The intended network improvements include and tie together the security (e.g., access control, security cameras) portions of our planned networks as well as the business (e-mail, file storage, phone system) portions of the network. Also included are portions of a continuity of operations program that backs up the information and allows for a fail-over capability so that the District regular and security operations may continue even if a portion of the system fails or is cut off. The attached proposals are separated into two types – one is the (Dell) server and storage infrastructure. The other is the (Cisco) security gateway and voice over internet protocol (VOIP) phone system. Proposals were solicited from a number of firms with the intention of getting at least 3 competitive proposals. We were successful with the Cisco equipment. AMS.NET was the lowest bidder of three firms for the Cisco equipment. With the Dell servers and storage equipment, we were only able to get one quote. The other solicited firms declined to submit bids. This is due to the way that Dell operates with their “partners”. When a firm “registers” a project, Dell commits to that partner to give the lowest pricing only to that registering partner. Other firms, even if they are Dell partners, are not able to get this pricing level. We received a quote only from Lanspeed and we have email communication from the other firms indicating that they decline to submit a quote because they will not be competitive. District staff recommends approval of the purchase of equipment from AMS.NET and Lanspeed as detailed on the attached proposals. There is a spreadsheet attached to this report that shows the results of the solicited quotes.
