President – David Pavia
This year we have completed the season in dramatic fashion with the demolition of the clubrooms coinciding with our Presentation Night.
It has been another very successful season for the Ocean Grove Surf Lifesaving Club, with the dedicated work that has been performed by our volunteers over the patrol season and great results across all aspects of competition.
Once again, at State titles this year, we were presented the award for the best Club for the 2016-2017 seasons. The award is an accumulation of points over all aspects of surf competition including Nippers, Senior Surf Sport, Surf Boats, IRB competition and Masters. This is a fantastic result and really highlights how successful we have been across the board over the whole spectrum of competitive surf sport. The club has won this award for the past three years and given our success this summer, it is likely that we may claim this award again for the current season.
The results of the 2017-2018 summer season have surpassed last year’s success with Ocean Grove placing First at Nipper State titles, First at Senior State Titles and third at Masters State titles. In the Masters defence I would like to say that the nippers improved their placing from second to first and the Masters improved their placing from fourth to third. With Masters, improvement tends to come more slowly!
Our IRB team has enjoyed an excellent year in 2018, with a significant increase in the size of the team this year. The members of the IRB team are to be congratulated on their willingness to support summer sport by providing water safety at carnivals and assisting with the Rip View swim and being the principal group providing water safety at the Ocean Grove swim.
After the Junior and Senior Teams’ wins at States this year, I wrote to members congratulating the competitors and all those who contribute to the teams’ success. The continued success of all our competition teams is the direct result of the dedication of all our athletes, coaches, parents and other volunteers who have been there day in day out, all season to set up tents, supply water safety, work as officials and as team managers and any number of tasks that are required to allow our club to compete at such a high level.
Sport is a very important aspect of Ocean Grove Surf Life Saving Club’s identity, but it is important to remember that the core business of Ocean Grove Surf Life Saving Club is to keep the beach safe. This year the Committee adopted the mission statement that “The aim of Ocean Grove Surf Life Saving Club is to keep the aquatic environment safe and educate our members and the public on safe beach behaviour”.
I used to think that a mission statement was unimportant, but I now realize that it is a simple way to remind ourselves what is our core business. The decision to cancel the Rip to River due to extreme heat was not taken lightly but became an easy decision when we

looked at our mission statement. Running the event on 6 January would NOT have kept the beach safe.
This year we amassed 5,045 volunteer patrol hours, performing numerous rescues and preventative actions to maintain safety, with over 220,000 visitors to our beautiful stretch of beach. The contribution patrolling members make in giving up their own time to provide this valuable service is highly regarded not only by the club, but by the wider community in general, so on behalf of the club, well done for a fantastic season.
I would like to thank all our volunteer patrollers, without whom there wouldn’t be an Ocean Grove Surf Life Saving Club. I would also like to thank all those who give their time so generously towards the training and assessing of our members. Bec Sampson has done a fantastic job coordinating a large team of members who have assisted in award training this season. Thank you, Bec and your team.
The future looks extremely bright for our club, given the quality of people in our membership base and the exciting prospect of our upcoming redevelopment.
It was with great satisfaction that a few months ago, I joined with Federal, State and Local Government representatives to turn a sod to celebrate the commencement of building works for the new Ocean Grove Surf Beach Complex. The Complex will cost about $8 Million with the OGSLSC component costing in excess of $5M. I am especially proud that we have gained the financial support of all three levels of government for the project.
As many of you will be aware, The Hon. Lisa Neville has been a great supporter of our club and was instrumental in securing in excess of $3.5 million dollars of State Government funding for the project and continues to support the project as our local member and a senior member of State Cabinet.

We’re also extremely fortunate to have fantastic support from Hon. Sarah Henderson who has worked hard to secure $1 million dollars in Federal funding for the redevelopment.
We also received an infrastructure grant from the City of Greater Geelong for $150,000.
We hope to have the new tower operational by the beginning of next patrol season and with luck, we may have access to the downstairs storage areas by end of year.
There has been an enormous amount of work done by the Building Subcommittee to make the clubroom redevelopment a reality. The Sub Committee comprised myself, Chris Paterson, Steve Peatling and Jeff Newton. I would like to thank them for their commitment and hard work.
The constitution subcommittee, comprising Sandy and Chris Paterson, Nick Bohan, Lyndie Freestone, Steph Asher, Libby Sampson and myself, have done an enormous amount of work rewriting our constitution and by-laws to bring them up to date and make them more relevant to how the club will operate in the new building.
To our many sponsors, thank you for your support over the 2017-18 season, your contribution is greatly appreciated. I would encourage all our members to look up our sponsors (see page 30) and please support the local businesses that support your club.
Congratulations to Bec Sampson for being awarded the John Bishop best clubman award for outstanding service to the club during the 2017-18 season. We also acknowledge those other members who were nominated for this award, for all their hard work during the season.
Thank you to past presidents Steve Peatling and Chris Paterson for their advice and support during my presidency.
I would like to express my sincere thanks to our dedicated Committee of Management, many of whom will not be re-nominating for their positions next year. It has been a privilege working with you all over the last season. The professionalism and commitment that you all show is amazing and the support that you provided both to me and to the club has been much appreciated.

