No. 9184, otherwise known as the “Government Procurement Act” when Mayers Foods and Cater- ing Services was allegedly selected to supply food to the NBP inmates amount- ing to P16 million. The complainants also cited the more than P1.5- million contract for the renovation of the adminis- tration building in the so- called “chop-chop procure- ment” and unauthorized cutting of historical trees without the required permit from the Department of Environment and Natural Resources (DENR). They also accused Pan- gilinan of illegal transfer of some inmates and un- authorized exercise of ap- pointing power. Likewise, the com- plainants asked the DOJ to place them under the coverage of the govern- ment’s Witness Protection Program (WPP).
