1. Application received at RO Pune on 22/04/2013 and at HQ on 08/05/13.

2. Industry proposes to mfg of emission control catalysts, precious metals containing

solution and slurry/cake .

3. Industry has submitted distance certificate from Irrigation Dept. However in this

certificate the s.nos. 1122 , 1129 & 1140 is not included. Also distance issued by the

irrigation department does not give clarity about distance from HFL of river. Query sent

to industry and RO/SRO. but reply is awaited.

4. Applied CI Rs 90.76 cr

5. IE :- 16 CMD. DE: 8 CMD. ETP proposal comprising primary, secondary and tertiary

system.

6. Disposal: On land for gardening within own premises.

Since the case is for C to E & proposed location is proximity to notified river Nira in A -II class, it would be appropriate to take the decision about grant of C to E after confirmation of RRZ distance criteria.

2. Industry has obtained Environmental Clearance from MoEF dated 31.01.2013.

3. Total Capital Investment of the industry is Rs.339.77 Crores.

4. Mine lease area is within 1.0 km from A-II Class river does not satisfy RRZ Policy.

Application for Consent to Establish. Mine lease area within 1.0 km from A-II Class river.

Unit has not yet paid mining charges of Rs.0.40 T/A.

In view of above, due to non-conforming of RRZ policy we may issue SCN for refusal of

consent.

3. The Capital Investment of the industry is Rs.409.36 Crores

Application for permission to use/Substitute 15% of Natural Coal with Pet Coke (No

additional Investment). Existing consent is valid up to 30.03.2014. AAQM/Stack results are

exceeding.

We may put up the issue before CAC for further discussion.

1. Applied for renewal of consent for Sponge Iron Plant-60000 TPA and first consent to

operate for Captive Power Plant of 15 MW capacity (4 MW from WHRB and 11 MW

from AFBC Boiler)

2. Earlier Consent is valid up to 30 4.2013 for existing SIP & Consent to Establish for 25

MW CPP, SIP & Steel Plant obtained.

3. Total Capital Investment of the industry is Rs. 160.72 Crores.

The Case for renewal of Consent with 1st Consent to Operate for 15 MW Power Plant.

Existing validity is 30.04.2013. Consent to Establish is obtained for 25 MW Power Plant but now

applied for 15 MW Power Plant only. The piping work of fly ash silo is remaining. CAAQMS work

remaining. Needs to reconfirm about Consent to Establish/Renewal compliance from RO/SRO.

Being Sponge Iron the adequacy of A.P.C. may be determined only after getting sufficient No.

of JVS results.

In view of above we may keep the case in abeyance till the completion of requisite pollution

control system and obtaining results and compliance from RO/SRO.

5. Existing consent was valid up to 31.03.2012. C to E granted by Board on 06/07/2012.

6. Total sewage generation is 110 CMD and industry has provided STP of capacity 100

CMD, which seems to be inadequate.

7. Industry has installed coal-fired boiler with ESP as pollution control system.

8. RO has issued SCN on 21.3.13 for exceeding the JVS standards (air and water).

9. Old boiler is equipped with dust collector and with lime stone treatment for SO2

reduction.

10. Proponent proposes to use pet cake as fuel instead of coal.

11. RO Aurangabad has recommended that, consent may be granted by imposing BG

condition as per legal matrix towards O & M of STP.

Considering the non provision of Industrial effluent treatment facility and

exceeding the results of STP and taking effectives steps towards enhance production without obtaining C to O for expansion, it recommended for plain renewal and SCN for refusal for 1st C to O for expansion. It is proposed to impose the condition towards timely provision of primary treatment facility for Indl effluent with BG of Rs 5 lakh and impose the condition for BOD, SS and COD limits 30mg /l, 100mg/l and 250mg/l respectively with BG of Rs 5 lakhs.

Name of Industry: M/s. ASB International Pvt. Ltd., E-9, Addl. MIDC Ambernath, Ambernath. Applied for first operate for expansion, Expansion is increase in product quantity of the product Moulds from 52 Nos/M to 250 Nos./M. Obtained consent to establish for the same. Existing consent is valid upto 30/09/2013. The CI deployed for expansion is Rs. 62 crores, against Rs.110 crores as proposed during obtaining consent to establish. The existing CI is Rs. 178.47 crores. There will be no generation of any industrial effluent from the expansion activity. The domestic effluent will be 12 CMD from expansion, existing domestic effluent is 48 CMD, industry will use the existing STP of 60 CMD capacity. The analysis reports are within limit. Have submitted bank gaurantee of Rs. 5.0 lacs & 1.0 lacs valid upto 30/9/2013 at Regional Office. Submitted Environmental Statement for the year of 2011-2012. The cess paid upto April 2012, returns filed upto Dec-2012. SRO recommended the grant of consent to first operate. We may grant amalgamated consent for period upto 30/9/2014 by taking additional fees.