What a busy year for the Club – from the committee, to the patrollers, competitors and all our fabulous volunteer supporters. It was both a long and highly successful season, with some lows among the many highs. We were all disappointed by the rescheduling of our major fundraiser the Rip to River Run due to extreme heat, but this was balanced in part by another successful Ocean Open Water Swim event and major progress on the clubhouse building project. A huge thank you to Anna McDonald, who bore the brunt of the administration and participant feedback caused by the R2R date change and who handled it with her usual grace, kindness and professionalism.
It was a thrilling year for our surf sport teams, with OGSLSC again winning the Victorian Club of the Year Award, as well as wins at both Junior and Senior State Championships and a top three placing at Masters. Having said that, we are keenly aware that competition is only part of what we do. Surf clubs exist to keep the beach safe and educate the community about water safety. Lifesaving through beach patrol and training is our raison d’etre and we must always remember that is our core purpose.
As a committee, our first task each new financial year is a strategy session where we list our aims and identify where we could improve. As we drafted our strategic plan for the next three years, we considered our vision, mission and key objectives across all aspects of the Club. We followed this session with a member survey at our 2017 Open Day to get a feel for what future members, and Nipper parents in particular, love about the Club, why they join and what could be better.
We recognise that sharing the draft strategic plan with members and involving everyone in the Club’s future plans will be a challenge, particularly in the immediate term without the benefit of meeting spaces and noticeboards at the clubhouse. We have long appreciated that an important issue for the Club is our member communications. As a volunteer organisation, effective communication to, and between our members is a challenge, particularly with so many digital platforms being used.
But we are chipping away at this and the surf sport crew is putting TeamApp to good use, as a way to inform competitors, supporters, volunteers and parents from one central point. Good old-fashioned hardcopy surveys on a range of topics have also been well supported, with a major survey conducted at Senior Presentation night eliciting extremely positive feedback and a plethora of support from the younger leaders. We will continue asking our members for opinions, ideas and offers of help.
I’d like to thank my fellow committee members, particularly our President David Pavia, for their dedication and contribution to the leadership of the OGSLSC. The Club is a large and rather unwieldy beast and it’s only through long experience, or a couple of terms on the Committee, that one can truly understand how much actually goes on and also how quickly things can change. I’m certainly still learning and I greatly appreciate the patience,

commitment and resilience of the committee. The monthly meetings may be long but they are always an education on something about the Club.
For 2017/18, two of our main strategic aims were to revise the Constitution and get the building underway. Bringing the Constitution and By-Laws into alignment with the model set by SLSA has been enlightening (if not fun). The process brought to light many discussions about how the Club will best thrive with a new facility, how to ensure our culture remains focused on lifesaving and how to manage the current
momentum and culture of success.
The building subcommittee, chaired by Chris Paterson and comprising David Pavia, Jeff Newton and Steve Peatling, has done an outstanding job navigating the complexities of this critical project. We thank this team and also Gary McPike, Barwon Coast Executive Officer, and local members Lisa Neville MP and Sarah Henderson MP, for their persistence and commitment to creating a new home for our members and a facility to serve the broader community.
Next year, it will be exciting to have the new clubhouse, but we must keep everyone connected in the meantime. Keep your eye on the emails, text messages, Team App and social media platforms – there is no single method of reaching everyone, so we will continue to send messages and ask for your input in various ways. So, if you see a survey from the Club, please take the time to complete it and give us your feedback. It’s the only way we can improve.

It is with pleasure that the Management Committee present for your consideration and adoption the 65th Annual Report and Financial Statement of the Ocean Grove Surf Life Saving Club Incorporated.
As my second year as Secretary draws to a close I am even more aware of the level of hard work that goes on across every aspect of the club by so many people.
Our amazing successes in the sporting area of the club have been outlined and acknowledged by other members of the committee in their reports. So whilst I send my congratulations to all those who trained so very hard to get these wonderful results, and celebrate the achievements of all those who contributed, as well as the achievements of our members who represented the club in the State Teams and at a National level, the focus of my report is to acknowledge the behind the scenes work that goes on to make this all possible and to keep the club going and growing.

It goes without saying that without the level of dedication and commitment shown by our coaches, Surf Sport Coordinators, Nippers and Competition Managers, Competition Officials and Age Group Managers, these results could not be achieved. They provide the structure that supports our young people throughout the season and beyond. Thanks also to Bruce Sampson, not only for his work as Competition Manager but also for all the work he does behind the scenes and in being a major link/ representative/advocate with LSV in his role as our delegate on the LSV Aquatic Sports Council and Executive.
In addition to this three key people who quietly go about their business but keep the wheels of the club turning behind the scenes are: Steph in the uniform shop, who has to juggle changing needs yet keep the uniform shop economically viable; Anna our administrative officer and Vince our facilities manager who has literally kept the building together to the very end. I mentioned it in my report last year but must again highlight the role Anna continues to play in challenging circumstances (ie. having her office demolished and moved), and how she continues to take things in her stride and gives above and beyond her part time hours.
Our education team also forms the backbone of the club, having huge numbers to deal with in both the Surf Ed program and the range of compulsory (Bronze and SRC) and additional awards that Bec and the training team deliver. The Surf Ed program helps fulfil our Mission of “keeping the aquatic environment safe and educating our members and the public on safe beach behaviour” with the younger age groups and acts as an entry point to the club. Our training team furthers this mission by preparing our members to deliver our core business of life saving to such a high standard. Acknowledgement must also be given to all those who participate in both the training and patrol and give so freely of their time to keep our beaches safe and to our Club Captain Lewis Howell-Pavia for overseeing and co-ordinating our patrols.
David has acknowledged the building committee and the COM, but I think it is a mild understatement to say how many hours David has given in his role as President, on the building committee, the constitution committee and at every club event, either in person out on the water or managing things behind the scenes; and I would like to thank him for his tirelessness. I think of the years (nearly 10) of blood, sweat (and not sure about tears, but certainly frustrations), that the building committee have had to go through to get this project from an idea / wish into a reality. I can only commend their commitment to the club and how hard they have worked to position us for the future. Though the hard work isn’t over!!
As both Steph and David mention, the other behind-the-scenes work is trying to get infrastructure and frameworks in place to bring our club and the building into the next stage. The work on the Constitution and By Laws is part of this, with my focus being on integrating the Safeguarding Children and Young People guidelines and legal requirements into these documents, policies, procedures and practice.
Stating the obvious, Safeguarding Children and Young People is all about keeping our young people safe. OGSLSC along with Surf Life Saving Australia (SLSA) and Life Saving Victoria (LSV) is committed to the health, safety and wellbeing of all its members and especially of children and young people, and is dedicated to providing a welcoming, safe, supportive and inclusive environment

