2.1.1 22.03.2002 Updating of land records andAmendment in tenancy Act (S.P.TAct & C.N.T. Act)State Govt. is to update landrecords and consider necessaryamendment in tenancy Act toenable the farmers andentrepreneurs to offer land ascollateral security for raisingcredit from Banks.

Updation of land records completedin Lohardaga and East Singhbhumdistrict and updation is complete tothe extent of 75-80% in 10 districts vizKhunti, Sahibganj, Chatra, Gumla,Latehar, Jamtara, Garhwa, WestSinghbhum, Ranchi and Dumka. Innext phase the work will start inPalamu, Giridih, Godda & SimdegadistrictsAmendments in C.N.T. Act and S.P.T.Act can be taken up only after nod ofTribal Advisory Committee which is stillawaited.

2.1.2. 22.03.2005 Amendment in PDR Act- StateGovt. in line with MP &UPrecovery Acts, which are modelPDR Acts, shall make necessaryamendment on the issue ofpaying fees upfront andincentives to Recovery Officer.Govt. of Bihar vide Guzzet no.417 dt 22.06.2010 amended.Bihar and Orissa public demandrecovery Act 1914.As peramendments a nationalizedbank shall be required to pay25% of the requisite court fee atthe time of filing certificate andthe balance 75% shall be onsubsequent installment of thecertificate amount realized.

The proposal for making necessarychanges has been referred to theLaw department. The notification inthis connection will be issued by theMember, Board of Revenue aftergetting clearance from LawDepartment.

2.1.3. 09.02.2012 UP Agriculture Money recoveryAct –In Uttar Pradesh special Act forrecovery of Agriculture dues is inplace, where no processing feeis required to pay for filing thecase. 10% Recovery Charges arerealized by Govt. officials anddeposited in Govt. A/C, rest 90%depositing in loan account.

The Revenue and Land Reform deptt.Is analyzing the proposal in thecontext of CNT and SPT Act. Thematter is also under consideration ofTribal Advisory Committee.

2.1.4. 20.03.2009 “Amendment to the Bihar MoneyLenders Act 1974 and Rules” asprevalent in Jharkhand.The State Govt. assured to initiatethe process very soon for makingamendment to “The Bihar MoneyLenders Act 1974 and Rules” andalso in the provision of PDR Act.

On 18.12.2012, the Principal Secretary,Revenue & Land Reforms held ameeting in which the articles ofamendment in the Bihar MoneyLender’s Act-1974 were finalized andnecessary formalities to make theamendment are under process.

2.1.5. 29.09.2010 Recovery of Bank’s dues“Dedicated Certificate Officer”in some of the districts wasstarted but could not work welldue to various reasons.

Revenue & Land reforms departmenthas since examined the proposal andis taking action for bringingamendments in the Act for employingthe retired Govt. officials asdedicated certificate officer.

2.1.6. 19.02.2002 Security arrangement for safety &security of Banks Treasure inJharkhandOwing to regular incidence oflooting of Banks treasure inJharkhand, the Govt. mayinitiate urgent step for setting upof special Battalion for Banks.

02 battalion of State Industrial SecurityForce for industries including Bankshave already been raised and areunder training at Bokaro . Final orderfor deployment is yet to be issued byGOJ.

2.1.7. 01.12.2008 Allotment of land to R-SETIsFor allotment of one acre land toR-SETIs on 30 years lease basis,Govt. of Jharkhand hasdelegated the power toCommissioners. In most of Districtstransfer of land is finalize.

2.1.10. 25.10.2011 Uploading of Service Area Plan onthe respective district websitesmaintained by NIC (Dept. ofFinancial Services, MOF, GOI,letter F.No.11/4/2011-FI dated 24th

October, 2011.

The 01st phase service area plan isuploaded on SLBC as well as districtNIC web site. However, regardingrevised service area plan, thepreparation of the plan is under way.LDMs are advised by the SLBC toprepare and upload the plan on NICwebsite.

2.1.11. 05.10.2012 Issues related with Special SLBCmeeting of Jharkhand State onrelief measures for Early SeasonDrought in Jharkhand

1. DCC meeting on the issueswere held in all the districts.

2. Identification of thebeneficiaries has not beendone by the concerned Deptt.Of GOJ.

ObservationsDeposit growth

The Aggregate Deposit of the Banks in the State of Jharkhand grew byRs.13764.99 crore on YoY basis as on 31st December’ 2012,in absolute term, representinga YoY growth of 17.22%. Deposit grew by Rs.8703.94 crore from March’2012 i.e. 10.24%in three quarters of current FY.

