This report includes data acquired from the U.S. Bomb Data Center (USBDC) Bomb and Arson Tracking System (BATS) database and Explosive Ordnance Disposal Information Management System (EODIMS). This report may not include all incidents. The data includes those reports pulled on a specific date from both BATS and EODIMS. This summary report presents basic data at the time it was produced. As data management systems are updated, the possibility exists that the resulting information may differ from previously or future reported data.

A total of 628 incidents (Fire, IED, Ordnance, etc.) were reported in BATS.

Between 3 October and 9 October 2021, BATS and EODIMS indicate approximately:

9 – ACTUAL: Improvised Explosive Devices (IED), Improvised Incendiary Devices, chemical over pressure devices, and modified or improvised ordnance.

3 – EXPLOSIONS: Intentional explosions, chemical over pressure device functioning, and incendiarydevice functioning.

3 – HOAX: IED-related incidents that involved a device fabricated to look like an IED andthat is intended to simulate one in order to elicit a response.

17 – ORDNANCE: These incidents involve ordnance (not on military installations), public safety Bomb Squad, and military EOD.

This report may contain the following information:

AWARENESS: Unique suspicious package incidents, additional ordnance/explosive information, etc. RECOVERY: Explosive, homemade explosive, improvised explosive, and precursors.

PURPOSE: Disseminate current CONUS IED and ordnance incident information.

3 OCTOBER: PORTLAND, OR – HOAX

BATS ID # 1403036: (U//FOUO-LES/REL) ". . . [We] responded . . . regarding an explosive device. The patrol officer took pictures of the device, which had 7 red tubes taped together with some wires and a small box. The device resembled a device that is commercially made and sold as a prop or a clock. . . . I was able to confirm the device was an identical match to the device sold on the internet. I was also able to confirm the center tube was empty."

BATS ID # 1403071: (U//FOUO-LES/REL) "During the search, they located a device they . . . described as a pipe wrapped in black electrical tape with a fuse protruding from one end. The device was located in a large wooden box that also contained various low explosive powders."

5 OCTOBER: WICHITA, KS – EXPLOSION

BATS ID # 1403862 : (U//FOUO-LES/REL) ". . . [He] indicated he was holding a butane lighter when it exploded. . . . [He] allowed officers inside where the explosion occurred and they discovered a clandestine lab and illegal grow operation. . . . . In plain view . . . [were] blood, flesh particles, metal and plastic fragmentation, Hydrogen Peroxide, Acetone, jars and bottles of white powder, drug paraphernalia, weapons, CCTV cameras, Mushroom grow medium, venting equipment, rock tumbler, glassware, electronic components, and storage tubs. . . . Under [a] pillow in [the] living room [was a] . . . glass bowl with coffee filter on top and [containing a] large amount of dry white powder . . . Approx. 90 grams. . . . Gemini shows powder . . . [tested positive for] TATP."

8 OCTOBER: OLD TOWN, ID –AWARENESS

BATS ID # 1403878: (U//FOUO-LES/REL) ". . .[He] advised that he found an odd device wired to a stand that was pointed at the slash pile. . . . [He] advised . . . that it had some aluminum foil in the open end of the tube and what looked like rice in it, that was falling out the end. He said that he put some black electrical tape over the end to keep the rice in it. . . . The device was about 12" long and 2" in diameter, thin-walled black plastic tubing and attached to a makeshift plastic tripod with copper wire. The device was capped at the bottom end with what looked like a plastic drink cap . . . [This was attached] to the black plastic tubing with what appeared to be metal roofing screws. There was a small diameter hold drilled towards the base on the left side of the tube, and the tube appeared to have been exposed to extreme heat in the middle and was partially melted."

BATS ID # 1404146: (U//FOUO-LES/REL) “. . . [She] reported having two metal spherically shaped objects that she was told were inert practice military bombs. They were purchased at an estate sale and she was no longer comfortable having them. We were provided with photos that showed what appeared to be two military bomblet submunitions that were painted white, with flecks of blue paint still visible. . . . We consulted with the Air National Guard’s 142nd EOD team, who provided us with an X-ray image of a similar inert submunition they had in inventory and guidance on this type of object. . . . Combined with our images, the images sent to us by the 142nd EOD team consultation, it was determined that these were practice military submunitions . . . We collected the practice munitions and temporarily stored them in a day box in our magazine until the military could retrieve them at a later date."

Contact Information

(U//FOUO/REL) NSWC IHD has been designated as the EOD Incident Data Repository for the DoD EOD community. The Data Warehouse is continually populated with EOD mission reports from multiple databases and historical files. Current sources include the Explosive Ordnance Disposal Information Management System (EODIMS). (U//FOUO-LES/REL) The Bomb Arson Tracking System (BATS) serves as the national repository for explosives and arson-related incidents as established by the Federal explosives laws. In 2004, the Attorney General mandated that "all of the Department's arson and explosives incident databases [be consolidated] into a single database, which is now known as the Bomb Arson Tracking System (BATS)”. This was reinforced in 2010 by the Deputy Attorney General's Office. Each participating agency administers their BATS account.
