    An Indian American sci -entist has claimed that hehas found the answer to thequestion about how life onearth began more than 3.8billion years ago.

    Sankar Chatterjee,professor of geo-sciencesand curator of paleontol-ogy at the museum ofTexas Tech University,has claimed that meteorand comet strikes likelybrought the ingredientsand created the right condi-tions for life on our planet.

    Chatterjee said thatregular and heavy cometand meteorite bombard-ment on earths surfaceduring its formative years,nearly four billion yearsago, created large cratersthat not only containedwater and the basic chemi-cal building blocks for life,but also became the perfectcrucible to concentrate andcook these chemicals tocreate the rst simple or -ganisms.

    After examining theenvironments of the oldestfossil-containing rocks onearth in Greenland, Aus-tralia and South Africa,

    Chatterjee came to the con-clusion that these could beremnants of ancient cratersand may be the very spotswhere life began in deep,dark and hot environments.

    When the earthformed some 4.5 billionyears ago, it was a sterileplanet, inhospitable to liv-ing organisms, Chatterjeesaid in a Press statement.

    It was a seethingcauldron of erupting volca-noes, raining meteors andhot, noxious gasses. Onebillion years later, it was aplacid, watery planet teem-ing with microbial life, hesaid.

    e-Government schemeThere is a growing trend towards online

    application. The number of Internet users in

    the IT Age has increased all the more with wid-er online application. As computer, e-mail andInternet are at the forefront of daily activities,the role of e-Government has become increas-ingly crucial.

    The word of e-Government has becomepopular day by day based on different dimen-sions. Whatever it is, e-Government needs tobe introduced through wider application ofICT in order that functions of governmentaldepartments are swift, workable and effective.And a step-by-step approach should be takentowards achieving this long-term goal.

    The e-Government is a scheme in whichmost of the functions of governmental depart-

    ments are undertaken swiftly and effectivelythrough online. The scheme could make time-consuming and labor-intensive departmen-tal functions more applicable, effective andswifter. The extensive introduction of e-Gov-ernment contributes not only to governmentdepartmental functions but to companies andsocial organizations that are related to the gov-ernment, thereby improving socio-economicstatus of the people.

    Nowadays, the government in cooperationwith computer professionals associations andentrepreneurs in regions and states has con-stituted regional e-Government committees inorder to implement the e-Government scheme.

    As part of the scheme the e-Yangon Website ofYangon Region Government has been postedon a trial basis. Efforts are being made to bringabout a complete and better e-Government be-fore 2015.

    At a time when we need to refect on what

    more we can do to realize our vision for a bet-ter world the e-Governments role is beyondquestion, for our urgent development challengeis to make sustainability a reality.

    S EOUL , 5 Nov ASouth Korean court hasordered the governmentto pay a compensationof about 2.9 billion won(about $2.73 million) to anethnic Korean man fromJapan who had servedabout 15 years in prisonafter being falsely accusedof spying for North Korea,according to a source fa-miliar with the matter.

    The man, who request-

    ed anonymity, and his fam-ily had led a damages suitwith the Seoul Central Dis-trict Court against after hisacquittal was con rmed ina retrial in September lastyear.

    The names of morethan a dozen other peoplehave been cleared in retri-als after they faced similarcharges of national securitylaw violations in the 1970sto 1980s and served time,

    with the court nding thataccusations against themwere fabricated throughtorture.

    While the state hasbeen ordered to redresssome of the victims, thelatest compensation or-dered by the Seoul court isbelieved to be the largest.

    The man has declinedto comment on the ruling,saying he has yet to see thecourt document. Another

    kyo Electric Power Cowill conduct a test for nu-clear fuel removal at theNo 4 reactor building at thestricken Fukushima Dai-ichi power plant, delayingthe start of the actual fuelremoval operation by up totwo weeks, sources close tothe matter said on Monday.

    The operator of theplant, crippled in the March2011 quake and tsunamidisaster, planned to startremoving nuclear fuel froma cooling pool at the reac-

    tor building as early as nextFriday.

    The decision comesafter a government-af li -ated nuclear safety agencycalled for an initial test op-eration, including transport-ing a protective fuel caskfrom the storage pool toanother pool in a differentbuilding about 100 metersaway for more stable condi-tions for cooling spent fuel,the sources said. The ad-ministrative agency, the Ja-pan Nuclear Energy SafetyOrganization, has already

    inspected equipment to beused in the fuel removalwork on behalf of the Nu-clear Regulation Authority.