Credit GrowthThe gross credit of the Banks in the State grew by Rs.7242.12 Crore on YoY basis as on31st December’ 2012. Thus credit expended by 17.67% during the review period which isquite satisfactory. Credit grew by Rs. 4098.95 crore from March’ 2012, i.e. 9.29% in threequarters of current FY.

CD ratioCD ratio of the Banks increased from 57.96% to 58.15 % over previous quarter as on 31st

December’2012. The CD ratio as per place of sanction is increasing continuously overthe period.

Priority Sector AdvancePriority Sector Advance registered a growth of Rs. 9168.96 Crore representing growth of42.76 % on YoY basis as on 31st December’ 2012. Priority Sector being 63.46% of grosscredit is well above the National benchmark for Banks of 40%.

Agriculture CreditAgriculture Credit stands as on 31st December’ 2012, at Rs.6554.19, which is 13.59% ofGross Credit. In absolute term Agriculture credit grew by Rs. 2103.32 crore on YoY basis,representing a growth of 47.25%. The growth in outstanding Agriculture Credit duringthe FY 2012-13 is Rs. 821.81crore. Although, the growth is slow but it is increasingcontinuously.

Weaker SectionAdvance to Weaker Section by the Banks in Jharkhand is Rs.7399.27 crore (15.34%), iswell above the National bench mark of 10%.

Advance to WomenAdvances to women as on December’ 2012, is Rs 4196.40 crore showing an increasingtrend from December’2011, and reached to 8.70% of total credit, which is above theNational benchmark of 5%.

Advance to Minority CommunityAdvance to Minority community is increased from 1797.69 crore to 2496.75 crore on YoYbasis representing a growth of 38.88%. However, it is 8.70% of Priority Sector as onDecember’ 2012, which is below the stipulation of 15%, requires the attention of all thestakeholders in light of Sachhar Committee recommendation.

Share of DRI advanceShare of DRI advances as on December’12 in Gross Credit stood at Rs.63.45 Crores,which is only 0.14 % of Gross Credit of previous financial year against minimumbenchmark of 1%. The present position attracts special focus of all the stakeholders toimprove the situation. To increase the share of DRI, SLBC in the 39th SLBC meetingproposed to finance 15 DRI per Urban and Semi urban branches and 10% DRI fromeach Rural Branch.

In terms of the guidelines of the Govt. of India and RBI Letter No. RPCD(Ran)no/373/11.4.07/2010-11 dated 10.02.2011 and Circular no. RBI/2005-06/refRPCD.LBS.BC.No.47/02.13.03/2005-06 dated 09.11.2005, C D Ratio of the Banks should bemonitored at the State Level (SLBC) with the indicators i.e. credit as per place ofutilization + RIDF.

The CD Ratio of UCO Bank(28.70%), Indian Overseas Bank(26.84%), State Bank ofPatiala(25.03%), Oriental Bank of Commerce(24.57%), Andhra Bank(24.49%), VijayaBank(23.00%)Federal Bank 22.94%, Jammu & Kashmir Bank(23.38%),Indian Bank(18.72%),Punjab & Sindh Bank(12.14%), South Indian Bank(11.81%) & Laxmi Vilash Bank(2.22%) stillhovering below 30% mark.Districts having CD Ratio below 30%

Now, only one district in Jharkhand i.e. Chatra (28.76%) is having CD Ratio below 30%mark.

Advances in Rural and Semi-urban and Urban area are showing sharp growth. C: D Ratio of Rural areas is showing an increasing trend on YoY basis, however

CD Ratio of Semi-Urban and Urban areas are on declining trend. It is worth mentioning that Advances is showing higher growth than the Deposit

over the year. In rural areas Deposit grew by 1.01% where as Advance grew by 9.92% on YoY

basis.3.3.2 Incremental Deposit & Credit during Dec.’ 2011 to Dec.’2012

Incremental CD Ratio being an indicator of credit growth in comparison todeposit growth, the position as on 31st December’ 2012 over December’2011, isgiven below:

It is obvious from the above that incremental CD Ratio is more than 50%. Bank wise, District wise, Comparative position of Deposit, Advance and C: D

Ratio in Rural, Semi-Urban and Urban Centers as on 31st December’2012 is given inAnnexure – V Page – 49

OBSERVATION

In rural areas CD ratio has increased from 37.50% to 40.80% on YoY as on 31st

December’2012. Overall CD ratio has increased from 51.30% as ofDecember’2011 to 51.49% as on December’2012(as per place of sanction &excluding RIDF).