for those participating in surf lifesaving events, services, programs or activities. Integrating the Safeguarding Children and Young People guidelines and legal requirements into our revised Constitution and By Laws and developing more detailed Codes of Conduct sets out a clear framework and processes for meeting these expectations. Over this season we introduced the concept of a member well-being team with some members allocated as support people in all areas of the club. This is something that will be revisited and developed across the club for next season as a way of putting the support and safeguarding principles into practice. We will also be introducing a Club Manual that will be available on the website and can be printed out in hard copy. It will be a comprehensive guide to all areas of the club, with the aim of ensuring that all members have ready access to the same information in keeping with the promotion of communication across the club. Finally I haven’t forgotten parents and carers, who are there to support their children and the club and would like thank all of you for what you contribute. We need you and your support as again, we can’t function without it. I flagged in last year’s report the need to revisit our induction of new members/new season which will be even more vital for the coming season with the absence of clubrooms. Over the coming months I will be calling upon parents and young people to help think about how we achieve this and generate a strong and positive sense of community without the bricks and mortar. I would like to thank the Ocean Grove Surf Club and all its members for the opportunity to
step up as Club Captain this year.
I would also like to thank all members for their contribution to the smooth and largely
uneventful season we have had ensuring the safety of hundreds of thousands of beachgoers
on one of Victoria’s busiest beaches.
This season we maintained ten patrols. While at times this was a logistical challenge, this
was a success. It gave us the opportunity to develop the skills of new patrol captains Emily
Bambrook and Shannon Schaeche-Priestley.
I would like to particularly thank the following people:
• Our training group led by Bec Sampson. Bec has performed incredibly well and has
ensured that all our patrolling members have the skills that are required of them.
• The maintenance team of Vince Occhipinti, Peter Baxter and Brayden Allan, for
keeping all the IRBs, vehicles and patrol gear in top condition throughout the season.
• Simone White for ensuring that first aid supplies were restocked and updated during
the year.
• To Bill Strachan, thanks for all your support this year and everything you are
continuing to do in the background.
• To Bo Chudosnik, for continuing to conduct patrol inspections despite LSV cancelling
the statewide patrol competition.

The Fred Leiper Best Patrol Person, awarded to Wes Prosser
Wes has been a permanent fixture on the beach and on patrol this season. He has a wealth
of skills and experience which he does not hesitate to share with all members of patrol. He
is the first to respond to any missing child or need for first aid. He can always be seen by the
water’s edge – instructing the public and making our presence on the beach felt. Wes forms
the backbone of any patrol and has done an incredible job this season.

Bob Millett most improved lifesaver, awarded to Amalee Freestone
Amalee has been impressive this season. She completed her Bronze Medallion at this
season’s Bronze and SRC week. She has been a valued patrol member whose warm and
enthusiastic personality has inspired her patrol mates. She has actively pursued
opportunities to further her knowledge and skills by completing her First Aid Certificate,
Advanced Resuscitation Techniques, Spinal Management and IRB Crew awards. She has
sought every opportunity to contribute on her patrols and whilst on patrol has continued to
expand her skills and experience.
The Dave Renton Patrol Service award, won by Wes Prosser
Wes gave the club an incredible 115.75 hours of patrol, made up entirely of beach patrol
hours. It is another testament to how much Wes has contributed this season.
Best Patrol, awarded to Sean Conquit’s Patrol 6
Patrol 6 performed best in the club’s internal Patrol Competition, which includes lifesaving
skills, first aid and general patrol operating procedures.

Season 2017-18 was another very
successful one for all competitive sections
of the club, which now includes the Senior
Surf Team, the Masters Surf Team, the
Boat Section, the IRB Team and the small
Pool Team. It’s a testament to the
strength of the club that Ocean Grove was
named Victorian Champion Club - for the
third year running. This award is based on
the aggregate points accumulated by all
competitive sections of the club.
Overall, it has been another excellent season for Ocean Grove SLSC. Along with the fierce competition that our team members provide throughout the season, the club remains well known, in all areas, for its great sportsmanship and support of other clubs, and this is something of which we should be proud.
Summer Surf Competition
Senior Surf Team:
Regular training commenced in July 2017. The Transition Squad numbers (those moving
out of Nippers and on to racing mals) increased again to 17, with many Nippers staying on.
A core group of about 25 regular competitors, Transition and senior, attended from that
mid-winter, both on ski and board. Swimming at BASC for ages 12+ also commenced in July
with numbers, exceeding 30 quite quickly.

