You can use PRE and POST moderation, abuse report moderation.

As you receive the moderation result you then proceed with further actions: publish or remove content, block the user or change the user’s status.

You create a rule for each type of content. A moderator will then press YES or NO depending on the content meets the rule requirements or not.
