1. This report represents the Semi - Annual Environmental Monitoring Review (SAEMR) for Tahiyatash Power Plant Efficiency Project. 2. This report is the 7th EMR for the project.
Headline Information
3. The project has three main outputs:
(i) Energy efficient and clean energy. The project will construct two units of CCGT with a designed capacity within the range of 230 MW to 280 MW each with at least 52% thermal efficiency at the existing Tahiyatash TPP. Three existing units (No.1–3) will be decommissioned, and two existing units (No.7–8) will be maintained as backup power generation units, while underutilized structures (blocks 1 and 2) will be demolished and the land will be remediated. These physical components will be undertaken by a single turnkey contractor. (ii) Capacity development. The project will develop JSC "Uzbekenergo " capacity to become a commercially bankable utility. Tariff methodology study and training will develop the skills required to improve the tariff determination model and ensure cost-recovery tariff setting. Corporate performance management capacity will be measured and managed by developing key performance indicators. (iii) Social development. The project will build a community social service center adjacent to Tahiyatash TPP. The community social service center will create employment opportunities and facilities including laundry services, contributing to improving the community’s welfare and ensuring gender equality.

II. Project description and current activities
2.1. Project Description
4. The project “Construction of two CCGT units with the capacity of 230-280 MW each at Tahiyatash TPP” is implemented in accordance with the Resolution of the Cabinet of Ministers of RUz No. 293 dated 22.10.2014 “On high priority measures to implement the investment project “Construction of two combined cycle gas turbine units with the capacity of 230-280 MW each at Tahiyatash TPP””.
5. This project is composed of two (2) power blocks and each power block having a capacity of approx. 255MW±10% net at ISO conditions (15℃, 60% RH) + 37.2MWth net in heating station with one (1) Gas Turbine Generator, one(1) HRSG, one(1) Steam Turbine Generator, and Balance of Plant equipment. 6. Construction site is located at the city of Tahiyatash, 3 km to the south-west of the city center, on the left bank of the Amudarya River. It is in the central part of the Republic of Karakalpakstan (Tahiyatash district), located in north-western Uzbekistan (Figure 1).

7. The project is classified as Category A.
2.2. Project Contracts and Management
8. HEC is General Contractor responsible for construction of two CCGTs. To implement this assignment, the General Contractor hired 7 subcontractors (Table 1). A description of key staff

involved in the environmental management is presented in Table 1. Two new environmental specialists joined the Project environmental team with new Sub-Contractors hired during reporting period: KUMGA and HAREKET.
9. Besides responsible for H&ES officers, Contractor and most of the Sub-Contractors have staff helping them to ensure implementation of the H&ES requirements on construction sites.

10. At the current stage the project in the maximum loading stage. Summary of implemented works is presented in Table 2 and overall project progress is presented in Table 3.

12. As to date of the report preparation total number of workers working on the project site is 2,085. Distribution of personnel among Contractor and Sub-Contractors is presented in Table 3.

2.4. Description of Any Changes to Project Design
14. No changes to the project design was done.
2.5. Description of Any Changes to Agreed Construction methods
15. No changes to agreed construction methods took place. All works and using method are being implemented by Contractor and Sub-Contractors in accordance with Contract’s technical conditions

