NRA GUN SAFETY RULES
The fundamental NRA rules for safe gun handling are: ⚫ Alwayskeepthegunpointedinasafedirection. ⚫ Alwayskeepyourfingeroffthetriggeruntilreadytoshoot. ⚫ Alwayskeepthegununloadeduntilreadytouse.
When using or storing a gun, always follow these NRA rules: ⚫ Besurethegunissafetooperate. ⚫ Knowhowtosafelyusethegun. ⚫ Useonlythecorrectammunitionforyourgun. ⚫ Knowyourtargetandwhatisbeyond. ⚫ Weareyeandearprotectionasappropriate. ⚫ Neverusealcoholordrugsbeforeorwhileshooting. ⚫ Storegunssotheyarenotaccessibletounauthorizedpersons.
NRA ID Number isrequiredforclassificationpurposesinallNRASanctionedTournaments.ShouldacompetitornotbeanNRAmember,hewillbeassignedaspecialnumberwhichallowshisscorestobeenteredintothecomputer.
1. NRA COMPETITION1.0 NRA Competition - NRA Competition is a competition
which isauthorized inadvanceoffiringby theNRA.Theprogram,rangefacilitiesandofficialsmustcomplywithstandardsestablishedbytheNRA.ThetypesoftournamentswhicharesanctionedarelistedinRule1.6.
1.3 Rules -The local sponsor of each typeof competitionmustagreetoconducttheauthorizedcompetitionaccordingtoNRARules,exceptastheseruleshavebeenmodifiedbytheNRAintheGeneralRegulationsforthattypeofcompetition.
1.4 General Regulations - Thelocalsponsorofeachtypeofcom-petitionmustagreetocomplywiththeGeneralRegulationspublishedbytheNRAforthecompetitionconcerned.SeetheAppendixinthebackofthisrulebook.

1.5 Refusal or Withdrawal of NRA Authorization - TheNRAmay refuse to authorize or may withdraw its authorization for anycompetitionwhichcannot,ordoesnot,complywiththerequirementsforthatcompetition.
1.6 Types of Tournaments -Thetypesoftournamentslistedbe-lowarethosewhicharesanctionedbyNRAinitsCompetitiveShoot-ingprogram.
(c) National Championships - Organized by the NRA, and insomecases in conjunctionwith theCivilianMarksmanshipProgram(CMP),toformtheNationalMatches.TheOfficialsthereofareappointedbytheNRA,insomecircumstancesincooperationwiththeCMP.ThesewillbeRegisteredTourna-ments.
(e) State Championships -Annualtournamentsauthorizedand/orconductedbyStateRifleand/orPistolAssociationsaffili-atedwiththeNRA.SuchStateAssociationsmay,ifdesired,authorize local organizations to sponsor and conduct StateChampionships. In stateswhere there is noNRA affiliatedStateAssociation theNRAmayauthorizea localorganiza-tion to sponsor and conduct the State Championship. StateChampionshipswillbeRegisteredTournaments.
(f) Registered Tournaments -MaybeauthorizedbytheNRAaf-terapplicationhasbeenfiledbythelocalorganizationwhichwill act as sponsor. Application forms are available fromNRAonrequest.NationalRecordsmaybeestablishedonlyinRegisteredTournaments(seeRule17.1).
(i) Postal Matches - Organized by the NRA and publicizedthroughtheShooting Sports USAannouncementsand/orspe-cialmailings.APostalMatchorhomerangematchisacom-petitioninwhichentrantsfireseparatelyontheirhomerangesandexchangescoresorsubmittheirscoresand/ortargetstoNRAHeadquarterswhere scoresareevaluatedand ranked.ThefiringofPostalMatchscoresmustbewitnessed.
(j) Special Tournaments -MaybesanctionedbyNRAfortypesofshootingnototherwiseapartoftheNRAprogram.
(k) State and Senior Games -TournamentswhicharepartoftheState andSeniorGameprogram.Such tournaments arenotchargedfees,norwillanyscoresfiredbeusedforclassifica-tion.A simplified sanctioning proceduremay be used, andtheywillbelistedintheComing EventssectionofShooting Sports USAwiththeonlycontactbeingtheStateCoordinator.

1.7 Types of Matches
(a) Match - A complete event as indicated in the program fortheawardingofcertainspecificprizes.Amatchmayconsistofoneorof several stages. Itmay, in thecaseofaggregatematches,includethescoresfiredinseveralsubsidiarymatch-es.
(c) Open Match -Amatchopentoanyone,exceptthatifsostatedintheprogramanopenmatchmaybelimitedtooneoranycombinationofthefollowing.
(1) UnitedStatescitizens
(2) MembersoftheNationalRifleAssociationofAmerica
(d) Restricted Match -Amatchinwhichthecompetitionislimit-edtospecifiedgroups,i.e.,juniors,women,police,civilians,veterans, etc.; or to specified classes, i.e.,Master, Experts,Sharpshooters,Marksmen,etc.
(e) Classified Match -Amatchinwhichawardsaregiventothewinners and to the highest competitors in several specifiedclassessuchasMasters,Experts,Sharpshooters,Marksmen.TheclassificationofcompetitorsmaybeaccomplishedbytheNationalClassificationSystem(Sec.19)orbyothermeans.Theprogramforclassifiedmatchesmustspecifythegroupsorclassesinwhichawardswillbemade.
(f) Invitational Match -Amatchinwhichparticipantsarelimit-edtothosewhohavebeeninvitedtocompete.
(g) Squadded Individual Match -Amatch inwhich each com-petitorisassignedadefiniterelayandtargetbytheStatisticalOffice. Failure to report on the proper relay or firing pointforfeitstherighttofire.Allentriesmustbemadebeforefiringcommences in thatmatch, exceptwhenotherwise stated inthetournamentprogram.
(h) Unsquadded Individual Match -Amatchinwhichthecom-petitorisnotassignedadefiniterelayortargetbytheStatisti-calOffice.ThecompetitorreportstotheRangeOfficerwithinthetimelimitsspecifiedintheprogramandisthenassignedtoatargetandarelayinwhichtofire.
(i) Re-Entry Match -Amatchinwhichthecompetitorispermit-tedtofiremorethanonescoreforrecord;oneormoreofthehighestscoresbeingconsideredtodeterminetherelativerankofcompetitors.Thenumberofscoreswhichmaybefired,andthenumberofhigh scores tobe considered indeciding therelativerankofcompetitorsmustbespecifiedintheprogram.Scoresfiredinthesematchesshallnotbeusedforclassifica-tionpurposes.
(j) Squadded Team Match -Amatchinwhichtheteamsareas-signedadefinitetimetofire.Teamsmaybeassignedoneormoreadjacenttargets.Allentriesmustbemadebeforefiringcommences in thatmatch.Theentire teammust reportandfireasaunit.
(k) Unsquadded Team Match -Amatchinwhichtheteamsmayreporttothefiringlineatanytimewithinthelimitsspecifiedintheprogram,targetsbeingassignedbytheRangeOfficer.
(l) AggregateMatch -Anaggregateof the scores from twoormorematches.Thismaybeanaggregateofmatchstages,in-dividualmatches,teammatches,oranycombination,provid-edthetournamentprogramclearlystatesthematcheswhichwill comprise the aggregate. Entries in aggregate matchesmustbemadebeforethecompetitorcommencesfiringinanyofthematchesmakinguptheaggregatematch.
PUBLIC AFFAIRS Alltournamentsponsorsareurgedtogivespecialconsiderationtotheneedsofnewsmediapersonnelinordertoachievemaximumpub-licityforthecompetition.Publicnewsmediapersonnelrepresentingprintand/orbroadcastshouldbegiveneveryconsiderationandcoop-erationinkeepingwiththeproperconductofthecompetition.
2. ELIGIBILITY OF COMPETITORS Eligibility of Competitors - The conditions of a match shall pre-scribe the eligibility of competitors, team or individuals, in accor-dance with Rule 1.6 and/or the definitions contained in Section 2. Any limitation of eligibility to compete must be stated in the match pro-gram.
INDIVIDUALS
2.1 Members of the National Rifle Association - AnyindividualmemberincludingBenefactorsandPatrons,Endowment,Life,Annu-al,Associate,Non-ResidentandJuniormembers.
2.1.1 Non-U.S. Citizen - Non-U.S. citizensmay compete in anyNRASanctionedTournament,unlessfurtherrestrictionsareimposedbyconditionsstatedintheprogram.
2.2 Civilian -AnycivilianincludingallmembersoftheReserveOfficersTrainingCorps(ROTC,NROTCandAFROTC),personneloftheStateSecurityForces (e.g.,StateGuardorganizationshavingnofederalrecognition),retiredmembersofeachof theseveralservicescomprisingtheArmedForcesoftheUnitedStates,andmembersandformermembersentitled toreceivepay,retirementpay,retainerpayorequivalentpay,areclassifiedasciviliansexceptasnotedintheex-amplebelow.Allcompetitorswhoareenrolledasundergraduatesofanyoftheserviceacademieswillbeconsideredascivilians,andmaycompeteincollegiateandROTCcategories. Individuals of any Reserve or National Guard components who,duringthepresentcalendaryear,havenotcompetedasNationalGuard(2.5)orRegularService (2.6)orReserve component (2.7) andhavenotbeenprovidedServicesupportforcompetitionintheformoffire-arms,ammunition,paymentoftravelorotherexpenses,whollyorinpart,mayfireasciviliansandmaybeeligibletocompeteasJuniororCollegiate.Theprovisionoffirearmsandammunition for a specificcompetition (i.e.,NationalMatches),when such is available to bothmilitary and civilian competitors, is not consideredService supportunderthisrule.
Unlessspecificallyauthorizedtodosobythetournamentprogram,membersoftheregularArmy,Navy,AirForce,MarineCorps,CoastGuard; members of the reserve components on active duty; retiredpersonneloftheseveralservicescomprisingtheArmedForcesoftheUnitedStatesonactiveduty;orpolice(2.4)arenotpermittedtocom-peteascivilians.

2.2.1 Senior -Apersonmaycompete as aSeniorbeginningonJanuary1ofthecalendaryearinwhichhisorher60thbirthdayoccurs.
2.3.1 Intermediate Junior -A Juniormay also compete as anIntermediateJuniorfromJanuary1ofthecalendaryearinwhichhisorher15thbirthdayoccursthroughDecember31ofthecalendaryearinwhichhisorher17thbirthdayoccurs.
2.3.2 Sub-Junior -A Juniormay also compete as a Sub-JuniorthroughDecember 31 of the calendar year inwhich his or her 14thbirthdayoccurs.
(d) Officers who qualify under sections (a) and (b) may, afterretirement and if receiving retirement benefits, may entercompetition covered by these rules. Such retirees who areemployedafterretirementinanyagencywhichqualifiesforentryinNRASanctionedcompetitionasapoliceagencymaynotcompeteasaretiredofficer,butmaycompeteasamemberoftheorganizationinwhichheisatpresentserving.
2.5 National Guard - Federally recognized officers or enlistedmembersoftheArmyNationalGuard,theAirNationalGuard,ortheNavalMilitiaoftheseveralstates,territories,theDistrictofColumbia,ortheCommonwealthofPuertoRico,whoarenotonextendedactive
2.6 Regular Service -OfficersorenlistedpersonsoftheRegularUnitedStatesArmy,Navy,AirForce,MarineCorps,CoastGuard,andmembersofreservecomponentsthereof,whoareonextendedactiveduty;providedtheterm“reservecomponents”shallincludeArmyNa-tionalGuardandAirNationalGuardcalled intofederalserviceandwhile insuchstatusareeligible tocompeteasJuniorsand/orColle-giate,ifotherwisequalified.
• 2.6.1 Military Veteran -Formermilitarypersonnel,otherthanactivedutyorreserve,inpossessionofanyoneofthefollowingdoc-uments,FormDD214,retiredmilitaryidentificationcardormember-shipinaveteran’sorganizationareallowedtocompete.
2.8 College -Regularlyenrolledundergraduatestudentswhocar-ry12ormoresemesterhoursor theequivalent inanaccreditedtwoor fouryearcollegiate level institutionandwhohavenot receivedaBachelor’sDegree.Eligibilitytocompeteasacollegianshallextendforamaximumoffouryearswithinafiveyearperiodbeginningwhenastudentfirstattendsanyclassasafull-time(12ormorecredithours)student.Thefiveyearperiodmayonlybeinterruptedbyextendedmil-itaryservice.(60consecutivedaysormore),servicewitharecognizedforeign aid agency of the U.S. Government or certified missionaryservice.
2.9 School -Regularlyenrolledundergraduatestudentsofanypri-mary or secondary school,who complywith the eligibility rules oftheirinstitutions.
2.9.1 Military Scholastic -isaJuniorwhoisanactivememberofahighschoolJROTCunitorenrolledinamilitaryhighschool.
TEAMS
2.10 Team Representation - No competitor may fire onmorethanoneteaminanyonematch.
Note: Entries will not be accepted from “pickup” teams (teams whose members are selected without regards to club or other or-ganizational affiliation) unless the program specifically provides for such eligibility. Pick-up teams are not eligible for National Re-cords.
Team membership may not change between aggregate and fired matches (See Rule 17.4)
• 2.11 Club Teams -Allteammembers, includingteamcaptainandcoach,musthavebeenactivefully-paidmembersoftheclubwhichtheteamrepresentsforaperiodofatleast30daysimmediatelypriortothecompetition.TheclubmaybeaffiliatedwithNRA.Sspecificallyallowedbyconditionsoftheprogram,apersonwhoisnotaclubmem-bermayserveasanon-firingcoachofsucha team.Thereare threetypesofteamsallowedinthisrule:
(b) OpenClubTeams-OpenClubTeamsmustbecomposedofmembersallofwhomarenotnecessarilylegalresidentsinthesamestate,territoryorprovince.Thisdefinitionisintendedto includemembersofMilitaryVeteransTeams. (A singleclubcouldhavemorethanoneteam,oneofwhichcouldbeaLocalClubandanotheranOpenClubTeam).
To be eligible to compete on aMilitary Veteran team, thecompetitormust be registered in the tournament as aMili-taryVeteran.MembersoftheMilitaryVeteranteamarenotrequiredtohaveservedinthesamebranchofservice;MarineCorp,Navy,Army,AirForce,andCoastGuard.MilitaryVet-eranteamswillcompeteinthe“OpenClub”category(Rule2.11(b)).
• 2.11.1 Business/Industry Teams -All members, includingTeamCaptainandCoach,musthavebeenmembersof thebusiness/industryteamtheyrepresentforaperiodofatleast30daysimmedi-atelypriortothecompetition.IndividualmembersofsuchteamsarenotrequiredtobeNRAmembers.
2.12 State Association - TeamMembersofsuchteamsmustbebonafide residents of the state represented and individualmembersoftheStateRifleand/orPistolAssociationrepresented,ifsuchStateAssociationprovidesforindividualmembership,orbemembersofarifleand/orpistolclubwhich isaffiliatedand ingoodstandingwiththeStateAssociationconcernedatthetimeofthecompetition.StateAssociationTeamspermitted toenter thecompetitionconcernedbythetournamentprogramconditionsmustbeauthorizedandaccreditedby theStateAssociation for that tournament.Authorizationshallbesigned by the StateAssociation President,Vice President or Secre-tary.SuchStateAssociationsmustbeaffiliatedandingoodstandingwiththeNRAatthetimeofthecompetition.Ifspecificallyallowedbyconditionsof theprogram,apersonnotaStateAssociationmembermayserveasthecoachofaStateAssociationTeam.Hemaynotbeafiringmember.
Note: Teams representing State Associations, Leagues and Other Associations (composed of more than one club) are not club teams. Such teams may enter NRA Sanctioned matches only when the program specifically authorizes such entry.
2.13 Regular Service, National Guard or Armed Forces Re-serve Teams -Membersofsuchteamsmusthavebeencommissionedorenlistedmembersoftheirrespectiveserviceforacontinuousperiodofatleast30daysimmediatelyprecedingthedayofthecompetition.Members ofRegularArmedForceswill not fire onReserve teams.Teamsmustbeofthesameservicecomponent,exceptincasesspec-ified in theMatchProgramandArmyNationalGuard,AirNationalGuardandNavalMilitiapersonnelwhomaybecombinedintoasingleteam.
• 2.13.1 Military Veteran Teams -Formermilitarypersonnel,includingTeamCaptainsandfiringCoach,otherthanactivedutyorreserve, inpossessionofanyoneof the followingdocuments,Form
2.14 Police Teams -Members of such teamsmust be from thesameagency,regularorreserve,andinactiveserviceforacontinuousperiodofatleast30daysimmediatelyprecedingthedayofcompeti-tion.
2.15 Civilian Club Teams -FiringandalternatemembersofsuchteamsmustcomplywithRules2.2and2.11.
2.16 College Teams -FiringandalternatemembersofsuchteamsmustcomplywithRules2.8and2.11andbestudentsatthesamein-stitution.
2.17 School Teams -FiringandalternatemembersofsuchteamsmustcomplywithRules2.9and2.11andbestudentsatthesamein-stitution.
2.17.1 Military Scholastic Team -FiringandalternatemembersofsuchteamsmustcomplywithRule2.9.1and2.1.
2.18 Junior Club Teams -FiringandalternatemembersofsuchteamsmustcomplywithRules2.3and2.11.
3. Equipment and AmmunitionThis section defines authorized equipment. Where alternative types of equipment are shown, the least restrictive conditions apply unless the tournament program sets forth limitations.
Note: The butt plate may be offset to the left or the right of the
neutral position, but only parallel to the butt’s center line. A butt plate may be offset or turned, but never offset and turned. A factory made butt plate, which is turned, may not be offset too.
(e) Thumbhole, thumb rest, palm rest, heel rests (Rule 3.14.2)andspiritlevelareprohibited.Ifastockislessthanthemax-imumalloweddimension,itmaybebroughtuptothedimen-
(h) Exteriorweights,bipodorattachedriflerestareprohibited.Only concentric barrelweights andweights attached to theforend,which do not exceed the dimensions of the forend,andalsoconformtoitsexistingshapearepermitted.Barrelweightswhicharecutawaytoaccommodate thefrontsightarepermitted.The same rifle including stockmustbeusedinallpositionswithoutchange.Theriflemaynotberemovedfromthefiringpointduringthecourseoffireexceptwithper-missionofrangeofficials.Handstop/Slingswivelisprohibit-edinthestandingposition.
(i) Materials that give increased gripmay not be added to theforend,pistolgrip,buttplateorlowerpartofthestock.

