Handover decision of a “speech only” call is made by RANAP IE Service Handover from MSC during call setup

IE has three values

- Should: Via SBHO

- Should Not: Only when coverage is lost

- Shall Not: Never handover to GSM

Provides means to the operator to modify IRAT HO characteristics per call basis

Must be activated in core network (MSC) and in the radio network (UTRAN and BSS)

SBHO feature is activated per BSC with exchange property SBHOACTIVE

relations to WCDMA cell must exist. The GSM cell and the WCDMA cell shall cover the same area.

Demonstrate that service based handover to GSM is performed for a speech call, when the IMSI series analysis ANRES parameter FORBRAT is set to 1 for the originating UE

UE1 is forced to perform inter-system handover to GSM

The parameter RSHSPGSMRES call should be set to 0 (default value)

Initiate an originating call from UE1 to UE2- The call will be handed over to GSM (2G

MSC)- The “handover request” message will be

sent to 2G MSC with “BSSMAP service handover IE” = 2, encapsulated into “MAP prepare handover request”. The “MAP prepare handover request” will also include “RANAP service handover IE” with value =0.

Demonstrate that service based handover to GSM will not be performed for a speech call. When the 3G coverage decreased, the call will be dropped, the IMSI series analysis ANRES parameter FORBRAT is set to 1 for the originating UE

UE1 is will not perform inter-system handover to GSM until the 3G coverage decreased and then dropped
