deAr nAtOA members And Friends:
The Board of Directors joins me in welcoming you to Washington, D.C. for NATOA’s 30th Annual Conference – “Gigabit Communities.”
Our conference theme emphasizes the state of broadband in the United States and how our political, economic and educational
climate will affect it; the state of access programming – including the transition to digital and the challenges of operating in
difficult budgetary times; and how technology is impacting government operations.
This year’s conference will equip you with everything you need to address the myriad issues facing today’s local government
communications professionals, beginning with our pre-conference, full-day interactive seminar on Broadband and Economic
Development. After this workshop you’ll have the information you need about the scholarship, best practices, and emerging ideas
regarding the link between broadband and economic development. Conference General Sessions address topics such as the
Broadband State of the Nation, Fiber to the Premises Initiatives, Open Data and Open Government.
The Concurrent Workshops allow you to design a personalized program whether you are interested in community broadband,
programming, or legal and regulatory issues. Back by popular demand, there will also be an incredible all day Storytelling
Workshop on Thursday, September 30th. Sessions will cover topics ranging from social networking, operating PEG facilities in a
time of tight budgets, producing multi-media content, addressing political challenges in cable and broadband, wireless facilities
siting and cable franchise renewals. Conference attendees have the opportunity to participate in an informative lobby prep
session on Wednesday morning and are encouraged to meet with their local Congressional representatives while in D.C., and
educate them about the important issues we are all working on in our communities.
Please join me in thanking our Conference Sponsors for their generous support of NATOA and our initiatives. Be sure to visit our
Exhibit Hall to check out the latest in hardware, software and technical advice available to help your community be the best it can be.
NATOA is proud to present the 2010 Jane Lawton Award to Congresswoman Tammy Baldwin for her leadership in sponsoring the
CAP Act. The 2010 NATOA Community Broadband Awards highlight the outstanding efforts of local governments to provide
broadband services within and to their communities. Our 25th Annual Government Programming Awards Gala, being held on
Friday, October 1st celebrates the finest in local government programming. And to celebrate our milestone 30th Annual Conference,
expect some special recognition of NATOA’s history and the positive impact we have had over the years.
Our Conference Planning Committee and staff have been hard at work developing a conference agenda to inspire and educate our
members and colleagues. Thanks for joining us in Washington, D.C. as we move toward a nation of Gigabit Communities!

to move the country forward. And yet the FCC’s authority to oversee broadband has been attacked, and enacting the Plan will take years of work by Congress and the FCC. In this session, leading broadband policy advocates from a range of perspectives will discuss how far we have come in broadband—and where we should be going. Does the FCC have broadband regulatory authority? Does the National Broadband Plan do too much—or does it do too little? This session will describe the convergence of technologies and regulatory categories—for example, many localities have seen a decrease in wireline revenue as consumers move to wireless, and a decrease in cable video revenues as consumers move to “over the top” IP video services, separating the infrastructure provider in the Rights of Way from the service/application provider. These changes could be greatly beneficial to consumers over time—and local governments can protect themselves by adapting to these new paradigms.
