    along. Now, a cooking expert is bringing science to the kitchen to explain how to make better

    rice, and he says the key is to minimize evaporationA quick look on the side of a bag of rice will

    reveal the recipe commonly used to cook a standard serving –  two cups of water per one cup of

    rice.But, following these seemingly simple instructions doesn‘t always lead to perfectly cooked

    rice.

    To get to the bottom of this problem, researchers designed an experiment to determine what theratio should really be, Business Insider r eports.The team including Dan Souza, senior editor ofCook‘s Illustrated from America‘s Test Kitchen and one of the authors of The Science of Good

    Cooking, placed sealed bags filled with one cup of water and one cup of rice into boilingwater.With this method, it took just a single cup of water to produce a perfectly cooked cup ofrice.

    An ideal method would limit evaporation

    entirely, but not even a rice cooker is capable

    of doing thisCooking the perfect pot of rice

    isn‘t likely to be achieved using a standard 2:1

    water-to-rice ratio.Instead, Dan Souza, senioreditor of Cook‘s Illustrated from America‘s

    Test Kitchen and one of the authors of The

    Science of Good Cooking, suggests perfecting

    a personalized ratio through trial and error.In

    an experiment using a sealed bag containing

    one cup of water and one cup of rice (1:1), the

    researcher found that this ratio produced a

     perfectly cooked cup for all types of rice.This

    is because the key to making the best rice all

     boils down to evaporation, he explains.When

    cooking rice at home, a pot with a tight lid is

    ideal as it will reduce the amount of evaporation.It‘s also important to know the humidity in your

    environment, lid tightness, and the diameter of the pot you‘ll be using.These factors all affect the

    outcome of your rice, so getting to know how they influence evaporation will help you create the

     perfect ratio for the specific conditions of your kitchen.

    This held true for long grain, brown rice, white rice, and more.The answer revealed by this smallexperiment, according to Souza, lies in the possibility of evaporation.Sealed bags used by theresearchers eliminated evaporation, while the pot you use at home may allow more water vapour

    to escape.‗Evaporation isn‘t a consistent thing, cook to cook, kitchen to kitchen,‘ Souza toldBusiness Insider.‗If you have a pot with not a very good lid, you‘re going to get moreevaporation. If it‘s really tight, you‘re going to get less evaporation.‘An ideal method wouldlimit evaporation entirely, though not even a rice cooker is capable of doing this.

     be cooked. This means you must consider the diameter of the pot, lid tightness, humidity, and the

    number of times you lift the lid. Through trial-and-error, you can perfect a ratio based on your

    own kitchenAs you try to cook larger volumes of rice, it‘s especially important to keep

    evaporation in mind, Souza explained.Doubling the amount of water to make two cups of rice

    may not be the best way if you‘re using the same pot used for a single cup.‗If you have a ratio of

    1:2 and you double that to 2:4, you‘re saying you‘re going to get double evaporating because you

    doubled it and that‘s not true,‘ he told Business Insider.‗If you‘re using the same pot with the

    same diameter lid and the same heat you‘re going to have the same amount of evaporation as you

    did the first time. So you end up with an extra cup of water in there.‘So, in order to make the best

     North Korea's already-low food supply is set to deteriorate this year as dry weather hits crop

    yields, the United Nations'  Food and Agriculture Organization (FAO) has warned."Given thetight food supplies in 2015/16, the country's food security situation is expected to deterioratefrom the previous year when most households were already estimated to have poor or borderlinefood consumption levels," the agency said in a report on Wednesday.North Korea's total food production fell 9 percent on-year to 5.4 million tons in 2015, with the harvest of rice —  a foodstaple —  dropping 26 percent due to poor rains and a lack of irrigation, the FAO said.It was thecountry's first decline in total food production since 2010, the agency added.     NFA chief quits, cites health reasons

