The scope of such an agreement provides direction for how the land will develop and may address topics such as timing of annexation, land uses, building construction, subdivision, and infrastructure. In many cases, the development agreement is initiated by the landowner. In others, the City may prompt it; when Home Rule cities (such as Bee Cave) initiate annexation, they are required to offer landowners with agricultural, wildlife management, or timber tax appraisal designations the option of entering into a development agreement in lieu of being annexed. If the land owner accepts, the land remains outside City limits for the term of the agreement.