3.5 NRA High Power Rifle - AriflemeetingNRAHighPowerRifleRules3.3or3.4maybesubstitutedforthe300MeterStandardRifledescribedabove.NationalRecordsmayNOTbeestablishedus-ingthisrule.
Note:Ifaconcentricbarrelweightismanufacturedwithacutoutforthefrontsightsupportand/ortunnel,thisweightmaybeusedbehind the front sight if thisbarrelweight remainsunchanged.
(j) The total length of the air rifle systemmeasured from theback-endofthemechanismoraircylindertotheforemostendofthesystem,includinganyextension,(whetheritisattachedtothebarrelornot)maynotexceed850mm(~33½inches).Theextensiontubemustnotbeperforated.
Sideblindersattachedtothehat,cap,shootingglasses,ortoaheadband,notexceeding40mm(1½inches)deepareper-mitted (SeeA).Theseblindersmustnotextend further for-wardthantoalinefromthecenteroftheforehead.Apiecetocoverthenon-aimingeyenotlargerthan30mm(1¼inches)wideispermitted.(SeeB)
(f) Optional - At the tournament sponsors option, a rear sightwithalensorsystemoflensesnotcontaininganaimingref-erenceorreticleatthefocalplaneofanysuchlensorsystem
3.10.1 Thick Mats -Onethickmatforproneandkneelingshoot-ingofcompressiblematerialmaybeusedprovideditisnotconstructedor used in amanner to provide artificial rest or support.Maximumdimensionsare50X75cmX5cm(~19¾X~29½inchesX~2inches)thickandwhencompressedmustmeasurenotlessthan1cm(~½inch).
3.11 Clothing Regulations - General - All shooting clothingmustbemadeofsoft,flexibleandpliablematerialwhichdoesnotma-teriallychangeitsphysicalcharacteristicsundercommonlyacceptedconditions in the shooting sport.All lining,padding, and reinforce-mentsmustmeetthesamespecifications.Liningandpaddingmaynotbe quilted or cross-stitched, glued or otherwise affixed to the outerlayerotherthanatnormaltailoringpoints.Allliningorpaddingmustbemeasuredasapartof theclothing.Theuseofanyspecialdevic-es,meansorgarmentswhichsupportorimmobilizetheshooterslegs,bodyorarmsmorethannormaleverydayclothingisprohibited.Anyzippersprohibitedbythefollowingrulesarepermittedifmadesecure(unabletobefurtheropenedorclosed).Onlyonejacket,onepairofshootingtrousersandonepairofshootingshoesmaybeusedbyeachshooterforallrifleeventsinatournament.Thisdoesnotpreventtheshooterusingordinarytrousersornormalathletictypetrainingshoesinanyeventorposition.
The Measuring Device - Thedeviceusedtomeasurethethick-nessofallclothingandshoesshallbecapableofmeasuringone-tenthofamillimeter.Measurementswillbetakenwitha5kilo(11lbs3oz)weightapplied.Thedeviceshallhavetworoundflatsurfaceseach3cm(1¼inches)indiameterfacingeachother.

3.11.1 Clothing Specifications
(a) The Shooting Jacket
(1) Thebodyandsleevesofthejacket,includingthelining,maynotexceed2.5mm(~⅛ inch) in single thicknessand5mm (~¼ inch) in double thickness at anypointwhereflat surfacesmaybemeasured.The jacketmaynotbelongerthanthebottomoftheballedfist.Aninter-changeablebackpaneltogiveventilationispermitted.Thefasteningsofthispanelmustbesuchthattheydonot stiffen the jacketorgiveadditional support to theshooter.Eachremovablebackpanelmustbeapprovedby equipment control. All panels must be the samewidthandlength(SeeB).
(2) Closureof the jacketmaybeonlybyanon-adjustablemeans. The jacketmay not overlapmore than 10 cm(~4 inches) from the edgeof the jacket to the closure(SeeA).Thejacketmusthanglooselyonthebodyofthewearer,andtodeterminethis,thejacketmustbecapa-bleofbeingoverlappedbeyondthenormalclosurebyatleast7cm(~2¾inches).(The7cmaremeasuredfromthecenterofthebuttontotheoutsideedgeofthebuttonhole.SeeB)Themeasurementwill be takenwith thearmsattheside.
Note: The construction of the back panel may include more than one piece of material, including a band or strip on which the shooters name or nation may be af-fixed, provided that this construction does not material-ly stiffen or reduce the flexibility of the jacket. All parts of the back panel must comply with the thickness limit of 2.5 mm (~⅛ inch) when measured over a flat surface.

(2) Trousersmay not be higher on the body than 50mm (~2 inches)above thecrestof thehipbone.Alldraw-strings, zippers, or fasteners to tighten the trousersaroundthelegs,waistorhipsareprohibited.Anormalwaistbeltnotmorethan40mm(~1½inches)wide,3mm(~⅛inch)thickorelasticsuspendersmaybeworn.Ifabeltisworninthestandingposition,thebuckleor
fasteningmust not be used to support the left armorelbow.Ifthetrousershaveawaistband,itmaynotbemorethan70mm(2¾inches)wideandmaybeclosedbyonehookandupto5eyes,upto5pointsadjustablesnapfasteners,buttons,orvelcro.Onlyonetypeofclo-sureispermitted.(Avelcroclosurecombinedwithanyotherclosureisprohibited.)
(3) Zippers, buttons, velcro, or similar typesof fasteners,maybeusedinthetrousersonlyinthefollowingplaces:

(1) Allclothingundertheshootingjacketmaynotbethick-erthan2.5mm(~⅛inch)singleor5mm(¼inch)dou-bled.Thesameappliestoallclothingwornundershoot-ing trousers.Only normal personal undergarments ortrainingclothingthatdonotstabilize theshootermaybewornundertheshootingtrousers.Trainingclothingworn under the shooting trousers includes such gar-mentsasatracksuit,butnotordinarytrousers, jeans,etc.
(2) Anyotherundergarmentsareprohibited.
(f) Reinforcements and Padding -Jacketsandtrousersmeetingthe requirements in paragraphs (a) and (b) above,may addreinforcementpatchesonlytotheoutsidesurfacesaccordingtothefollowinglimitations:
(1) Maximum thickness, including jacketmaterial andalllinings10mm(~½inch)singlethicknessor20mm(~¾inch)doubled.
(2) Reinforcementsmay be added on both elbows to onehalf (½) the circumference of the sleeve.On the armwhich holds the sling, the reinforcement may extendfromtheupperarmtoapoint10cm(~4inches)fromtheendofthesleeve.Thereinforcementsontheoppo-sitearmmayhaveamaximumlengthof30cm(11¾inches).
(5) All inside pockets are prohibited. Only one externalpocketispermitted,locatedontherightfrontside(leftside for left-handed shooters) of the jacket.This is to say that all other pockets in jackets and all pockets in trousers are prohibited.

3.13 Slings - Maximumslingwidthis40mm(~1½inches).Itmaybewornonlyovertheupperpartoftheleftarm(rightarmforleft-handshooter)andfromtherebeconnectedtotheforendoftheriflestock.Slingmaypassalongonesideofthehandorwristonly.Nopartoftheslingundertensionmaytouchtheriflestockexceptattheslingswivelorhandstop. Loose, excess sling material not involved in supporting the rifle may make incidental contact with the stock if not arranged to cause artificial support.
3.16.1 Compensators and Muzzle Brakes - Theuseofcompen-sators andmuzzle brakes is prohibited.Barrels and extension tubesmustnotbeperforatedinanyway.Anyconstructionordeviceinsidethebarrelortubes,otherthanriflingandchamberingforthecartridgeorpellet,isprohibited.
(b) Air Rifle Ammunition -Maximumcaliber4.5mm(177cal.)anytypeorform.Steelprojectilesareprohibited.

(c) Free and 300 Meter Standard Rifle Ammunition - Ammuni-tionofanydescription,maximumcaliber8mm(32cal.),thatmaybefiredwithoutdangertocompetitorsorrangeperson-nel.Tracer,armorpiercing,orincendiaryammunitionispro-hibited.
3.18 General - All devices or equipment which may facilitateshootingandwhicharenotmentionedintheserules,orwhicharecon-trarytothespiritoftheserulesandregulations,areforbidden.Eachcompetitorisresponsibleforusingequipmentthatcomplieswiththese rules. The shooter is responsible for submitting questionableequipmenttotournamentofficialspriortothestartofthecompetition(seeRules9.8and9.30(h)).
3.20 Ear Protection -Allcompetitorsandotherpersonnelintheimmediate vicinity of the range complex are urged towear hearingprotectiondevices.Onlysoundreducingdevicesmaybewornbycom-petitorsforwardofthereadylineduringfiring.
Competitors should be aware that match sponsors (and/or ranges) may require that all competitors wear eye and ear protec-tion while attending a match on their range.
3.21 Empty Chamber Indicator (ECI) - A smallboreECI isrequiredinallsmallboreriflecompetitionstoindicatethatthecham-berisempty.Anysubstituteindicatormaybeusedaslongasithasaprobeintotheemptychamber,hasaflagattachedandisabrightcolor.
As an alternative to using the official paper targets, the use of elec-tronic scoring targets that use the dimensions listed in this section is authorized for all NRA International Rifle competitions. Any electronic targets used should be commercially manufactured to close toleranc-es and a high degree of reliability so the scoring using these targets accurately duplicates, or exceeds the scoring accuracy that would be achieved using paper targets.
(Companies currently (October 2012) producing such targets include, but are not limited to: Megalink, Meyton, Polytronic and Sius Ascor.)