We may place the case before CAC for further discussions.

The existing ETP seems to be adequate to take additional effluent quantity from proposed product mix.

• Existing air pollution control system may not be sufficient especially at boiler where PP proposes to use HW as fuel.

• Industry has submitted “No increase in pollution load” certificate from ICT, Matunga, Mumbai.

• The information called from industry & RO /SRO NM by e-mail on dated 19/7/2012, 15/9/2012 & 08/10/2012 reg submission of CA certificate, Details of HW, Env. Statement, Cess Payments, JVS reports , and justification for increase in CI, but they are failed to submit the desired information.

Now, once again the industry is found to be grossly violating consent conditions by discharging untreated effluent in local nalla and also causing sever air pollution as observed from S.R.O. Tarapur-I’s report dated 29/01/2013. Complaint was received by S.R.O. Tarapur-I in this matter.

RO reported that Office note for approval for issuing closure directions to the industry is submitted on 29/12/2012 for the reason of excess water consumption in the month of Aug. 2012 and Nov. 2012 along with other industries. 13. modernization of plant, furniture, computers and decanter machine etc. • Due to CI increased industry fall in CAC category. • CA certificate shows CI is Rs 130.65 cr. • Industry has hide their actual investment at the time of renewal or otherwise now they

had made expansion. • Industry has claimed that, there is no increase in pollution load with all respect. However

there is increase in air emission (SPM/TPM) and also there is increase in HW quantity. • Industry has submitted pollution load proforma stating no increase in production and

pollution load. However unit has not submitted the NO increase in pollution load certificate from technical institute.

• There is also violation of EC condition wrt specific & general. • RO Pune has recommended for grant of renewal of consent upto 31.03.2016 under CAC

category based on no increase in pollution load certificate from competent authorities.

As there is increase in pollution load in air and Hw, also not submitted No increase in pollution load certificate from recognized institute, we may consider only plain renewal of consent with Board Resolution and BG of Rs 2 lakh towards increase in CI and BG of Rs 5 lakhs towards not to take any effective steps towards change in product mix.

3) SRO Ahmednagar visited to said industry on 29.01.2013 on the basis of water pollution complaints of received from farmers wells.

a) The R.O. system was not in operation & effluent was being taken after Bio-methanization for composting.

b) The industry has provided two kachha lagoons back side of Bio-digester plant and having capacity about 5000 M3 & 50,000M3. in which untreated effluent was stored.

d) There are around 100 Nos. Kachha lagoons which are in dry condition but yet not scrapped.

4) SRO submitted proposal on 25.02.2013 to RO Nashik to initiate legal action against industry.

5) RO issued interim direction to industry on 21.03.2013 & forfeited the B.G.of Rs.1.0/–Lakh. As industry failed to scrap the katcha laggon.

6) RO imposed additional BG of Rs. 3.0 /- Lakh . 7) Earlier CPCB Officials visited to industry & issued stop work direction on 15.02.2011. 8) CPCB issued direction on 25.04.2011 to submit BG of Rs. 20.0 Lakh. & industry had

submitted BG to CPCB which was valid up to : 13.5.2012. 9) Industry has submitted BG of Rs. 3.0 Lakh to Regional Office Nashik against the Interim

direction issued by R.O. dated 21.03.2013. BG valid up to: 10) From the above report submitted by SRO it seems that the industry is frequently failed

to comply the CREP guide lines.

As per instruction mail was sent to RO/SRO on 08.04.2013 to submit verification report on point raised/mentioned by company in its letter dated 31.12.2012. In view of the above, RO/SRO has submitted point wise verification report by mail on 26.04.2013.

