    1. Objectives

1.1 Promotion Of Football Game In Pakistan

The objective of our research is to promote the football game in Pakistan. There is great talent

available in our country but all is going to waste due some reasons. We tried our best to find out

reasons of less promotion of football game in Pakistan. We find out different problems inPakistan face by the football players, and give some strong suggestions and recommendation to

remove those problems in our report.

    1.2 Wish To Do Research

Pakistan is a famous country in world for the production of football. This thing forces us to think

about it we are the best producer but not the best player of football. There are 199 football

playing countries internationally and we stand on 178 number in ranking according to the FIFA

ranking system July, 2007.Foot ball is very famous game in all over the world and mostly people

in many countries like to play it. This game is neither difficult nor based on technology so why

we are far away from it. There is great talent available here but nobody is taking responsibility to

promote them. Football is a the best game for good health and less time consuming but the

people our country avoid to play it and if any body want to play it then his parents taunt and try

put their child in the games which can give more bright future to them .Football players have

bright future in other countries but not in Pakistan. These things really shock us and we take the

decision to do research on this game in Pakistan and would find out the facts that why people are

    not interested in this game.

    2. Football In Ancient Times

    2.1 Etymology Football (word)

While it is widely believed that the word "football" originated in reference to the action of a foot

kicking a ball, there is a rival explanation, which has it that football originally referred to a

variety of games in medieval Europe, which were played on foot. These games were usually

played by peasants, as opposed to the horse-riding sports often played by aristocrats. While there

is no conclusive evidence for this explanation, the word football has always implied a variety of

games played on foot, not just those that involved kicking a ball. In some cases, the word

football has even been applied to games which have specifically outlawed kicking the ball

    Ancient games

Documented evidence of what is possibly the oldest activity resembling football can be found ina Chinesemilitary manual written during the Warring States Period in about the 476 BC-221 BC.

It describes a practice known as cuju, which involved kicking a leather ball through a hole in a

piece of silk cloth strung between two 30 foot poles.

Kemari being played at the Tanzan Shrine, Sakurai, Japan.Another Asian ball-kicking game,

which was influenced by cuju, is kemari. This is known to have been played within the Japanese

imperial court in Kyoto from about 600 AD. In kemari several people stand in a circle and kick a

ball to each other, trying not to let the ball drop to the ground (much like keepie uppie). The

game appears to have died out sometime before the mid-19th century. It was revived in 1903,

and it can now be seen played for the benefit of tourists at a number of festivals.

Mesoamerican ballgames played with rubber balls are also well-documented as existing since

before this time, but these had more similarities to basketball or volleyball, and since their

influence on modern football games is minimal, most do not class them as football.

The Ancient Greeks and Romans are known to have played many ball games some of which

involved the use of the feet. The Roman writer Cicero describes the case of a man who was

killed whilst having a shave when a ball was kicked into a barber's shop. The Roman game

harpastum is believed to have been adapted from a team game known as "" (episkyros)

orpheninda that is mentioned by Greek playwright, Antiphanes (388-311BC) and later referred

to by Clement of Alexandria. These games appear have resembled rugby.

There are a number of references to traditional, ancient, and prehistoric ball games, played by

indigenous peoples in many different parts of the world. For example, in 1586, men from a ship

commanded by an English explorer named John Davis, went ashore to play a form of football

with Inuit (Eskimo) people in Greenland. There are later accounts of an Inuit game played on ice,

called Aqsaqtuk. Each match began with two teams facing each other in parallel lines, before

attempting to kick the ball through each other team's line and then at a goal. In 1610, William

Strachey of the Jamestown settlement, Virginia recorded a game played by Native Americans,

calledPahsaheman. In Victoria, Australia, indigenous people played a game called Marn Grook"ball game". An 1878 book by Robert Brough-Smyth, The Aborigines of Victoria, quotes a man

called Richard Thomas as saying, in about 1841, that he had witnessed Aboriginal people

playing the game: "Mr Thomas describes how the foremost player will drop kick a ball made

from the skin of a possum and how other players leap into the air in order to catch it." It is

widely believed that Marn Grook had an influence on the development of Australian Rules

    football.