The following official targets are permitted:
4.2 NRA Target AR 5/1 (single bullseye), AR 5/5 (5 bull-seyes), AR 5/10 (12 bullseye) - InternationalAirRifle targets forfiringat10meters(33feet).Thescoringrings4through9areblack.
4.9 Target Paper - Thetargetpapermustbeofanon-reflectingcolor andmaterial so that theblackbullseye (center) is clearlyvisi-bleunderallnormallightconditionsattheappropriatedistances.Thetargetcardandprintingmustretaindimensionalaccuracywithoutdis-tortion under allweather and climate conditions. The cardmaterialmustregisterallshotholeswithoutexcessivetearingwhenthebulletpassesthrough.
5. POSITIONS Positions - The positions for use in a match shall be stated in the program under conditions of the match and shall be in accord with the definitions of positions prescribed in this section.
5.1 The Ground -Allreferencesto“theground”inthefollowingpositionrulesaretobeconstruedasapplyingtosurfaceofthefiringpoint,floor,orsuchshootingmatsorplatformsasarecustomarilyusedonshootingranges.
5.2 Artificial Support - Any supporting surface except thegroundnotspecificallyauthorizedforuseintherulesforthepositionprescribed.Diggingoruseofelboworheelholesatthefiringpointsortheuseofdepressionswhichformartificialsupportfortheelbows,arms,orlegsisprohibited.Useofartificialsupportisprohibitedexceptasindividuallyauthorizedforaphysicallyhandicappedshooter.
5.6 Prone -Theshootermaylieonthebaresurfaceofthefiringpoint or hemay use amat. The thickmatmay also be used to restthe elbows. The bodywill be extended on the firing pointwith theheadtowardthetarget.Theriflewillbesupportedbybothhandsandone shoulder only. The cheekmay be placed against the rifle stockin thesightingposition.Theriflemaybesupportedby theslingbuttheforendbehindthelefthandmustnottouchtheshootingjacketorrest on the sling or its attachments. The riflemay not touch or restagainst any other point or object. Both forearms and sleeves of theshootingjacketmustbeclearlyandvisiblyraisedfromthesurfaceofthefiringpoint.Theshooter’sforwardforearmmaynotformanangle
5.10 Kneeling -Theshooterwilltouchthegroundwiththetoeoftherightfoot,therightkneeandtheleftfootonly.Therifleshallbeheldinthesamewayaswhenshootingintheproneposition,i.e.,withbothhandsandtherightshoulder.Theleftelbowshallbesupportedontheleftknee.Thepointoftheelbowmaynotbemorethan10cm(~4inches)overor15cm(~6inches)behindthepointoftheknee.Theriflemaybesupportedbythesling,buttheforendbehindthelefthandmustnot touch the shooting jacketor reston the slingor its attach-ments.Ifthekneelingrollisplacedundertheinstepoftherightfoot,thefootmaynotbeturnedatanangleofmorethan45degrees.Ifthekneelingrollisnotused,thefootmaybepositionedatanyangle,toincludeplacingthesideofthefootandthelowerlegincontactwiththeground.Noportionoftheupperlegorbuttockmaytouchthegroundatanypoint.Theshootermaykneelcompletelyon thegroundclothand/orthickmat(Rules3.10and 3.10.1) or he may onlyhaveoneortwoofthethreepointsofcontact(toe,knee,foot) on the ground clothand/or thick mat. Only thetrousers and underclothingmay be worn between theshooter’s seat and his heel.The jacket or other articlesmay not be placed betweenthesetwopointsorundertherightknee.Asmallpadmaybe placed under the rightknee.(Lefthandedshootersreversethesedescriptions.)
5.12 Standing - The shooter shallstandfreewithbothfeetonthegroundorathinmatwithoutanyothersupport.Therifleshallbeheldwithbothhands and theshoulder(upperrightchest)ortheupperarmneartheshoulder, thecheek and the part of the chestnext to the right shoulder.How-evertheriflemustnotbesupport-edby the jacketorchestbeyondtheareaoftherightshoulderandright chest. The left upper armand elbowmay be supported onthe chest or on the hip. In thefreerifleevents,apalmrestmaybeusedinthisposition.Theuseof the sling is prohibited for allrifles. (Left handed shooters re-versethesedescriptions.)

6. RANGE STANDARDS6.1 Firing Line -Therangeforriflecompetitionsshallhavealine
Theshootingstationmaybeconstructedsothattheshootersareadequatelyshelteredfromrain,sunandwind.Thispro-tectionandtheconstructionofthestationshallbesuchthatnoobviousadvantageisgiventoanyfiringpointorpartoftherange.Thefiringpointfortheshootershouldnotbelessthan160cm(~63inches)wideX250cm(~98½inches)longwhencombinedwith300m(~328¼yards)range(Rule6.2(c)).Ifthestationisparticularlyexposedtowind,necessaryprotec-tionfortheshootermaybeprovidedbymeansofscreens.Ifitisnecessarytoconstructscreenstoprotecttheshooterfromthewind, they shouldextendat least50cm (~19¾ inches)forwardofthefrontedgeoftheplatformandshouldbeofaminimumlengthof1.5m(~5feet)X2m(~6½feet)high.Ifscreensareprovided they shouldbe installedbetweeneachtwofiring points as aminimum. In order to enable a largenumber of shooters to participate in smallbore events, thewidthofthefiringpositionfortheshootermaybereducedto1.25m(~4feet).
(b) 10MeterRange
(1) The firing station for the shooter in standing positionmustbeatleast1mwide.(~39½inches)
(2) Normally,thesizeofthefiringpositionshallnotbelessthan160cm(~63inches)widex250cm(~98½inch-es)long.Thewidthofthespacewhenfiringscreensareprovidedmaybe reducedonly if thedividing screensaresoconstructedthattheshooterinpronepositioncanputhisleftleginhisneighbor’sfiringpointwithoutdis-turbinghim.Provisionmustbemadeforshootersfiringfromtheleftshoulder.
(3) If it is foundnecessary toconstructscreens toprotecttheshooterfromthewind,thescreenshouldextendatleast50cm(~19¾inches)forwardofthefrontedgeoftheplatformwithaminimumlengthof1.5m(~5feet)to2.5m(~8¼feet)totherearand2m(~6½feet)high.Screens should be installed between each two firingpointsasaminimum.
6.2.1 Shooting Ranges, Specific
(a) 50 Meters/Yards - The shooting range may be built withmarkingpitoperatedtargets,atargetcarriersystemorfixedtargetsmayalsobeused.Inthecaseoffixedtargets,particu-larattentionmustbepaidtothesafetyofthestaffwhomustchangethetargetswithoutprotectivecover.Theheightofthe
(b) 10 Meters/33 Feet-Theshootingrangemaybeequippedwithtarget carriers.Simpler rangesmayalsobebuiltwithfixedtargets, providing safety is observed in every respect. Therangesmaybeconstructedeitherintheopenairorindoors.Targetheightmaybeadjustabletotakeintoaccountdifferentshooter sizes (ISSF) height is 1.4m (~55⅛ inches) plus orminus.05m(~2inches).Targetheightforotherpositionmaybeadjustable.Horizontal(lateral)deviationfromanangleof90degreesmaynotexceed .25m(~9¾ inches).Electronicscoringtargetsinstalledtothesespecificationsarepermitted.
(c) 300 Meters/300 Yards/200 Yards - Any target systemmaybepermittedaslongasitguaranteesthenecessarydegreeofsafetyandtheaccurateandrapidscoringofthecompetitiontargets.Theoptimumheightofthecenterofthetarget,mea-suredfromtheleveloftheshootingstation,is3m(~9¾feet).Avariationofplusorminus4m(~13feet)fromtheoptimumheightisallowable.Eachfiringpointmustbewithin6m(~19¾feet)horizontally(laterally)fromalineat90degreestothetarget.Electronicscoringtargetsinstalledtothesespecifica-tionsarepermitted.
(b) Backing targetswill be used inRegisteredTournaments at50yd/50mwheremultipletargetsareusedonfixedframes.Distancebetweenrecordtargetsandbackingtargetswillbeapproximately7inches.
(c) Backing targetsmay be used in air rifle if specified in theprogram.
(d) The backing targets shall be made of cardboard or strongpaper,or tagboardandmustbeof sufficient size to registerallbulletsfiredfromthecorrespondingfiringpoint.Backingtargetsshallhavethesameidentificationnumbersasthecor-respondingcompetitiontargets,andbechangedatthesametimeastherecordtargets.
Each range should establish a cross-fire gauge for their range.
6.8 Target Equipment - The targets (within a group or range)shall all be placed at the same height, each target corresponding toonefiringpoint.Thetargetsystemmustensurethenecessarydegreeofsafety,andaccuratecontroloftiming,andtheefficientscoringandchangingof the targets.The targets shallbefixed insuchamannerthat,eveninhighwinds,theirvisiblemovementisnotdistractingtothe competitors. Note: 10m and 50 ft targetsmay be adjusted forheightwithinRule6.2.1.
6.9 Wind Flags -Awindflagisastripofclothaffixedtothetopofastakewhichisatapproximatelytargetheight.Personalwindflagsorgaugesorinstrumentsareprohibited.Windflagswillbeplacedasclose to thepathof thebullet’sflight aspractical,on the imaginaryfiringlinesasdesignatedbelow,withoutinterferingwiththebullet’sflightortheshooter’sviewofthetargetwhileheaims.
(b) 10 Meters/33 Feet: On outdoor ranges, wind flags will beerectedbetweenthefiringlanesofatleasteveryfourthposi-tionatapproximately5meters(~16½feet).Theflagswillbe5cm(~2inches)x40cm(15¾inches)andmadeofacottonmaterialweighingapproximately150g(~5¼oz)persquaremeter.
(c) 50 Meters/50 Yards:Windflagswillbeerectedbetweenthefiring lanes of each position at approximately 10m (~32¾feet)and30m(~98½feet)ontheshooterssideofanybaffledsupport.Theflagswillbeapproximately5cm(~2inches)x40cm(~15¾inches)andmadeofacottonmaterialweighingapproximately150g(~5¼oz)persquaremeterthatwillin-dicateallairmovementsanticipatedontherange.Thesewindflags do not eliminate local requirements for range safetyflags.
(e) In3x20matcheswhereautomatictargetcarriersareusedandthecompetitorisgivenblocktime,insufficientshotswithinastagewillbescoredazero.ExcessiveshotswithinastagewillbedealtwithaccordingtoRule14.10(a).(Ifashooterrunsoutoftargetswithinastagebeforehethinksheshould,heshouldrequest additional record targets tofinish the stage andnotcarrythroughtheshotsfromonestagetoanother.)
Dry firing means the release of the cocked trigger mech-anism of an unloaded rifle or the release of the trigger mechanism of a gun fitted with a device which enables the trigger to be operated without discharging the gun.
(c) TimeLimits - Shooting time including sighting shots is 90minutes. If targets must be changed between positions thetimelimitwillbeasfollows:Prone -20minutesStanding -40minutesKneeling -30minutes
(d) When targetcarriersareused,anadditional3minuteswillbe allowed for each changeof target(s) required during thecourse.
(b) Reporting to the range for Finals: Shooters must report totheappropriateRangeOfficialorJury20minutesbeforethescheduledbeginningoftheFinalsevent.
(c) PreparationTimeandPresentationofFinalists:Thethree(3)minutespreparationtimestartswiththecommand,PREPA-RATION BEGINS NOW.The shooterswill be introducedto the spectators during the preparation time and if neces-sarythefirstminutesofthesightingtime.Beforeandduringpreparationperiodshootersmayhandle their rifles,dryfireandcarryoutholdingandaimingexercisesontheirassignedfiringpoints.
(d) SightingTime:AttheendofthepreparationtimetheRangeOfficer will announce, SIGHTING TIME START. Sev-en(7)minuteswillbeallowedforunlimitedsightingshots.Thirty (30) seconds before the endof the sighting time therangeofficerwillannounce,30 SECONDS.Attheendofthe7minutestheRangeOfficerwillannounce,STOP.
(e) StartTime:Thestartingtimeforeachfinaleventshouldbeprinted in the official shooting program or announced byMatchDirector’sBulletin.Thestartingtimebeginswiththecommand,LOAD,forthefirstcompetitionshot.
(2) Thescoringofthefinalswillbeconducted,iftechnical-lypossible,withtargetreadingmachineswhichclassifyeach ring in ten sections (such as 8.1, 8.2, etc., up tothemaximumof10.9).Shotswhichcannotbeclassifiedbytargetreadingmachineswillbescoredbyhand,byjurymemberswith ISSF/NRA approved instruments. Finals scores will not be used for classification.

(b) Upon issuing awarning, deduction, or disqualification, thefiring line officer will notify the competitor involved, thechiefrangeofficerandtheclassificationofficer.
(b) Changes in time limitsmusts be stated in tournament pro-gram. It is recommended that the competitors be given aminimumof15additionalminutesforeachpositionchangebut innocasewill less than5minutesbeallowed foreachpositionchange.Inmatchesatmorethanonerangeorstagewhenfiringmustceasetochangetargetsorstages,timemaynotbeaccumulatedatonerangeorstageandusedatanotherrangeorstage.Timeforeachrangeorstagemaybeallottedseparately,orblocktimemaybeusedasspecifiedinSection7.
8.4 Passage of Time
(a) TheRangeOfficerand/or Jurymust inform the shootersoftimeremainingatten(10)andfive(5)minutesbeforetheendoftheshootingtime.
(b) Shots which are fired after the end of the official shootingtime,orwhicharenotshotatall,shallberegisteredasmisses,unless the Jury,Referee,or theRangeOfficershaveautho-rizedtheshooterextratime.
(c) AnyextensionoftimewhichisallowedbytheJury,Referee,orRangeOfficerswillbeclearlymarkedontherecordkeep-er’s(scorer’s)cardwiththereasonstatedandonalargercardorchalkboardclearlyvisibletotheshooterinvolved.IfthereisnorecordkeeperorscorertheRangeOfficerwillrecordtheadditional time allowedand the reason andwill inform theshooterinvolved.
(b) 300MeterStandardRifleandAirRifle-Nocompetitorwillchangehisrifleorthestockofhisrifleduringthefiringofanysingleormultiplestagematch(exceptinaggregatematches),unlessithasbecomedisabledandhasbeensodesignatedbythe Jury/Referee. The competitormay adjust the butt plateand/oradjustsightsforwindageandelevationoritseyepieceatanytimeduringthecompetition.Theshootermayalsoad-just his/her hand stop and change front sight inserts at anytime during the competition. For the purpose of this rulethefiringofamatchisconsideredtohavestartedwhenthecompetitorhasfiredhisfirstrecordshot.Claimthatarifleisdisabledmustbemadeimmediately.Allshotsfireduptothetimethattheclaimismadewillstandaspartoftheofficialscore.
9.1.1 Changing of Compressed Air or CO2 Cylinders - Foranyreason,cylindersmustbechangedbehindthereadyline.

