At the budgetary level…
• The program-budget of the IIN Regular Fund was restructured by means of a substantial increase of operational funds as from 2002, shifting from 19 to 35 percent of the total budget.
• The internal budget allocation was improved for the purpose of achieving a more even strengthening of the various technical areas of the IIN.
• As a result of Cooperation Agreements between the IIN and several entities, annual counterpart funds currently exceed one million U.S. dollars.

The Advisory Opinion

• The Report applies the paradigm based on the Structure of Opportunities
• A model of risks and opportunities is proposed
• Child poverty is addressed
• The Child Vulnerability Index is introduced
• The Index for At-risk Family Context is introduced as well

National Reports to the Committee on the Rights of the Child
• Together with Save the Children Sweden, the IIN prepared a diagnosis on ten reports from four countries
• Observations: - data discrepancy (govt. and non govt. reports)
- limited impact
- in general, their structure does not allow for comparison
- excess of juridical contents

National Reports to the Committee on the Rights of the Child
• A methodology is being developed for the Systematization of Reports, with the participation of governments and the civil society
• This methodology is being partially tested in Colombia, Dominican Republic and Uruguay, and will eventually be tested in Paraguay
• The U.N. Committee on the Rights of the Child and the NGOs Coordinating body, both based in Geneva, have been informed on the development of this process
