Date of Release: April 2020 Reference No. 2020- 007 This publication presents the data on volume and value of production of fisheries in Caraga during the three-year period. It contains information by major species of the three (3) fisheries subsectors, namely: commercial, municipal and aquaculture fisheries. It shows the fisheries statistics from the four (4) fisheries surveys regularly conducted by the Philippine Statistics Authority (PSA). The surveys are: Quarterly Commercial Fisheries Survey (QCFS), Quarterly Municipal Fisheries Survey (QMFS), Quarterly Inland Fisheries Survey (QIFS) and Quarterly Aquaculture Survey (QAqS). In 2019, the total value of fisheries production in Caraga was estimated at PHP6.98 billion, which was 6.73 percent higher than its previous year’s level of PHP6.54 billion. Commercial fisheries performed better by 18.64 percent. This was followed by aquaculture (9.89%) and municipal fisheries (4.25%). Figure 1. This publication presents the data on volume and value of production of fisheries in Caraga during the three-year period. It contains information by major species of the three (3) fisheries subsectors, namely: commercial, municipal and aquaculture fisheries. It shows the fisheries statistics from the four (4) fisheries surveys regularly conducted by the Philippine Statistics Authority (PSA). The surveys are: Quarterly Commercial Fisheries Survey (QCFS), Quarterly Municipal Fisheries Survey (QMFS), Quarterly Inland Fisheries Survey (QIFS) and Quarterly Aquaculture Survey (QAqS).

In 2019, the total value of fisheries production in Caraga was estimated at

PHP6.98 billion, which was 6.73 percent higher than its previous year’s level of PHP6.54 billion. Commercial fisheries performed better by 18.64 percent. This was followed by aquaculture (9.89%) and municipal fisheries (4.25%).

Among the provinces in the region, Surigao del Sur had the largest estimated fisheries value of production in 2019 with PHP3.0 billion, accounting for 43.44 percent of the total region’s fisheries value of production. This was followed by Surigao del Norte with PHP2.5 billion or 35.82 percent share. Agusan del Norte and the Province of Dinagat Islands contributed PHP989 million and PHP392 million, respectively. Agusan del Sur had the least production value with only PHP65 million or 0.94 percent share of the region’s fisheries value of production.

Among the fishery sectors, municipal fisheries posted the largest value of production from 2017 to 2019 with total value of PHP4.99 billion. The bulk of total fisheries production value came from municipal fisheries subsector with 71.44 percent share, in which 66.87 percent came from marine municipal fisheries while the rest came from inland fisheries. It was followed by aquaculture sector. The least production value came from Commercial fisheries with only PHP854 million or just 12.25 percent of the total value.

The value of commercial fisheries production in 2019 reached to PHP854 million. It grew by 18.64 percent from its previous year’s level of PHP720 million. Commercial fisheries comprised 12.25 percent of the total fisheries value of production.

The production value of marine municipal fisheries was estimated at PHP4.67 billion. It grew by 3.25 percent from its previous year’s level. Of the total fisheries value of production, about 66.87 percent was credited to unloadings in municipal fish landing centers.

During the year, the total production value generated from inland municipal fisheries reached to PHP318 million. Inland municipal fisheries contributed 4.57 percent to total fisheries value of production.

The total production value generated by aquaculture subsector reached PHP1.14 billion. Aquaculture had a share of 16.30 percent to total fisheries value of production.

Technical Notes

The Philippine Statistics Authority (PSA) generates statistics on aquaculture,

commercial and municipal fisheries through the four major fisheries surveys. These are the Quarterly Commercial Fisheries Survey (QCFS), Quarterly Municipal Fisheries Survey (QMFS), Quarterly Inland Municipal Fisheries Survey (QIFS) and Quarterly Aquaculture Survey (QAqS).

The commercial and municipal fisheries surveys aim to provide quarterly data

on volume and value of fish production by species, by region and by province. The aquaculture surveys are intended to generate quarterly data on volume and value of cultured species by environment, by type of aquafarm, by region and by province.

Concepts and Definitions Aquaculture – fishery operation involving all forms of raising and culturing of fish and other fishery species in marine, brackish and fresh water environment. Examples are fishponds, fishpens, fish cages, mussel, oyster, seaweed farms and hatcheries. Aquafarm – the farming facilities used in the culture or propagation of aquatic species including fish, mollusk, crustaceans and aquatic plants for purposes of rearing to enhance production. Brackishwater – mixture of seawater and freshwater with salinity that varies with the tide. Example are estuaries, mangroves and mouths of rivers where seawater enters during high tide. Commercial Fishing – the catching of fish with the use of fishing boats with a capacity of more than three (3) gross tons for trade, business or profit beyond subsistence or sports fishing. Fishermen – classification of workers who catch, breed and raise fish and cultivate other forms of aquatic life for sale or delivery on a regular basis to wholesale buyers, marketing organizations or at markets. Fisheries – all activities relating to the act or business of fishing, culturing, preserving, processing, marketing, developing, conserving and managing aquatic resources and the fishery areas including the privilege to fish or take aquatic resources thereof (RA 8550). Fisheries Sector – the sector engaged in the production, growing, harvesting, processing, marketing, developing, conserving and managing of aquatic resources and fishing areas.

Fish Cage – stationary or floating fish enclosure made of synthetic net wire/bamboo screen or other materials set in the form of inverted mosquito net (“hapa” type) with or without cover with all sides either tied to poles staked to the water bottom or with anchored floats for aquaculture purposes. Fishing Gear – any instrument or device and its accessories utilized in taking fish and other fishery species. Fishing Grounds – areas in any body of water where fish and other aquatic resources congregate and become target of capture. Fish Pen – an artificial enclosure constructed within a body of water for culturing fish and fishery/aquatic resources made up of bamboo poles closely arranged in an enclosure with wooden materials, screen or nylon netting to prevent escape of fish. Fishpond – a body of water (artificial or natural) where fish and other aquatic products are cultured, raised or cultivated under controlled conditions. This is a land-based type of aquafarm. Note that the setting-up of fish cages in ponds does not make the operation of fish cage and at the same time a fishpond. Freshwater – water without salt or marine origin, such as generally found in lakes, rivers, canals, dams, reservoirs, paddy fields and swamps. Inland Municipal Fishing – the catching of fish, crustaceans, mollusks and all other aquatic animals and plants in inland water like lakes, rivers, dams, marshes, etc. using simple gears and fishing boats some of which are non-motorized with a capacity of three (3) gross tons or less; or fishing not requiring the use of fishing boats. Landing Center – place where the fish catch and other aquatic products are unloaded and traded. Marine –seawater outside the coastal line such as Manila Bay, Visayan Sea, etc. Municipal Fishing – covers fishing operation carried out with or without the use of a boat weighing three (3) gross tons or less. Mussel Farming – the cultivation of mussel in suitable water area by any farming method with appropriate intensive purposes. Oyster Farming – the cultivation of oysters in suitable water areas by any method for production purposes. Rice Fish Culture – an integrated farming system involving raising of fish in rice paddies.

Seawater – inshore and open waters and inland seas in which the salinity generally exceeds 20%. Seaweed Farming – the cultivation of seaweed in suitable water areas by any method with appropriate intensive care for production in commercial quantities. Small Farm Reservoirs – small bodies of water with an area of less than 10 kms. (small ponds, canals, irrigation canals, swamps) which can be suitable for culture-based fisheries.