CD Ratio of East Singhbhum, Saraikela district is above 60%. Chatra district is still having CD Ratio below 30%. Districts having CD Ratio less than 30%, should discuss the matter in each DLCC

meeting for improvement in CD Ratio to the minimum of State ratio and toevolve plan for improvement.

Enabling factor for credit expansion as given in the “Approach paper on C:Dratio” (Ref. Agenda booklet of 32nd SLBC) needs focused attention by allconcerned departments and organizations.

4.1. OVERALL POSITIONS:4.1.1. Sector wise achievement of Banks in implementation of Annual CreditPlan (2012-13) as on 31st December’2012, vis-a-vis previous year is as under:

At the end of December quarter of current financial year, achievementunder ACP is 65.76% of annual target. The achievement under Prioritysector is 69.74% of annual target.4.1.2 Bank wise and sector wise target and achievement under ACP as on

Banks with less than 50% achievement in ACP after the end of 3rd Quarter of FY’2012-13 are PNB, BOB, IOB, Syndicate Bank, OBC, Dena Bank, Indian Bank, P&S Bank,Vijaya Bank, SBBJ, Andhra Bank, SBP, BOM, IDBI, Federal Bank, Karnataka BankLtd., J&K Bank Ltd, Yes Bank, Kotak Mahindra Bank, SIB, Karur Vasya Bank,VGB.

4. REVIEW OF ACHIEVEMENTUNDER ANNUAL CREDIT PLAN (ACP) : 2012-13

OBSERVATIONS Over all achievement under ACP at the end of December quarter of FY 2012-13

stands at 65.76% of the annual target. Achievement under Agriculture sector is72.00% of annual target, whereas achievement under MSE stands at 87.32%. Thetotal achievement under PSC is 69.74%.

Achievement under ACP in Agriculture, MSE OPS and total priority sector is higherthan of December’2011 achievement. The overall achievement under ACP isslightly higher than previous year achievement, which is only due to lessfinancing in Non priority sector in current financial year.

Suggestion: ACP targets should be treated as sacrosanct and must be achieved by all Banks. Banks should speed up lending activities to achieve cent percent ACP Targets. Achievement under ACP should be discussed effectively in each DLRC/BLBC

meetings, with special emphasis on Agriculture Sector. Controllers of the Banksshould invariably attend the DCC/DLRC meeting to make the discussioneffective.

Controlling Heads of the banks may intensify their visits to branches for steppingup financing and to put in place close and continuous monitoring ofachievement under ACP. Sensitization of field functionaries is also needed.

In order to facilitate 100 % achievement of ACP targets “issues needing focusedattention-Enabling factor “as identified in the Approach paper on credit depositratio of the state under Agenda No-3 of 32nd SLBC held on 9th Feb’11 needs to beattended on priority basis.

The private sector Banks should involve themselves more actively to improveACP achievement in the state.

Sub-Committee on ACP is requested to monitor the progress at frequentinterval.

More thrust need to finance under SME sector for which ample scope isavailable.

4. 2. Preparation of ACP for Financial Year 2013-14The State Focus paper is a plan document prepared by NABARD, by aggregating thePotential Linked Plan of 24 districts of the state, prepared in consultation with allstakeholders at the district level for FY 2013-14. LDMs of all the district are request toprepare the ACP for 2013-14 well in time taking into account of the PLP. Following stepsrequired to be taken for preparation of ACP for FY 2013-14:-

1. Block level Plan to be finalized in BLBC meeting.2. Special DLCC meeting to be convened ti discuss & finalize the District Credit

Plan.3. After approval of Plan in DLCC, it should be forwarded to SLBC for preparation of

State Credit Plan.4. The entire process to be completed before 31st March’2013, so that it should be

available to all the stakeholders on the very beginning of FY 2013-14.

5.1.3. Special Incentive scheme of GOJ for mobilization of KCC application

In the scheme a target has been fixed to cover all the left over farmers(18,50,656) inJharkhand. As per the latest data collected from Banks 546677 KCC have beendisbursed by the Bank branches in the state.

