Web 1.0 is simply the webmaster decides what content to put on any given site. Web 1 was a lot about commerce. Web 1.0 is isolated bits of information that is then viewed by the end-user. We like to think of Web 1.0 as being static.

Web 2.0 is fundamentally different. Web 2.0 was coined in 2004. It was then popularized by O’Riley Media. Web 2.0 then is really the understanding that the network is the platform, and on the network is the platform. The cardinal rule is that the users add value. We all need to figure out how to build data bases that get better as more and more people use them. Web 3.0 This is a term that is ahead of any content to define it. Therefore Web 3.0 is still in the minds of the developers. It stands for a theory of what the web could become.