These games and others may well go far back into antiquity and may have influenced later

football games. However, the main sources of modern football codes appear to lie in Western

Europe, especially England. Medieval and early modern Europe

    2.2 Medieval Football

The middle Ages saw a huge rise in popularity of annual Shrovetide football matches throughout

Europe, particularly in England. The game played in England at this time may have arrived with

the Roman occupation, but there is little evidence to indicate this. Reports of a game played in

Brittany, Normandy, and Picardy, known as La Soule or Choule, suggest that some of these

football games could have arrived in England as a result of theNorman Conquest

    .

2.3 An Illustration Of Mob Football

These archaic forms of football, typically classified as "mob football", would be played between

neighboring towns and villages, involving an unlimited number of players on opposing teams,

who would clash in a heaving mass of people struggling to drag an inflated pig's bladder by any

means possible to markers at each end of a town (sometimes instead of markers, the teams would

attempt to kick the bladder into the balcony of the opponents' church). There is no evidence to

support the legend that these games in England evolved from a more ancient and bloody ritual of

kicking the "Dane's head". Shrovetide games have survived into the modern era in a number of

    English towns.

The first detailed description of football in England was given by William FitzStephen in about

1174-1183. He described the activities of London youths during the annual festival of Shrove

After lunch all the youth of the city go out into the fields to take part in a ball game. The

students of each school have their own ball; the workers from each city craft are also

carrying their balls. Older citizens, fathers, and wealthy citizens come on horseback to

watch their juniors competing, and to relive their own youth vicariously: you can see

their inner passions aroused as they watch the action and get caught up in the fun being

    had by the carefree adolescents.

Most of the very early references to the game speak simply of "ball play" or "playing at ball".

This reinforces the idea that the games played at the time did not necessarily involve a ball being

    kicked.

In 1314, Nicholas de Farndone, Lord Mayor of London issued a decree banning football (in the

French used by the English upper classes at the time. A translation reads: orasmuch as there is

great noise in the city caused by hustling over large foot balls in the fields of the public from

which many evils might arise which God forbid: we command and forbid on behalf of the king,

on pain of imprisonment, such game to be used in the city in the future." This is the earliest

    reference to football.

The earliest mention of a ball game that involves kicking was in 1321, in Shouldham,Norfolk:

"during the game at ball as he kicked the ball, a lay friend of his... ran against him and wounded

    himself".

In 1363, King Edward III of England issued a proclamation banning "handball, football, or

hockey; coursing and cock-fighting, or other such idle games, showing that "football" whatever

its exact form in this case was being differentiated from games involving other parts of the body,

    such as handball.

King Henry IV of England gives the earliest documented use of the English word "football", in

1409, when he issued a proclamation forbidding the levying of money for "football".

There is also an account in Latin from the end of the 15th century of football being played at

Cawston, Nottinghamshire. This is the first description of a "kicking game" and the first

description ofdribbling: "The game at which they had met for common recreation is called by

some the football game. It is one in which young men, in country sport, propel a huge ball not by

throwing it into the air but by striking it and rolling it along the ground, and that not with their

hands but with their feet. Kicking in opposite directions" The chronicler gives the earliest

    started.

2.4 Other Firsts In The Medieval And Early Modern Eras

"A football", in the sense of a ball rather than a game, was first mentioned in 1486.

This reference is in Dame Juliana Berners' Book of St Albans. It states: "a certain

rounde instrument to play with ...it is an instrument for the foot and then it is calde in

    Latyn 'pila pedalis', a football."

A pair of football boots was ordered by King Henry VIII of England in 1526.

The first references togoals are in the late 16th and early 17th centuries. In 1584 and

1602 respectively, John Norden and Richard Carew referred to "goals" in Cornish

hurling. Carew described how goals were made: "they pitch two bushes in the ground,

some eight or ten Foote asunder; and directly against them, ten or twelve score off,

which they termed their Goals". He is also the first to describe goalkeepers and

passing of the ball between players.

