5.1 Sustainable Economic Objectives
Outlined in this section are the economic objectives and actions of this LECP. The objectives are reflec-tive of the inter-agency and collaborative discussions which formed the basis of this LECP. They represent a framework for the sustainable enhancement of Kerry’s economy and community. Each objective is aligned to a higher level goal.
The objectives in this section are followed by an exten-sive list of actions. The actions are all time bound with clear measurable outcomes. The actions sit under the specific higher level goals which form the basis of this plan, while these goals can be examined in isolation they are also interdependent with the aim of econom-ic stimulation and growth and the promotion of the county as a place to work, invest, live and visit.
The actions proposed are intrinsically linked with the South West Regional Action Plan for Jobs (2015-2017) (SWRAPJ) and the Kerry County Development Plan (2015-2021) which in themselves have significant economic and community development content.
5.1.1 The Tourism Strategy
Tourism is a major industry in the county and it offers the greatest potential for growth throughout the county. To reflect the importance of this industry and the impact it has on all aspects of life in Kerry a sepa-rate Tourism Strategy has been developed and is an integral part of the overall LECP. Reference is made to the major tourism objectives in the following section, but this document must be read in conjunction with the Kerry Tourism Strategy.
The following provides a brief overview of the Tourism Strategy for the County.
County Kerry has a significant dependency on tourism, with over 20% of the workforce dependent, in some form, on tourism. In 2015, Kerry had more than 1million overseas visitors bringing an estimated €260 million to Kerry, 40% of which came from visitors from North America, 33% from mainland Europe and almost 20% from Great Britain. In 2015, Kerry also attracted an estimated 700,000 visits from Irish residents, spending €157 million. Kerry currently attracts 13% of all over-seas visitors and just over 9% of total domestic trips.
Because of the significance of the tourism industry to the county, it was decided by Kerry County Council to work with Destination Kerry Forum to develop a specific Tourism Strategy, to complement the Local Economic and Community Plan, 2016-2022. While tourism in Kerry has been quite successful over the years, it is also accepted that there is a need to contin-ually improve the tourism offering and not to become complacent with the tourism product that is currently available. County Kerry would like to be at the fore-front of setting the standard for tourism, nationally and internationally.
The Tourism Strategy has been developed, in a consul-tative manner, over the past year and with inputs from many different organisations and people. It is an over-arching framework under which various initiatives and actions will take place, over the life of the strategy. The implementation of the strategy will be overseen by Destination Kerry Tourism Forum and they, in turn, will report on progress to Kerry County Council.
Our vision is to maximise, in a sustainable manner, tourism’s contribution to the quality of life, economy, employment and local community development of County Kerry, paying particular attention to nurturing the natural, built and cultural heritage of the county.
The overall objectives are to increase the number of visitors and their time spent in the county, but to do so in a manner that is sustainable; to increase the tourism season across the county but, in particular, in areas where the tourism season is short; to increase the number, breadth, depth and quality of the tourism experiences across the county; and to encourage tour-ists to return to Kerry in the future, based on their previous positive experience.

The objectives contained in the Tourism Strategy can be summarised as follows:
Achieving Higher StandardsThe standard of facilities and services varies across the county and this strategy envisages that a set of standards will be established for facilities and services (including making them more age-friendly) and, over time, the standards will be raised across the county. This will not only enhance the tourism offering but it should also encourage other tourism providers to come to Kerry to see what is regarded as best-in-class.
Under the Destination Kerry Tourism Forum, we will establish two groups, one to oversee the raising of standards for attractions and the other for activities, through a programme called ‘Working towards Excel-lence’
Extending the Tourist SeasonA key challenge for ensuring the sustainability of tourism and maintaining all-year jobs, is to extend the tourism season beyond the traditional high-summer peak season, which can be as short as six weeks, in some cases. There are already examples of how certain areas in Kerry have taken the opportunity to organise events on the shoulder of the high summer season and these have been quite successful.
Deepening and Broadening the Tourism Expe-rience, with Emphasis on Real and Authentic ExperiencesTourists today expect to have real and authentic experiences and the challenge for this strategy is to ensure that tourists are provided with a broad range
of relevant activities that suits people of different ages, interests and abilities. Through the greater use of smart technologies and by having suitably skilled people delivering the activities in a professional manner, many of these experiences can also be deepened and made more meaningful and interesting for tourists.
Building a Sustainable Future for TourismSustainable tourism requires that the natural heritage, the built environment and the cultural heritage are nurtured and looked after in such a manner that they will continue to be available for future generations.
Supporting Effective Partnerships at Local, National and International LevelsProviding an attractive tourism product across County Kerry requires effective cooperation between many different people, organisations and companies (both public and private). In the preparation of this strat-egy, a high level of cooperation was evident, for most organisations. This will now be built upon as part of the implementation of the strategy. The overall impact of the strategy will be very much dependent on maintain-ing those effective partnerships.
Tourism Strategy Proposed Action PlansThe Tourism Strategy has been structured to achieve these overall objectives through the development of Action Plans covering the following areas:
• Adventure• Environment, Natural & Cultural Heritage• Infrastructure• Community Tourism, Events & Festivals• Education• Enterprise & Innovation• Branding & Marketing
The detailed actions in respect of same are contained within the strategy.

1.3.4 Advance specific economic development objectives through sourcing of EU funding.