The Annual Club Training Camp was again held in early September at Lorne SLSC, with
nearly 50 competitors and 6 coaches. The training program included basics and skills for
transition board paddlers, and for beginner ski paddlers. More experienced competitors
were extended both physically and skill-wise. This year a team run challenge was
incorporated, along with the now traditional cross-age Taplin race on Sunday morning. The
camp marked the end of the general off-season training run during winter and the
commencement of a full program of pre-season training.
Our senior competitor numbers reached over 30 at most sessions by early October and,
with the large core Transition Group of ten or so training regularly too, numbers going in to
the season were very good. General off and pre-season training ran continuously from July
through to December, with fitness and core work, board, ski and iron sessions on offer.
Over the season OGSLSC fielded a team averaging nearly 55, with 35 attending the Manly
and Freshwater carnivals, 64 at the State Championships, and 16 at Aussies, not including
boat crews (the club fielded two crews through the season – see Boat Section report).
Once more, an enormous amount of time was generously given by our volunteer coaching
staff led by Sonia Kinsey, Head Coach. With over 20 hours of possible training offered every
week, the coaches and athletes were very busy.
Overall, numbers in the women’s team dropped slightly this year and the men were the
dominant force across the season, easily winning every state carnival on points.
Competitors and teams from all age groups did very well at all carnivals. Our junior
competitors filled many teams at U15 while senior competitors were regularly competing
in numbers in Open events as well. Again, in the face of dropping numbers state-wide,
Ocean Grove not only maintained numbers, but grew the team for the 6th successive
season. Once more, there were many fine individual performances from both men and
women across the season.
The Victorian Championships this year, held at Apollo Bay, were marred by poor weather.
U15 water events were cancelled on the Sunday. The OG States team this year was 64
strong and delivered another fine carnival, with
the club again taking the State Championship
with a margin of nearly 200 points.
The Club’s ski paddlers were again very
impressive, particularly in team events, but
with individual golds in many age groups as
well. The club also did very well in male iron
events and in Taplin and Cameron relays.
Swimming, once the club’s strength, has
become an area upon which we must focus in
future years.

Aussies were in Scarborough WA this year. OGSLSC sent a senior team of 16 (8 youth and 8 seniors), along with a boat crew (U19 female) and 7 masters competitors. The Youth team made finals in board, Cameron events and a number of individual finals. The Senior team made finals in Mens double ski (Bryce Newton & Tom Kingshott) and U19 Mens Ski Team.

Over the season many others stepped in as area managers and recorders.
The team also gratefully acknowledges all those parents, family members and other club members who acted as carnival IRB crew and carnival officials during the season. Particular thanks go to David Pavia, who attended every carnival as an IRB driver or can layer; also Nick Bohan, Jo Gannon, and Arne Solterbeck who officiated at nearly every carnival including State Championships.
Masters:
OGSLSC was once again a strong presence at the State Master’s Championships, with a
team of 23, including 4 women, attending. Despite a slightly smaller team, the results were
excellent and teams again did very well in many relays. Even with a focus on enjoyment
rather than serious training for many of the team, there were some superb performances
from those who had been training hard. The team climbed to 3rd place this year.

A team of 7 Masters, all of whom had worked hard through the season, also competed at
Aussies. They brought home three medals: gold to Bill Strachan on 55-59 Years Ski, gold to
Sue Howell in 55-59 years 2km run and bronze to Amenah McDonald in 40-44 years Ski.
Boat Section:
The Boaties started the year with three crews but due to sickness and overseas holidays we dropped back to one crew by the time States and Aussies came around.

The U19 female crew consisted of Amelia Essex, Ashley Harper, Madi Wilding and Georgia McKinnon and was swept by Paul Scherf (with Georgia White and Tess filling in when required). They were consistent in the LSV and NAVY series carnivals, placing in most carnivals and winning at Point Leo. The crew competed in both U19 and U23 divisions and were placed 3rd in the U19 and 2nd in the U23 division at the Victorian Surfboat Rowers League (VSRL) championships. The crew also placed 3rd at the State Championships, the first boat medal for OGSLSC for many years.
During the season, the U19 crew also travelled to the Australian Surfboat Rowers League (ASRL) in NSW and in big surf unfortunately just missed out on the cut to last 12 crews. Competing in a borrowed boat the crew also contested the U19 division at The Aussies, just missing the cut for the quarter finals.
It has been a very successful year for this largely novice crew. The ASRL does a National ranking and the crew have been ranked 14th in Australia.
The boat section would like to acknowledge all rowers, their family and partners, the Competition Manager, Bruce Sampson, and the OGSLSC Committee for their hard work and support over the season.
Pool Competition
Pool Season for 2017 ran from July to September 2017. OGSLSC had only two regular competitors, Mackenzie Hooper & Campbell Greeves, with a number of others competing less regularly. While the team was small, competitors performed well at all carnivals.

IRB Competition
With the 2018 season almost complete at the
time of writing, it has been another superb year
from this small but enthusiastic team.
The Victorian season concluded with the State Championships at Lorne on 16-17 June, with the team attending Aussies at Thirroul, NSW (with five crews) in early July.
Over the season, the club attended all 4 carnivals and State Championships, as well as attending a two day carnival at Beachport in SA. The club has
had a team of at least two men’s and two women’s crews race at all carnivals, and managing three of each at two carnivals. Only three of the crews had raced last season so this has been a learning season for new crew, drivers and patients, as well as for the larger management team.
State Championships racing was heavily modified due to severe weather but all crews competed. In the course of racing during the day there were a number of incidents with

flipped boats and ejected crew or patients but OGSLSC crews drove to conditions and were the only club not to be involved in any such incidents. This merited specific praise from the carnival referee and the ESO as well as from the State IRB Representative.
Our A and B women’s crews and our A men’s crew had all made it to Tube and Rescue semi-finals when conditions again worsened and a decision was made to cancel tube events and the Relay. After a long discussion with the team, Nick and Brayden (as coaches and senior competitors) decided that, given the extreme cold and the now very difficult conditions, the club would withdraw from racing.
The carnival did continue for three further races but was then abandoned.
At the LSV season presentation, OGSLSC was acknowledged as the club with the most improvement over the season. The team also received the trophy for 3rd in the season Aggregate for the Relay.
With the team growing substantially this year there was a great deal more work to be done in maintenance, coaching, officiating and managing and the team acknowledges the efforts of all those involved:

