2-1) Ecosystem-based sustainable fisheries of the Shiretoko World Natural Heritage Site, Hokkaido, Japan

In 2005, the Shiretoko area of Hokkaido Island in Japan was inscribed on the World Heritage list as a natural site. The site includes the Shiretoko Peninsula located at the northeast tip of Hokkaido and the surrounding marine area up to three kilometers from the shore. Due to high nutrient input into these waters from melting sea ice, winter vertical mixing, and seasonal upwelling, the seas around the peninsula are home to a rich and unparalleled marine ecosystem and a variety of fisheries, which support the local economy. Thus, effective management of this site requires both conserving the integrity and diversity of the ecosystem as well as ensuring that the fisheries are sustained. The marine ecosystem at the site is impacted by global-scale climate changes and human activities (primarily fishing). While understanding the changes in fishery resources based on natural laws, it is important to seriously consider and take actions regarding the future of the fisheries. The International Union for Conservation of Nature and Natural Resources (IUCN) gave Japanese Government a challenge to submit a marine management plan for conserving the marine ecosystem at the site and to assess and mitigate the impact of dams for salmon to swim upstream. My talk will describe how Shiretoko's interdependent land and ocean ecosystems can best be maintained to ensure both conservation and sustainable use of the area’s rich natural resources.

2-2)日本系シロザケの生命線オホーツク海-日本とロシアの架け橋

私の場合は、どちらかというとサケにターゲットを絞ってオホーツク海の重要性について
お話させていただきたいと思います。結論はタイトルにありますように、我が国のシロザ
ケの生命線が実はオホーツク海である、というお話になると思います。サケといいますと
我々は食料として非常に重視しておりますが、このサケは食料としてだけではなくて、我々
が生息している生態系の物質循環であるとか、生物多様性を高める役割であるとか、更に
は環境あるいは情操教育としての生態系サービスとして重要であります。
アラスカ湾に生息する生物の炭素と窒素の安定同位体比のC-N mapでは、サケはアラスカ
湾生態系の4番目のトラフィックレベルに位置します。非常に生態系の高位に位置しますの
で、サケはこの生態系の動態をよく表すキーストーン種と言われております。そういう意
味では、生態系を評価する上で重要な魚であるわけです。サケは産卵のために川に帰るこ
とにより、海からの物質を陸域の生態系に運ぶという役割を果たします。サケの上る川と
いうのは、上らない川に比べて非常に高い窒素の安定同位体比を示します。図1は知床のル
シャ川の例ですが、カラフトマスは色々な動物に利用され、海の物質を陸域生態系へ運搬
していることがわかります。

今日はあまり時間がありませんので、その中でクマの例だけをちょっと紹介したいと思
います。クマの毛の先端から毛根までを細かく切って、それぞれの安定同位体を求めたC-N
map、知床のルシャ川にくるヒグマに、4つの生活パターンが見られます。「クマ1」は、内
陸にいて植物を中心に一年中生活している。「クマ2」は陸起源と海起源の生物を両方利用
しながら生活している。「クマ3」は、通常は内陸にいて植物を利用、あるいはシカなどを
食べていますが、サケが上る時期になると川に下りてきて越冬のためにサケを食べている。
「クマ4」は常に沿岸域に生活して、海から流れ着くものを餌としている。クマとサケと
の関係につきましては、この後間野さんが詳細に紹介してくれますので、私の方はこの辺
にいたしまして早速サケの話に移っていきたいと思います。
皆さんもうすでにご存知と思いますが、海へ下りた日本系シロザケの幼魚は,2~3ヶ月
沿岸で生活した後、全てオホーツク海に入り夏と秋を過ごします。最初の越冬は、北太平
洋西側で行います。その後2年目以降はベーリング海にわたって成長して、2年目以降の越
冬はアラスカ湾で行います。その後、ベーリング海とアラスカ湾を行ったり来たりして、
成熟すると日本へ帰って来ます。日本系サケの生残率は、沿岸とオホーツク海で生活する
期間にほぼ決まってしまいます。特に,オホーツク海でどれだけ成長できるかによって生
残率は決まります。そこで我々は、鱗の分析からバックカリキュレーションという方法を
使いまして、1939年から2004年に生まれた北海道シロザケのオホーツク海での成長量を調
べてみました。先ほど桜井さんもちょっとご紹介しましたが、PDO、Pacific Decadal
Oscillationといって、長期的な気候変動を表す1つの指数です。PDOの変動指数と、サケの
日本系の北海道系サケのオホーツク海における成長がよくリンクします。この成長量と生
残率の間に高い正の相関が見られます。言い換えると、長期的な気候変動とリンクして,
オホーツク海での成長が非常に良い年級郡ほど、その生残率は高いということがわかりま
す。また、オホーツク海では海氷が少なければ少ないほどシロザケの成長が良く,同様に
オホーツク海の夏と秋の表層の水温が高い年ほどシロザケの成長がよいということが分か
っております。海氷の面積の変化というのは、実はつい最近見られたことではなく、北大
低温研におられた青田先生のデータによると、網走の気温はここ100年間増加傾向を示すの
に対し,北海道に来る流氷は100年前からどんどん減っているとのことです。このような状
況から、青田先生はすでに地球温暖化が始まっているとおっしゃっています。また今朝の
大島先生からも同じようなデータを示していただきましたが、そういう意味では、実はオ
ホーツク海はすでに地球温暖化が始まっており、日本系シロザケはその地球温暖化のプラ
スの影響を現在オホーツク海で受けているということが考えられるわけです。

