Cira Z. Garcia, 87, of Hayden, passed away on Monday, June 18, 2012, in Queen Creek under hospice care. Cira was born the daughter of Marciano and Julia (Benavidez) Zambrano in Monterrey, Mexico on December 24, 1924. Cira grew up and attended school in Monterrey. She married Carlos Garcia in 1944. They moved to Hayden

in 1958 where they made their home. Cira enjoyed cooking, going to the casino, watching her soaps, music and dancing and most of all spending time with her grandchildren, making them enchiladas on their birthdays. Cira is survived by her sons, Herminio (Dora), Dudleyville, Carlos (Lila), Hayden,

Jose Luis (Armida), Hayden, and Ricardo (Frances), Mesa; 16 grandchildren; and 20 great-grandchildren. Cira was preceded in death by her parents; husband, Carlos; daughter, Sylvia Diaz; grandson, Herminio Garcia; one brother; and one sister. A Rosary and Funeral Mass for Mrs. Garcia were held June 21 at

The offi cer checked the area with negative results.July 4 Assault-domestic violence was reported in the area of Hillside Drive, Hayden.July 5 Hayden Police received two requests for extra patrol. A 911 hang-up call was investigated in the area of Garfi eld Road, Hayden. No contact was made with the caller. Lost property was reported to Hayden Police.July 6 A Hayden Police Offi cer was requested by the court to serve an Order of Protection and to perform a civil standby in Winkelman. ATTENTION VOTERS GILA COUNTY ANNOUNCES POLLING PLACE

CHANGES As a result of the 2010 Federal Census, as well as Arizona State and Gila County redistricting, a number voters have been moved to different precincts. Additionally, several polling places have been changed. The Recorder’s office is in the process of mailing out new voter identification cards which will provide voters with their correct precinct number. Voters should be sure to check the new precinct number as many precinct boundaries have changed. Voters should not assume their precinct and polling place are the same as they have been in the past! When a voter receives their new voter identification card, they should find the new precinct number on the card and then match it to a precinct number in the following list. The polling places listed are for the Primary Election, to be held August 28, 2012, and the General Election, to be held November 6, 2012. By Zach RichterCopper Area News In June, Bill Bolin, Project Manager for the Copper Corridor Economic Development Coalition (CCEDC) was invited to attend the White House Forum on Regional Innovation in Rural America. The purpose of the Forum was to highlight regional programs that are creating jobs and boosting economic development in rural areas and as the sole Arizona resident to attend the Forum, Bolin explained that it was his responsibility to highlight the CCEDC’s achievements in those areas. “The [United States Department of Agriculture] was listening,” Bolin recalled in an interview with Copper Area News, “We all had the chance to speak up and tell about the projects we are have that are seeing success.” According to Bolin this is the first year the USDA has hosted the forum and the response was above and beyond what they anticipated. “There were 27 organizations representing 25 states, 50 people in all,” he said. “We spoke with representatives from…[Housing and Urban Development], the Economic Development Administration, the

White House Council on Domestic Policy, the American Farm Bureau and more.” The CCEDC works to develop sustainable communities and a prosperous future for eastern Pinal County and Bolin explained he was chosen for the task when the federal government asked AZ USDA to recommend rural economic development leaders for the program. “We have a very strong relationship with the Arizona Department of Agriculture,” Bolin said. “The strength of the Copper Corridor’s economic development programs worked in our favor.” Bolin went on to note that when given the chance he highlighted the Copper Corridor’s focus on tourism, its knowledge base, broadband infrastructure and the CCEDC’s Business Success Center. “The Business Success Center is pretty remarkable,” he said. “It provides workshops, one to one counseling for folks who want to be entrepreneurs.” It is this entrepreneurial spirit that Bolin contends has returned to rural America in a big way. “Everyone was talking about it,” he said, “Displaced folks are

working hard to make jobs for themselves, which is what we see in the Business Success Center.” In addition to business development, Bolin noted that much of the discussion centered on agriculture and making the most of available resources. “There was a lot of talk about asset inventory,” he explained, “They’re using existing facilities and turning them into things like farmers markets.” While the knowledge he traded was worth the trip, Bolin also returned home with some particularly valuable business contacts. ““It was great for networking, I met a few key people who work with Federal Department of Transportation,” he said. “Those are the kinds of contacts Pinal County needs. I’ve invited them to the Governor’s statewide conference in Oct.” Looking back on the experience, Bolin believes that it was beneficial on both a regional and federal level and knows that the other representatives who attended the Forum feel the same. “The response very favorable, we were asked if we would want to do this again and the response was overwhelmingly yes,” he said. Mining Report: Oracle Ridge Mine receives air permit from Pima CountyCompiled by Mila Lira Copper was being sold for $3.40 at the close of business on Monday. This price reflected a two cent drop. Current market conditions have kept the

sales price of the metal steady. Local and statewide mines with news to report for the week were Freeport McMoRan Copper & Gold, Excelsior Mining on their

