3M Cogent’s MobileID Service is now being delivered to the UK’s Police Service through a contract with the National Policing Improvement Agency (NPIA). MobileID forms part of the National Information Systems Improvement Strategy (ISIS) and is helping police officers nationally to identify individuals by their fingerprints faster than ever before.

BackgroundIn February 2010, 3M Cogent was awarded a contract to deliver a National MobileID service and a second contract to supply handheld MobileID fingerprint capture devices. The scope of the latter contract is such that any law enforcement agency within the EU can acquire the equipment without any further procurement expense.

After a sustained period of design, development, system integration and testing, extensive trials of the MobileID capability took place in the Greater Manchester Police, Surrey Police, Hampshire Constabulary, and South Yorkshire Police areas. Following the success of these trials, the roll-out to all participating Police Forces took place and the MobileID service was formally launched by senior NPIA and ACPO representatives in July 2011.

Current Situation3M Cogent now provides a fully managed Mobile Fingerprint capture and identification solution, independent of a Police Force’s own communications infrastructure. 3M Cogent supplies its Bluecheck II fingerprint capture device, securely paired with a Blackberry, mobile network airtime and a fully managed support service. In addition, 3M Cogent supplies a back-end fingerprint identification system with over 8 million fingerprint records, synchronised in real time with IDENT1, the national fingerprint database.

MobileID devices have been deployed to various forces throughout the UK. As of August 2012:

• Over 1,200 devices have been deployed within the first year of project roll-out

• Over 44,000 live checks (database searches) have taken place

• Average time taken, from submitting a fingerprint search to receiving the response from the remote database is approximately 50 seconds

• Number of transactions have increased from month to month

To comply with data security requirements set forth by the UK, no fingerprints are retained on the device when the search is complete.Like all great ideas, MobileID is a very simple concept and is both easy and quick to use. 3M Cogent’s MobileID solution is built upon our robust automated fingerprint identification solution and user-friendly mobile capture devices while BlueCheck II is small and light and can therefore be used equally well by community, traffic, river or counter-terrorism policing. Key Benefits to Policing

Time SavingThe average time taken for a person going through a custody suite is four hours. MobileID is an efficient and time-saving way of confirming a person’s identity at the scene of the encounter, therefore potentially saving hours of wasted police time almost every time it is used.

Cost SavingWhen a MobileID device returns with a formal identification, it can negate the need to return to the custody suite, and that can save hours of police time and associated travel costs.

Victim IdentificationMobileID can also help in the identification of persons involved in fatal road traffic and other serious accidents.

Enhancing Public SafetyMobileID now closes a huge loophole exploited by those with a criminal background by removing the ability of the subject to use a false identity during a street encounter.

MobileID device helps resolve identity during street encounter

Use of Mobile fingerprinting technology helps police resolve encounters on the street. Recent examples include a male driver stopped by police who were reacting to an intelligence report. The driver gave his details and produced a UK Drivers Licence to match the name given. However, the officer had heard other people refer to the man by another name and decided to scan the driver’s fingerprints with a MobileID device and check them against the national IDENT1 database.

His identity was quickly confirmed and additional intelligence revealed that the man, a failed Asylum Seeker whose case was awaiting final disposal by the UK Border Agency, was known to use several aliases. With his true identity confirmed and no other offences revealed, the officer was able to allow the man to leave whilst he remained on patrol. The relevant intelligence report was able to be updated without the need for the officer to have to return to the police station.

MobileID device helps identify wanted suspects

New mobile fingerprint technology helps to identify a group of suspected travelling criminals.

A vehicle was stopped by Hampshire Constabulary officers following reports that the three occupants had been seen to be acting suspiciously in the Portsmouth area. The occupants were all foreign, spoke little English and had no identifying documents. A MobileID device was used to identify all three as wanted for various outstanding crimes in the Derbyshire, Staffordshire and Norfolk areas. A subsequent search of their vehicle also led to the recovery of stolen property.

New MobileID device helps identify critically ill patient

Mobile fingerprinting technology has helped to identify an unconscious man in intensive care.

The identification was made after a local hospital in Hampshire contacted Hampshire Constabulary and asked for their assistance to identify a seriously ill patient who had been unconscious for two days. The hospital staff was then able to retrieve his medical history.

Identification of unconscious or fatal victims at a crime/accident scene or hospital is one of the benefits that the MobileID service is bringing to frontline officers and the public. As shown by this

example, the functionality that MobileID offers benefits more than just the police service. This advance in technology can assist other agencies and the public while offering an average savings of at least 30 minutes per case and improved levels of public confidence.

MobileID device helps to prevent unnecessary arrest

New mobile fingerprint technology has helped to avoid the arrest of a man with identical details to those of a wanted suspect.

South Yorkshire Police on local foot patrol stopped a male thought to be acting suspiciously. Via MobileID, the officer was able to determine that the man happened to share the same name and date

of birth as a wanted suspect. No arrest was made and the patrolling officers remained on operational policing duty.