The Surf Ed activities are introduced in a fun and safe atmosphere and provide Nippers with
the basic lifesaving skills appropriate to their age. Great feedback was received from
Nippers and parents alike – again a fantastic effort by all the volunteers who supported the
running of the Surf Ed program.
A special “thank you” to Julia Gruar who has the role of Surf Ed Coordinator for a second
time this year. Julia was ably supported by Xeni Pages and Al Spry. Thank you ladies for your
help - your early preparation was very much appreciated.
Our Surf Sport program has had constant numbers over the last couple of seasons with over
120 Nippers regularly participating in Surf Sport training and an average of 95-100 attending
carnivals.
The Surf Sport program is a great way for the Nippers to increase their surf lifesaving skills, keep fit and represent OGSLSC at LSV carnivals and State Championships. Training is held on Friday nights and Sunday mornings, with an additional endurance session being held on Tuesday evenings.
Our Surf Sport Coordinator, Shane Bird and the coaching team have developed a sensational training program which caters for a range of abilities and continues to foster incredible improvement by the Nippers. This season we introduced a ‘Development’ group to encourage beginning Nippers to participate and learn the basic skills instead of attending their age group straight away and being thrown in the deep end. This initiative appeared to work well and will continue to evolve next season.
This season OGSLSC did not host a Victorian Junior State Carnival due to the uncertainty of the new club room development. The new season (2018/19) will also see no carnival held at OG due to building works.
The OGSLSC Nippers competed at six carnivals throughout the season (plus our Under 11 Girls R&R team competed at the Frankston Nipper Carnival). We sent a very strong contingent of around 95 Nippers to the 2017/18 Junior State Championships in Warrnambool. Great conditions prevailed on the first day but it was a lot tougher on the Sunday which saw some events cancelled due to time delays. Our Nippers performed extremely well eventually finishing 1st overall with 381 points, 9.5 points clear of Mentone and 55.5 clear of Mornington. We understand that this is the highest placing ever for the Ocean Grove Nippers at a State Championship. The club was incredibly proud of the team’s efforts.
The Nipper team came home with 22 gold, 17 silver and 17 bronze medals. This was 25 more medals than last season. There were great results across all age groups, in both team and individual events.

It was a particularly great effort by our Under 14s, scoring a massive 104 points. An amazing Under 9 group grabbed 12 medals and scored 69 points in their first State Carnival. Also on 69 points were the Under 12’s, Under 11’s on 58, Under 10’s with 44 and Under 13’s scoring 31 points.
Going forward the Nipper program requires more assistance with coaching and administrative roles. A small group of helpers and committee members are developing a new structure, hopefully in time for inclusion in the updated Code of Conduct. It is important to remember that, in line with OGSLSC’s Mission Statement, we are training Nippers to be life savers first and sports people second. The lack of retention of Nippers once they get to older age groups is a concern. Also concerning is the lack of a succession program for coaches and volunteers. This subcommittee will be looking at the training and coaching structures and redefining some of the key roles at Nippers.
Finally, I would like to thank Shane Bird, who is stepping down from his role as Surf Sport Coordinator, for his support and dedication whilst in that role. I would also like to thank all the volunteers who continue to make the Ocean Grove Nipper Program such as success. To the Coaching team, Water Safety Officers and IRB drivers and crew, Age Managers, our Gear Stewards and all the other parents and helpers, your support has been tremendous. Without this support the Nippers program simply could not run – so thank you very much. Your passion and energy all helps create such a great Nippers program.

Sponsorship & Fundraising Report – Arne Solterbeck
The aspirations of the club and its continued focus on providing the best lifesaving facilities possible will always require additional funding outside of the funds provided from State and Federal governments.
The number one issue we continue to have is the lack of people willing to put up their hands and help. Getting involved is great fun and as the saying goes “many hands make light work”. Any members, no matter how young or mature, can assist the club through their efforts in marketing and sales. Joining the sponsorship and fundraising team can also be a great addition to a resume!
2017/18 saw the start of a three-year support package for the club from RT Edgar Real Estate. RT Edgar’s support along with sponsorship by Bendigo Bank, Cactus Designs (Gavin Mahoney and family), Geelong Consulting Group (Steph Asher and family), ARB (Vince Occhipinti and family), Elders, Bellarine Memories, Le Maistre Builders and the Geelong Gate Homemaker Centre allowed the construction of a brand new Nipper trailer, specifically designed to house all the Nipper equipment for carnivals.
The RT Edgar Rip to River Fun Run supported by RT Edgar, Steigen and Kennards was postponed from 6 January due to forecast extreme hot weather. Runners were either provided places for the 2018/2019 event or ran in the reduced field that enjoyed great conditions and music on the 18th of February. To grow this event, we will need marketing activities to occur in Melbourne.
The Open Ocean Water Swim Festival used social media to reach our target audience and
provided the marketing coverage to cover the loss of the sponsorship from K Rock (due to
a clash with a major sailing event and the Cadel Evans ride). A second year with similar
numbers to 2017 proves that the swim is a great financial benefit to the club. It also assists
in making families aware of the great and safe environment Ocean Grove provides. The
support from RT Edgar, Engine, Optus and Kennards was much appreciated.
Tin rattles continue to provide the opportunity to raise funds around Geelong and Ocean
Grove but, again, it is the lack of members willing to provide support for this activity that is
limiting the funds that could be raised. Targeting the summer period assists in increasing
the number of members available and the amount raised.
For our annual Door Knock, we allocated areas to families as well as introduced a raffle in
conjunction with Rotary. The doorknock held in November across Ocean Grove was a step
in the right direction but will need to be moved to a time when the weather reminds

residents of the beach and captures holiday makers. For the effort involved, the raffle was
not successful and will not be repeated in 2018/2019.
The Terrace Pizza Shop has come on board to help feed Ocean Grove club members.
The major goals for the 2018/2019 season will again be to increase the number of
competitors in the RT Edgar Rip to River and the Open Ocean Water Swim and offer
opportunities for business and corporate support in the building of the new club house.

