本稿では、政策提言団体 CaSE(Campaign for Science and Engineering)の活動に注目した。財政赤字の深刻化の中で行われた 2010 年イギリス下院総選挙に際して、CaSE は科学技術政策に関する様々な意見表明を行った。イギリスの科学技術政策に関する議論の中で、研究者や技術者は何をどのように主張し、社会に伝えているのか、CaSE の活動を通じて、その現状を概観した。
イギリス(1)は、ニュートン、ファラデー、ダーウィンからクリック、ホーキングに至るまで、
著名な科学者を多数輩出している。また、ワット、スティーブンソンに始まった産業革命の国
でもあり、EU 圏内における研究開発の原動力としての位置付けは大きい。
しかし、現在、イギリスの科学技術政策は大きな曲がり角にある。景気後退と歳出増加によ
って国家財政は急速に悪化し、2009 年には財政赤字の対 GDP 比が 11%にまで膨らんだ(2)。その
ため、政府による科学技術投資は大幅な見直しを迫られており、多くの研究者・技術者が「科
学の危機」を訴えている。
筆者は、2010 年 4 月にイギリスを訪問し、科学技術政策に関する調査を行った。その際、研
究者および技術者を中心とする政策提言団体 Campaign for Science and Engineering (以下 CaSE)(3)の事務局長(当時)であるニック・デューシック(Nick Dusic)氏(4)にインタビューを行い(5)、多