The first direct reference toscoring a goalis in John Day's play The Blind Beggar of

Bethnal Green (performed circa 1600; published 1659): "I'll play a goal at camp-ball"

(an extremely violent variety of football, which was popular in East Anglia).

Similarly in a poem in 1613, Michael Drayton refers to "when the Ball to throw, and

drive it to the Goal, in squadrons forth they go".

    di Lorenzo Bini.

    Main article: Calcio Fiorentino

In the 16th century, the city ofFlorence celebrated the period between Epiphany and Lent by

playing a game which today is known as "calcio storico" (historic kickball) in the Piazza della

Novereor thePiazza Santa Croce. The young aristocrats of the city would dress up in fine silk

costumes and embroil themselves in a violent form of football. For example, calcio players could

punch, shoulder charge, and kick opponents. Blows below the belt were allowed. The game is

said to have originated as a military training exercise. This is sometimes said to be the earliest

code of rules for any football game. The game was not played after January 1739 (until it was

    revived in May 1930).

2.5 Official Disapproval And Attempts To Ban Football

Main article: Attempts to ban football games

Numerous attempts have been made to ban football games, particularly the most rowdy and

disruptive forms. This was especially the case in England and in other parts of Europe, during the

middle Ages and early modern period. Between 1324 and 1667, football was banned in England

alone by more than 30 royal and local laws. The need to repeatedly proclaim such laws

demonstrated the difficulty in enforcing bans on popular games. King Edward II was so troubled

by the unruliness of football in London that on April 13, 1314 he issued a proclamation banningit: "Forasmuch as there is great noise in the city caused by hustling over large balls from which

many evils may arise which God forbid; we command and forbid, on behalf of the King, on pain

of imprisonment, such game to be used in the city in the future.

The reasons for the ban by Edward III, on June 12, 1349, were explicit: football and other

recreations distracted the populace from practicing archery, which was necessary for war.

By 1608, the local authorities in Manchesterwere complaining that: "With the football. there has

been great disorder in our town of Manchester we are told, and glass windows broken yearly and

spoiled by a companies of lewd and disordered persons ."That same year, the word "football"

was used disapprovingly by William Shakespeare. Shakespeare's play King Learcontains the

line: "Nor tripped neither, you base football player" (Act I, Scene 4). Shakespeare also mentions

the game inA Comedy of Errors (Act II, Scene 1):

Am I so round with you as you with me,

That likes a football you do spurn me thus?

You spurn me hence, and he will spurn me hither:

If I last in this service, you must case me in leather.

"Spurn" literally means to kick away, thus implying that the game involved kicking a ball

    between players.

King James I of England'sBook of Sports (1618) however, instructs Christians to play at football

every Sunday afternoon after worship. The book's aim appears to be an attempt to offset the

strictness of the Puritans regarding the keeping of the Sabbath.

2.6 Establishment Of Modern Codes Of Football

    2.6.1 British Public Schools

Main article:British public school football games

While football continued to be played in various forms throughout Britain, its public schools

(known as private schools in other countries) are widely credited with four key achievements in

the creation of modern football codes. First of all, the evidence suggests that they were important

in taking football away from its "mob" form and turning it into an organized team sport. Second,

many early descriptions of football and references to it were recorded by people who had studiedat these schools. Third, it was teachers, students and former students from these schools who first

codified football games, to enable matches to be played between schools. Finally, it was at

British public schools that the division between "kicking" and "running" games first became

    clear.

The earliest evidence that games resembling football were being played at English public schools

mainly attended by boys from the upper, upper-middle and professional classes comes from the

Vulgaria by William Horman in 1519. Horman had been headmaster at Eton and Winchester

colleges and his Latin textbook includes a translation exercise with the phrase "We all play with

    a ball full of wind".

Richard Mulcaster, a student at Eton College in the early 16th century and later headmaster at

other English schools, has been described as the greatest sixteenth Century advocate of

football. Among his contributions is the earliest evidence of organized team football.