Gunnison Project and the Oracle Ridge Copper Mine. There has been no recent developments or change in the status Southeast Arizona Land Exchange and Conservation Act for

the Resolution Copper Project. Freeport-McMoRan Copper & Gold Inc. declared a cash dividend of $0.3125 per share payable on August 1, 2012 to holders of record as of July 13, 2012 for its common stock. Excelsior Mining Corp. announced that it has closed its previously announced non-brokered private placement offering (the “Offering”) of units of Excelsior (“Units”). Specifically, Excelsior raised aggregate gross proceeds of C$1,015,000, through the issuance of 3,383,334 Units at a price of $0.30 per Unit. Each Unit consists of one common share and one half of one common share purchase warrant (each whole warrant a “Warrant”). Each Warrant shall be exercisable to acquire one common share for a period of 24 months at an exercise price equal to $0.50. At any time after four months and one day from the date of the closing of the Offering, if the volume weighted average trading price of the common shares of Excelsior on the TSX Venture Exchange is greater than $0.70 per share for 20 consecutive trading days, Excelsior may give written notice to warrant holders that the Warrants will expire 30 calendar days after the date of such notice. The Company intends to use the net proceeds of the Offering to continue to advance its Gunnison Copper Project and for general corporate and working capital purposes.Excelsior paid a cash finder’s fee on certain subscriptions equal to 5% of the gross proceeds received from such subscriptions. Excelsior also issued 152,500 non-transferrable finder’s warrants (“Finder’s Warrants”). Each Finders Warrant shall be exercisable to acquire one common share for a period of 24 months at an exercise price equal to $0.50.

The Air Permit is the first new mine Air Quality Operating Permit to be granted in Pima County in more than 11 years, and the only one issued under the current regulatory scheme.“Receipt of the Air Permit for the Oracle Ridge Copper Mine project is a tremendous achievement for Oracle Mining and for

our technical and consulting team,” said Doug Nicholson, Oracle Mining’s CEO. “Oracle Mining would like to thank the entire team for their efforts but in particular to Tom Sheber, P.E., of Tetra Tech who developed the Air Permit application along with the extensive support team and other partners. Tetra Tech’s ability to complete the application with no technical deficiencies on the initial application review is rare and outstanding,” said Nicholson. The Air Permit application was submitted in October 2011, and a technical review with Pima County was completed in March 2012. Oracle Mining hosted two general public meetings in the local communities of Oracle and Summerhaven in May to discuss all aspects of the project, including the Air Permit. Thereafter, PDEQ hosted an open house and a formal public hearing regarding the Air Permit. The public comment period for the Air Permit closed in late June. PDEQ did not receive any negative public comments regarding the Air Permit, despite extensive public notice and media coverage. By Mila Lira The Town of Hayden recently celebrated their ground breaking of the $5 million new waste water treatment plant. The plant is being constructed using a combination of funding from the USDA (United States Department of Agriculture), CDBG (Community Development Block Grant) and the town’s general fund. The urgency to construct the treatment plant has come at the request of the Arizona Department of Environmental Quality.

ADEQ had ongoing concerns that the dumping of sewage into the tailings was not a good method to handle the sewage. The Town applied for both grants and loans from the USDA. They received $4.5 million from the USDA and $100,000 from the Community Development Block Grant which is administered by the Central Arizona Association of Government. After these funds were secured, the town council allocated $400,000 from the town’s general fund. Asarco

has also assisted with the project by allowing easements onto their property so the sewer lines can be constructed. Once the plant is completed it will be able to process 60 thousand gallons of sewer a day. The plant is also being built so it can be expanded should there be an increase in population or if more capacity is needed to handle other commercial or industrial businesses. Construction is already in progress and the plant is expected to be completed by April of 2013.

The geographic areas of the newly drawn legislative districts will greatly impact the present-day Legislative District 23 (LD23). The IRC divided Pinal County/LD 23 into three districts with the City of Casa Grande divided in two. Representative Frank Pratt announced that he will be running for the office of Arizona State Representative in the new Legislative District 8 (LD8). “We are keeping our home of 22 years in Casa Grande and that will place me in the new Legislative District 8,” Pratt said. “Pinal County and LD23 have grown so much that I was certain there would be changes. Some of these changes are difficult.” He went on to say that “I will miss representing Maricopa, Stanfield, Arizona City, Ak-Chin, Ft. McDowell Yavapai Nation, and other areas drawn out of the new district. However, I look forward to making new friends in rural communities like Globe, Miami, San Tan Village and many others now included in LD8. I am truly excited about the tremendous opportunities

ahead.” Pratt was born and raised in rural Arizona. “My father moved from Ohio to Globe, Arizona. My mother was born in Florence. I was born in Florence and lived there until my junior year of high school. I would have graduated from Florence High School had my family not moved to Maricopa,” he said. “My family roots continue to run deep in rural Arizona. I have several family members living in Legislative District 8 including family living in Globe. I am very familiar with the areas of Legislative District 8 and will enjoy spending more time in the mountains of Pinal and Gila County.” Pratt said that the biggest issue for the new district is improving economic growth. “We need to be focused on attracting and expanding the number of quality jobs in our communities,” he said. “I have been self-employed or a small businessman in this region most all of my life. I am committed to policies that will lead to more job creation. Without good jobs