III. General Description of Environmental Safeguard Activities
16. Environmental Safeguards Activities were undertaken on different levels: by Contractor and Sub-Contractors’ HSE teams, DAIIIP’s environmental staff, Supervision Consultant and ADB RETA Consultant and ABD HQ’s environmental specialist. 17. One of the major issue during the previous reporting period was getting approval for SSEMP and Topic Specific EMPs. As presented in EMR for July-December 2018, all SSEMP were finalized and approved by Construction Consultant and DAIIIP in November 2018. 18. All sub-contractors have developed SSEMP, adopted templates for monthly environmental monitoring and H&S monitoring. 19. General Contractor (GC) and sub-contractors are being conducting training for workers on HSE, observations of construction sites on compliance with environmental and health safety requirements. General Contractor conducts weekly meeting (each Wednesday) with all subcontractors’ Environmental and H&S responsible specialists. During such meetings observed non-compliances, needed corrective actions, status of previous non-compliances are discussed. After each meeting, meeting notes are prepared and distributed among all sub-contractors. 20. More detail information on training conducted by GC is provided in Chapters 4.6 and 4.7. The GC has being conducted environmental monitoring (air and water quality and noise measurements) on construction sites since June 2018. More detail information on environmental monitoring is provided in Chapter 4.1. 21. GC and Sub-Contractors have concluded agreements with local entities on disposal wastes: hazardous and domestic. GC concluded agreement with local agency on conduction monitoring of air, water and soil quality measurements. 22. DAIIIP’s environmental team worked on completion actions required in Corrective Action Plan (CAP). Among 28 actions indicated in CAP, at the date of the current report preparation, 24 actions were completed, 2 are under the implementation and 2 will be implemented after commissioning block ## 7 and 8. Namely action # 10 (CAP) – monitoring of air quality of ccommissioning of new CCGTs, and action # 15 (CAP) –asbestos management development – will be implemented before starting works on decommissioning of the old blocks. Status of CAP implementation is presented in Appendix 1. Along with this, taking in consideration that on the current stage, isolation part of equipment contained asbestos materials are being replaced based on lifetime of this material, a draft Asbestos Management Plan (AMP) was developed by DAIIP environmental specialist and was submitted to ADB RETA Consultant for revision and comments. The ADB RETA International Environmental Consultant provided the comments and now AMP is under final updates. It was recommended in EIA that asbestos materials on the TPP have to be gradually replaced by other non-hazardous isolation material. 23. RETA Consultant provided continuous support to DAIIIP on improvement of environmental performance as well. Team consisted of HQ, URM and RETA environmental specialists visited project sites. Summary of environmental audits are presented in Table 4. 24. DAIIIP’s environmental specialist improved maintenance of environmental documentation for the project. Separate folders were created for SSEMPs, Environmental audits of construction sites, Concluded contracts between DAIIIP and external suppliers, and between General Contractor and Sub-Contractors and local agencies. In addition, folders with results of environmental monitoring, correspondence. DAIIIP environmental specialist registers each site visit, fill the monitoring forms and keep the forms in the folder (Appendix 2).

3.1. Site Audits
25. During reporting period site audits were undertaken by Contractors Environmental Manager, Construction Consultant, DAIIP Staff and ADB staff during review missions. The summary of site audits is provided in Table 4.

3.2. Issues Tracking (Based on Non-Conformance Notices)
26. To track issues related to non-compliances on SSEMPs implementation, General Contractor conducts daily monitoring and fills non-compliances list, where all observed non-compliances are registered. Further, GC discusses observed non-compliances on the weekly meeting with HE&S officers of all sub-contractors. The main observed non-compliances are related to Health and Safety issues, waste management and handling of hazardous materials. 27. From DAIIIP side Environmental Specialist conducts daily monitoring of construction site, fill checklist and submit to GC HE&S specialist. 28. After visiting site, the Construction Consultant prepared the report on observed non-compliances and required actions regarding SEMP implementation, conduction of environmental monitoring and Contractor’s monthly environmental monitoring reporting. The report was submitted to DAIIIP for further actions.

IV. Results of environmental monitoring
4.1. Overview of Monitoring Conducted during Current Period
31. Environmental monitoring was implemented by General Contractor and by Takhiatash TPP.
4.1.1. Results of environmental monitoring conducted by General Contractor
32. The General Contractor (GC) has been conducting environmental monitoring since June 2018. Summary on types of analysis conducted by GC is presented in Table 5. New agreement between Contractor and Sanitarian Epidemiological Station in Nukus city was concluded in January 2019 for measurements of soil, air and water quality. Noise level is measured on the daily base by GC’s environmental specialist. Temperature and wind velocity are measured by two automatic stations installed within construction site by Contractor.

33. Noise monitoring points where GC conducts measurements are presented in Figure 2. Eight monitoring points were selected in accordance with requirements on noise measurements, indicated in EIA (2013). One additional monitoring point was added in front of main Contractor office (point #9). Location of monitoring points were revised in order to be in compliance with EIA report requirements. Locations of previous monitoring points did not provide representative information on the impact of construction activities on surrounded settlements.

34. Results of wind, temperature and noise level measurements for June 2019 are presented in Figure 3. Among monitored points, points # 5,6,8 are located close to settlements. For these points applicable standard is 55 dB in accordance with national and international standards. Noise level in point # 6 exceeded that standards. To mitigate the noise impact, it was decided to conduct additional measurement of noise level in front of closest to TPP houses. In case of exceeding standards in that points it will be necessary to install acoustic barrier in front of houses where noise level exceeds standards. 35. Points # 4,1,3 are located in the industrial zone. Therefore, in these points noise level in accordance with national and international standards have to be below 80 dB. As shown in the Figure all results of measurements in these points were below 80 dB.