1) a) Industry has provided anaerobic digester followed by R.O. and bio-composting. b) During the visit of Board official on 16.04.2013, the R.O. plant was not in

operation. c) 30 days leak proof storage tank provided as per CREP guidelines. d) 5 days HDPL lined storage tank provided for untreated effluent. e) 7.6 acres Compost yard with HDPL lined & bricks on edge provided. 2) a) About 100 nos. Kacha Solar pits scrapped & leveled by industry. b) Provided cantor bund so as to avoid mixing of rain in river 3) a) ESP provided to two boilers & MDC for one boiler. 4) a) Being there was no distillery operation, two boilers were not in operation only one boiler having ESP found in operation. b) Not observed discharge of boiler blow down & cooling tower blow down. 5) a) Septic tank with soak pit provided for domestic effluent. 6) a) Composting found in operation, compost found bagged in 50 Kg cap HDPE bags.

Again RO submitted mail on 17.05.2013. A) Industry has provided two RO system for distillery effluent. B) 70 % recycle the effluent for cooling tower water make up. C) RO reject effluent generated 30% i.e. 126 M3.

31.12.2012, 14.01.2013 are exceeding. • Industry has submitted new BG of Rs.3 lakhs for O & M of ETP Rs. 2 lakhs for up-

gradation of ETP and Rs. 2 lakhs for as per previous consent condition. • Industry has not carried out up-gradation of ETP and Rs. 5 lakh BG was forfeited. • SRO Kolhapur asked to submit BG of Rs. 10 Lakhs • Industry has not yet submitted BG of Rs. 10 lakhs and not even submitted proposal of

up-gradation of ETP. • Industry has paid fees of Rs. 4,94,441/- for renewal of consent. • SRO Kolhapur has recommended renewal of consent to operate up to 30.09.2013 with

appropriate BG • As per sectoral approach and uniform validity, this industry falls in month of January, we

may obtain requite fees of four months from industry before granting consent of industry if approved.

• It is noted that industry has not upgraded its ETP and not meeting JVS. Hence it is recommended to forfeit existing BGs and issue SCN for refusal of consent renewal considering effluent quantity, size of industry and exceeding JVS.

3. The Capital Investment of the industry is Rs.3376.84 Crores

Capital Investment increased by 157.18 Crores. Work of ash Handling System/Silo is not

yet Completed. Analysis results of Air is not within the consented norms. RO/SRO has

recommended for forfeiture of Existing B.G. Additional Consent fee not yet submitted.

Cess/Env. Statement details are not yet furnished.

In view of above we may issue SCN for refusal of consent.

• Application received at SRO- Pune on dtd 05/02/2013 and at HQ on 25/03/2012

• Previous consent was valid up to 31/03/2013

• Industry has provided ETP comprising of primary, secondary and tertiary treatment system for treatment of trade effluent 120CMD. (earlier 704 CMD)

• Domestic waste water generated 250 CMD (earlier 288 CMD) is treated in Sewage Treatment Plant.

• As per earlier consent condition Industry has submitted Bank Guarantee of Rs. 5.0 Lakhs towards the segregation of metal bearing effluent.

• Industry has provided stacks to the all the sources of emissions. DG Sets are acoustically enclosed and with a sufficient height of stack.

• Regional officer Pune Recommended for grant of renewal of consent.

• We may GRANT CONSENT UP TO 31/03/2014 WITH EXTENSION OF BG UP TO 31/03/2014

• We may place the consent application before CAC for further consideration.

• Applied for renewal of consent

• Application received at SRO- Pune on dtd 28/03/2013 and at HQ on 01/06/2012

• Previous consent was valid up to 31/05/2013.

• Industry has generates trade effluent to the tune of 1065CMD (earlier 465 CMD) and for which they have provided effluent treatment plant of capacity 1500CMD consisting of primary, Secondary and tertiary system. The treated water is used for gardening and also recycled in process.

• Industry has generates domestic effluent to the tune of 683.9CMD (earlier 683.9 CMD ) and for which they have provided sewage treatment plant of capacity750CMD consisting of primary, Secondary and tertiary system and chlorination for disinfection.

• As per earlier consent condition Industry has installed CAAQMS and same is in operation and B.G of Rs.5Lacs towards install/operate CAAQMS submitted same is valid upto 31/5/2013.

• SRO Pune-I recommended the case for grant of renewal of consent

• RO Pune reported that the industry has not provided scrubber/fume extraction system as APC’s Bank Guarantee of Rs. 2.0 Lakhs may be forfeited

• We may call clarification from industry on various point

• We may place the consent application before CAC for further consideration.