Mulcaster's writings refer to teams ("sides" and "parties"), positions ("standings"), a referee

("judge over the parties") and a coach "(training master)". Mulcaster's "football" had evolved

from the disordered and violent forms of traditional football:

Some smaller number with such overlooking, sorted into sides and standings, not meeting

with their bodies so boisterously to try their strength: nor shouldering or shuffling one

and other so barbarously. may use football for as much good to the body, by the chief use

    of the legs.

In 1633, David Wedderburn, a teacher from Aberdeen, mentioned elements of modern football

games in a short Latin textbook called "Vocabula". Wedderburn refers to what has been

translated into modern English as keeping goal and makes an allusion to passing the ball "strike

it here". There is a reference to get hold of the ball, suggesting that some handling was allowed.

It is clear that the tackles allowed included the charging and holding of opposing players "drive

    that man back".

A more detailed description of football is given in Francis Willughby's Book of Games, written

in about 1660.Willughby, which had studied at Sutton Coldfield School, is the first to describe

goals and a distinct playing field. A close that has a gate at either end. The gates are called Goals.

His book includes a diagram illustrating a football field. He also mentions tactics leaving some

of their best players to guard the goal; scoring they that can strike the ball through their

opponents goal first win and; the way teams were selected the players being equally divided

according to their strength and nimbleness. He is the first to describe a law of football. They

must not strike an opponent's leg higher than the ball.

English public schools also devised the first offside rules, during the late 18th century. In the

earliest manifestations of these rules, players were off their side if they simply stood between the

ball and the goal which was their objective. Players were not allowed to pass the ball forward,

either by foot or by hand. They could only dribble with their feet, or advance the ball in a scrum

or similarformation. Football was adopted by a number of public schools as a way of

encouraging competitiveness and keeping youths fit. Each school drafted its own rules, which

varied widely between different schools and were changed over time with each new intake of

pupils. Two schools of thought developed regarding rules. Some schools favored a game in

which the ball could be carried; while others preferred a game where kicking and dribbling the

    ball was promoted.

    2.7 The First Modern Balls

    Main article:football (ball)

Richard Lindon (seen in 1880) is believed to have invented the first footballs with rubber

bladders. In Europe, early footballs were made out of animal bladders, more specifically pig's bladders,

which were inflated. Later leather coverings were introduced to allow the ball to keep their

shape. However, in 1851, Richard Lindon and William Gilbert, both shoemakers from the town

ofRugby near the school, exhibited both round and oval-shaped balls at the Great Exhibition in

London. Richard Lindon's wife is said to have died due to lung disease caused by blowing up

pig's bladders. Lindon also won medals for the invention of the "Rubber inflatable Bladder" and

    the "Brass Hand Pump".

In 1855, the U.S. inventorCharles Goodyearwho had patented vulcanized rubber exhibited a

spherical football, with an exterior of vulcanized rubber panels, at the Paris Exhibition

Universelle. The ball was to prove popular in early forms of football in the U.S.A.

    2.7.1 Sheffield Rules

    Main article: Sheffield rules

By the late 1850s, many football clubs had been formed throughout the English-speaking world,

to play various codes of football.

Sheffield Football Club, founded in 1857 in the English city of Sheffield, by former Harrow

School pupils Nathaniel Creswick and William Prest, was later recognized as the world's oldest

club playing association football. However, the club initially played its own code of football: the

Sheffield rules. There were some similarities to the Cambridge rules, but players were allowed to

push orhitthe ball with their hands, and there was no offside rule at all, so that players known as

kick through could be permanently positioned near the opponents' goal. The code spread to a

number of clubs in the area and was popular until the 1870s.

    3. Industry Profile

With 160 million inhabitants and a quarter of its population earning less than $ 1 a day. Pakistan

is one of the major countries to export sports goods, especially hand-stitched footballs. Sialkot

city (situated in the province of Punjab in north eastern Pakistan) and the 1,450 neighboring

villages account for about 75% of the world production of footballs.