9.2 Sighting Shots
(a) SightingShots(unlimitedinnumber)mayonlybefiredbeforegoing for record in each stage,matchorposition.Once thefirstrecordshotinapositionhasbeenfired,nofurthersight-ingshotsareallowedunlesspermittedbytheJury.
(b) Ifashootermustceasefireforlongerthanthree(3)minutes,due tonofaultofhisown,hemaydemandextraandequaltime. If the interruption is longer thanfive (5)minutes, theshooterhas the right tounlimitedadditional sighting shots.Ifatargetchangerequirestheshootertomoveawayfromthefiringpointorgetoutofpositiontheshooterhastherighttounlimitedadditionalsightingshots.
9.2.1 Marking of Sighting Target - Thesightingtargetmustbeclearlymarked,normally,bymeansofablackstripeintheupperrightcornerwhichcanbeclearlyseenwiththenakedeye.Duringcompe-titionwheredoubletargetframesareusedabroadblackbandwillbehungoverthefaceofthetargetwhichisnotinuseorthetargetnotinusemustberemoved.
9.2.2 Misplaced Sighting Shots -Whenamultiplebullseyetar-get (withsightingbullseye) isused,and theshooter inhisfirstfiredshot of the target (sighting bullseye)misses the scoring area of thesightingbullseyeorhitsbelowtheguardlineorringwhenprintedontargets,theshootershall:haltfiring,callaRangeOfficialorReferee,havetheofficialverifythattheshotisnotinthesightingbullseye.TheOfficial shall record this factand theshootershallcommencefiringatthesightingbullagain.TheRangeOfficerwillcontinuetoobserveuntiltheshooter’sshothitsthescoringareaofthesightingbullseye.Atthispoint,theofficialwillverifyallpreviousshotsassightingshots(theywillnotbescoredasmisses)andtheshooterwillcontinuefiringthematchundertherulesofthematch.Noextratimewillbeallowedfortheprocedureabove.Additionalshotsoutsidethescoringringswillbescoredasrecordshots.Allpenaltiesusedinscoringshallbeinforceafter thefirst shot that strikes the sightingbullseye.Thisproceduremayonlybeusedwhenthereisoneshotholeinthetargetcard.
ThefollowingprocedurewillbefollowedwhenfiringontheNRA/USAS-50targetifthefirstsightingshothitsoutsideadistancemea-sured three-eighths inch from the outside scoring ring of the twosightingbullseyes to thenearedgeof thebullethole (or theoutsideoftheprintedguardringwhenprinted).Additionalshotsoutsidethisdistance(ortheprintedguardring)afterthefirstshothitsthescoringringswillbescoredasrecordshots.Sightingshotsnot touching thescoringringsbutinsidetheabovemeasureddistance(orprintedguardring)willnotinvolveapenaltyorspecialprocedure.
For sighting shots misplaced onto the target of another com-petitor, see 14.7.
(b) Has suffered damage so that it cannot be fired or will notfunctionproperly.
(c) Hassufferedthelossofasightordamagetothesights.Sightsimproperlyadjusteddonotconstituteadisabledrifle.ArifleoncedeclareddisabledbytheJury/Refereeshallnotbeusedagainforcompetitionfiringuntilthedefecthasbeencorrect-edand the riflehasbeen ruledas safeby the Jury/Referee.(ForprocedureincaseofadisabledrifleseeRule10.9.)
9.6 Malfunction -Failureoftherifletofunctionproperlyduetomechanical defects or to defective ammunition. Functional failuresduetoimpropermanualoperationarenottobeconsideredasmalfunc-tions.(ForprocedureincaseofamalfunctionseeRule10.9.)Note:Runningoutofair/CO2inthemiddleofastagedoesnotconsti-tuteadisabledrifleormalfunction.Noadditionaltimewillbegiventorestoretherifletoshootingcondition.Lowairpressureintheriflecausedbyadamagedsealorleakswillbeconsideredamalfunctionoradisabledgun.Iftheshooterthinkshisgunhasmalfunctioned,hemustinformtheChiefRangeOfficerwhowillmakeadecisionontherifle.All shots, up to thepoint of declarationof themalfunctioningrifle,willcount.
9.8 Examination of Equipment -Theshooterisresponsibleforusingequipmentthatcomplieswiththeserules.Thetournamentoffi-cialsmayspotcheckashooter’sequipmentatanytime.Theshooteris responsible for submitting questionable equipment to tournamentofficialspriortothestartofthecompetition.Questionable equipment should be examined between positions or af-ter firing so that the shooter is not disturbed while shooting.
9.9 Competitor’s Position -AcompetitorwilltakehispositiononthefiringlineasdirectedbytheMatchOfficials.Noportionoftheshooter’sbodymayrestuponortouchthegroundinadvanceofthefir-ingline.Thisdoesnotprohibitequipmentfrombeingplacedforwardofthefiringline.(Rules3.8and3.9)
9.10 Coaching Prohibited - Duringcompetition,allcoachingisforbiddenwhile the competitor is on the firing line.As long as thecompetitorisonthefiringlinehemayspeakonlywithmembersoftheJuryorwithRangeOfficials.(Exception:Rule19.4.1)
(b) If aTeamOfficialwishes to contact a shooteron thefiringline,hemustfirstobtainthepermissionofaJurymemberortheOfficialReferee,whowillcall theshooteroff thefiringline.TheTeamOfficialmustnotcontacttheshooterdirectlywhileheisonthefiringline.
9.11 Matches Not Complete - Whenamatchisnotcompletedbyallcompetitorsinaccordancewiththetournamentschedule,thematchmayberescheduledorcanceled.AnystagewhichhasbeencompletedwillbeincludedinanaggregateeventorforNationalRecordpurpos-
9.13 Interference with Targets - Competitorswill not beper-mittedtointerferewiththehandlingoftargetsbyrangepersonnel.Nocompetitorshalltouchhisowntargetafterithasbeenfireduntilfinalscoredeterminationonthetargethasbeenmade(exceptasprovidedinRule10.1.9).Finalscoredeterminationisnotreacheduntilallchal-lengeshavebeensettled.
9.24 Score and Classification Falsification - Nocompetitorwillfalsifyhisscore,orclassification,northatofanyothercompetitor,norbeanaccessorythereto.
9.25 Cross-Fire and Excessive Hits - No competitor will de-liberatelyfireon thewrong target (cross-fire)norfiremore than therequirednumberofshots, includinghitsonsomeothercompetitor’stargetandmisses(excessivehits).(SeeRules14.7and14.10).
9.27 Disorderly Conduct -Disorderlyconductorintoxicationisstrictlyprohibitedontherangeandanyoneguiltyofsamewillbeex-pelledfromtherange.Expelledcompetitorswillbedisqualifiedfromthatcompetitionwithnoreturnofentryfees.Intentionally disturbing another competitor is considered disorderly conduct.
9.27.1 Willful Destruction of Range Equipment -Nocompet-itor shall causeany rangeequipment tobecomedamaged throughadeliberate act, and anyone guilty of samewill be expelled,withoutawarning,fromtherange.Expelledcompetitorswillbedisqualifiedfromthecompetitionwithnoreturnofentryfees.
9.28 Refusal to Obey -NopersonwillrefusetoobeyinstructionsoftheTournamentOfficials,ifinstructionsaregiveninthepropercon-ductoftheiroffice.
9.29 Evasion of Rules - Nocompetitorwillevadenorattempttoevadenorbeanaccessorytotheevasionofanyoftheconditionsofamatchasprescribed in theprogramor in these rules.RefusalofacompetitororTournamentOfficial togive testimonyregardingfactsknowntohimconcerningviolationsorattemptedviolationsoftheseruleswillconstitutebeinganaccessorytotheviolationorattemptedviolation.
(d) Awarningtothecompetitor,wheneveritispossible,shouldbegivensoasnottodisturbhimwhilefiringashot,unlesstheinfringement concerns safety, inwhich case the competitorshallbewarnedimmediately.
(i) If theReferee or Jury is of the opinion that the competitorhasattemptedtointentionallycircumventtherulesordisturbothercompetitorsinanunsportsmanlikemanner,hemaybepenalizedbythedeductionoftwopointsfromhisscore,orhemaybedisqualified.
(k) Aseriesisdefinedasa10shotstring.Eachmatchisdividedintoconsecutive10shotstringsi.e.,shots1through10makeup thefirst series, shots11 through20makeup the secondseries,etc.
9.31 Suspension -Forviolationsoftheserulesdeemedsotojus-tify, any competitormaybe suspended fromcompetition and/or ex-pelledfromtheNationalRifleAssociationuponpresentationofevi-denceandconductofahearingasprescribedintheBylaws.
In as much as the commission of any of the foregoing offenses, Rule 9.23 through 9.29, are of such importance as to be major offenses, all

of the foregoing that may merit action under Rule 9.31, shall be sent to the NRA Protest Committee. The complaint shall be in writing, nota-rized and signed by the complainant.
Shooting Drug Control Policy NRA will no longer monitor United Stats Olympic Committee(USOC) or International Shooting Sport Federation (ISSF) bannedsubstancessinceitisnolongertheNationalGoverningBody(NGB).ShooterswhowishtopursueISSFinvolvementandfeelthattheymayhaveaproblem,areurgedtocontacttheUSOCDrugHotlineat1-800-233-0393.Remember!Theathleteisultimatelyresponsibletoensurecompliancewiththispolicy.
10. RANGE COMMANDS, CONTROL, AND OPERATIONS
10.1 Discipline - Thesafetyofcompetitors,rangepersonnelandspectatorsrequirescontinuousattentionbyalltothecarefulhandlingoffirearmsandcautioninmovingabouttherange.Self-disciplineisnecessaryonthepartofall.Wheresuchself-disciplineislackingitisthedutyoftherangepersonneltoenforcedisciplineandthedutyofthecompetitorstoassistinsuchenforcement.Under no circumstances shall firing commence or continue on a range where an unsafe condition exists.
10.1.1 Actions Open - Unlesstherifleiscased, theactionmustremainopenatalltimesandwithanECIinsertedinthechamber.Nocompetitorwill aim toward the targetsuntil thepropercommand isgiven.Noriflewillbehandled inanymanner toviolateanyruleofsafety.
“Cease” is the preparatory part of the command and “Fir-ing” is the action part of the command. NO shot should be fired after the word “Firing” is spoken.
(b) Commence Firing - All shootersmay start firing upon thecommand, COMMENCE FIRING as the timing of thestringisstartedwiththiscommand(SeeRule14.5).
“Commence” is the preparatory part of the command and “Firing” is the action part of the command. NO shot will be fired before the word “Firing” is spoken.
10.1.5 Not Ready -ItisthedutyofcompetitorstonotifytheRangeOfficerifnotreadytofire.
10.1.6 Loading, Number of Cartridges - Theriflewillbeload-edwithonlyonecartridgeatatime.

10.1.8 Disturbance of Competitor -Shouldacompetitorcon-siderthathewasdisturbedwhilefiringashot,hemustputdownhisfirearmandimmediatelymakehisclaimtotheRangeOfficerorJuryMember,withoutdisturbingtheothercompetitors.
(a) Whena range isequippedwithacarrier systempermittingthechangingoftargetsfromthefiringlinewithoutsuspend-ingfiring, competitorsmay be issued the targets necessarytocomplete thematch.Eachcompetitorwillbe responsibleforhanginghistargetproperlyonthetargetcarrierandmay,ifprovidedforinthetournamentprogram,removethefiredtargetundersupervisionoftheRangeOfficials.FiredtargetswillbegatheredbytheRangeOfficerassoonaseachstageiscompleted.
(c) When targets are framed (mounted) by persons other thanthecompetitorsframingtheirowntargets,competitorsmustbegiventheopportunitytoobservetheirassignedtargetandverifyitiscleanandofthecorrecttypebeforethecommandtoloadisgiven.
10.2 Loud Language -Loudorabusivelanguagewillnotbeper-mitted.(SeeRules10.1.8&9.27)
10.3 Delaying a Match - Nocompetitormaydelaythestartofamatch through tardiness inreportingorunduedelay inpreparing tofire.(SeeRule18.7).
10.3.1 Preparation Period - The shooter has the right to takeuphispositionaminimumof10minutesbeforethecommencementofshootinginordertomakethefinalpreparations.Thesightingtar-getshallalsoberaisedbeforecommencementofshootingsothattheshootercandecideonthesightstobeusedandadjusthisspottingtele-scope.Ifconditionspermit,theRangeOfficerswillallowcompetitorstomove equipment to the line prior to the beginning of the officialpreparationperiod.Dryfiringispermittedduringthepreparationpe-riod. Inallcasesbeforethesecondorthirdstageofatwoorthreestagematchtherewillbeapreparationperiodofaminimumoftwominutes.
10.3.2 Interrupted Fire -Ifforanyreasonsuchassafetyortech-nicalproblemstheshootingisinterruptedthroughnofaultofthecom-petitorandifthetimeelapsedismorethan5minutes,oriftheshootermustmovehisequipmenttoanotherfiringpoint,theJury/Refereewillallowunlimitedadditionalsightingshots.
10.4 Policing Range -ItisthedutyofcompetitorstopolicethefiringpointswhendirectedbytheRangeOfficer.
10.5 Competitors Will Score - CompetitorswillactasscorerswhenrequestedtodosobytheMatchDirectororChiefRangeOfficer,exceptthatnocompetitorwillscorehisowntarget.
10.7 Firing Line Procedures and Commands -WhenreadytostartthefiringofamatchtheRangeOfficercommands,RELAY NO. 1 MATCH NO....(ornamingthematch),ON THE FIRING LINE.The competitors in that relay take their assigned places at their fir-ingpointsandpreparetofirebutdonotload.TheRangeOfficerthenstates,THE PREPARATION PERIOD STARTS NOW.RangeOffi-cerscheckthelocationofeachcompetitorastocorrectfiringpointbycomparingthenumberofeachcompetitorastocorrectpointwiththerelayandtargetnumberonhisscorecardorontherangeassignmentscard.At the endof the preparationperiod theRangeOfficer states,THE PREPARATION PERIOD HAS ENDED.
Thetimeeachcompetitoriscommandedtocommencefiringwillbenotedonhisscorecardandonthescoreboard,ifoneisused. Thecommand,LOAD,ispermissionforthecompetitortoloadandprepare to fire.COMMENCE FIRINGmeans to start firingwith-outdelayastimingofthestringisstartedwiththiscommand.COM-MENCE FIRINGmaybesignaledverballyorbymovingthetargetsintoview.
CEASE FIRING – UNLOAD AND INSERT YOUR ECI is the commandgivenbytheRangeOfficerattheendoftimelimitforeachstringoratanyother timehewishesallfiring tocease.Firingmustceaseimmediately.Evenifacompetitorisabouttoletoffacarefullyaimedshothemustholdhisfireandopentheactionofhisrifle.Failuretoimmediatelyobeythiscommandisoneoftheworstinfractionsofrangediscipline.On this commandactions shall beopened, anECIinsertedintothechamber,andallriflesplacedontheshootingstandandnothandleduntilthenextcommandoftheRangeOfficer.CEASE FIRINGmay be signaled verbally, or bymoving the targets out ofview.
Whenthecommandtoceasefiringisgivenattheendofastringthecommand isCEASE FIRING –UNLOAD AND INSERT YOUR ECI.OnthiscommandallAssistantRangeOfficersandscorerschecktheircompetitors tomakesureeachoneobeys thecommandbeforesignalingtheRangeOfficerthattheirportionofthefiringlineisclear.When all Assistant RangeOfficers and scorers have given a signalthattherangeissafetheRangeOfficerannounces,THE RANGE IS CLEAR.
Note: If any incident occurs which indicates possible injury tosomelivingthingshouldfiringcontinue,RangeOfficersorcompeti-torswillimmediatelycommand,CEASE FIRING – UNLOAD AND