5.1.4. RuPay Credit Card

All normal KCC has to be upgraded as Smart KCC by 31st March, 2013 with the newsystem of credit limit assessment; to make it functional with ATM & POS. NABARD hasstarted a pilot extending financial support for RuPay cards & POS machines to all KCCholders in 100 villages under service area of Jharkhand Gramin Bank. POS machinescan be supported to BCAs & input suppliers as well to have cash less transaction.NABARD has also sanctioned Rs. 70.32 lakh from FITF to Jharkhand Gramin Bank forimplementing a pilot for providing Aadhaar Enabled RuPay Kisan Credit Cards tofarmers in 100 villages. Rs. 6.00 lakh has also been sanctioned to JGB for capacitybuilding of its staff for implementation of the pilot project.

Observation:-1. In Jharkhand, share of Micro sector credit in total MSE stands at 32.83% as on

December’2012, and thus Banks in Jharkhand could not achieve the target of 55%(to be achieved by March’2012)by the end of December’2012.

2. As per RBI guideline, Banks have to achieve 60% share of Micro in overall MSE bythe end of 2012-13.

3. Banks with less than 30% share of Micro enterprise in overall MSE are SBI, SyndicateBank, SBP, BOM, Pvt. Sector Banks except Federal Bank, HDFC and Indusind Bank.

4. Banks are requested to increase lending under PMEGP to increase percentage ofMicro credit in MSE.

5. All Banks should gear up to increase the share of Micro credit in overall credit toMSE sector in order to achieve the stipulated target of 60 % by March’13.

The scheme of 1% interest Subvention on Housing loanIn pursuance of the Hon’ble Finance Minister’s budget announcement for FY 2012-13,the existing guidelines of 1% interest subvention on housing loan up to Rs. 15 lac wherecost of the house does not exceed Rs. 25 lac for the year 2012-13 will remain in force upto 31st March’2013. 5.7. Scheme for Revival, Reform and Restructuring of Handloom Sector

Status of implementation of Revival, Reform and Re-structuring (3R) package schemefor Handloom Sector in Jharkhand as on 31.01.2012The “3R Package for Handloom Sector” is being implemented, as a Centrally SponsoredPlan Scheme with a total outlay of Rs.3884 crore. NABARD is designated as theimplementing agency for the scheme. Under the scheme, funds will be provided forrepayment of 100% of principal and 25% interest as on date of loan becoming NPAwhich is overdue as on 31.3.2010 in respect of Apex/ Primary Weavers CooperativeSocieties (A/PWCS), individual weavers, master weavers, SHGs and JLGs who havetaken such loans for handloom weaving purposes.Out of the total 157 PWCS and 01 AWCS in Jharkhand, 52 societies had submitted claimsout of which 27 PWCS were found eligible.Special Audit in respect of all the eligible societies have been completed. The claims asadmitted during the special audit have been approved by District LevelImplementation Monitoring and Review Committee (DIMRC) of the respective districtsand the amount of recapitalisation assistance has been duly approved by the DIMRCand State Implementation Monitoring and Review Committee (SIMRC). Further auditedclaims in respect to 369 Individual weavers were received through the financing banks(i.e. SBI, PNB and VGB) and were also approved by the SIMRC. Out of the totalassistance of Rs. 288.35 lakh, approved by SIMRC, Rs. 255.97 lakh has been sanctionedby the National Implementation Monitoring and Review Committee (NIMRC) and isbeing released. The balance amount i.e. the GoI share will be released after the StateGovt. completes the legal and institutional reforms as committed by them in the MoU.The claim submitted till date as reported by NABARD is enclosed. Weavers Credit Card

Development Commissioner for Handlooms, Ministry of textiles, Govt. of India vide letterno 8/4/2010-DCH/Project-1 dated 16th May’2012, advised the target for Weavers Creditcard to be issued during 2012-13. SLBC allocated the target to all the Banks operating inJharkhand. All the stakeholders are requested to make all out effort to achieve thetarget under the scheme. Against the target of 3000 weavers credit card, total no of236 cards have been issued in Jharkhand.

5.8. Scheme for financing of Women SHG

Govt. of India, MoF, DFS vide their letter no. F. No. 3/6/2011-AC (Vol. II) dated 04th

January, 2012 has issued detailed guideline for promotion and support of Women SHGsin backward district of India.