それでは、この地球温暖化の影響はシロザケにどのような影響を与え続けるのでしょう
か? ここでは、IPCC第4次報告書のSRES-A1Bシナリオに基づいて、地球温暖化がシロザ
ケにどう影響を及ぼすのか予測して見ましょう。図2は,現在(2005年),50年後(2050年)
および100年後(2095年)の北太平洋におけるシロザケの最適水温分布域です。今日はオホ
ーツク海のシンポジウムですので、この中からオホーツク海に焦点を絞ってお話させてい
ただきますと、2005年現在の状態ですが、この最適水温分布域が7月には北海道に接岸して
います。従って、北海道、日本から放流されたサケというのは、スムーズにオホーツク海
へ入っていくことができるわけです。その分布エリアというのは、彼らの生息期間は常に
確保されています。それでは50年後どうなるかというと、7月にはすでに最適水温エリアが
北海道から離れています。おそらく日本系シロザケは、オホーツク海への回遊ルートを50
年後には失うのではないかと予測されます。そればかりではなくて、8月、9月になると生
息域が非常に狭められますし、100年後にはこのように殆ど最適水温域が無くなってしまい
ます。これは,日本系のシロザケに限らず、ロシア系のサケにとっても由々しきことが起
きるかも知れないということを予測しているわけです。さてこれまでの結果をまとめてみ
ますと、日本系シロザケは何らかの形で現在も地球温暖化の影響を受けているわけですが、
オホーツク海において現在プラスの影響を受けている。それが結果的に,オホーツク
海での成長を促進し,最初の越冬時の体サイズを大きくすることによって、日本系シロザ
ケの生残率を高めているということがいえるかと思います。但し,もしIPCCの予測が当た
っているとすると、50年後には日本系シロザケは、オホーツク海への回遊ルートを失って

しまう。100年後にはロシア系も日本系のシロザケも、オホーツク海で生息するには厳しい
ということがわかってきました。
さて、サケが海に住める器の大きさのことを環境収容力と言いますが,カラフトマス、
シロザケおよびベニザケの環境収容力の時系列変化は長期的な気候変動とよくリンクして
いるわけですが、最近どの種も1997/98年の気候レジーム・シフト以降どうも減少傾向にあ
るように見えます。この長期的な環境収容力の変動パターンと地球温暖化の影響というこ
とを考えると、我々は今後このオホーツク海というものを、まず一つには、①シロザケに
とって重要な生命線であるということ、それから、②このオホーツク海をモニタリングす
ることによって、地球温暖化の影響を直接見ていくことができるということを認識すべき
であると思います。そういうことから日露共同で、オホーツク海での調査、研究というの
が、今後ますます重要になってくるのではないでしょうか。それと更には、その生態系を
守っていくためには、先ほど桜井さんも紹介しましたが,海の生態系の特徴をよく捉えた
上で、その順応的管理を行なっていくことが必要ではないかと考えます。そういう意味で
は、ますますオホーツク海というのは重要になってくるわけで、これを機会に、オホーツ
ク海というものを日本とロシアの架け橋として、今後共同で調査研究を行っていくという
のが私の希望であります。
2-2) The Okhotsk Sea as a life line of Japanese chum salmon: a bridge between Russia and Japan