36. Measurements of dust level (Table 6) conducted by SES showed that dust concentrations meet national standards. As a part of daily monitoring, visual observations of dust level on construction sites were implemented by Contractor’s environmental specialist. During hot season (summer and beginning of autumn) water was spreading by special machine three times per day. During the windy weather, additional water spreading was done after visual monitoring of dust level.

37. Results of vibration level measurements are presented in Table 7. As it shown in the table, vibration level at the working places and construction site varies between 46 and 63 dB and do not exceed national standards (109 dB)

39. As showed results of measurement dust concentration, vibration level and soil quality comply with national standards.
40. Water quality is monitored in three points: (i) from ground water well, (ii) from intake canal – supplying with water Takhiatash TPP, and (iii) water discharge canal (Figure 7). Ground water well is located on the construction site and it serves as discharge points of drainage water from construction site. Water from ground well flows through surface canal and discharging into the same Suenly canal.

41. In addition to instrumental monitoring the Contractor and sub-contractors conduct weekly visual monitoring of implementation of mitigation measures. For this monitoring the Contractor and sub-contractors use checklists, provided in relevant SSEMPs. The list of filled checklist consists of:
Weekly checklist of wastes;
Weekly checklist of water quality;
Weekly checklist of hazardous materials;
Weekly checklist for dust control;
42. Examples of filled checklist are presented in Appendix 5.
4.1.2. Results of environmental monitoring conducted by Takhiatash TPP
43. DAIIIP conducted measurements of noise, vibration level within territory of the Takhiatash TPP. Water quality was monitored in inflow and outflow canals. The summary of conducting environmental monitoring is presented in Table 10.

44. To conduct noise and vibration level measurements the certified JC “UZORGRES” was invited. The measurements were done in the points indicated in EIA (Figure 4).

45. As showed the results, noise level during measured period did not exceed norms and complied with national and international standards for day time. For night time the some exceeding (on 1 and 2 dB) were observed for P6 and P7.

46. Chemical laboratory of Tahiyatash TPP conducts regular monitoring of water quality in water intake and discharge points of Suenly canal (Figure 5). Results of monitoring of water quality in the canals are presented in Figure 5.

47. Results of analysis showed that concentration does not exceed national standards on measured indicators.
48. Air quality parameters were provided by Karakalpak branch of Uzhydromet based on agreement concluded between the TPP and Uzhydromet. Uzhydromet’s meteostation “Tahiyatash” is located 3 km to the north-west from TPP. As shown in Figure 5, ambient air quality complies with national standards.

4.2 Trends
50. Monitoring of construction sites showed that noticeable changes in the quality of water is not observed. Ambient air quality complies with standards. Ground water discharged from construction site is discharged into the Suenly canal. The discharges do not impact on the water quality in the canal. There are no changes in the soil quality as well which indicates on absence of pollution of soil.
Summary of Monitoring Outcomes
51. Monitoring of air, soil and water quality is being implemented by General Contractor and DAIIIP with involvement of external agencies such Uzhydromet, Sanitarian Epidemiological Station and Uzorgres. Besides instrumental environmental monitoring, inspection of the project sites are being implemented by GC and DAIIIP specialists on daily base.
4.3 Material Resources Utilisation

52. Information on utilisation of electricity, water and any other materials during reporting period is based on data provided by GC in monthly reports.

4.4 Waste Management
Waste generation at the construction site
54. According to data, provided by the Contractor the following wastes are generated at the construction site:
Domestic leftover food;
Used paper;
Concrete;
Wood;
Municipal solid wastes;

55. The Contractor implements waste segregation and wastes accounting practices. Several agreements with local waste collection and disposal agencies were concluded between Contractor, Sub-contractor and Agencies. Agreements on municipal and construction solid wastes disposal were concluded with municipal agency “Toza hudud”, for sewage disposal – with Takhiatash city waste water treatment plant. For used oil Contractor concluded an agreement with local oil treatment factory. Wood wastes are given to local population for their own use. Fluorescent lamps are being collected in the separate box and disposed at the specialized organization in Nukus city. The agreement between GC and this organization was concluded during reporting period.
56. Contractor and sub-contractors are being implemented waste segregation and timely disposal practice in accordance with topic specific SEMP on waste management.

