In light of the latest development of global pandemic, please find attached the Notice
by the Ministry of Transport of China containing adjusted requirements for the
extension of certificates of Chinese flagged ships engaged in international voyages.

Notice on Extension of Related Certificates of Chinese Flagged Ships Engaged
In International Voyages
In light of the latest development of the COVID-19 pandemic, Maritime Safety
Administration of the People’s Republic of China issues the Notice on Extension of
Related Certificates of Chinese Flagged Ships Engaged in International Voyages.
I. Starting from 1st October 2020, the ship survey certificates, Safety Management
Certificate (SMC), Document of Compliance (DOC) and International Ship Security
Certificate (ISSC) of Chinese flagged ships engaged in international voyages should
not be extended automatically.
II. In special cases where it is impossible for the Chinese flagged ships engaged in
international voyages to undergo surveys, audits or inspections due to COVID-19, the
shipping companies and ships in question should submit a written application to the
ship survey institution for extension of certificate. The application should be enclosed
with the following information: an explanation for failure of arranging onboard survey
(audit, inspection), follow-up survey (audit, inspection) arrangements and a statement
from the captain proving the ship’s condition is suitable for subsequent planned
voyage. The ship survey institution may grant an extension for up to 3 months after
confirming the information submitted by the shipping company. The anniversary date
of the certificate remains unchanged after the extension.
III. The shipping companies should take the main responsibility for ship safety and
arrange the annual survey, audit, and renewal of ship certificates as soon as possible.
At the same time, the shipping companies and ships should strictly implement regular
epidemic prevention and control measures and follow the safety management