This scheme is for promoting Women Self Help Groups in select districts of the countrythrough identified NGOs/ other support organizations. Lead Bank of the selected districtin coordination with the District Development Manager of NABARD who shall beresponsible for implementation, monitoring and coordination of the scheme in thedistrict. The scheme would be implemented through bank branches, having CBSfacility, in each block of the identified districts. The LDM in coordination with DDM,NABARD and with the approval of DLCC will select the implementing branches, whichmay be from his own bank or that of any other Commercial Bank, RRB, Local AreaBank, Urban Cooperative Bank. It is desirable that each such branch of the bank hasone nodal person for handling all matters related to SHGs including opening of SBaccounts, processing for credit requests etc.Progress of Women SHGs in the State of Jharkhand is given as enclosure no. 6 Page no.133.

SO/Ranchi/PMEGP/MM/2012-13 dated22/01/2013 advised all the banks operating in Jharkhand that only 12% margin moneyof the State has been achieved which indicate that subsidies have not been settledwith respective Nodal Bank branch in all disbursed cases. It has also been advised thatif a Branch manager returns the application he/she should record specific verifiablereasons in writing and then concerned Branch manager may also sponsor similar no. ofthe petitions for eligible beneficiaries, so that the target may be achieved. It was alsosuggested that Branch Managers to complete financial margin money target not thephysical targets only. The achievement will be considered from the disbursement andnot merely by the sanction of the petition.It has also been decided in the meeting held on 16.01.2013 under chairmanship of theSecretary, Industry, Govt. of Jharkhand that adjustment of subsidy by the NodalBranches should be accelerated and 100% target of financial margin money should beachieved by 28.02.2013.

All banks are requested to strive hard to achieve the target in terms of physical no. ofpetition and margin money as well, so that the state may get its due share from GoIand also ST, SC, Minorities, OBC, and PH may not be deprived.

National Rural Livelihood Mission (NRLM)

The Government of India, Ministry of Rural Development has launched a newprogramme known as the National Rural Livelihood Mission (NRLM), to be implementedin a mission mode across the country. NRLM replaces the earlier scheme SGSY that hadthe underlying principle of promoting self- employment through the organization of thepoor in self help groups. The Mission aims at creating efficient and effective institutionalplatforms of the rural poor enabling them to increase household income throughsustainable livelihood enhancements and improved access to financial services.

District wise target of the JSLPS is enclosed as Enclosure No.7 Page No. 138The targets were conveyed to the LDMs of respective district for allocating the same tothe Banks of their district. After finalization of the process the State Credit Plan for theyear 2013-14 will be prepared.

As per the direction of RBI vide their letter no. RBI/2011-12/606RPCD.CO.LBS.BC.No.86/02.01.001/2011-12 dated June 19(enclosure no 9 page no.148 ),2012, the roadmap for covering all unbanked villages of population less than 2000(2001census) has been prepared by the Lead District Managers and approved by the DistrictConsultative Committees (DCCs) of their respective district and submitted the same toSLBC Jharkhand .SLBC Jharkhand has forwarded the finalized roadmap with details of allocated villagesto various banks to the Regional office of Reserve Bank of India, Ranchi.All Banks are requested to instruct their District Coordinators to get the list of villagesallotted to their bank in the respective district from the LDM of the district.The above mentioned letter of RBI is enclosed as Enclosure no. 10 Page no.150

8.1. Rollout of Direct Benefits Transfer from 01st January’ 2013

It's been called a game-changer, a nationwide technology-backed initiative thatpromises to change the way the Government delivers entitlement to citizens. It will leadto seamless transition. The new system which has been introduced will be moretransparent. It will eliminate leakages, delays, duplicacies and falsification. Governmentfirmly believes, this will introduce a very high degree of efficiency and transparency. Ithas been decided to shift to a system of Aadhaar enabled Direct Benefit Transfer offunds under 34 identified central sector/centrally sponsored schemes.With the view to ensure that benefits go to individuals bank accounts electronically,cutting down delays and diversions. The Government will transfer cash benefits likescholarships, pensions, NREGA wages etc. directly to the Bank accounts of identifiedbeneficiaries under the DBT programme in a time bound phased manner.The roll out has been based on:

1. The next installment being due either on 01.01.2013 or at a later date.2. The list of beneficiaries being digitized in the districts concerned.3. The opening of bank accounts for beneficiaries in the district concerned.4. Enrolment of Aadhaar number in the district concerned.5. Seeding of bank accounts with Aadhaar number in the district concerned.

