Accordingly, I ask that you treat this letter as a request for a hearing in this proceeding before an Atomic-Safety and Licensing Board to cover such matters as are properly within the jurisdi'ction of the Atomic Energy Commission. I would exect that in connection with such a hearing recognition would be given to the fact that the design of the unit and the suitability

Dear Mr. Chairman
We were pleased to receive a copy of the September 23 report from the Advisory Committee on Reactor Safeguards , .
to the Commission with respect to Con Edison's application for an operating license for Unit TNo 2 of our Indian Point ntclear station. We presume the AEC staff will complete its written safety evaluation of this unit in the near future.
Detailed public hearings already have been held before an Atomic Safety and Licensing Board in connection with our application for a construction permit for this Unit No. 2. Although there is no requirement that a second Safety and Licensing Board hearing be held in connection with our application for an operating license, we believe it would, at this time, be in the best interest of all concerned to have such a hearing.
We at Con Edison have great faith in nuclear energy as a source of clean energy for the future and are planning to follow Unit No. 2 with additional nuclear plants. Although we do not think it will be necessary on following occasions to hold a hearing at the operating license stage, it would seem to us beneficial to hold another hearing in this proceeding in view of the understandably great interest among the citizens of our franchise area