INSERT YOUR ECIs. In all other cases commandswill originatewiththeChiefRangeOfficer.
10.9 Procedure in Case of Defective Cartridge, Disabled Rifle or Malfunction -Ifashooterhastroublewithhisfirearmorammunition, he canhave it repairedormaycontinue shootingwithanotherfirearm.Iftherepairlastsforsometime,hemaybecreditedwithextratime(Rule9.2(b)),maximum15minutes,andwillcompleteshootingatatimedeterminedbytheJury.Theshooterhastherighttounlimited additional sighting shots. In all cases, theRangeOfficersortheJurymustbeinformedsotheymaydecideonthemeasurestobetaken.
(a) TargetOfficersmust ensure that there are no shot holes onthewhitesurfaceofthetarget,andthatanyshotmarksontheframeareclearlyindicated,patchtheBackingTargetsandtheBackingCardsandchangetheControlSheets.
10.10.3 Procedure for Examination of Electronic Scoring Targets following a Score Protest, Complaint, No Indication etc.
(a) A JuryMember collects the following items (and the num-berofthefiringpointandtheorientationofthecard,sheetortarget,therelayandseriesandthetimeofcollectionmustbenotedoneach):
(1) Control Sheet. If the location of any shot hole is outoftheareaoftheControlSheet,thegeometricrelationbetween the shot holes on the Control Sheet and theBackingCardmustbemadebeforetheControlSheetisremoved.
(d) Thenumberofshotholesmustbecountedandtheirlocationtaken into account. The Jury Members must examine theitemsaboveand thenmake independentassessmentsbeforeaformalJurydecisionismade.
(e) AJuryMembermust superviseanymanual interventionofthe control computer results (e.g., introductionofpenalties,correctedscoresaftermalfunctionsetc.).
(g) If the RangeOfficer cannot confirm beyond all reasonabledoubt that the shooter did not fire the disputed shot(s), theshot(s)mustbecreditedtotheshooterandmustbesorecord-ed.
(h) The followingmust be considered as reasons to justify theannulmentofashot:
(1) IftheRangeOfficerconfirmsbyhisobservationoftheshooterand the target that theshooterdidnotfire theshot.
(i) When using 300 m electronic scoring targets, cross-firesshouldnotregisterontherecipient’starget,butanindicationwillbereceivedatthecontrolcenter.Thefirer,whosetargetdoesnotreceivetheexpectedshot,willbegivenamiss(zero)andanindicationthathehascross-fired.
10.10.5 Failure of Electronic Scoring Target Systems
(2) All completed competition shotsof each shootermustbecountedandrecorded.Intheeventofarangepowersupplyfailure,thismayinvolvewaitinguntilthepowersupplyisrestoredtoenablethenumberofshotsregis-tered by the target, not necessarily on he firing pointmonitor,tobeestablished.
(b) Afterthefailureisrectifiedandthefullrangeisinoperation,an additional five (5)minuteswill be added to the compe-tition time remaining.The time for recommencing is to beannouncedovertheloudspeakersystematleastfive(5)min-utes beforehand. Shootersmust be allowed to resume theirpositioninthefive(5)minutesbeforethecompetitionrestarts.Unlimitedsightingshotsmustbeallowedduringtheremain-ingshootingtime,butonlybeforecompetitionshotsarere-sumed.
(1) TheshootermustimmediatelyinformthenearestRangeOfficial of the failure. A range official must make awrittennoteofthetimeofthecomplaint.OneormoreJuryMember(s)mustgotothefiringposition.
If thevalue and locationof this shot is registered anddisplayedon themonitor, the shooterwillbedirectedto continue the competition. The value, location andtime of firing of this extra shotmust be recorded, itsshot-number(havingincludedthemissingshot)anditsvalueanditsshot-location,andthefiringpointnumbermust begiven to the Jury inwriting and anAccidentReport.
After theendof that relayof thecompetition thePro-cedure forExaminationofElectronicScoringTargetswillbeapplied.Usingthisinformationandthetimeoftheextrashotanditslocation,theJurywilldeterminewhetherallshots,includingtheextrashotarerecordedonthecomputerrecord.

If all the shots are recorded correctly, then the ques-tionedshotwillbecountedinthescoreoftheshooter,aswellastheshotfiredimmediatelyafter(asthe“extra”shot), but the last shotfired (extra to the competition)willbeannulled.
Ifthequestionedshothasnotbeenlocatedinthecom-putermemory, but is located elsewhere, the Jurywilldeterminethevalidityandscore-valueofthequestionedshot.
(3) If the extra shot fired as directed does not register ordisplay and the Electronic Scoring Target cannot berepaired within five (5) minutes, the shooter will bemoved to a reserve position andwhen he is ready toshootanadditionalfive(5)minuteswillbeaddedtothecompetitiontimeremaining.Hewillbepermittedun-limitedsightingshots.
The shooterwill repeat the two (2) competition shotswhichdidnotregisternordisplayontheprevioustargetused.
(4) The shooterwill be creditedwith the score of all theshotswhichweredisplayedonthemonitorof thefirsttargetplusthescoreofalltheproperlyfiredcompetitionshotswhichweredisplayedonthesecondtargetused.Ifthetwo(2)extrashotswerelaterfoundinthecomputerrecordoftheprevioustargettheywillbeannulled.
(5) Ifashootercomplainsduringsightingshotsabout thecorrectrecordingorevaluationoftheshot(s), theJurymay offer to move him to another firing point. Theshooter is given appropriate extra time. The Jury ex-aminesthesightingshot(s)assoonaspossibleapplyingthe Procedure for Examination of Electronic ScoringTargetsontheoriginalfiringpoint.
Ifthissubsequentexaminationshowsthatthetargetonthe original firing point provided correct results, theshooterwillbepenalizedwiththeDEDUCTIONoftwo(2)pointsfromthelowestvalueshotofthefirstcompe-titionseries.
(e) Failureofthepaperorrubberband
IfJurydecidesthattheproblemisbecauseofthefailureofthepaperorrubberbandtoadvance,theshooterwillbemovedtoareserveposition.Hewillbepermittedunlimitedsightingshots tobe takenwithin the timeremaining for thecompe-titionplusanyadditional timegranted.Thenhewill repeatthenumberofcompetitionshotsdeterminedbytheJury.Theshooterwillbecreditedwiththescoreofalltheshotswhichwerecorrectlydisplayedonthemonitorofthefirsttargetplusthescoreofall thenecessarycompetitionshotsfiredonthesecond target tocomplete thecourseoffire.After therelaytheJurywilldecidewhichshotsaretobecountedfromeachtarget.
10.14 Slow Target Operation (with Pit Service) -Ifthecom-petitor considers that themarking is extremely slow, hemay reportthis to theRangeOfficer to rectify this situation. If there is no im-provement, thecompetitororhis teamleaderhas theright toappealtotheJury.Iftheclaimisconsideredjustified,theJurymaygrantanextensionoftime.
11. TOURNAMENT OFFICIALS Tournament Officials - Officials will be thoroughly familiar with conditions of the program and with National Rifle Association Rules. Officials may compete in any Approved, Registered, State and Region-al Tournaments. National Championship match officials may not com-pete.
11.1 Match Director -TheMatchDirectoristheofficialprimarilyresponsiblefortheefficientconductoftheentiretournament.Hemaychangematchandfiringconditionsfromthoseshownintheprogram,providedaMatchDirector’sBulletinispostedfortheinformationofallcompetitors,andthatsuchchangesarenotcontrarytocurrentNRArules.TheMatchDirectorisalsodirectlyresponsiblefortheefficientoperation of the range and Statistical Office and for the safety andproperdisciplineofall tournamentoperatingpersonnel,competitorsandspectators.InstructionsfromtheMatchDirectorfortheoperationofthetournamentmustbecompliedwithbyallpersonsontherange.TheMatchDirectorwillusethebestpossiblejudgmentatall times.Hisbehavioranddecisionsmustbecharacterizedbyabsoluteimpar-tiality,firmness,courtesyandcompleteawareness.Intheapplicationoftheserules,theMatchDirectorwillconferwiththeNRAOfficialRefereeorJuryonanydoubtfulpointandwillbeguidedbytheOf-ficialReferee’sorJury’srecommendations.TheMatchDirectormaydisqualifyacompetitor(s)underprovisionsofRule9.30.
11.1.1 Deputy Match Director - TheDeputyMatchDirector,whenappointed,isresponsibletotheMatchDirectorfortheefficientconductoftheentiretournament,andactsfortheMatchDirectorinallmatterslistedinRule11.1.ADeputyMatchDirectorisappointedatthediscretionofthesponsor.
11.2 Official Referee -AnOfficialRefereemaybeassignedatallNRASanctionedState,Sectional,RegionalandNationalChampion-ships.AssignmentsaremadefromtheHeadquartersof theNationalRifleAssociation.TheNRAOfficialRefereeisnotanadministrativeoroperatingofficialandisnotresponsibleforbehaviororefficiencyof eitherRangeorStatisticalOfficepersonnel. It is the responsibil-ity of theReferee to properly interpret and apply allNationalRifleAssociationRules.TheOfficialReferee’sdecisionisfinalinscoringofchallengedtargetsexceptwhenscoringisinthepitandatNationalChampionships.Hewill not score exceptwhen calledon to ruleonchallenges. It is theReferee’s duty to rule on all protests and chal-lenges.Except inanemergencyinvolving thesafetyofpersonnelorproperty,theRefereewillnotgiveinstructiondirectlytotournamentoperating personnel, butwill give all such instructions through theMatchDirector.IntheeventofadisagreementbetweenMatchOffi-cials,theOfficialRefereeshallprevailwithrecourseonlytothePro-testCommittee.TheNRAOfficialRefereemaynotchangetheNRA
(a) In allRegisteredTournamentswherenoOfficialReferee isassigned, other than National Championships (see below),a 3-member Jurywill be formed by theMatchDirector toperform the functions of the Official Referee as describedinRule 11.2.TheChairmanof the Jurymust be amemberofthesponsoringorganization,andcompletethereportsre-quiredbyNRA.ThemembersoftheJurymayormaynotbecompetitorsinthattournament.UndernocircumstancesmayanyMatchOfficial(Rules11.1,11.4,11.5,11.6,and11.7)beamemberoftheJury.TheJuryChairmanmaydisqualifyacompetitor(s),asdirectedbytheJury,undertheprovisionsofRule9.30.
(b) At National Championships, a Protest/Appeals Jury and aJuryshallbeappointedbytheMatchDirectorandeachshallbecomprisedofaminimumofthreemembers.TheProtest/AppealsJuryshallhavenoadministrativeoroperatingfunc-tions.ItshallbetheresponsibilityoftheProtest/AppealsJurytoseethatallNRARulesareproperlyinterpretedandappliedattheNationalChampionshipsandtoruleonallprotestspre-sentedattheNationalChampionships.DecisionsofthePro-test/AppealsJuryarefinal.TheProtest/AppealsJurymaynotchangeNRAOfficialRulesortheOfficialProgram.
(c) At National Championships and Registered Tournaments,Jurymembersshallexemptthemselvesfromrulingonamat-terinwhichtheyarepersonallyinvolved.TheMatchDirectorwillnameareplacementforthatJurymemberwhilerulingonthataction.

11.4.1 Chief Range Officer - WillhaveafullchargeoftherangeandwillconductthematchesonthescheduleapprovedbytheMatchDirector.Heisresponsibleforrangesafety,andforenforcingallrules.