In the first round of Direct Benefit Transfer, the rollout has been launched on 01.01.2013,under 26 selected schemes in 43 districts of16 States.In Jharkhand 04 districts, Ranchi, Ramgarh, Hazaribagh and Saraikela- Kharsawan havebeen identified for first phase of Roll out. In Ranchi and Saraikela the DBT is being rolledout from 01.02.2013 and in Hazaribagh and Ramgarh, from 01.03.2013.Once the programme has stabilized in these 43 districts, it will be rolled out in phases inother part of the country. DBT from the centre will take place either directly to theaccount of the beneficiaries or through the State Government into the account of thebeneficiaries. Intially beneficiaries will be able to withdraw from their own bankbranches or ATMs or Business Correspondents (BCs) wherever they exist. The system ofmicro_ATMs and multiple BCs will roll out subsequently with full inter-operabilitygradually. Common Service Centres set up by the Department of IT are being engagedto serve as a BC in Gram Panchayats where BCs are not functional. 8.2. Seeding of Aadhaar number of CBS of the BanksThe seeding of Aadhaar number in bank account of the beneficiaries is the mostimportant step for the implementation of Direct Benefit Transfer. In terms of PlanningCommission, Govt. of India Guidelines Govt. user departments are advised to collectbeneficiaries database in digitize format for each scheme containing Bank name,Account number and Aadhaar number. Further, Banks have been advised to seed theAadhaar number in CBS without error on receipt of beneficiaries’ database preparedby the Govt. user department. However, in case a beneficiary approaches the Banksdirectly for seeding Aadhaar in Bank account, this may be done as per prevailingpractice. DFS, MOF, GOI letter no. F.No.6/41/2012-FI dated 31st December’2012 isenclosed as enclosure no 13 Page No.175 .All the controlling heads of the Banks are requested to ensure quick and error freeseeding of Aadhaar number whenever received from Govt. Department. Thecontrolling Heads are requested to monitor the seeding of Aadhaar number on dailybasis and ensure that seeded accounts are finally mapped/uploaded in NPCI serverthrough their CBS project office on daily basis.However, SLBC Jharkhand has made several initiatives for sensitization of people ingeneral for seeding of Aadhaar no in their Bank accounts as well as opening of bankaccount.

1. A toll Free number 18003456525 has been provided by SLBC and information ofthis Toll Free number has been given in Daily newspaper for 6 weeks.

2. SLBC also provided a sample of banner to all the Banks requesting the people toseed their Aadhaar number.

3. SLBC asked the Banks for opening of Bank account in camp mode and Bankshave organized several such camps for the opening of SB accounts.

8.3. Mapping of Gram Panchayats and Planning for BCA/CSC for Sub- servicearea approach

Govt. of India has undertaken implementation of Direct Benefit Transfer to beneficiariesof identified scheme of various departments in 51 districts fromJanuary’ 2013 and further has to be rolled out in all districts of 18 state includingJharkhand from April’ 2013.In view of that it has became necessary to prepare comprehensive plan for thecoverage of entire districts through Banking Services to enable Direct Benefit Transfer.Following action points have been identified by DFS to complete the task:

a) It shall be the endeavor to ensure that there is at least one bank branch/businesscorrespondence Agent (BCA) in every Gram Panchayat.

b) Bank need to ensure that about 1000 to 1500 households are available inSub – service area of BCA.

c) The first step that LDM has to take is to form Sub- Service area based on group ofGram Panchayat taking the population and geographical condition intoconsideration such that one Branch/BCA/CSC extend service to each sub-Service area. In case any Panchayat requires more than one BCA/CSC , the subservice area for each BCA/CSC, within gram Panchayat must be specified.

d) In case existing BCA is functioning satisfactory, the same should be continuedand remaining households in the allocated sub service areas should be coveredthrough the BCA.

e) In case the existing BCA is stationed at a place other than Gram Panchayatheadquarter, it should be ensured that the BCA serves the entire Sub- servicearea allocated to it.

f) Wherever, there is either no BCA functioning or the performance of the existingBCA is less than satisfactory, the Common Service Centre (CSC) should engageas BCA.

g) In the Sub- Service area where neither a BCA nor a functional CSC is available,new CSC or BCA should engage.

