Dear Distinguished guests, officials, coaches and competitors.

On behalf of People's Committee of Can Tho City, I would like to send my

warmest greetings to distinguished guests, head of delegation, referees, coaches

and players participating in the 3 rd South East Asian Karate-do Championships

and the Coaching Seminar and Referee Examination from 12 – 18 April 2014 in

Can Tho, Viet Nam.

It is our honor to host the 3 rd South East Asian Karate-do Championships 2014

and the Coaching Seminar and Referee Examination , in Can Tho, Viet Nam and

welcome you all to these events. We are try our best efforts to ensure

distinguished guests, officials, coaches and competitors enjoy your stay in Can

Tho, a city located in the centre of Mekong Delta and have many attractions.

6. TECHNICAL MEETING

Refer to schedule of event. III. GENERAL RULES & REGULATIONS

1. RULES Karate competition of the 3 rd South East Asian Karate-do

championships 2014, Viet Nam will be conducted in accordance with the new

Rules of the World Karate Federation (WKF), adopted 2013. In case of a

disagreement in the interpretation of rules from visions in different languages,

the English text will prevail. Any unforeseen incident not covered by the WKFRules shall be dealt with accordingly in the following manner:

A. Technical questions shall be resolved in accordance with the WKF Rule

B. Case of general nature shall be resolved in accordance with the Asian

karate-do federation-AKF Statutes and Rules (2012)

2. PARTICIPANTS

2.1. The 3 rd South East Asian Karate-do championships 2014, Viet Nam is

reserved for athletes representing each National Federation (NF) affiliated to

SEAKF



3. ENTRIES

3.1 Please send the relevant forms back the Organizing Committee before or on

the deadline required:

4. ENTRY FEES

4.1. Participating Entrance Fee:

For Senior, Junior & Cadet

4.2. Each participant (athlete) for Kumite: 60 USD. per person per Category

4.3. Each participant (athlete) for Kata: 60 USD. per person per Category

4.4. Each participant (team) for Team Kumite: 110 USD. per Team

4.5. Each participant (team) for Team Kata: 110 USD. per Team



IV. COMPETITION RULES & REGULATIONS

1. TECHNICAL ORGANIZATION

The Organizing Committee of SAEKF-3 under the guidance of technical

delegate is responsible for the technical organization of the 3rd South East

Asian Karate-do Championships.

2. WEIGH-IN

Competitors in each category shall weigh-in on the morning of their respective

competition days at competition venue. Competitors who fail to make the

weigh-in shall be disqualified. Latecomers shall also be disqualified.

2.1 Weigh-in Attire

- Male competitors shall be weighed wearing only underwear. Female

competitors shall be weighed in T-shirts and karate slacks.

2.2 Weigh-in Officials

- The Technical delegate shall appoint at least (Two) referees to supervise the

weigh-in each morning, At the end of each weigh-in day, the two referees shall

report to the technical delegate the result of the weigh-in and their comments, If

any.3. DRAWING OF LOTS

The drawing of lots will be conducted by technical delegate or his

representation appointed by the Organizing Committee; The draw will be

conducted during Team Manager Meeting, and the meeting can only be

attended by the team manager or coach.

4. DURATION OF BOUT 4.1 Senior

The official duration of kumite match will be Three (3) minutes for men and

Two (2) minutes for women. However in the final and repechage final it should

be Four (4) minutes for men individual kumite and three (3) minutes for women

individual kumite.

4.2 Cadet & Junior

Kumite bouts duration Two (2) minutes in all cases.

5. CLASSIFICATIONS AND MEDTHODS OF COMPETITION

The competitions will be conducted in an elimination tournament format



according to the WKF Rules. Repechage will be used to determine Bronze

medal winners.

6. DRESS CODE

All contestants and team officials (Coaches, Managers, ETC.), referees and

judges must wear the prescribed uniforms as defined in Article 2: OFFICIAL

DRESS of the WKF Rules.

7. SAFETY EQUIPMENT

Gloves, Foot and body / chest protector and mouth-guard are compulsory.

Women chest protector is obligatory. All protective equipment’s shall be

provided by the athletes themselves. All equipment must be Approved by

AKF/WKF.

V. PRIZES & COMMENDATION

1. VICTORY CEREMONIES

The victory ceremonies shall normally be held after the completion of each

event.

Participants receiving awards must wear their officials NFs uniforms.

2. PRIZES A. Kumite:

The 1st - Gold medal and diploma to the winner in each event

The 2nd - Silver medal and diploma to the athlete placed second in each event.

The 3rd - Bronze medal and diploma to the athletes placed third in each event.

B. Kata:

The 1st - Gold medal and diploma to the winner in each event The 2nd - Silver medal and diploma to the athlete placed second in each event.

The 3rd - Bronze medals and diploma to the athletes placed third in each event.

3. REFEREES & JUDGES

Each country shall provide a maximum of Four (4) AKF/WKF qualified referees

and judges at the country delegation's expenses, to officiate in the competition

4. COACH

Each country shall provide a maximum of Six(6) coaches at the country

delegation's expenses, to officiate in the competition.



VII. ACCOMMODATION RATES

VIII. TRANSPORTATION

- To pick up from Tan Son Nhat Airport in HoChi Minh City, Viet Nam to

Fortuneland Hotel / Van Phat Hotel and return : 40 USD/head (by bus about 3

hours).

- To p ck up from Can Tho Airport in Can Tho City to Fortune Hotel/ Van Phat

Hotel and return : 15 USD/head (by bus about 15 minutes).

If the Organizing Committee pick up at Can Tho Airport, delegations transits at Noi

Bai Airport, Ha Noi and then flight from Noi Bai Airport to Can Tho Airport by

Viet Nam Airlines about 1,5 hours

IX. OTHERS

1. NATIONAL FLAG & ANTHEM

Please submit two national flags (1m x 1.5m) and 1 national anthem CD at theregistration.

2. PHOTOS

All participants (include contestants and non-contestants, not include

spectators) should provide two photos for posting up on their pass.

COVER THE COST OF ACCOMMODATION The Organizing Committee intend to cover the cost of accommodation for the

following participants of each country : One (1) room for VIP (Representative from

National Federation-NF) at Van Phat Hotel (5) night (April 14-18, 2014) inclusive

local transportation for each country, However, it is conditions that each team has to

use official hotel.

2. PARTICIPATION PROCEDURES AND CRITERIA

I. The event is open to all Member Federation of SEAKF.

II. A maximum of 20 participants for the event is allowed for each Member

Federation.

( Example : Each member federation may send a total of 15 candidates for

Judge-B

and 5 candidates for Coach Accreditation).