57. It is expected that at the 3th year of the project implementation hazardous wastes will be generated from demolishing of the old blocks of TPP (# 1 and 2). In accordance with EIA (2013) asbestos wastes will be generated in volume tn. The Contractor will be responsible for development of Asbestos Management Plan, submit to Construction Consultant for revision and endorsement and to DAIIIP for final approval.
58. As part of CAP implementation DAIIIP developed program on asbestos waste management. A separate training on general EH&S aspects and asbestos management best practice for heads of TPP’s department was organized in December 2018. In addition, as per ADB RETA Consultant requirements, an Asbestos Management Plan was developed by DAIIIP and it was submitted to ADB RETA Consultant for revision and comments. Now the Plan is being revised as per comments received from ADB.

4.5 Health and Safety
Community Health and Safety
62. To ensure minimal impact on health and safety of the community living on surrounded area a number of actions are undertaken from GC and DAIIIP sides. Such SSEMP includes measures ensuring safe movement of truck and machinery outside of construction site in the area located close to construction site by limiting of speed 10 km/h.
63. Continuously watering of construction sites and access roads decrease amount of generated dust. On January 7, 2019 DAIIIP jointly with GC conducted public meeting with representatives of settlements located close to the TPP and construction site. During the meeting participants where updated on conduction civil works, undertaken activities on noise, air, water and soil quality (Appendix 6).
Worker Safety and Health
64. The Contractor has well established Health and Safety Program consisted of mandatory use of PPE by all staff and workers, conduction of training on H&S for new workers and on various topics. Information on training and applied approaches is presented in the next paras.
4.6 Training
65. Training on all environmental safeguard, H&S aspects were conducted for DAIIIP environmental staff and for Contractor and Sub-contractor staff. For DAIIIP staff on the job training on environmental aspects are being conducted by ADB RETA Consultant Ketevan Dgebuadze on the regular base during site visits and via e-mails.
66. Along with this, Environmental Specialist from Construction Consultant team provides support for environmental performance during the project implementation.
67. Contractor conducts training on EHS for all workers, including Sub-contractors’ workers as well. Information about conducted training during July 2019 and whole project duration is presented in below Table 15 (Appendix 8).

4.7 Functioning of the SEMP
SEMP Review
68. As it was mentioned above 23 topic specific SEMPs were finalized by Contractor in accordance with Supervision Consultant’s comments and approved by PIU and approved in November 2018. Official notification letter was sent by PIU to ADB with full list of submitted SEMPs. Current environmental performance is being implemented in accordance with this SSEMP. New SSEMP during reporting period were not developed.
4.8 Good practice and opportunity for improvement

69. In order to avoid pollution of ground and surface water with oil residual, Contractor applies special oil catching devices which are using during refuelling of machinery. In addition, local waste water treatment facilities are installed on the refuelling area.

70. Usage of PPE on construction site is strictly monitored by H&S staff. Daily observation of the project site is being implemented by the Contractor and identified non-compliances fixed immediately.

V. Summary and recommendations
Summary
71. Implementation of environmental safeguards during reporting period is done in accordance with approved SEMP. Environmental Management on construction has been established and it is working. Environmental monitoring of air, water, soil quality and noise and vibration levels are being implemented by Contractors and DAIIIP.
72. Monitoring of SSEMPs is being implemented on regular base by General Contractor, Sub-contractors and DAIIIP. Observed non-compliances properly recorded, Contractor and Sub-Contractors are notified and corrective actions is prepared. Status of non-compliances identified during the previous period are checked.
73. Training on HE&S are being conducted by Contractor and Sub-Contractor on daily base, established functioning monitoring system. DAIIIP jointly with Contractors undertake public disclosure process through conducted public consultations and Grievance Redress Mechanism.
74. Almost all corrective actions indicated on CAP have been implemented excluding two actions which will be implemented after CCGT commissioning and starting decommission of old blocks. During reporting period rehabilitation of sludge ponds has been started and actively being implemented.
75. DAIIIP improve asbestos handling performance on TPP through establishing asbestos management procedure and development draft asbestos management plan.
Recommendations:
To continue CAP implementation – Q3-Q4 2019;
CC has to improve monitoring of health and safety requirements at temporary storage area for
hazardous chemical substances – Q3 2019;
CC to arrange the special dedicated area for hazardous waste storage - Q3- 2019;
To improve communication among Tashkent-based PMU and the TPP team, among PMU and the
SC. All mission aide memoire and notes should be shared - continuously;
Finalize and accept final version of asbestos management plan for TPP – Q 3 2019;
To conduct additional monitoring of noise level in front of the houses located close to Point 6 (Figure
6). In case of exceeding standards it will be necessary to undertake mitigation measures – such acoustic
barriers.
