Emergency Exercise “Arctic 2014”Atomflot, Murmansk Region

Scenario: an emergency associated with a nuclear power

installation of an ice-breaker in Murmansk causing contamination

requiring protective measures.

Features:

•Development of recommendations for population protection and

public communications will be exercised.

•Study of the effect of regulations and intervention levels on

response actions and efficiency especially as they apply

to decision making on protective measures.

Emergency Exercise “Arctic 2014”Atomflot, Murmansk Region

The main objectives:– Verify notification and response procedures at facility, local

and federal levels;– Test communication and notification systems;– Exercise the procedures and conduct of situation

assessment and forecast by all participants of emergency response;

– Verify decision making procedures and actions taken involving personnel, population and environment protection, including implementation of emergency response plans;

– Exercise public communication (simulation of “informational attack”).

“Arctic 2012”Murmansk Region, June 19-21, 2012

Venue: Saida-Bay branch of the Northwest Center on radioactive waste management “SevRAO” (Rosatom) - a leading enterprise for long-term storage of single compartment reactor units of decommissioned nuclear submarines and radioactive waste management.

Location: Saida Bay is on the western coast of the northern part of the Kola Gulf, Barents Sea

Hazardous facilities: coastal reactor compartment (RC) storage pad, floating RC storage (TSF), repair shop for RC cleaning and painting

Emergency Exercise Results

Lessons learned “Arctic 2012”Lesson: Pay more attention to public and mass-media

communication.

•Absence of reserve individual dosimeters for personnel of other organizations engaged in mitigation of the accident consequences was noted.

Lesson: In a critical situation, such equipment should be available for monitoring the individual exposure doses of the emergency workers. It is therefore feasible to recommend equipping the ERT of Saida Bay with additional dosimetric and radiometric equipment.

•Comments of the observers will be used for future exercises (incl. “Arctic-2014”) and training process at the Emergency Technical Centers of Rosatom.