Sialkot district holds a population of 2.7 million living in an area of 3,016 square kilometers with

an estimated density of 903 / sq. km. Sialkot is one of the densely populated districts of the

country. Adult literacy ratio was 58.9 percent in 1998 as compared to provincial figure of 46.6%.

The literacy ratio for males is 65.9 percent as against 51.5 percent for females. District Sialkot is

hot and humid during summer and cold during winter. June and July are the hottest months. The

maximum temperature during winter may drop to 4C. The land is generally plain and fertile and

the average annual rain fall is about 1000 mm.

    3.1 Football Production In Pakistan

The roots of football production in Pakistan are much older than globalization in the seventies

and nineties. Since 1860 sporting goods like tennis-, badminton-, cricket- and polo-rackets, and

since beginning of the twentieth century footballs too, had been produced. Members from the

British army and colonial administration were the customers.

The sectors orientation towards an external, well funded demand by British soldiers and

administration staff was expanded towards export. The crisis in agriculture through the

implementation of British land law led to high indebtedness of farmers and multiplied the

number of landless peasants who looked for work in the city. The special setting of Sialkot

district with experienced craftsmen and the close cooperation of traders with the

Colonial administration and the British army, which was positioned in Sialkot as well, led all in

all to the emergence of first manufacture-like structured large scale enterprises. Together with

the numerous small enterprises they grew to a sporting good cluster.

Thereby the football production and Pakistans sporting goods production remained concentrated

in and round Sialkot. Two out of five of the working population depends directly or indirectly on

    the sports goods industry.

In Pakistan football stitching is predominantly mans business. At locations in Sialkots suburbs

alongside the arterial roads and in remote villages man and male youths work together. The

situation looks different for home-based workers. There, according to different surveys,

approximately 17 20 thousand women and girls stitch footballs. So they make up around halfof all football-stitchers working from home. On the one hand home work allows them to

continue with housekeeping duties and on the other hand it is the concept of the patriarchal

Purdah-system of gender segregation which forbids most women particularly in rural areas

work outside of their home and especially outside their village. Half of the football stitchers in

the rural hinterland of Sialkot come from landless families. Because of the marginal opportunity

to earn money as farm-laborer, work in small scale industry, in workshops or as mobile traders

these families depend strongly on the additional income of further family members. A further

third of football stitchers come from families with less than two hectares of land. As they lack

capital for intense agriculture, for example in the form of market gardening, they existentially

depend on additional income through other jobs. Just 14 % of rural football stitchers come from

families where direct economic pressure is not the reason for their involvement in stitching. 87 %

of farmers in Sialkot district own less than5 hectares farming land. In Sialkot agriculture is the

main source of income for a third of the working population nowadays. A study carried out by

the organization Save the Children (UK) (1997:37) found out that 83% of the families of

children football stitchers are indebted while among other families in the same village (as

comparison group) indebtedness comes up to 63%. The social composition of football stitchers

shows a visible concentration in lower classes.

3.3 How Is The Football Production In Sialkot Organized?

Characteristic for Pakistans football industry is a high grade of division of labor which has been

constituted over the last 30 years. The structure of the sporting goods sector is characterized by a

concentration on export. At the same time the increasing outsourcing of part orders leads to a

growing number of small scale businesses and workshops. With football becoming the most

important product in Sialkots sporting goods industry the inclusion of rural manpower for

stitching increased. The economic success of a sporting goods company and advancement of its owner depends on

the extent to which they manage to get direct access to the world market. But the export business

in Sialkot is concentrated on a small group of sporting goods companies, whereby these are in no

way exclusively branches of Adidas, Nike, Reebok or Puma. Except for a Pakistani-British Joint

Venture in hockey production the world wide acting sporting goods groups like all other

importers of footballs or other sporting goods appear as ordering party only. They work

    together with different Pakistani

Companies and change their partners from time to time. Out of maybe 3000 sporting goods

companies in Sialkot city just a few concentrate on the main business. Only they have continuous

export orders together with their own solid production capacity. Alongside theres a number of

export companies which receive orders from abroad every now and then. A huge number of

businessmen dont have their own production sites, their orders are completely done in local

    small businesses and workshops.

