    ETCS Academy Feasibility Study

Developed by the industry for the industry

  • European Rail Traffic Management System (ERTMS)

An initiative backed by the EU to enhance cross-border interoperability and the procurement of signalling equipment by creating a single Europe wide standard for train control and command systems.

    ERTMS has four basic components:

European Train Control Systems (ETCS) - an automatic train protection system (ATP) to replace the existing national ATP systems

GSM-R, a radio system for providing voice and data communication between the track and the train

    European Operating Rules

    Traffic Management Layer

The system will replace traditional railway signals with a computer display inside every train cab

  • Industry View of Future System Configuration

  • ETCS Impact on Skills

The introduction and operation of ETCS will require a range of new skills and operational methods across the industry.

Skills impacted are expected to include:

    Train control installation and maintenance

    Signalling

    Driving

Traction and rolling stock design & build

    Traction & rolling stock maintenance

    Train planning & scheduling

    Trackside working

There will be a need for significant numbers of railway workers to be trained in a relatively short period as the ETCS system is rolled out.

  • ETCS Academy Feasibility Study Purpose

To develop an understanding of and

    specification for the additional training

facilities that will be required to support

    the roll out of ETCS

Develop a high level understanding of:

the training that will be required to support ETCS roll out

The training facilities needed to support this and the facilities currently available or planned to give a facilities gap

    any qualifications programmes required

Consider solution options to address the training facilities challenge

Identify a preferred option, best suited to addressing the industry wide training need

Provide a high level view of the specification, costs and resource required to deliver the preferred option

  • Training Lessons Learnt from The Cambrian & GSM-R (1)

Closing the Cambrian in order to train drivers is not an option for ECML

Aligning Training to rollout schedule avoid retraining

Every TOC has its own competency management system need to develop generic solutions that can then be adopted by TOCs modular approach

Ensuring operational and engineering requirements are considered together must consider customer impact

Ensure equipment training covers how as well as what

    Awareness briefings for industry

Lack of resources / skill to develop & deliver training

  • Training Lessons Learnt from The Cambrian & GSM-R (2)

Elements of the workforce require a change in personnel specification

    Discipline boundaries change

Must consider human aspects of training and the behavioural changes required

Transfer of initial training to business as usual

Ownership of business as usual training

  • Training Needs Workshops: Objectives & groupings

    Objectives to identify:

which operations will change as a result of the introduction of ETCS and which job roles this will impact.

what additional skills, knowledge and experience will be required as a result.

how additional skills, knowledge and experience could be best developed.

any additional qualifications / courses / facilities.

    Groupings:

    1. Installation, maintenance & repair of on-board systems

    2. Infrastructure supply & maintenance

    3. Infrastructure operations using ETCS control centre

    4. Operations control including drivers

  • Workshops: Stakeholder representation

  • Training Needs Workshops: Key Themes 1

    1. Awareness training /communications programme

Industry wide high level awareness starting asap

Particular focus for Signallers/ Controllers, Drivers & Management

    2. Experts more needed

Need for small number of highly knowledgeable experts e.g. Systems integration engineer / Operational interface engineer

If agreed, where will training content, trainers & trainees come from ?

    3. Need to train the system

Modular but not silo approach e.g. signallers & drivers 90:10

  • Training Needs Workshops: Key Themes 2

    4. ETCS or ERTMS ?

Communication is an essential part of system.

Shift in role and interactions of communications community

    5. Technology & Methodology to be clarified before training developed

    Technology : blackbox, diagnostics

Methodology: contractual requirements, processes, organisational strategy

Will drive what learning is required and how it is bundled

  • Training Needs Workshops: Key Themes

    6. Trainer resource

Who / how will they be trained

    7. Learner willingness (to change)

    Assessment, profiles of workforce, wastage

    8. Driver simulation v training track v route experience

80 % driver training generic, 20% TOC dependent

  • How you can help ?

Let us know if you have, or are planning, to develop any training facilities that will be suitable to support the roll out of ETCS training

We will be sending out a high-level questionnaire to capture information consistently

Following the workshops we now need to size the training challenge. We will firstly use the skills forecasting data but we may need to talk to employers further if we need more granularity in certain areas / skills groups

If you have experience of training or operating in an ERTMS environment in the UK or Europe we would like to talk to you

If you have any great ideas you are willing to share we would also like to talk to you
