitability of the hut for the communal purpose, and (b) that the Association had not been granted exclusive user thereof.

RESOLVED : (1) That the letter and report be received ; that, in view of the practical difficulties preventing the formation of a community association at the Elstree Hill housing estate, the Clerk be instructed to make enquiries of (a) the owners of the hut above mentioned as to the terms upon which the same is let to the Association, and (b) of the Ministry of Housing and Local Government with a view, if possible, to such assistance as the Council may be authorised to offer being made available in time for the Christmas season, 1951.(2) That the Treasurer be instructed to report further to the next meeting as to matters to be considered in formulating a general policy in regard to the granting of communal facilities at housing estates.

2205. Woodlands Estate : Site for Community Centre : Arising out of recommendation 1 of the Sites and Building Sub-Committee (5.10.50), suggesting that the Woodlands Residents' Association should be granted facilities to construct a temporary communal hut on vacant land at the estate, the Clerk submitted a letter (1.11.51) from the Association stating that it had now decided not to proceed with the original project, but wished instead to erect a permanent building (by employing its own labour force) on another site, at the rear of Masefield Avenue, which, it was submitted, could also be used as a children's playground. The Treasurer submitted a report on the matter.

RESOLVED : That the letter and report be received ; and that consideration of the matter be deferred pending submission of a further report by the Treasurer as instructed in resolution 2204 (2) above.

2206. Elstree Hill Estate : Provision of Garages : In connection with an application (13.10.51) now submitted by the Clerk from the Elstree Tenants' Association, asking for garage accommodation on this estate, the Surveyor reported that there were three possible suitable sites.

RESOLVED : That the application and report be received ; and that consideration thereof be deferred for a further report by the Surveyor.

2207. South Midlands and Greater London Housing Society, Ltd. :The Clerk submitted a letter (11.11.51) from the Chairman of this Society, (a) enclosing preliminary proposals for erecting houses on land owned by the Society at Bushey, for which purpose the District Council was being asked to make a loan in exercise of its powers

RESOLVED : That the letters be received ; that the Committee agrees, in principle, to grant the application of the South Midlands and Greater London Housing Society, Ltd. ; that the Chairman be authorised to discuss the proposals further with the Chairman of the Society and a representative of Kodak, Ltd., and to report in due course.

2208. Housing Repairs and Maintenance : Compensation for Works Carried Out by Tenants : Arising out of a request made at the second informal meeting (16.11.51) between members of the Committee and representatives of housing tenants associations (referred to in recommendation IV hereof) that copies of the memo­ randum explaining the operation of this scheme now being prepared for circulation to housing tenants, should also be sent to honorary secretaries of the tenants' associations concerned,

RESOLVED: That the foregoing request be received and hereby granted ; that all members of the Council be also furnished with copies of the explanatory memorandum above referred to ; and that distribution of the document be deferred until the Chairman of the Committee is satisfied as to its conformity with Council resolution 5618 (5.10.51).

2209. Erection of 177 Dwellings and Four Shops at Northolt Park Racecourse Estate : Surface Water Drainage : TheSurveyor (a) submitted correspondence with the British Railways Executive (Western Region) regarding a proposal to drain surface water from a part of the Council's Northolt Park Racecourse housing estate into an existing ditch on adjoining railway land ; and (b) reported that an alternative to the use of the ditch was to lay a further length of eighteen inch pipe. This would involve greater expense than the sum of £100 now requested by the British Railways Executive as a consideration for the use of the ditch for drainage purposes.

RESOLVED : That the correspondence and report be received ; that, although the Committee agrees, in principle, to the use of the ditch, the matter be referred to the Highways and Cleansing Committee for any necessary action.

2210. Annual Conferences : RESOLVED : That the General Purposes and Finance Committee be asked to agree that this Committee shall, in 1952, be permitted to send delegates to the conferences of the International Federation of Housing and Town Planning (in consulta­ tion with the Planning Committee); the Institute of Housing, and the Building Industries National Council.