11.5 Range Officers -EachRangeOfficer isanassistant to theChiefRangeOfficer.Heisresponsibleforthesafetyanddisciplineofrangepersonnel,competitorsandspectatorsinthesectoroftherangetowhichhehasbeenassigned.
TheChiefStatisticalOfficershallensurethatallpluggedshotsareinitiallyexaminedbytwoscorersandheshalldesignateanappropriatenumberofscoringsupervisors toevaluatepluggedshots in thecaseof disagreement between the initial two scores as provided inRule14.3.1(b)and14.3.1(c).
AtNationalChampionships,theChiefStatisticalOfficershalldes-ignateanappropriatenumberofchallengeofficers.Nochallengeof-ficershallmakeachallengedecisiononanyshotwhichhemayhavepreviouslyevaluatedasascorerorasascoringsupervisor.Nomemberof theNationalChampionshipProtest/Appeals Jury shall serve as aChallengeOfficer.(SeeRule16.1.2)
11.6.1 Duties of Office -ItisthedutyoftheStatisticalOfficeto:
(k) ReporttoMatchDirector,NRAOfficialReferee,orJuryforappropriate disciplinary action any irregularities in firingorscoringwhichmaybe indicatedbysquaddingrecordsorscorecards.
(l) MakerequiredreportstoNRAwithinspecifiedtime.
11.6.2 Retention of Records - TheStatisticalOfficewillretainingoodorderallcompletedofficialscorecardsfor30days,andallfiredtargets(exceptthosescoredonframe)untiltheexpirationofthetimeallowedforchallengesandprotests.
11.6.3 Preliminary Bulletins - Preliminary Bulletins on allmatcheswillbepostedpromptlyon theOfficialBulletinBoardandremainareasonablelengthoftimetoallowcompetitorstonotifytheStatisticalOfficeofapparenterrors.Thechallengeclosingtimewillbestatedoneachbulletin.However,whereabulletinboardisusedandallscoresofcompetitorsarecopiedthereon,suchwillbeacceptedinlieuoftheabove,providedanoticeappearsastothecloseofchallengetime.
11.6.4 Official Bulletins -OfficialBulletinswillbepostedontheOfficialBulletinBoard.However, in theprocedureoutlined inRule11.6.3forbulletinboards,suchscoresshallbeacceptableandbecomefinalaftertheelapseofthechallengetimeperiodandshallactasanOfficialBulletin.
11.6.5 Correction of Bulletin Errors - The StatisticalOfficewillcorrecterrorswhichcome to theattentionof theofficeprior topublicationoftheOfficialBulletin.
11.6.6 Changing Official Bulletins -NoOfficialBulletinshallbechangedexceptonauthorityoftheMatchDirector,OfficialReferee,orJurygrantedbeforethetimehasexpiredforchallengingthelastofthepreliminarybulletins required tocoverall thescheduledevents.SubsequentchangesfromtheMatchDirector,OfficialReferee,orJuryarelimitedtocorrectionof:
(a) Typographicalerrors.
(b) Aggregatebulletinsonwhichthe totalscoredoesnotagreewith the scores as shown on the Official Bulletins for thematchesconstitutingtheAggregate.
11.6.7 Squadding -Whereadvanceentriesare received,squad-ding for allmatchesmay bemade in advance.Competitorsmay besquaddedsotheymoveapredetermineddistancealongthefiringlineaftereachmatch.

11.6.9 Infiltration Squadding - Amethodofmakingmaximumuseof available timeand range space. Infiltration squadding isbestsuitedtoslowfirematcheswithgeneroustimelimitswhenautomat-ic, pit-operated or carrier-mounted targets are used. In thismethodofsquadding,wheneveratargetbecomesvacantthecompetitornextsquaddedtofireonthattargetmaytakehisplaceontheproperfiringpointandoncommandoftheRangeOfficermaycommencefiring.
11.6.10 Range Assignment Cards - Whenused, rangeassign-mentcardsarepreparedbytheStatisticalOfficeanddeliveredtotheRangeOfficerspriortoeachmatch.RangeOfficerscheckcompetitorsonthefiringlinetoascertainthateachisontheproperfiringpointasindicatedbytherangeassignmentcard.ShouldanyreassignmentofcompetitorsbenecessaryonthefiringlineRangeOfficerswillcare-fullynotesuchreassignmentsinthespaceprovidedontherangeas-signmentcard.ThesecardswillbeturnedintotheStatisticalOfficeimmediatelyupontheconclusionofeachrelay.
11.7 Target and Pit Officers -Thetargetsandframesareunderthecommandof theChiefTargetOfficer andAssistantTargetOffi-cersasmayberequired.TargetOfficersareunderthecommandoftheChiefRangeOfficer.
TheTargetOfficer is responsible for the safety and discipline ofpersonnelengagedinthehandlingoftargets.Heisresponsibleforthemaintenanceoftargetsinproperoperatingconditionandforefficientmountinganddismountingofpapertargetsduringtheprogressofthematch.Whentargetsareframedbythecompetitor,itisthecompeti-tor’sresponsibilitythatthecorrecttargetfortherangebeingfiredisframed.When targets are operated from pits, the number of pit of-ficers shouldcorrespond to thenumberofRangeOfficers.Theyareresponsible for theirassignedgroupof targets toensure that targetsarerapidlypulled,scored,marked,changedasnecessaryandraisedfortheshooter’snextshot.Ifashotholecannotbelocatedonatarget,thepitofficerisresponsiblefordeterminingwhethertheshotholeisonaneighboringtargetandinconsultationwiththeJuryandRangeOfficers,resolvingthesituationsaccordingtoRule14.7.
11.8 National Championship Protest Committee - ANation-alChampionshipProtestCommitteemaybeappointedbytheMatchDirectorofanyNRANationalChampionship.WhensuchaChampi-onshipProtestCommitteeisappointed,decisionsonProtestsbythatCommitteeattheChampionshiparefinal,withoutappealtotheNRAProtestCommittee(SeeRule16.2.1).Whenpossiblecasesofsuspen-sionfromcompetitionarisefromanincidentorincidentsinaCham-pionship,theChampionshipProtestCommitteemaynotact,butmustforwardarecommendationtotheNRAProtestCommitteeforaction.NomemberoftheNationalChampionshipProtestCommitteemaybeacompetitorinthattournament.
Time frames for the submissionofProtests listed inRule16.3(c)and(d)maybemodifiedduringNationalChampionshipsatthediscre-tionoftheMatchDirector,providedthatnoticeispublishedeitherbymeansoftheChampionshipProgram,orbyMatchDirector’sBulletin.
physicaldisabilitycannotfirefromoneormoreoftheprescribedshoot-ingpositionoutlinedintheserules,orwhomustusespecialequipmentwhenfiring,isprivilegedtopetitiontheNRAProtestCommitteeforpermissiontoassumeaspecialpositionortousemodifiedequipment,orboth.ThispetitionwillbeintheformofawrittenrequestfromthepersonconcernedtotheCommitteeoutliningindetailthereasonswhythespecialpositionmustbeassumedorthespecialequipmentmustbeused.Thepetitionshallbeaccompaniedbypicturesoftheshooterinthepositionhedesiresapprovedand,ifspecialequipmentisrequired,thepicturewillshowhowthisequipmentisused.Thepetitionandallpicturesmust be furnished in exact duplicate.The petitionmust beaccompaniedbyamedicaldoctor’sstatementifthephysicaldisabilityisnotcompletelyevidentinthepicturessubmitted.
(c) Intheeventofaprotestinvolvingthepositionortheequip-ment used by such a shooter, the Official Referee, or Jurywillcomparethequestionedpositionorequipmentwiththecertificate and photographs presented by the shooter. If theshooter’spositionorequipmentdoesnot,intheopinionoftheofficials, conform to that authorizedby theNRASecretary(oriftheshooterhasnoauthorizedcertificateorpictures),the

protest shallbeallowedand the shooterwillbe required tochangeimmediatelytothepositionorequipmentwhichhasbeenapprovedortoanotherwiselegalpositionorequipment.
(d) Should a protest be carried beyond theOfficialReferee, orJury,theoriginalprotestwillbeendorsedbytheReferee,orJuryChairman toshow theactionhehas takenandwillbeforwardedtotheNationalRifleAssociation.
13.2 Temporary Disability: Substitute Position -Anypersonwhohasatemporaryphysicaldisabilityassubstantiatedbyacurrentwrittenmedical opinionwhich prevents him fromusing a specifiedpositionasdefinedinthisrule,mayassumethenextmoredifficultpo-sitioninlieuofthatposition.Inthismanner,kneelingmaybeusedforprone,andstandingmaybeusedforkneeling.Anysubstitutepositionmustconformtotherulewhichdefinesit.TheMatchDirectormustbeinformedofthesubstitute,andmayrequirethatthesubstitutepositionbedemonstratedsohemaybecertainthatitmeetsthedefinitionoftheappropriaterule.
14. SCORING14.1 When to Score
(a) Beforescoringanytarget,examineitandcountthehitstode-terminewhethertherearehitsofuncertainvaluerequirementgauging(Rule14.3),misses(Rule14.4),possiblericochethits(Rule 14.8), or conditions possibly requiring application ofRules14.9through14.11.OnlyaPitOfficer(RangeOfficeriftargetsarescoredontheframeswithoutpits,orStatisticalOf-ficerifscoredintheStatisticalOffice)maydecidethescoringwhenanyoftheserulesapply.Iftherulesdonotapplyoriftheydoandtheirapplicableprocedureshavebeencompleted,thenproceedasinparagraphs(b)or(c)belowforeachshotcreditedtothecompetitor.
(c) When targets are scored on the frameswithout pits, or arescoredintheStatisticalOffice,scoreattheendofeachtargetorstring.
14.2 Where to Score - Smallbore andAirRifle targetswill bescoredintheStatisticalOffice.300metertargetsmaybescoredonthetargetframesinthepitsorintheStatisticalOffice.
14.2.1 Targets as Score Cards - Targets constitute the scorecardswhenscoredinStatisticalOfficeandthereforemustberetained
14.3 How to Score -Ashothole,theleadededgeofwhichcomesincontactwiththeoutsideofthebullseyeorscoringringsofatarget,isgiventhehighervalue.Ifacompetitorfailstohitanytarget(shot/sout-sidethescoringring)thatshotwillbescoredasamiss(zero).Ascor-inggaugewillbeusedtodeterminethevalueofcloseshots.Scoresmustindicateonthetargetwhichshotswereplugged.The 10 dot of the new NRA/USAS-50 target must be obliterated in or-der to score a 10 using the ISSF 5.60 plug.

SCORING WITH OUTWARD SCORING GAUGES When scoring using outside scoring gauges, all shot holes re-
ceive the higher value where the outside edge of the flange is lying within (tangent to) the lower scoring ring.
Note: The term “Target Card” will be interpreted as applying

The “A” illustration depicts a doubtful shot hole with the OUTWARD scoring gauge in place. The outside edge of the flange is lying within (tangent to) the 7 ring therefore the shot would be scored a 9.
The “B” illustration depicts a doubtful shot hole. The OUTWARD scoring gauge shows the outside edge of the flange lying over the 8 ring and into the 7 ring thereby giving a result of 8 for shothole “B”.
14.3.1 Use of Plug Type Scoring Gauges/Overlays -Shotsindisputewill be scoredwith the aid of a plug typegauge.When theaccurate use of the plug ismade difficult by the close proximity ofanotherbulletholeortheconditionofthetargetpaper,theshotvalue
(b) Whenscoring300metertargetsonframesinthepits,useofthepluggaugewillbe restricted to theChiefPitOfficerorotherpersonneldesignatedbytheMatchDirector.Inallothercases,whenapluggaugeisused,twoscoringofficialsmustexaminetheshothole.Eachscorermustmarkthetargetwitha“+”or“-”toindicatehisdecisiononwhethertheshotgoestothehigherorlowervalue.Whenbothscoresagree,thevalueiswrittenonthetargetandinitialedbybothscorers.
(d) 300meter-Whenavailablemaybeusedforall.WhenusingElectronicScoringTargets(EST),member(s)oftheJurywill be present to assist in the resolution of anymatters relating toscoring.
14.4 Misses -Hits outside the scoring rings on a shooter’s owntargetarescoredasmisses,exceptmisplacedsightingshotsasdetailedinRule9.2.2.
14.5 Early or Late Shots -Ifanyshotsarefiredbeforethestart-ingsignaltocommencefireorafterthesignaltoceasefire(SeeRule10.7)theshotsofhighestvalueequaltothenumberfiredinerrorwillbescoredasmisses.
14.7 Excessive Hits (For the purpose of resolving internal cross-fires)
(a) Ifacompetitorfiresmoreshotsonarecordbullseyethanareprovidedforintheprogramheshallnotbepenalizedforthefirst twosuchoccurrences.For the thirdandallsucceedingsuch shots, he shall be penalized by the deduction of twopointseachtime.Thecompetitormustfireacorrespondinglyfewernumberofshotsatasucceedingbullseyein thesamematch.
This rule applies to each position in three position events(3x40,3x20[SeeRule7.3e])asiftheywereseparateevents.
Thescoringprocessinthissituationrequiresthetransferofthevalueoftheexcessiveshot(s)totargetswithlessthantheoriginallyprogrammednumberofshots.Iftheactualshot(s)to be transferred cannot be established clearly, the shot(s)withthelowestvaluemustbetransferredforwardtothenexttargetsotheshooterwillgainnoadvantageinacountbacksituation.
If the RangeOfficer cannot confirm beyond all reasonabledoubtthatthecompetitordidnotfirethedisputedshot(s),theshotwillbecreditedtothecompetitorandwillbesorecord-ed.
14.7.1 Too Many Shots in an Event - Ifashooterfiresmoreshotsintheeventthanareprovidedforintheprogram,theextrashot(s)must

beannulled.Iftheshot(s)cannotbeidentified,thehighestvalueshot(s)mustbeannulledonthetargetinquestion.Theshootermustalsobepenalizedbythedeductionoftwopointsforeachexcessiveshotfired,deductedfromthelowestvalueshot(s)inthefirstseries.Note: If too many shots are fired in the prone stage of a 60x40x40 match, the penalty will be deducted from the 5th series.
14.9 Visible Hits and Close Groups -As a general rule onlythosehitswhicharevisiblewillbescored.Anexceptionwillbemadeinthecasewherethegroupingof3ormoreshotsissoclosethatitispossibleforarequiredshotorshotstohavegonethroughtheenlargedholewithout leaving amark, and there has beenno evidence that ashotorshotshavegoneelsewherethanthroughtheassignedtarget.Insuchcase,theshooterwillbegiventhebenefitofthedoubtandscoredhitsforthenon-visibleshots,ontheassumptiontheypassedthroughtheenlargedhole.Ifsuchassumptioncouldplaceanon-visiblehitineitheroftwoscoringrings,itshallbescoredinthehigher-valuering.
(5) Show the value of the hit by the disking system de-scribedinparagraph(c)beloworbyanyothersystemwhichisapprovedbytheNRAandpublishedintheof-ficialprogram.
(2) The value of the 1, 2, 3, 4, 5, 6, 7, and 8 hitswill beshownbyplacingthedisk,darksidetowardthefiringline,ontheappropriatespotonthetargetframeintheraisedposition,asindicatedinthefollowingdiagram.
(7) Onpitoperatedrangeswhereaboardorcardsystemvi-suallyindicatestotheshooterthevalueoftheshotfired,thissystemmaybeused in lieuof thediskingsystemdescribedabove.
15. DECISION OF TIESIn all cases where Olympic Finals are used, refer to Rule 7.10 for tie breaking procedures.
15.1 Match - Theterm“match”asusedinthissectionreferstoallindividual,team,andaggregatematches.
15.2 Numbering of Bullseyes - For thepurposeof ranking tiescores, the bullseye numbers printed on NRA Official targets willbe considered to run in consecutive sequence throughout the entirecourseoffire,eventhoughalltargetsforaneventmaynotbeframedatonetime.