With 124 employees on average and an annual turnover of 110 Million Rupees or 2.45 Million

Euro these world market integrated sporting goods companies are large firms in Sialkot. The

trend that continued into the mid eighties of reducing direct employment down to 41 employees

from 70 per company has been reversed over the last few years. Nonetheless Sialkots leading

companies only offer direct employment for roughly 6% of Pakistani sporting goods workers.

Outsourcing of labor-intensive production phases has already found its way into Sialkots

    football industry.

The reason for the changes in the nineties can be seen in companies wanting to control bigger

parts of their production directly and also due to the pressure from US-American and European

sporting goods groups. At the same time, the export business and therewith the branch turnover

became even more concentrated. Besides footballs, handballs and volleyballs Sialkot produces

and exports hockey-, cricket- and polo rackets. Within the last twenty yeas the average turn over

per company increased from 630,000 Euro to over 2.4 Million Euro it almost quadrupled. So

they possess a market dominating position which enables them to state export subsidies and

gives them the power to influence the production process of the whole sector.

Compared with sporting goods transnational like Adidas, Sialkots dominating parties seem

little. Their volume of production reaches just 0.4 % of Adidas turnover (5,8 billion Euro). The

2,500 3,000 urban small enterprises and workshops constitute the second business type in

Sialkot. They mostly fulfill orders for the world market integrated large scale enterprises in

    Sialkot.

Due to the continuous outsourcing of part-orders approximately 12 15,000 employees work

here three times as many working in world market-integrated sporting goods companies. These

urban small enterprises specialize in one sporting good like football or hockey rackets.

But only every sixth small enterprise receives constant orders and, apart from stitching,

Undertakes all production phases itself. Most of them only carry out to a single production step.

They own an electric driven squeezing machine to stamp out patches or the specialized, with two

other workers, in gluing the inner layer of cloth on the backside of the synthetic material.

Although they employ on average just four people these businesses can be considered the middle

class of Sialkots sporting goods industry.

    18/54

Promotion Of Football Game In Pakistan

The rise of such a huge number of small and micro scale businesses with two to ten employees

has three reasons. First, the labor intense nature of football production requires just a marginal

machine use. To open an urban workshop requires just little seed capital. A second influencing

factor is the fierce competition among the Pakistani sporting goods industry itself. The global

sporting goods groups can determine the price, so the Pakistani export companies must take

every chance to cut costs by outsourcing part orders. The high numbers of businessmen having

no production capacity of their own but just placing orders, all of which can place orders just

occasionally, additionally boost the small scale businesses.

Third, becoming self-employed is for workers in the football industry mostly the only way to

higher incomes as career advancements are almost nonexistent in this sector. Given the insecure

order situation after all a workshop supervisor can expect three to five times the income of a

regular employee at a world market orientated factory or five to ten times the income of a

football stitcher. This is reflected by a higher living standard which for examples allows the

purchase of a moped or makes better household facilities possible. Core area of outsourcing

production steps within the football production is the linkage of urban businesses with football

stitching locations in rural areas surrounding

Sialkot. Many of these stitching locations can be found along major roads of the district or at

junctions. In the rows of houses one can find, besides a tearoom and different storing rooms,

garage like locations wherein five to seven, sometimes even up to fifteen boys and young men sit

on low benches and stitch footballs. In remote villages there are stitching locations too. More

than three quarters of all employees in Sialkots sporting goods industry work in these locations

and at home. These locations are spread within a radius of ca. 30 km around Sialkot city.

Stitching order distribution is carried out either direct by world market integrated sporting goods

companies or arranged through urban small scale businesses. Thereby the cooperation isnt

concentrated on a specific region but rather wide spread.