Pacific salmon (Oncorhynchus spp.) play an important role as ecosystem service in the North Pacific rim. After spending the early marine life in the coastal waters of northern Japan in spring, Japanese chum salmon spend their first summer and fall in the Okhotsk Sea, then move to the Western Subarctic Gyre for the first wintering. Their survival rate is mostly determined immediately after migration to the sea and during the first wintering period. For Japanese chum salmon, that is to say, a larger body migrating to the sea and better growth in the Okhotsk Sea result in a higher survival rate. Temporal change in growth patterns of Hokkaido chum salmon were observed using the back-calculation method based on scale analysis. The growth of Hokkaido chum salmon has been remarkable, and correlated negatively with the extent of sea ice cover area and positively with the sea surface temperature during summer and fall in the Okhotsk Sea since the 1990s. This phenomenon will be positively affected by the

global warming. The situation of chum salmon was predicted for periods of 50 and 100 years after based on the IPCC SRES-A1B scenario using their optimal temperature. The result indicated that Hokkaido chum salmon would lose migration route to the Okhotsk Sea by 2050, and be crashed by 2100. The Okhotsk Sea is literally an important life line for the Japanese chum salmon.
2-3) Peculiarities of walleye pollock (Theragra chalcogramma) distribution pattern andabundance dynamics in the southwestern Okhotsk Sea
and along theKunashiri and Etorofu

In the past century, the walleye pollock stock abundance in the southwestern Okhotsk
Sea and oceanic waters of Hokkaido, Honshu and southern part of Kuril Islands was high and commercially important. In 1986, the walleye pollock catch in this region was 720 000 tons, i.e. 10.7% of the total capture and 37.2% of the capture in the Okhotsk Sea. In this paper the main attention is paid to peculiarities of walleye pollock distribution in the Okhotsk Sea waters of Sakhalin Island and along the southern part of Kuril Islands during its low abundance. In the beginning of the current decade the main aggregations of walleye pollock in the Okhotsk Sea waters of Sakhalin Island are concentrated only along the northeastern coast. The current abundance of this species along southeastern Sakhalin and in Aniva Bay is much lower. Along the southern part of Kuril Islands, walleye pollock are widely distributed in the warm season (summer and autumn) when their significant aggregations are observed both on the Okhotsk Sea and Pacific Ocean sides. In August-October, the densest walleye pollock aggregations were observed in the Pacific Ocean waters of Iturup Island. In December, large aggregations of walleye pollock are concentrated in the Okhotsk Sea waters of Kunashiri and Etorofu Islands, i.e. in its main spawning areas. Along Etorofu Island, aggregation density and mean fish length from catches were lower than in Kunashiri Strait. During the feeding period of recent years, aggregations of the small-sized walleye pollock occurred mainly in the Pacific waters. The annual walleye pollock catch along the northeastern Sakhalin once

reached more than 200 000 tons, and along the southern part of Kuril Islands more than 400 000 tons. However, in the following years the walleye pollock catches in these regions began to decline steadily and currently appeared to be at the minimal level. In recent years, some signs of increase in commercial walleye pollock stock abundance have been observed in several areas of the region considered.
2-4) Species composition and resources structure of demersal fishes at four islands. (by results of trawling surveys).

Species composition and resource structure of demersal fishes were compared between areas around four islands, and western and eastern coasts of Sakhalin Island by data of last two decades. Four Islands area supported diverse communities of shelf and upper slope fish that consist of at least 188 species. n the southern Okhotsk Sea area, species composition was similar with lower level of species diversity than in adjacent waters. The most species were present in Cottidae (30), Pleuronectidae (20), Zoarcidae (15), Agonidae (15) families. It was found that 78.8% of total fish biomass was distributed in Pacific Ocean waters, and the rest was concentrated in Okhotsk Sea waters. The Pacific Ocean waters have made up 85% of total area near four islands, and the Okhotsk Sea waters – only 15%. The gadid-fishes were dominant component of biomass in all regions. Walleye Pollack was key dominant species, but there was high biomass of Pacific cod off Kuril Islands. Pleuronectidae, Cottidae and Hexagrammiedae families were included in dominant group besides Gadidae. The fluctuations of fish abundance in four islands area correspond well with ones in Sakhalin Island area in last decades. High level of the total fish biomass was observed in various regions from 1980s to- the first half of 1990s. Then there was decreasing of fish resources, reached to bottom in 2003-2004. In recent years it was shown increasing of most observing resources.