in August 2011 that the Arizona Department of Environmental Protection (“ADEQ”) agreed to transfer the existing Aquifer Protection Permit No. P-102110 (the “APP”) for the Oracle Ridge Copper Mine to its wholly owned subsidiary that operates the project. This was a major achievement in the permitting process for the reactivation of the mine. Because the APP applies to only the previous area of historical tailings storage, it needs to be amended to incorporate the proposed new tailings design. The APP amendment application was submitted in January 2012, and it is being considered under ADEQ’s expedited review process. The schedule under the expedited process indicates that a draft amended APP should be completed by the end of the third quarter of 2012.Confirmation underground drilling begins Oracle Mining began its underground confirmation drill program in June with the hiring of Boart Longyear Underground USA. Assay results from underground drilling will be used to add to the historical data and the data resulting from the surface drilling the Corporation has done to date. The engagement of

the new drilling contractor is expected to speed the delivery of core for assay as the Corporation’s alternate contractor had experienced equipment breakdown that led to delays. Oracle Mining continues to rehabilitate the former mine workings, which includes the installation of ventilation equipment and securing the underground mine in accordance with United States Mine Safety and Health Administration standards.Feasibility Study and reserve report progress The Corporation announced in May the hiring of international mining consultants SRK Consulting (“SRK”) and KD Engineering (“KD”) of Tucson, AZ. SRK will author the Feasibility Study for the Oracle Ridge Copper Mine project and KD will complete the feasibility-level engineering of the processing facility and mine site infrastructure, as well as contribute to the Feasibility Study. All assay information gathered from the Corporation’s surface and underground drill programs to date will be used as source data for the resource report and Feasibility Study. Since hiring SRK and KD, progress has been made on the Feasibility Study and engineering design for the processing facility and final reports are expected to be delivered to Oracle Mining in the fourth quarter of 2012.

By Joe PalmerPastor, Fellowship Baptist Church The Prime Minister of Great Britain lay on his death bed with his friend William Wilberforce at his side. He was afraid of dying, and told his friend that he wished he had a faith like his. It was such a poignant moment in the movie “Amazing Grace,” that I played the scene for our church this past Sunday. If you had been at the bedside, what could you have said to give that dying man hope? John A. O’Keefe believed that our world was made by God. He was a renowned scientist who worked for NASA, and this is what he said, “We are, by astronomical standards, a pampered, cosseted, cherished group of creatures; our Darwinian claim to have done it all ourselves is as ridiculous and as charming as a baby’s brave efforts to stand on its own feet and refuse his mother’s hand. If the universe had not been made with the most exacting precision we could never have come into existence. It is my view that these circumstances indicate the universe was created for man to live in.” Dr. O’Keefe had many reasons for believing that we have a Creator. Do you wish that you had many reasons and could so believe? Do you think to yourself about how wonderful it would be to say without reservation that God is there, that He loves me, and that He has a happy future for me? Indeed, how wonderful it would be to face the difficulties of life and the prospect of death with

Faith, according to the Bible, is “the assurance of things hoped for, the conviction of things not seen.” (Hebrews 11:1) It is seeing the unseen. (2 Corinthians 4:17,18; 5:6-8) According to Fred Dretske (in The Oxford Companion to Philosophy), “Belief (thought) is often (especially in the philosophy of mind) taken to be the primary cognitive state; …” In other words – faith is simply the picture in our minds of what reality is all about. We each live by faith. Those of us who believe in God and the Bible have a picture of reality in which they are included. Those of us who think otherwise have pictures which exclude them. The picture of reality which we possess (our faith) is not wholly determined by factors outside of ourselves. Though

we should be completely objective in our evaluation of empirical evidence, to some extent our faith is chosen by us. Jesus, on one occasion, told his listeners that they would not receive Him (i.e. accept who He was) because they preferred honor from men rather than honor from God. (John 5:41-44). They did not love God, so they were not open to the truth of who He was. Sometimes we also believe things simply so that we can fit in with people with whom we have relationships. When we do this we are deceiving ourselves. It is self-deceit which causes all of our real problems. It is a no-holds-barred reckless abandonment to truth which is the only way any person can lay hold of the truth and have a faith that can face the difficulties of life and the prospect of death with a joyful confidence.

Jesus said, “But he who practices the truth comes to the light, that his deeds may be manifested as having been wrought in God.” (John 3:21)

And again, “…and you will know the truth, and the truth will make you free." (John 8:32). If you want such joy and

Position requires a basic knowledge of library practices, procedures and techniques. Requires skills in word processing, fi ling and using the library equipment—including the online catalog and automaton system.