15.11 League Ties -Inleaguetypecompetitionsinwhichstand-ingof teamsisdeterminedbynumberofmatcheswonandlost, ties

16. CHALLENGES AND PROTESTS16.1 Challenges -Whenacompetitorfeelsthatanyshotfiredby
himselforbyanothercompetitorhasbeenimproperlycounted,valuedorscored,recordedoradded,hemaychallenge.Achallengefeenottoexceed$3.00maybechargedtoallcompetitorsmakingchallenges.Thefeewillbecollectedbeforemakingthefirstre-checkofthechal-lengedscore. If thecompetitor’schallengeissustainedatanypointalongthelineofre-checks,thechallengefeewillbereturnedtohim.Ifthechallengeislost,thechallengefeewillbeincludedinthegeneralrevenueofthetournament.
A challenge must be made within the challenge time (see Rule11.6.3). It shallbe the challengingcompetitor’sprivilege to inspectthetargetduringorfollowingthere-checkedexceptwhentargetsarescoredinthetargetpit.
16.1.1 Administrative Challenges - Competitorsmay requesttheChiefStatisticalOfficertoverifyadditionofscoreswithoutpayh-mentof a fee. If a competitordiscovers adiscrepancybetween thevluemarkedonatargetandthescorerecordedonascorecard,score-board,resultlistofbulletin,hemayrequesttheChiefStatiscalOfficertoverifythescore.Providedthatnoscoringchallengeismadewithrespecttotheevaluationofthetarget,thescoremarkedonthetargetwillbeconsideredaccurateandthescorecard,scoreboard,resultlistofbulletinwillbecorrected.
16.1.2 Scoring Challenge
(a) TargetsscoredinStatisticalOffice-TheMatchDirectormayrequirechallengesbemadeinwriting.Forallscoringchal-lengesexceptthoserelatingtothevalueofshotholes,thefirstre-checkwillbemadebytheChiefStatisticalOfficer,provid-edhewasnotinvolvedintheoriginalscoringdecision.(IftheChiefStatisticalOfficerwasinvolvedintheoriginaldecision,thechallengewillgodirectlytotheJury/OfficialRefereeortoadesignatedChallengeOfficeratNationalChampionships.)Ifafterare-checkbytheStatisticalOfficer,thecompetitorisstilldissatisfied,thechallengewillgototheJury/OfficialRef-ereeor, atNationalChampionships, toaChallengeOfficer.ThedecisionoftheJury/OfficialRefereeorChallengeOfficersettlesthechallengeandmaynotbeappealed.Whenthevalueofapreviouslyunpluggedshotholeischallenged,theChiefStatisticalofficerwillturnthetargetovertoapairofscorerswhowillplugtheshot,followingproceduresin14.3.1(a),(b),(c).Ifitisnotfeasibleonthechallengetouseaplug,thescor-erswillfollowthesameproceduresusinganengravedover-lay.Challengesacceptedonpreviouslypluggedshots,under14.3.1(d)willbe reevaluatedby theJury/OfficialRefereeorbyaChallengeOfficerattheNationalChampionships.Deci-sionsoftheJury/OfficialRefereeorChallengeOfficersettlethechallengeandmaynotbeappealed.Notwithstandingtheresolution of challenges by Challenge Officers at NationalChampionships,theJurymaychangescoresduringverifica-tion.TheProtest/Appeals Jury shallnot ruleonchallenges.(SeeRule11.2.1(b))

(b) Targets scored on frames in target pits - Competitorsmustimmediatelychallengethescoringofanyshotonwhichtheydisagreewith the targetmarker. It is thedutyof theRangeOfficertoacceptthechallenge;collectthefee,withoutcom-ment;directthatnofurthershotsbefiredbythecompetitoruntilthechallengehasbeendecided;personallytelephonethePitOfficerandremainatthefiringpointuntilthecorrectval-ueissignaledfromthepit.ThePitOfficershallexaminethechallengedtargetcarefully,scrutinizingalllines,figures,andwrinklestolocatepossibleundetectedhitsusingamagnify-ingglassand/orscoringgaugetodetectclosedoubles,andascoringgaugeasappropriatetoresolveclosescoringvalues,before signaling results found.ThePitOfficer’s decision isfinal.Ifthecompetitor’schallengeissustained,thechallengefeewillbereturnedimmediately;otherwise,itisforfeitedandturnedovertotheStatisticalOffice.
16.2 Protests - Acompetitormayformallyprotest:
(a) Any injusticewhichhe feels hasbeendonehimexcept theevaluationofatarget,whichhemaychallengeasoutlinedinRule16.1.
16.2.1 Authority of Protest Committees - National Champi-onshipsprotest committeesor juriesmaybeestablishedatNationalChampionships to rule on protests arising from activities at thosesites(seeRule11.8).However,thedecisionsofthesespecialprotestcommitteesorjuriesshallnotcontravenepriorinterpretationsoftheNRARulesand/orprecedentsestablishedbytheNRANationalPro-testCommittee.
16.3 How to Protest - Aprotestmust be initiated immediatelyupontheoccurrenceoftheprotestedincident.Failuretocomplywiththefollowingprocedurewillautomaticallyvoidtheprotest:

17. NATIONAL RECORDS Note: In order for records to be reorganized promptly, National Record Reporting forms must be submitted to NRA by the Statistical Officer of the Tournament, after being certified by the Jury. National Record Reporting forms are mailed to sponsors of NRA Registered Tournaments by NRA Headquarters.
17.1 Where Scores for National Records Can Be Fired - Scores tobe recognized asNationalRecordsmust befired inNRARegisteredCompetition as defined inRule 1.6, or upon request, bymembersofU.S.Teamsatcompetitionsinwhichworldrecordsmaybeestablished,suchasWorldChampionships,OlympicGames,PanAmerican Games, Confederation of the Americas Championships,WorldAirGunChampionshipsandWorldCupEventswhenfiredasamemberof such team.NationalRecordsmust be approvedby theNRAbeforebeingdeclaredofficial.NationalRecordsmaynotbees-tablishedduringre-entrymatches.
17.2 Scores Used -Scoresmustbecompletescoresforanentirescheduledmatch.Stagescoresorscoresforonlypartofamatchwillnotbeusedforrecords(Scoresfiresat50yards,onpropertargets,willbethesameasfiringat50meters).
17.3 Scores for National Individual Records - Suchscoresmaybefiredinindividualmatchesorinteammatches.Forrecognitionasspecialgrouprecords(Open,Service,Civilian,Junior,Sub-Junior,In-termediate Junior,Collegiate,Women) scoresmaybefired ineitheropenorrestrictedmatches.NationalRecordswillberecognizedonlywhenthecompetitorhasenteredsuchmatch.
17.4 Scores for National Team Records - For recognition asspecialgrouprecords(Open,Service,Civilian,Junior,Sub-Junior,In-termediateJunior,Collegiate,Women)allmembersoftheteammustbemembersofthespecialgroupconcerned.NationalRecordswillberecognized onlywhen competitors have entered suchmatch.TeamsmustbebonafideasoutlinedinRule2.11to2.18.NationalRecordswillnotberecognizedforpickupteams(teamsmadeupofshooterswhodonotall representoneof thegroupsoutlined inRules2.11 to2.18).
17.5 Courses of Fire for Which National Records are Rec-ognized -National(U.S.)RecordswillbemaintainedforindividualsandteamsinthecategoriesandfortheeventslistedinthechartintheAppendix.
18. COMPETITORS’ DUTIES AND RESPONSIBILITIES
Note: The following competitors’ duties are in addition to those specified elsewhere throughout these rules.
18.1 Discipline - It is the duty of each competitor to sincerelycooperate with tournament officials in the effort to conduct a safe,efficient tournament.Competitors are expected to promptly call theattentionofproperofficialstoanyinfractionofrulesofsafetyorgoodsportsmanship.Failureofacompetitortocooperateinsuchmattersor
18.2 Knowledge of Program - Itisthecompetitor’sresponsibili-tytobefamiliarwiththeprogram.Officialscannotbeheldresponsiblefor a competitor’s failure toobtain and familiarizehimselfwith theprogram.
18.3 Eligibility - It is the competitor’s duty to enter only thoseeventsforwhichheiseligibleandtoenterintheproperclassification.
18.3.1 Competitors Will Score - CompetitorswillactasscorerswhenrequiredtodosobytheMatchDirectororChiefRangeOfficer,exceptthatnocompetitorwillscorehisowntarget.
18.7 Reporting at Firing Point - Competitors must report attheirassignedfiringpointswhentherelayiscalledbytheRangeOffi-cer.Theproperfirearmandammunitionforthatparticularmatchmustbe ready and in safe firing condition. Timewill not be allowed forrepairs,sightblacking,sightadjustmentsorsearchformissingequip-mentafterarelayhasbeencalledtothefiringline.
18.10 Cease Firing -When the commandCEASE FIRING is given by anyone, all firingwill immediately cease and competitorswillawaitfurthercommandsorinstructiontobegivenbytheRangeOfficer.
18.11 Checking Bulletin Board and Signing Scorecards - It is thedutyofallindividualcompetitorstochecktheshotvalues/andthetotalscoreonthescorecardandtosignthescorecardattheconclusionofeachmatch.CompetitorsmustpromptlycheckthePreliminaryBul-letinBoardbetweenandcallattentiontoerrorswithinthetimespec-ifiedatthattournament.Failuretocheckscoreswithinthetimelimitresultsinthepenaltyoflosingtheprivilegeofanyfurtherchallenge.Failuretosignascorecardbeforeleavingthefiringlineresultsinthelossofboththechallengeandprotestprivilege.InTeamMatches,theTeamCaptainmust check and sign score cards. (For procedures onchallengesandprotests,seeRule16.)

