Master Plan for Thrissur City ZONING REGULATIONS 290 290 Thrissur Municipal Corporation Department of Town and Country Planning, Kerala 33.1 GENERAL ZONING REGULATIONS 1.0 All future developments shall be in conformity with the provisions of the Master plan and future construction shall conform to the Kerala Municipality Building Rules in force unless otherwise specified in this regulations/ any scheme/ Plan. 2.0 For the implementation and enforcement of the proposals envisaged in the Master plan for the City, areas have been zoned under various uses such as residential, commercial, industrial, public and semipublic etc. Details regarding the nature of uses “permitted”, uses “restricted” and uses “prohibited” in each zone are given in the accompanying sheets. These regulations shall be enforced in conformity with other Acts/ Rules/ Regulations applicable for the area and also inconjunction with other specific provision, if any, elsewhere in this plan. 3.0 a) “Uses permitted” in a zone cover the uses that can be normally accommodated in the relevant zone. Such uses may be permitted by the Secretary, Thrissur Municipal Corporation, herein after referred to as the Secretary. b) Restricted uses: - In some cases, it may be possible to permit some uses, which are not likely to affect the quality and environment in a zone specified for a particular use. Such cases have to be individually studied based on their performance characteristics and spatial locational factors. Such cases, which come under this category, are classified as “Uses restricted”. Restricted uses are classified again in two categories depending upon the intensity of use as below. (I) Category deals with the uses that shall be restricted by the Secretary with concurrence of the Town Planner of the District office of the Department of Town and Country Planning having jurisdiction over the area. (II) Category deals with the uses that shall be restricted by the Secretary with the concurrence of Chief Town Planner of the Department of Town and Country Planning. c) “Uses prohibited” enlists the various objectionable uses in each zone, which shall not be permitted under normal circumstances. All other uses other than permitted and restricted are Prohibited uses. 4.0 Considering the importance attached to functional and development demand of different locations/area around the Thekkinkadumaidan and Swaraj round,the City area is divided into 6policy development zones such as 1)Core zone (area inside the Ring road)

It includes the following sub zones
Decongestion core zone: -The area upto a depth of 150m from outer boundary of
Swaraj Round Road is coming under this zone.
Commercial core zone:-Southern and South Western part of the Swaraj round
Mixed core zone:-The remaining core areaexcludingdecongestion core zone and
commercial core zone
2) Promotive urban development zone (Between ring road and outer ring)
3) Urban development zone (between outer ring road and Corporation boundary)
4) Institutional zone (Eastern side of Mannuthy Junction and north side of Peringavu road)
5) Economic development zone (along NH 544 –[south side of Elanjikulam] and old NH from
Chiyyaram to boundary)
6) Agriculture zone (west, south west and North West boundary of Municipal Corporation)
Details regarding the nature of regulations in these zones are given in the accompanying
sheets.
5.0 Existing areas and structures of archaeological importance, agriculture uses and religious
uses may be permitted to continue in all zones and shall not constitute non-conforming
uses.
6.0 In the case of concurrence issued for constructions involving filling of wetland, low lying land
and paddy fields, various mitigation measures including proper drainage measures has to be
specified and local authority has to ensure that same are provided / enforced.
7.0 Zoning regulations are not intended to prohibit existing uses that have been lawfully
established prior to the enforcement of these regulations. They are essentially intended to
help the competent authority in decisions regarding granting or refusal of planning
permissions for land use conversions and construction of buildings/ structures or any other
matter specifically mentioned in these regulations.
8.0 The powers entrusted to the authorities for approval of usage of plot and layout shall be in
compliance with the building rule applicable for the area is to be followed as such.
9.0 Constructions / Land developments in lands designated as paddy land or wet land under the
conservation of Paddy land and Wet land Act in force shall be in conformity with the said
Act.
10.0 Regulation of Constructions on the sides of new roads or roads proposed for widening as per
the Plan shall be governed by the distance from the center line of the road, unless otherwise
specified in Master Plan or any detailed road alignments approved by the Chief Town Planner
concerned.
11.0 The Government shall have the power to issue clarifications in respect of technical
interpretations, if any, required in any of the provisions of the Master Plan in consultation
with Chief Town Planner concerned.

12.0 Any use not specified either in the “Use Permitted” or “Use restricted” category of a particular use zone, but which is of a similar nature to any use permitted or restricted in that particular
use zone, can be considered by the Secretary, with the concurrence of the Chief Town
Planner concerned.
13.0 Regulations of ASI around all the protected monuments in the planning area has tobe
followed wherever applicable. The ancient monuments and Archeological sites and remains
(Amendment and Validation) Act, 2010 and its amendments are also to be followed
14.0 Necessary clearances are to be obtained from ASI for any development/construction in
theaffected area as per ASI, before issuing building permit by the Secretary
15.0 For the lands which are dry as per revenue records and for the lands which are
authourisedly converted to dry land, but included in paddy zone as per the
proposed land use map, the regulations of paddy zone will not be applicable. In such land,
developments/constructions will be permissible as per prevailing KMBR and FAR as
stipulated in Master Plan for the uses for which it was converted. If specific
purpose is not mentioned in order granting permission to convert the nature of land, by
revenue authority, then development /construction in such land will be permissible with the
concurrence of the committee consisting of District Town Planner, Deputy Town Planner, Secretary
and Superintendent Engineer, Thrissur Municipal Corporation.
16.0 In plots which are already changed its nature to dry land in revenue records and
developments/constructions are already done as per rules, then addition or extension or
alteration or reconstruction are permissible with prevailing KMBR for the same use and FAR
as stipulated in Master Pan.
17.0 For the lands included in 150 m from outer boundary of Swaraj Road, ie, in Decongestion Core
zone, in addition to applicable rules and regulations of ASI if any for the area, FAR shall be
limited to 1.5 or as per KMBR whichever is minimum and height of building shall be
limited to 15m above GL with Kerala architecture building style with sloping roof and
covered with Mangalore tiles.
18.0 For the lands included in Core area except Decongestion Core zone, the FAR permissible is
limited to 3 or as per KMBR without additional fee, whichever is minimum.
19.0 For the lands included in Promotive Urban Development zone, the F A R permissible is as per
prevailing KMBR.
20.0 For the lands included in Urban Development zone, the F A R permissible is as per
prevailing KMBR.
21.0 Detailed projects are to be prepared by Thrissur Municipal Corporation for the area marked
in the proposed land use map as elegant city, as described in plan, applying planning tools
like land pooling etc.

22.0 Detailed plans are to be prepared for the junctions for developments mentioned in the
Master plan
23.0 Detailed Town Planning Schemes are to be prepared with detailed structural survey for
the roads to be widened with required road width even wider than mentioned in this Plan.