Social & Lounge Manager – Amenah McDonald
The Social Scene at OGSLSC kicked off with ‘Food Truck Fridays’ commencing in October
and running on Friday nights through November and December. Thanks to Steve Peatling
for always having the bar well stocked and the bar staff, in particular Kylie Valentine, Helen
Foord and Paddy Kinsey.
The Christmas Cocktail party at 360Q in Queenscliff was a relaxed afternoon of spectacular
views and beautiful food.
Paella night was a sell out just prior to Christmas, with local folk duo Hiddenite entertaining
us with their music.

our final goodbye to the old
clubhouse, sending it out in
style with food prepared by
Sandy Paterson and
entertainment by local
band “The Gems”, ensuring
that we danced the balmy
night away.
Presentation night was
hosted at the Ocean Grove
Bowling Club with more
than 150 people in
attendance, who enjoyed
good food and wine, and
dance music by DJ Slav. Thank you to Sandy and Chris Paterson who helped me organise
the night, and to the bowling club who were most accommodating.
Unfortunately I will not be standing for this role again next season as my commitment
increases in other areas of the club. I thank my fellow committee members for their
support. It won’t be the last position I hold on the COM.

Facilities Manager & Power Craft Officer – Vince Occhipinti
Another season has come and gone and this one is a little more significant than past
seasons. Although it feels like the new building has been talked about longer than the
current clubhouse has stood, writing a new chapter in the history of OGSLSC has
commenced. We did the old clubhouse justice in a fantastic season of competition and its

heart and soul, keeping our amazing beach safe for all visitors. To many of us the club is
our second home in all four seasons so it was a little sad watching it come down.
The past two years as Facilities Manager has been tough to
say the least. Demolition has been pending, meaning constant
maintenance and patching as it was more important for funds
to go to a new building rather than repairing an old one.
Shower heads were breaking, taps leaking, light switches and
fittings not working, ongoing garage roller door issues, leaking
roof in the gym, gym equipment repairs, rearranging of craft
and racking due to the ever growing number of competitors,
doors falling off hinges etc etc..... oh and my favourite, the
always vanishing nipper shed key. I think I received an average
of one call a week. I renamed the key Houdini. Somehow we
kept the old club standing.
The annual Working Bee was a success as usual - a great turn out, and no matter how long
the list was we managed to tick it all off. A major pat on the back to all involved.
The task of Facilities Manager, as with most roles in the club, can make you feel a little
invisible but with some amazing support from fellow members it is also very rewarding.
Some of the changes implemented have been well received and it’s great to see that they
are still well supported: the formal layout of the garage; securing the foamies for nipper
training only; annual working bee; changes in the culture and respect for the building itself.
I thought these and other ideas tried would be a great stepping stone moving forward into
the new building and show respect for the endless voluntary hours that the Building
Committee have endured over the past years so that all club members will benefit.
My second major role for the past 5 years has been Power Craft Officer. This past season
saw the addition of a new outboard 25hp engine, a major facelift for the IRB road trailer,
rebuild of the beach trailer, brake overhaul of the open nipper trailer, suspension upgrade
on the ski trailer and the commissioning of a new enclosed nipper trailer as well as the
regular maintenance of the Ute, ATV and Outboard engines. Each competition group of the
club went to amazing efforts to raise funds for their particular requirements.
I was invited to take up this role at the start of Summer 13/14 having carried out the role
for 3 years prior at a smaller Lifesaving club with only 1 IRB, 2 engines and an ATV. I then
moved to OG with its 5 IRBs, 6 engines, an ATV, a patrol ute and an enthusiastic young
group of individuals eager to develop a race team with a motto of “Competing in Surf Life
Saving is firstly all about fun and camaraderie”, ie. winning comes second. It has been my
honour to share what little knowledge I have about Powercraft handling and maintenance
with them. The younger generation has actually taught this old mechanic a thing or two.
With the dedication of the IRB racing team and our amazing President David Pavia, OGSLSC

has gained respect from LSV when it comes to water safety in IRBs. The efforts put in
beyond their roles is a credit to this team.
I'd like to extend warm heartfelt thank you to all the people who have assisted in any
shape or form, whether it was assisting me getting water safety crews together for junior
or senior carnivals, towing IRBs to carnivals, organizing crews for LSV events such as
Independent School Surf league carnival and Ocean 6 event, Barwon Heads Triathlon, the
inaugural river marathon hosted by Barwon Heads Canoe Club, the mammoth task of
assembling crews for our annual swim or assisting with Rip to River in the safety cars. I
truly thank you - your support is invaluable and certainly does not go unnoticed.
You have possibly already gathered by the tone of my report that this is my last year in
both roles. Mixed emotions fill me. I love being at the club and mixing with club members
and close friends while carrying out voluntary roles. It fills me with happiness but I need a
break. That’s not to say I'm doing a Houdini (like the Nipper shed key) - I will be around to
offer support or guidance to those who step into either role, should they need it from me.
I will say please consider either taking on one of these roles or possibly sharing a role with
another member. At times the roles can be a little daunting but honestly, what task in life
doesn’t have its testing moments? Most of all, the club will not survive without these roles
being undertaken and the amazing efforts by everyday people.
I would like to extend my sincere thanks and gratitude to past and present committees for
their faith and trust, allowing me to carry out my roles to the best of my ability. I hope that
I met their expectations.
Stay warm during the winter and remember if the sun pops out catch some of it. It’s the
winter rules......

