The by-election has been ne- cessitated following the death of sitting BJP member Yo- geeshgouda Goudar. Goudar, who was brutally murdered at his gym in Dharwad on June 16 this year. As per the calendar of events issued by the State Election Commission, the filing of nom- ination would begin on Novem- ber 7. The last date for filing the papers is November 10, and on November 11, the papers will be scrutinised. November 14 is the last date for withdrawal of papers. The election, if neces- sary, will be held on November 20 from 7:00 am to 5:00 pm. Re-polling, if necessary, will be on November 22, and counting of votes will be taken up on No- vember 23. BJP power The by-election assumes sig- nificance because the BJP con- tinuing in power in the Zilla Panchayat depends on the out- come of this poll. Prior to the killing of Yogesh Goudar, the BJP had 11 seats in the 22-member House, while the Congress had 10. One seat is held by an independent Shiv- anand Karigar. After the death of Yogesh Goudar, the tally has come to 10-10 for both BJP and Congress. The Congress which is ruling the State was very keen on wresting the power in the Zilla Panchayat from the BJP, but was lacking in number by a whisker. It had tried to win the sup- port of the independent candi- date but that would not have assured the Congress of a vic- tory. The fate is to be decided by tossing the coin as the score would have been 11-11. Shivanand Karigar who had sought the post of vice-presi- dent had decided to support BJP and eventually got what he wanted. Now with score tied at 10-10, a victory for Congress may help the party to capture power by wooing Mr Karigar and prom- ising to continue him in the post of vice-president. If the voters decide to send a BJP can- didate to the ZP, the BJP will continue to rule. The by-election has become a prestige issue for both Dis- trict In-charge Minister Vinay Kulkarni and BJP MP Prahlad Joshi and both will put in their best to win the seat. Hectic lobbying Hectic lobbying is on for the BJP ticket. The party is keen to retain the seat and power in the Zilla Panchayat. Four candidates - Mallamma Goudar, widow of Yogesh Goudar, Sahadev Haveri, Rudrappa Hosur and Gurunathgouda, brother of Yogeesh Goudar-are vying for the BJP ticket. In all, 14 can- didates have submitted appli- cations seeking the BJP tick- et. The BJP leadership is weigh- ing the pros and cons of fielding Mallamma as it is not sure of getting the sympathy votes in favour of Mallamma. Yogesh Goudar had joined the BJP just ZP by-poll for Hebballi on Nov 20 Victory must for BJP to retain power in Dharwad Zilla Panchayat before the ZP polls and had got elected using his personal clout against a formidable Basavaraj Ronad of Congress. Yogesh Goudar also had the dubious distinction of being jailed during the election for allegedly assaulting a police- man. The Congress in all proba- bility will field Ronad of Heb- balli again though Channabas- appa Matti is also a strong contender. Last elections, the Janata Dal (S) had fielded Gangadhar Patilkulkarni who was formerly a BJP man. It is to be seen whether the JD(S) will enter the fray this time or no. By clinching this title, the Karnataka boys created a new history of bagging the champi- on title for the second succes- sive time. The 29th national junior Atya-Patya tournament saw a participation of over 30 teams and 350 players from across the country. This tournament was conducted in the Univer- sity of Public School grounds near SBI main branch in Dhar- wad. In the finals between Kar- natak and Puducherry, the host team defeated Puducherry boys 15-14 and 14-12 to lift the trophy. In the first set, it was a close game between both the teams in which the players from ei- ther side displayed enormous talent and energy level. How- ever, the Karnataka boys inched closer to victory by a margin of one point. At one stage, promising play- er Chetan Kulgod bagged five points to ensure a comfortable lead. However, the Puducherry boys too displayed skills and the levels were scored. But, Karnataka took a lead by one point in the first set. In the second set, the Puducherry team gave a good display, but only to accept de- feat to the overall performance of Karnataka boys. For the third place, game was played between Maharash- tra and Jharkhand, wherein the Maharashtra team defeat- ed Jharkhand by 10-9 points. Third place The Karnataka girls team had to be contended with the third place. The Karnataka girls defeated Kerala by 7-5 points. In the finals, Puducher- ry girls team defeated Maha- rashtra team by 13-11, and 18- 14 to bag the title. These are the two most impor- tant sectors which generate huge employment, but they are no longer profitable ventures. Handlooms are on verge of ex- tinction. The need of the hour is to ensure that both weavers and farmers get scientific price for their produce, said Mr Patil. He asked the community leaders to take a delegation to Bengaluru and bring their problems to the notice of the chief minister. Akhila Bharathiya Swaku- lasali Samaj General Secretary Mohan Ekbote said, the condi- tion of weavers is turning from bad to worse, and now they are being considered as poorest of the poor. Weaving is no longer an occupation. To uphold the interests of the weavers, there is a need to rejuvenate the sec- tor by the government. To set up an educational institute for weavers children, the govern- ment should sanction five acre land, he demanded. DHARWAD: Continuing theirstrong hold in all the previ-ous matches, the Karnatakaboys clinched the cliff-hang-er in the finals of the nation-al junior Atya-Patya tourna-ment which concluded inDharwad on Sunday.

By clinching this title, theKarnataka boys created a newhistory of bagging the champi-on title for the second succes-sive time.

The 29th national juniorAtya-Patya tournament saw aparticipation of over 30 teams

and 350 players from acrossthe country. This tournamentwas conducted in the Univer-sity of Public School groundsnear SBI main branch in Dhar-wad.

In the finals between Kar-natakandPuducherry, thehostteam defeated Puducherryboys 15-14 and 14-12 to lift thetrophy.

In the first set, it was a closegame between both the teamsin which the players from ei-ther side displayed enormoustalent and energy level. How-

ever, the Karnataka boysinched closer to victory by amargin of one point.

Atonestage,promisingplay-er Chetan Kulgod bagged fivepoints to ensure a comfortablelead. However, the Puducherryboys too displayed skills andthe levels were scored. But,Karnataka took a lead by onepoint in the first set.

In the second set, thePuducherry team gave a gooddisplay, but only to accept de-feat to the overall performanceof Karnataka boys.

However, no university hasbeen established elsewhere oneducation which is a base forall these varsities. Hence,there is a need to establish anUniversity of Education, headded.

condition of farmers andweavers in the State is in dol-drums and hence, there is risein suicide incidents too.

It is unfortunate that evenafter six-and-a-half decade ofindependence, there is no im-

provement in the living condi-tion of weavers and farmers.These are the two most impor-tant sectors which generatehugeemployment,buttheyareno longer profitable ventures.Handlooms are on verge of ex-tinction. The need of the houris to ensure that both weavers

and farmers get scientific pricefor their produce,said MrPatil.

He asked the communityleaders to take a delegation toBengaluru and bring theirproblems to the notice of thechief minister.

Akhila Bharathiya Swaku-lasali Samaj General SecretaryMohan Ekbote said, the condi-tion of weavers is turning frombad to worse, and now they arebeing considered as poorest ofthe poor. Weaving is no longeran occupation. To uphold theinterests of the weavers, thereis a need to rejuvenate the sec-tor by the government. To setup an educational institute forweavers children, the govern-ment should sanction five acreland, he demanded.

HUBBALLI, DHNS: Twoteenagers who were perform-ing stunts on the bike, lost con-trol and rammed into an elec-tric pole and died on the spotin Hubballi on Sunday.

According to police, the ac-cident took place at Anand Na-gar in Old Hubballi area. Thedeceased have been identifiedas Imran Makandar (17) andKaleem Sheikh (17), both resi-dents of New Anand Nagar.