In view of this directive SLBC Jharkhand has advised all the LDMs for Mapping of GramPanchayats. The Mapping of GP has been completed in 04 districts where DBT isapplicable on pilot basis. Controlling Heads of the Banks having Lead districts arerequested to ensure the Mapping of rest of the districts as the last date for the Mappingi. e. 31st January’2013 has been elapsed. Enclosure no 14 page no 176.

8.4. Operationalization of CSC as Business Correspondent

In the view of roll out of Direct Benefit Transfer, the coverage in terms of populationwould be no longer be relevant and entire area of districts/states, as per roll out plan,would need to be covered with banking facilities.Common Service Centres have been set up in the country under the Department ofElectronics and Information Technology, Govt. of India under the National e-Governance Plan. In order to extend the outreach of BCAs, Public Sector Banks havesigned an agreement with the CSC e-Governance Services India Ltd (CSC SPV), aspecial purpose vehicle setup by the Government of India to monitor and manage theCommon Services Centre, for engaging CSCs as BCA.Although, DFS, MOF, GOI has advised the Banks vide letter no F. No. 6.36/2012-FI dated26th December’2012(enclosure no 15 page no 184), to have agreement withCSC e-Governance Service India Ltd. and there should be no need to entre into anyfresh agreement with Service Centre Agencies (SCA), who are Sub-BC for theCSC e-Governance Service India Ltd, but UTL who is service provider for theCSC e- Governance is forcing Banks for having separate agreement to take off the job.Due to this deadlock CSC is not taking off in Jharkhand. However, SBI and BOI haveseparate agreement with UTL that’s why these two Banks have stared operations withthe CSC. (Enclosure no 16 page no 187)

8.5. Installation of Onsite ATMs in all branches.

DFS, MOF, GOI vide letter no F. No. 6/77/2012- FI dated 28th Decemebr’2012(enclosureno.17 page no.192 ), advised all the Private Sector Banks and RRBs operating in 51 pilotdistricts for DBT to install on site ATMs in all branches by 31st January’2013. It was alsoadvised to ensure that all accounts holders in these districts, particularly thebeneficiaries under Direct Benefits Transfer, are issued ATMs cum Debit card on priorityso that they can transact at the ATMs.The controlling heads of the Banks are requested to speed up their initiatives to ensureinstallation of onsite ATMs as the deadline has been expired.

8.6. Installation of Biometric Cash dispenser in rural & Semi- Urban areas.

DFS, MOF, GOI vide letter no F. No. 6/35/2012-FI dated 07th January’2013(enclosure no18 page no.191), advised the PSBs to ensure that the Cash Dispenser provided,particularly in Rural and Semi- urban areas have facility for biometric authentication toenable customers to use the same.Hence, controlling heads of the Banks are requested to ensure the compliance of thesame as the RFP finalized by the PSBs for “Outsourcing of Installation and ManagedServices of Cash Dispensers” had a provision that bidder should provide all new CDswith biometric functionality.

8.7. Putting up of guidelines issued by DFS, MOF, GOI in DLCC meeting.

DFS, MOG, GOI has requested SLBC conveners vide letter no F. No. 6/36/2012-FI dated11th January’2013(enclosure 20 page no 193), to advise all LDMs of their concernedState to ensure that the guidelines/circulars issued by department should be placedbefore the DLCC meetings chaired by the District Collector and the contents of theguidelines/circulars should discussed during the DLCC meetings to bring it to theknowledge of all the concerned for the seamless implementation of the guidelines. It isalso requested that feedback/ suggestions, if any, received in the DLCC meetingsregarding the guidelines/ circulars may be informed to this Department.SLBC Jharkhand forwards all the guidelines and instructions received form the DFS, MOF,GOI to LDMs of all the districts. LDMs are requested to place the guidelines and circularsin DLCC meeting and feedback if received should be forwarded to SLBC for onwardsubmission.

8.8. Uploading of Service Area Plan on the District website maintained by NICService area plan in revised format as advised by the DFS for villages above 2000population as well as 1600 to 2000 population have to be uploaded in the respectivedistrict web site. The revised Service Area Plans need to be updated every month anddate of last update indicated on the service Area Plan. Service area plan of all 24districts is uploaded in SLBC website.