Training & Assessment Manager – Bec Sampson
The training and assessment team has been hard at work this year, with a big focus on
developing the skills of our ever-growing team. Three years ago, we only had a handful of
qualified trainers and assessors, and now we have upwards of 30 trainers, assessors and
group leaders, all of whom put in such a huge amount of time and effort to enable us to
run as many courses as we do.
This season alone, we have run our biggest Adult Bronze course yet; we’ve run two IRB
crew and driver courses, a first aid, ART, and spinal management course; and of course, our
biggest production for the year, our Bronze and SRC Camp!
It has been really great to see this season the number of young adults and parents who
have thrown themselves into club life, completing not only their Bronze Medallion, but

going on to also complete their IRB crew award. These two awards have been fantastic
stepping-stones for our new members to go on and be involved in Surf Ed, Nippers, the IRB
racing team, and the Training and Assessment team.
As always, the enthusiasm of our young leaders continues to be an inspiration to all. The
team of Group Leaders for the 2017 Bronze and SRC Camp were absolutely incredible.
Whether it was their endless positivity, their perseverance and dedication to the kids, their
ideas, their energy or their support for one another, these guys made the week the success
that it was! From the classroom to the beach, to the helicopter visit, and to our guest
speakers, we were constantly on the move and there was never a dull moment!
Bronze and SRC Camp is always one of the highlights of the season for all involved, and it
has been great to see the program grow and evolve these last few years.
As we look toward the next season, it is exciting to think of how we can continue to
develop and grow our Training and Assessment program, from our Bronze and SRC Camp
to our First Aid courses all the way through to Silver Medallion courses.

General Committee Member – Mark Graham
The initial purpose of this committee position when it was introduced was to provide
support across aspects of the committee where needed and where that person may have
expertise. It had been a few years since I had any formal role in the club, so I was keen to
get back involved and thought this position a good opportunity.
Work commitments have meant not being able to give as many “hands on” hours per week
as I would like, but I am a big believer in many hands making light work. Certainly seeing the
number of hours committee members put in is daunting, and I believe there are lots of
members out there who would get involved but perhaps don’t think they have enough time
or are not sure where they can add value.
So with that in mind, an aspect that
seemed missing was a simple strategy &
structure document of the club where
people can clearly see what the club is
all about, what are the important
aspects, our goals, requirements and
what is needed. This would give
committee and officers of the club the
ability to use the document as an over-
arching governance to everything that
is needed in their respective areas, and
then to engage and encourage
members to help out even with what
might seem like very small tasks but are
much needed.
Constitutions and by-laws are being re-written and the strategy will be in accordance with
those, but I believe by finishing this off and presenting it to members it will give a simple
clear pathway of what we are about. I will look to complete that with Steph Asher and hope
it can be implemented and used by the next committee.
The next key challenge I believe we need to tackle is communications to members,
especially while we do not have a home over the next 12 months. Team App is being used
for nippers, patrols and surf sports, but I have heard from a lot of members recently that
general communication and updates have been missing. Perhaps the OG-Land needs to be
re-invigorated. It would be great to see that monthly with updated photos of the building as
it progresses!

I am pleased to present the audited financial statements to the members for the 2017-18
season.
I can report to the members that the club continues to be in a viable financial position.
However, the 2017-18 year was the start of some challenging financial years for the club as
we rebuild our facilities. We have reported an operating profit of $452,710 for this season.
This result is pleasing however it also must be noted that it reflects the outcomes of moving
out of our clubhouse this season.
As we wound up use of the clubhouse we had to do without some of the traditional
fundraising activities we have benefitted from in the past:
• We reduced social functions at the club house.
• We did not hire out the current facilities as they were no longer fit for the purpose of
typical functions.
• We did not host carnivals this season, which are significant fundraising activities for
the club.

During this season, we have commenced paying for new building activities such as drawings,
project management and planning approvals. As the construction phase of the clubhouse
redevelopment commences in 2018/2019 we will see an increase in building development
spending. Cash flow will become an area of focus for next year’s committee and the growth
in debtors is an area for member attention. The club pays for many activities on behalf of
members and then seeks reimbursement. However, reimbursement is not always timely and
without issue and this impacts the operating cash flow of the club.
Due to predicted high temperatures we had to postpone our Rip to River race until later in
the season. This impacted our revenue for the event. This year we took a profit of $16,760
from the Rip to River compared to a $25,401 profit in the previous season.
A small increase in membership fees and a small profit from our Open Water Swim offset
some of these decreases in revenue. Membership revenue continues to be a principal source
of income for the club and the Committee has been cognisant of ensuring that this revenue
is sufficient to cover the cost of the day to day running of the club. As flagged in prior years,
this means fundraising and sponsorship becomes an important function for the club so that
there is money for equipment and activities.
The Committee has ensured that any profits made have been put aside in the Building Fund
over the past seasons. As the redevelopment is imminent, the members must now consider
how we will fund the fit out of the building once it is complete. We will have key areas for
which we will need to fund the fit out,
including the lounge, kitchen, bar,
office and uniform shop. To this end, it
has been proposed to continue with
the building levy that was introduced
last season.
I would like to acknowledge the work
of Anna McDonald this season, and her
support provided to the Treasurer’s
role. Anna has extended our
administration manager’s role this
year and has worked hard to ensure
that this role supports the club’s many
varied administrative roles.
Finally, I would like to thank all the
committee members and our past
Treasurer for all the support I have
received over the season.

NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES
This financial report is a special purpose financial report prepared in order to satisfy the financial reporting
requirements of the Associations Incorporation Reform Act 2012 (Vic) and Australian Charities and the Not-
for-profits Commission (ACNC) Act 2012 . The committee has determined that the association is not a
reporting entity.
The financial report has been prepared on an accruals basis and is based on historic costs and does not take
into account changing money values, or except where specifically stated, current valuations of non-current
assets.
The following specific accounting policies, which are consistent with the previous period unless otherwise
(a) Fixed Assets
The depreciation amount of all fixed assets is written off over the useful lives of the assets to the association
commencing from the time the asset is held ready for use.
The following table indicates the depreciation rates upon which depreciation charges are based:

(b) Cash
For the purposes of the Statement of Cash Flows, cash includes cash on hand, at banks, and on deposit.
(c) Revenue
Revenue is recognised when received or due to be received.
(d) Inventory
Inventories are measured at the lower of cost and net realisable value and consist of bar stock and clothing
available for sale.
(e) Goods and Services Tax
Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST
incurred is not recoverable from the Australian Tax Office. In these circumstances the GST is recognised as
part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in
the Balance Sheet are shown inclusive of GST.
The amount of GST recoverable from, or payable to, the ATO is included as a current asset or a current liability in the Balance Sheet.

As at the year ended 31 May 2018, Ocean Grove Surf Life Saving Club (OGSLSC) has entered into an
agreement with PCG as the appointed contracted builder of the demolition of the surf beach complex
and the build of the new surf beach complex. This is at a total contracted price of $7,435,615 (GST exc.)
OGSLSC has entered into a Memorandum of Understanding with Barwon Coast Committee of
Management, where by OGSLSC is obligated to pay 67.49 % of the total build and in return
will manage the operation of the OGSLSC Clubrooms.

INDEPENDENT AUDITOR’S REPORT
To the Members of Ocean Grove Surf Life Saving Club Inc.
Qualified Opinion
We have audited the financial report of Ocean Grove Surf Life Saving Club Inc, which comprises the
assets and liabilities statement as at 31 May 2018, the income and expenditure statement for the
year then ended, and notes to the financial statements, including a summary of significant
accounting policies, and the declaration by those charges with governance.
In our opinion, except for the effects of the matters described in the Basis for Qualified Opinion
section of our report, the accompanying financial report of the entity is prepared, in all material
respects, as at 31 May 2018 and its financial performance for the year then ended in accordance
with the accounting policies described in Note 1 to the financial statements and the requirements of
the Australian Charities and Not-for-profits Commission Act 2012 (ACNC Act).
Basis for Qualified Opinion
It is not practical for the Ocean Grove Surf Life Saving Club Inc. to maintain an effective system of
internal control over cash receipts until their initial entry in the accounting records. Accordingly, our
audit in relation to cash receipts was limited to amounts recorded.
We conducted our audit in accordance with Australian Auditing Standards. Our responsibilities
under those standards are further described in the Auditor’s Responsibilities for the Audit of the
Financial Report section of our report. We are independent of the association in accordance with the
ethical requirements of the Accounting Professional and Ethical Standards Board’s APES 110: Code
of Ethics for Professional Accountants (the Code) that are relevant to our audit of the financial report
in Australia. We have also fulfilled our other ethical responsibilities in accordance with the Code.
Basis of Accounting and Restriction on Distribution
Without modifying our opinion, we draw attention to Note 1 to the financial report, which describes
the basis of accounting. The financial report has been prepared for the association for the purpose
of fulfilling the directors’ financial reporting responsibilities under the ACNC Act. As a result, the
financial report may not be suitable for another purpose.
Other Information
Those charged with governance are responsible for the other information. The other information
comprises the information included in the association's annual report for the year ended 31 May
2018 but does not include the financial report and our auditor's report thereon.
Our opinion on the financial report does not cover the other information and accordingly we do not
express any form of assurance conclusion thereon.
In connection with our audit of the financial report, our responsibility is to read the other
information and, in doing so, consider whether the other information is materially inconsistent with
the financial report or our knowledge obtained in the audit or otherwise appears to be materially
misstated.
If, based on the work we have performed, we conclude that there is a material misstatement of this
other information, we are required to report that fact. We have nothing to report in this regard.

Responsibilities of the Committee for the Financial Report
The committee is responsible for the preparation and fair presentation of the financial report in
accordance with the financial reporting requirements of the ACNC Act and for such internal control
as the committee determines is necessary to enable the preparation and fair presentation of a
financial report that is free from material misstatement, whether due to fraud or error.
In preparing the financial report, the committee is responsible for assessing the association’s ability
to continue as a going concern, disclosing, as applicable, matters relating to going concern and using
the going concern basis of accounting unless the committee either intends to liquidate the
association or to cease operations, or has no realistic alternative but to do so.
Auditor’s Responsibilities for the Audit of the Financial Report
Our objectives are to obtain reasonable assurance about whether the financial report as a whole is
free from material misstatement, whether due to fraud or error, and to issue an auditor’s report
that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee
that an audit conducted in accordance with the Australian Auditing Standards will always detect a
material misstatement when it exists. Misstatements can arise from fraud or error and are
considered material if, individually or in the aggregate, they could reasonably be expected to
influence the economic decisions of users taken on the basis of this financial report.

STATEMENT BY MEMBERS OF THE COMMITTEE
The committee have determined that the association is not a reporting entity.
The committee have determined that this special purpose financial report should be prepared in accordance
with the accounting policies outlined in Note 1 to the financial statements.
In the opinion of the committee the financial report:
1. Complies with the requirements of the Australian Charities and not-for-profits Commission Act 2012
2. Presents truly and fairly the financial position of Ocean Grove Surf Lifesaving Club Inc. as at 31st May 2018
and its performance for the year ended on that date.
3. At the date of this statement, there are reasonable grounds to believe that Ocean Grove Surf Lifesaving
Club Inc. will be able to pay its debts as and when they fall due.