18.12 Clearing the Firing Point -Itisthecompetitor’sdutytoleave thefiringpoint promptly at the conclusionof his relay.Whenleavingthefiringpoint,theriflemustbeunloadedandanECIinsertedinthebarreluntilsuchtimetherifleiscased.
18.14 Score Cards Must be Signed - Whenscoringisdoneatthefiringline,thescorerwilladdthevalueoftheshots,placethetotalonthescorecardandsignthecard.Thecompetitorchecksthevalueofindividualshots,thetotal,andsignsthecard.(Incaseofdiscrepancybetweenindividualshotvalueandtotals,individualshotvaluewillbeacceptedascorrect.)IfacompetitororTeamCaptainleavesthefiringlinewithoutsigninghiscard,noprotestwillbeallowed.Ifthecom-petitororTeamCaptaindesirestoprotest,heshallwrite“protested”onthescorecardabovehissignature.TeamCaptainsverifyandsignscorecardsinteammatches.
(e) When targets are framed by the competitor, to mark andframethecorrecttargetforthespecificmatchanddistance.Insuchacase,shotsfiredonanincorrectoronausedtargetaredisqualified.
19.2 Unclassified Competitor - This is acompetitorwhodoesnot have a current NRA classification, either regular or temporarybyScoreRecordBook(Rule19.14),noran“AssignedClassification”(Rule19.6).SuchacompetitorshallcompeteintheMasterClass.
19.4 Scores Used for Individual Classification -Scorestobeusedforclassificationandreclassificationwillbethosefiredinindi-vidualandteammatchesinbothindoorandoutdoorNRAcompetition
Scores from Sanctioned Leagues (shoulder-to-shoulder or post-al)mayberecordedduringtheleaguefiringseasoninScoreRecordBooksbutwillbeusedbytheNRAHeadquartersonlyattheendoftheleaguefiringseasonforissueofOfficialClassificationCards.Scores from “ISSF Finals” will not be used for classification.
19.4.1 Expanded Classification System for Juniors (Rule 2.3) Only - Amatch sponsor may use an expanded or a differentclassificationsystemforjuniorshooters.Withinthatsystem,coachingmaybeallowedby thesponsor.However, thescoresfired inclassesthatallowcoachingwillnotbeusedforNationalRecordsornationalstandings,butshallbereportedforNRAclassificationpurposes.
19.5 Compilation of Scores for International Rifle Classifi-cation Averages -Scoresfiredincompletematchesovertheaboveindoor coursewill be combined for the “IndoorClassification” andscoresfiredincompletematchesovertheaboveoutdoorcourseswillbecombinedforthe“OutdoorClassification.”Scoresfiredincompletematchesover300meteror300meter reducedcourseswillbecom-bined for “300MeterClassification” and scoresfiredover completematcheswithanairriflewillbecombinedforairrifleclassification.
For classification purposes - Any cross-fires or disqualifications of a competitor’s score should have the corresponding number of shots removed from the “shots fired” part of the SR-1A card, and send in the scores as fired. e.g.: A competitor fires six external cross-fires in a standing match. Reduce the number of shots fired by 6, such as 114 instead of 120. Any act done by a competitor on purpose or uninten-tionally, that causes him to lose a shot(s), should have the correspond-ing number of shots reduced from his “shots fired” figure in order to allow that competitor to receive the classification he earned by all the correctly fired shots.
19.6 Assigned Classification -Acompetitorwhohasanearnedclassification(aclassificationobtainedthroughaScoreRecordBookoranOfficialNRAClassificationCard)forone typeofcompetitioninthegroupinglistedbelowwillbeassignedthissameclassificationin any competition inwhich he does not already have an earned orassignedclassification.
19.6.1 Classification for Mixed Programs -WhenoneormoreInternationalmatches are included in a conventional tournament aspiggybackevents, thesponsormayelect tousetheclassificationap-propriate to the conventional tournament throughout, inwhich casetheprogrammustsostate.
19.7 Lack of Classification Evidence - It is the competitor’sresponsibility tohavehisNRAOfficialClassificationCardorScoreRecordBookwithrequiredscoresfortemporaryclassification(Rules19.1and19.14)andtopresentclassificationevidencewhenrequired.Any competitor who cannot present such evidence will fire in theMasterClass.Acompetitor’sclassificationwillnotchangeduringatournament.Acompetitorwillentera tournamentunder thecorrectclassificationandfiretheentiretournamentinthatclass.Shoulditbediscoveredduringatournamentthatacompetitorhasenteredinaclasslowerthanisappropriate,thetournamentrecordswillbecorrectedtoshowthecorrectclassificationfortheentiretournament.
19.8 Competing In a Higher Class - Any individual or teammayelect,beforefiring,tocompeteinahigherclassificationthantheoneinwhichheisclassified.Suchindividualorteammustfireinsuchhigherclassthroughoutthetournamentandnotreverttoearnedclassi-ficationforanyeventinthattournament.
19.8.1 Combining Classes -Whenthereareinsufficiententriesinanyclasstowarrantanawardinthatclassaccordingtothematchprogramconditions,theindividualorteamconcernedmaybemovedby the Tournament Match Director to a higher class provided thischangeismadepriortotheindividualorteamconcernedhavingcom-mencedfiringinthetournament.
19.9 Obsolete Classifications and Scores - All classificationsandscores(includingtemporary,Rule19.14)exceptMaster,shallbe-comeobsoleteifthecompetitordoesnotfireinNRAcompetitionatleastonceduring3successivecalendaryears.Masterclassificationsand scores shall become obsolete if the competitor does not fire inNRA competition at least once during 5 successive calendar years.LifetimeMasterclassificationswillnotbecomeobsolete.
19.12 Team Classification - Teamsareclassifiedbycomputingtheteamaveragebasedontheclassificationofeachfiringmemberofthe team.Tocompute this teamaveragethekeyin theTeamClassi-ficationTable for thedifferentclasseswillbeused forbothoutdoorandindoorcompetitionandthe teamtotaldividedbythenumberoffiringmembersoftheteam.Anyfractionalfigureintheteamaverage
19.14 Score Record Book (Temporary Classification) - AScoreRecordBookwillbeobtainedbyeachunclassifiedcompetitorfromtheOfficialReferee,orTournamentStatisticalOfficeatthetimethecompetitorcompetesinhisfirsttournamentorfromtheSecretaryofaSanctionedLeague.HewillrecordallscoresfiredbyhimselfinallNRA competition (except PostalMatches) until such time as hereceives his Official NRAClassification Card. The competitor willtotalallscoresanddividethattotalbythenumberof10shotstringsrepresented.Theaveragesoobtainedwilldeterminethecompetitor’sNRAClassificationatthattime(seeRule19.15foraveragescoreforeachclassification). Individualandteamscoresfiredbythecompetitorduringatleastonetournament(Rule1.1)orfromthemostrecentleaguematch(Rule1.6(j))mustbepostedintheScoreRecordBooktoestablishatempo-raryclassification.TheScoreRecordBookwillbepresentedby theholder at all NRA competitions entered until competitor’s OfficialNRAClassificationCardbecomeseffective. Note: It is thecompetitor’s responsibility toobtain theScoreRe-cordBook, enter scores and present it at each tournament until hisOfficialNRAClassificationCardbecomeseffective.WhentheNRAClassificationCardbecomeseffectivetheScoreRecordBookbecomesobsolete.
19.15 Individual Class Averages -CompetitorswillbeclassifiedasfollowsandNRAClassificationCardsissuedaccordingly:
19.16 Establishing Classification - A competitorwill be offi-ciallyclassifiedby theNRAwhen the total score foraminimumof120shots(180forsmallborerifleprone)hasbeenreportedforeitherindoororoutdoor.However,classificationaverageswillbecomputedonlyafterthetotalscoreforatournamentorleaguehasbeenpostedand,therefore,theaveragemaybebasedonagreaternumberofshots,butwillnotbebaseduponalessernumber.TotalscoressoreportedtotheNRAwillbepostedtotheclassificationsystemforthecompetitorconcerned.Whenthescoresforthestatedminimumnumberofshots(ormoreifthisminimumisreachedduringthescoresofanytourna-ment or league) have been so posted, the average score per 10-shotstringwillbecomputed.ThecompetitorwillbesentanOfficialNRAClassificationCardbasedontheaveragessocomputedandaccordingtothetableinRule19.15.ThisclassificationwillbecomeeffectivethedateshownonthecardissuedbyNRA.
(b) Whenadditionalscores,firedsubsequent to the tournamentdate at which the competitor earned his current classifica-tion,havebeenpostedforaminimumof:240shotssmallboreprone,120shotsairrifleand240shotsforsmallboreand300meterposition, thecompetitor’saveragewillbeestablishedby dividing the total score by the number of ten (10) shotstrings represented. This averagewill be computed as out-linedinRule19.16attheendofthetournamentorleagueinwhichtheminimumofshots,ormore,havebeenposted.
(c) AcompetitorwhobelieveshisclassificationistoohighmayfileawrittenrequestwiththeNRAthathisclassificationbelowered. Such a competitor must remain in the class con-cerneduntilatleast360shots,firedsubsequenttotheeffec-tivedateofhiscurrentclassification,havebeenpostedtohis

record.Whentheaverageofsuchshotsplacesthecompetitorina lowerclasshewillbereclassifiedaccordingly.Whenacompetitor has been so classified downward, and thereaf-ter,byscoresfired inNRAcompetition (exceptNRAPost-alMatches)hasagainearnedhisformerclassification,suchclassificationshallbecomefinalandthecompetitorshallre-tain theearnedclassificationuntil reclassified intoahigherclassasoutlinedinParagraph(b).
(d) A reclassified competitor shall be sent a new classificationcardwhichwillbecomeeffectiveonthedateshownoncardissuedbyNRA.
20. NRA OFFICIAL REFEREE20.1 Eligibility - Any individual, 21 years of age or olderwho
(a) TobecertifiedasanOfficialReferee,applicantsmustunder-take such oral,written or practical examination as theAs-sociationmay require.Note:TheBoard ofDirectors of theAssociationmay be the final judge as to applicant’s fitnessforcertification.Certificationmayberefusedwithoutstatingcause.
(a) It is thedutyof theOfficialRefereeatall times tokeepin-formedofNRABylaws,currentcompetitiverules,andmatchadministrative procedures. He must be equipped to act asguideandcounselortoeveryofficialatatournamentbothontherangeandintheStatisticalOffice,butwillnotgivedirec-tionexceptthroughtheMatchDirector.
(b) He must be familiar with the various NRA qualificationcoursesandwithNationalClassificationRules.
(d) ItishisdutytoreporttoNationalHeadquartersanysugges-tions, criticisms, incidents or trends which, in his opinion,shouldbeconsideredbytheAssociationinordertopromotethebestinterestsofshooting.
(e) Hemustatall timesandunderallcircumstancesrememberthathisvalueasanOfficialReferee is indirect ratio tohisreputationforintegrity,impartiality,broadknowledgeofthegame, courtesy, courage and sobriety. The use of alcoholicbeverageswhileondutycannotbecondonedandtheirexces-siveuseatanytimewillbesufficientcauseforcancellationoftheOfficialReferee’scertificate.
20.4 Duties: Before TournamentHavingacceptedanassignmenttoserve,itisthedutyoftheOfficialRefereeto:
(a) Familiarizehimselfwiththeprogram.
(b) Verify,bymailorinperson,withtheMatchDirectorofthetournament to insure that rangeand statistical facilities areadequateandingoodorderandthatamplerangeandstatisti-calpersonnelhavebeenemployedordefinitelyarrangedfor.
20.5 Duties: During Tournament
(a) Observe the functioning of the StatisticalOfficewhenfirstopened to help establish proper registration and squaddingprocedure.Make sure theStatisticalOfficehas arranged tocheck all competitors’ current classification before issuingcompetitor’sfirstsquaddingticket.
(b) Inspect target equipment and range personnel in companywith theMatch Director to insure that range will functionproperly.
(c) Consult with Match Director and arrange to have OfficialBulletins posted immediately covering any changes or cor-rectionswhichhavebeenauthorized.
(e) Remain constantly alert for infractionsof safetyor compe-tition rulesbymovingover the rangebehind thefiring linefrom flank to flank; observing activities of target runners,Range Officers, scorers, statistical clerks and spectators;watchingcompetitorshandlingtheirrifles,etc.
(f) ReportimmediatelytotheMatchDirectoranyerrorsinad-ministrationorinfractionsofrulesbycompetitorsorperson-nel,requestingthathehavethemcorrectedatonce.Ifthemat-terisonerequiringinstantaction,theOfficialRefereeshoulddirectwhateveraction is requiredandreporthisactionandreasonthereforetotheMatchDirectorassoonasthatofficercanbereached.
(g) In tournamentswhere situations occur that are not specifi-callycoveredbyanexistingruleor rules, theRefereeshallexercisegoodjudgmentinrulingforthebestinterestoftheshootingsportsandcompetitors.
(j) When triggers are weighed, shall weigh or supervise theweighingoftriggers.
20.6 Handling of Challenges and Protests - Challenges andprotestswillbehandledinthemannerprovidedforintheserules.
20.7 Assignment to Tournaments - Official Referees are as-signedtotournamentsbyNRAHeadquarters.
20.8 Official Referee as Competitor - NoOfficialRefereemaycompeteinanymatchfiredinconjunctionwithanytournamentwhereheisofficiating.
20.9 Status of the NRA Official Referee
(a) TheOfficialRefereewill not give directions to the tourna-ment operating personnel except through theMatchDirec-tor.Inallemergencycasesinvolvingthesafetyofpersonnelor property, the Official Referee will act immediately andforcefully,takingfullresponsibilityandreportinghisactionthereaftertotheMatchDirectorandtotheNationalRifleAs-sociationwhenmakinghistournamentreport.Intheeventofadisagreementbetweenmatchofficials,theOfficialRefereeshall prevail at thematchwith recourse only to theProtestCommittee.
(b) TheOfficialRefereeisarepresentativeoftheNationalRifleAssociationpresentatatournamenttointerprettherulesandregulationsforthebenefitofboththetournamentofficialsandthecompetitors. It is theReferee’sduty to see that all suchrules and regulations are properly and efficiently enforced.TheReferee isnotresponsiblefor theactualadministrationandconductofthetournamentexcepttoenforcetherulesandregulations.ItistheReferee’sdutytomakesuchsuggestionsandrecommendationsasarenecessarytoenablethetourna-mentstafftooperateinthemostsatisfactorymanner.
20.10 NRA Official Jury -AtanyRegisteredTournamentwherenoRefereeisassignedoratanyApprovedTournament,theMatchDi-rectorshallappointaJurytobecomposedofpersonswhomayormaynotbecompetitorsinthematch,whoarerecognizedasshootersandwhoarefamiliarwiththeNRArulesgoverningriflematches.Tourna-mentOfficialsmaynotserveasmembersoftheJury.ThisJuryshallactonanyprotestordisputeconcerningprocedures,equipmentoranyotherquestionwhichmayariseduringthetournament.

APPENDIX GENERAL REGULATIONS FOR NRA
SANCTIONED TOURNAMENTSTournament sponsors must follow these Regulations as directed by Rule 1.4. They provide standard procedures required for the sanc-tioning of NRA Tournaments, establishing of fee structures, awards, reporting, cancellation, NRA membership requirements, and other items involved with NRA Sanctioned Tournaments, both Registered and Approved.
A. GENERAL REGULATIONS GOVERNING NRA APPROVED TOURNAMENTS
1. SANCTION OF NRA APPROVED TOURNAMENT(S): To obtainapprovaloftournaments,thefollowingstepsmustbetakenbythesponsoringorganizationinadvanceofthetournamentdate.
(a) SendNRAyourcompletedapplicationsanddraft copiesofyourcompletedprogramsaminimumof30 days inadvanceofthetournamentdate.
(c) In order to be listed once in theComing Events section ofShooting Sports USA,yourapplicationsandprogramsmustbe sanctionedby theCompetitiveShootingDivisionby the15thof themonth, threemonthsbefore themonthof issue.Ifyoudesirepublicityinmorethanoneissue,anadditionalmonth’snoticemustbeallowedforeachmonthlylisting.
2. GRANTING OF APPROVED SANCTION: AssoonasthetournamentisgrantedApprovedsanction,onecopyofthesignedap-plication, anOfficialSanctionPoster, andacorrected (ifnecessary)copyofthedraftprogramwillbereturnedtothesponsor.Theseitemsprovide the authority to the sponsor to conduct the tournament.Allchangesandinformationprovidedintheapproveddraftprogrammustappearinthefinalprintedprogram.Nomajorchangesincoursesoffire,numberofmatches, etc.,maybemadeunlessNRA isnotified.Thismaybedoneinwritingiftimepermits,orbyincludingacopyoftheMatchDirector’sBulletin(whichmakesthechanges)withthefinalresultsofthetournament.

7. ENTRY FEES:

(a) NRA Registration Fee: A fee of $4.50 per competitor ischargedbyNRAforApprovedTournaments.

2. GRANTING OF REGISTERED SANCTION: Assoonasa tournament isgrantedRegisteredsanction,onecopyof thesignedapplication,program,andOfficialSanctionPoster,willbereturnedtothesponsor.IncaseswhereaRefereeisassigned,theOfficialPosterwillbemailedaftertheRefereeassignmentismade,andthesponsor

will be notified of the identity of theReferee at the same time.Allchangesandinformationprovidedintheapproveddraftprogrammustappearinthefinalprintedprogram.Nomajorchangessuchascoursesoffire,numberofmatches,etc.,maybemadeunlessNRAisnotified.Thismaybedoneinwritingiftimepermits,orbyincludingacopyoftheMatchDirector’sBulletin(whichmakesthechanges)withthefinalresultsofthetournament.
4. CLASSIFICATION OF COMPETITORS: TheNRAclas-sificationorcategorysystemmustbeusedinRegisteredTournaments.Sponsorsmayuseanexpandedclassificationsystemwhenlargenum-bersofmarksmanorunclassified competitors are entered. (SamplesavailablefromAssistantDirector’sOffice,Education&TrainingDi-vision.)
5. COURSES OF FIRE IN REGISTERED TOURNA-MENTS, NATIONAL RECORDS AND CLASSIFICATIONS: NationalRecordsmaybe set only inRegisteredTournaments usingcoursesoffirespecifiedinRule17.5.CoursesoffirewhichareusedforclassificationarespecifiedinRule19.4.
(2) High Scoring Competitorineachclassineachmatch.Classesmaybecombinedbecauseoflowentry,butthemannerinwhichsuchcombinationsaremademustbeclearlystatedintheprogram.