These relationships mean that over 80% of stitching workshops work for one contractor. These

football workshops are not only locations for stitching, they place orders as well. So individual

home-based stitchers or stitching groups are included in the football production.

These extern stitchers are spread over several villages in the surrounding area. However, theres

not a clear assignment of certain villages to certain workshop supervisors. The order placement

in rural areas is structured as a multi-level system. If there are several workshop supervisors who

act as middle man between the urban employer and the stitchers their wages decline. The

workshop supervisors income consists of a provision of 3 to 5 Rs per ball and three quarter of

them works as stitchers themselves too and receive piece rate. On average a workshop supervisor

earns 70 euro a month twice as much as a stitcher.

The small advances - or paishgi - that some employers give to the families bind the employee to

the company until their repayment. Such advances - between Rs. 5,000 and 8,000 - lent to the

new employee by the employer, constitute a cheap credit system.

For Pakistan, a highly indebted country, export revenues from the sporting goods industry are of

fundamental importance and in some respect indispensable. From 1980 to 2000 this sector

increased its share in Pakistani exports from 1.05 % to 3.26 %, its more than tripled. As

measured by sales revenue, today Pakistan exports more sporting goods than carpets for

example. But on the world market Pakistans sporting goods industry still holds a subordinate

position. Measured by the price of a football to the ultimate consumer just 9 10 % of the price

goes to the producing country Pakistan. For example, if a ball costs 36 Euros, the Pakistani

export company receives merely 3.20 3.50 Euros. This is not just because of the low market

value of Pakistani labor but also because of the weak negotiation power of Sialkots football

companies compared to groups like Adidas, Nike or Karstadt.

    4. Football Game In Pakistan

The history of football in Pakistan is as old as the country itself. With the establishment of

Pakistan in 1947, the Pakistan Football Federation came into existence on the 5th December,

1947. Quaid-i-Azam Mohammad Ali Jinnah, father of the nation, was graciously pleased to

become its Patron-in-Chief and the Pakistan Football Federation was recognized by the

International Football Association (i.e. FIFA) in early 1948.

The Pakistan Football Federation had a chequered career to start with and in 1950; - the general

meeting of the Council the Federation was recognized and put on proper footing with Alhaj

Khawaja Shahabuddm. as its President. Wing Commander Soofi was unanimously elected as the

    Honorary Secretary.

The game was organized with the National Championship being held annually. Pakistan for the

first time in 1950 sent a national team to Iran and Iraq to gain experience at the international

1958, Pakistan again took part in the Tokyo Asian Games. Pakistan also had been taking part in

    the annual Asian Quadrangular Tournament.

In Pakistan, the game has not been able to develop as smoothly as it should have developed.

Pakistan's participation in international competitions has not been regular. Football has soared to

new heights in the world, especially in the European and Latin American Countries. Many

changes have been made in its technique. Today, a football match between two balanced sides is

considered to be the most exciting spectacle on a sports field. Professionalism has given football

new dimensions. But in Pakistan, the standard of football has gone downwards rather than

    moving up-wards.

The standard which had been achieved in the 50s could not be maintained. Football could not be

organized on modern lines. To make the game professional in Pakistan seems a far cry.

Groupism among the organizers has seriously hindered its smooth progress in Pakistan. To put

the game on right path earnest efforts are the need of the hour.

    5.A Tools Of Research

Before going to deep research we have to select the tools for best results. Football is the game of

people so we have to contact the general people to get some views and ideas for research. Thisthing helps us a lot in deciding from where to start and where to end this research. For different

researches different tools are used these are not always same. We get ideas of the people through

questionnaire. There are two types of questionnaire Open ended and closed ended .We prefer to

Close ended questionnaire because our preference is to measure our research in quantitative way.

We have twelve questions in our questionnaire which are arrange according to the requirement

and decide proper sequence like when you think one in your mind and the next thing

    automatically come in your mind.

Research design requirement the questions we ask in our questionnaire are according to our need

to define precisely prior to data collection. Three type of data variable that can be collected

    through questionnaires opinion and behavior