8.9. Financial Inclusion Drive to open Bank accounts of Migrant Labours and StreetVendors/Hawkers in Urban areas.

To inculcate saving habits and to extend banking facilities to the migrant labour andstreet vendors/ hawkers in urban areas, DFS, MOF, GOI requested all Banks to undertakeaccount opening drive in 500 meters of all their metro and urban branches. Thereafter,the branches should extend this process of opening of accounts beyond 500 meters sothat all such persons get financially included. Further, DFS, MOF, GOI vide e-mail dated09.07.2012 and 11.07.2012 advised all PSBs the broad strategy to be included in thisdrive. A meeting of the nodal officer with the Secretary (BO) was held on 23.10.2012. Asdecided in the meeting SLBC Jharkhand has started a Call Centre with Toll free numberfor the Migrant Labours and street vendors/Hawkers. A advertisement in this respect hasalso been published in daily newspaper for 06 weeks in row. The copy of the ad isenclosed as enclosure no.19 page no.192 .

8.10. Micro Insurance and Non-Life Insurance through BCs.

For inclusive growth of the service area villages, Life/Non-life insurance policies shouldbe given to villagers. Govt. Insurance companies should take initiative to cover theinsurance of villagers, their crop, animals etc actively. It has to be ensured that all BCAsare also appointed as specified persons of the life & non –life companies.It was instructed by MoF, GoI that a nodal officer for each state is to be appointed whowill be responsible for non-life insurance coverage in the state.National Insurance Company has appointed Sri D. S. Pante as Sate Nodal officer forJharkhand, however, LIC has to nominate their Nodal Officer.Representative of Life/Non-life insurance company may appraise the house.

Regarding functioning of the above R-SETIs the position stands as under:

Construction Status : - NoneIn all 19 districts where Lease dead executed, the Bank Architect visited the siteand plan for construction prepared. For construction of RSETI, as per prevailingpractice, first the plan is to be approved by LAC (Local Advisory Committee),which is under process. After approval of LAC the plan is to be vetted byCorporate Office of the Bank and after approval of Corporate office, tender forconstruction can be invited.

The cost of construction as suggested by the Bank Architect is coming out to bearound 2.50-3.00 Crore, whereas the RSETIs get only 1.00 crore as grant from NIRD. Thecost of construction has been the main hurdle for the construction to take off.

12.1. Extension of Equitable Mortgage in Khunti and Ramgarh.

Ramgarh and Khunti, which have been carved out from Hazaribagh and Ranchidistricts respectively are not having the equitable mortgage facility as these two districtshave not been notified for creation of Equitable mortgage by the State Govt. Atpresent Equitable Mortgage of these two districts are executing in nearby districts,which is posing hurdle in financing by the Banks. SLBC has requested to IF & PIdepartment, GOJ to take up the matter with the concerned department of Govt. tonotify these two districts as notified centres for Equitable Mortgage.

12.2.Financing to Special category of Borrowers

As per prevailing practices mortgage of properties for loans to the members ofST/SC/OBC category under CNT Act is being permitted by Dy. Commissioner ofrespective districts. In case of Housing Loan to the employees of Central Govt./StateGovt./ Banks and other PSU, Education Loans to the ward of Central Govt./State Govt./Banks and other PSU employees and for Investment credit, SLBC proposes that a timeframe should be fixed to minimize the delay in granting the permission for mortgage byDCs to facilitate these type of Loans which generally otherwise gets unduly delayed.

12.3. Provision of space for DRT Ranchi

MoF, GoI vide letter no F. No. 26/7/2011-DRT dated 27.04.2012 advised the convener ofSLBC to locate/find out the suitable space for shifting of office of DRT Ranchi. Thematter was also discussed in 38th SLBC meeting held on 09th May’2012, in which SLBCrequested Govt. of Jharkhand to provide suitable space in any Govt. building for DRTRanchi. SLBC Jharkhand once again requested the State Govt. to provide space forDRT Ranch.

12.4. Allotment of suitable land for controlling office in Ranchi for RBI, NABARD, SLBCVand major PSBs.

The Govt. of Jharkhand have earlier assured for providing land for the Controlling officeof the RBI, NABARD, SLBC and Major PSBs in Ranchi. Govt. of Jharkhand is requested toexpedite the allotment of the land.