2211. Building Licences : The Surveyor submitted (a) a statement uth nu of the number of licences issued during October, 1951 (appendix I —_ to this report) ; (V) statement of building licences issued during the same month of £500 and over ; and (c) details of building licences issued for new buildings for the same period.

RESOLVED : That the statement be received.

2212. Housing Progress : The Surveyor reported (a) as to works being carried out at the under-mentioned sites during October, 1951 ; and (6) upon the results of the action taken by him, in accordance with resolution 2188 (18.10.51), to hasten progress :—

Alexandra Avenue. Kenton Road. The Grove. West End Lane. Edgware Golf Course. Northolt Racecourse. Christchurch Avenue. Whittington Way. Elstree Hill.

RESOLVED : That the reports be received.

2213. Housing Progress : Public Relations : RESOLVED : That the Committee receives the report of the Surveyor (now submitted) as to the progress of work to Council houses and requisitioned properties up to the end of October, 1951, and hereby forwards the report to the Public Relations Committee for inclusion in the Harrow Civic Bulletin.

2214. Arrears of Rent : RESOLVED : That the Committee receives the report of the Treasurer (now submitted) as to the arrears of rent of Council houses and requisitioned properties.

SITES AND BUILDING SUB-COMMITTEE : 8th November, 1951.Committee

PART I.—RECOMMENDATIONS.

RECOMMENDATION 1.—Issue of Building Licences : Policy.In accordance with resolution 2180 (18.10.51) of the Housing Committee,

your Sub-Committee has now given further consideration to its recommenda­ tion of 4.10.51, that the Council's policy should be declared in favour of issuing building licences unconditionally as regards maximum selling price and rental in certain cases, namely, where properties are converted in the course of war damage repairs and the cost thereof is substantially met by the cost of works payment, and where a person is granted a building licence to erect a new property for his own occupation..

At the same time your Sub-Committee has also considered a report by the Clerk upon the legal position, wherein regard is had to Ministerial pronouncements as well as to opinion of learned Counsel in certain recent individual cases. The report briefly summarises the present position as follows :—

(a) Building licences issued in respect of new buildings (which do not attract any war damage grant) must be issued subject to conditions restricting the maximum selling price and rentals, unless, in particular cases, the Ministry of Housing and Local Government authorise to the contrary, as men­ tioned in (c) below ;

(b) In regard to the reinstatement of war damaged properties no conditions in the building licence should be imposed, as the reinstatement is covered by cost of works payment ;

(c) Building licences issued for the reinstatement of war damaged premises, plus conversion, should have conditions imposed at the discretion of the licensing authority, unless the Ministry of Housing and Local Government authorise to the contrary. There must be taken into account the relative amounts of the " cost of works " payment and the total building cost ; the question of services ; and the difficulty of fixing a maximum selling price and rentals and of enforcing any conditions relating thereto.

372. Application for a Licence to Build a New Dwelling : The Surveyor reported that objection had been raised on behalf of Mr. J. S. Willson, of Sylvia Avenue, Hatch End, to his name having been added to the supplementary list of building licence applicants, in accordance with resolution 1963 (5) (5.2.51) of the Housing Committee, on the grounds that his application had been made before the passing of that resolution and was therefore eligible for inclusion on the normal list. The Surveyor pointed out that although he had furnished Mr. Willson with the necessary documents on 4.9.50, to enable him to make a bona-fide application, the applicant had not done so until 14.9.51.

Resolved :That the report be received, and that, in the circumstances mentioned,

the foregoing application for a building licence do remain on the supplementary list.

373. Requisitioned Properties Occupied by One Licensee Only : Arising out of resolution 351 (21.6.51), the Clerk reported orally that more than half the owners of the thirty-two requisitioned properties, who had at first appeared amenable to the proposal to derequisition the same upon their accepting the Council's sole licensee as a tenant in each case, had so far not responded to his latest inquiries in the matter.