    THE head of the National Food Authority (NFA) said on Wednesday he is stepping down fromoffice due to health and personal reasons.NFA Administrator Renan B. Dalisay said he hasalready submitted his resignation letter to the Office of the President. His resignation will takeeffect on April 30.Dalisay, who was appointed as NFA‘s administrator in November 2014, saidhe continues to wait for the President‘s feedback on his resignation.―I‘m just waiting for theconsideration of the President. But I have to do this now. If I don‘t do this, it may further cause

    more damage to my health and also affect the agency,‖ he said in a phone interview.Despite hisresignation, Dalisay made an assurance that the food agency has already made all the necessary

     preparations to ensure that the country will have enough rice stocks during the lean months.―Wehave already prepared all the possible rice-importation schemes for the 500,000 MT standbyauthority given by Malacañang. The next administration can quickly execute these schemesshould they decide to,‖ Dalisay said. Based on the NFA‘s sales, Dalisay said the Philippines is projected to have a rice 31-day bufferstock by June 30.He said the NFA Council was scheduled to meet on Wednesday to discussimportation schemes and if they should leave the final decision of buying more imported rice tothe next NFA administration.―If you ask me, it‘s better to leave the decision to them, since bythen, the next president will have made clear his or her importation policy,‖ he said. The Philippines imports rice to ensure the stability of supply and price in the domestic market.

    Tanzania: Rice Import Permits Suspended

    By Katare Mbashiru Dodoma  —   The Prime Minister, Mr KassimMajaliwa, has ordered security organs to tightensecurity in border points and along coastal areas tocurb smuggling and illegal importation ofrice.Winding up debate on his office's budgetestimates, Mr Majaliwa told the National Assemblyhere yesterday that the government has suspendedall permits for importation of rice in the country because of the current increase in local production.The premier told the National Assembly that the

    decision would help local farmers to have good prices of their rice and improve their livingstandards.According to him, in the 2014/15 financial year, local rice production stood at 1,936,909tonnes against the target of 926,096 tonnes. Therefore, he said, there was an excess of 1,010, 813tonnes which is equivalent to 47.8 per cent.On the other hand, following shortage of sugar in thecountry, Mr Majaliwa has said the government will import sugar to tackle the scarcity.According tothe PM, the country has sugar production capacity of 320,000 per year while the required amount ofsugar stood at 420,000 tonnes and that there was a scarcity of 100,000 tonnes.

    Responding to queries raised by MPs when debating the 2016/17 budget estimates, Mr Majaliwanoted that there was a stock of sugar of about 37,000 tonnes in the country, which he said was inthe market.'"The government has already ordered sugar to cover the deficit and a few days fromtoday it should be in the country," said the PM, adding that the government was avoidingordering a huge consignment to avoid crippling local industries.However, Mr Majaliwa added,the government was putting measures in place to ensure that there was enough production ofsugar in the country to avoid importing the essential commodity.The prime minister askedtraders and major distributors trying to hoard sugar to create artificial shortage to justify pricehikes to release the commodity immediately.

    "I hereby direct all business officers in various district councils to make regular follow ups indifferent shops to ensure businesspeople don't connive to hoard sugar to justify the price hike sothat people can purchase the product at an indicative price by the government.The prime ministerfurther said that in implementing the promise delivered during last year's presidential electioncampaigns - that of empowering Tanzanians, the government has allocated 59bn/- for villageempowerment in the 2016/17 financial year.

    The money, according to the PM, would be provided through revolving fund, which would becoordinated by the National Economic Empowerment Council.According to the Minister of Statein the Prime Minister's Office (Policy, Parliamentary Affairs, Labour, Employment, Youth andPeople living with Disability), Ms Jenister Mhagama, empowerment would be managed byRegional Administration and Local Government.Mr Majaliwa further defended President JohnMagufuli on the claims by the opposition camp that the Fifth Phase government was operatingillegally for what the opposition termed as failure to provide 'instrument' to enable members ofthe cabinet to discharge their duties.According to the PM, the delay by the Head of State was prompted by the fact that he was still putting up his line-up in the executive."Procedures for agovernment gazette are afoot because the president signed the instrument since April 20 - and theministers are currently working legally under the directives of the president," he said.

    Mr Majaliwa also said the government was making efforts to clear the Medical StoresDepartment (MSD) 134bn/- debt."The government has started working on the debt by directingthe Controller and Auditor General (CAG) to verify it and as of now the CAG has confirmed67bn/- and the exercise is still ongoing," he hinted.To reduce backlogs of contracts in the officeof the Attorney General (AG) and fast track procurement in local government authorities, MrMajaliwa said contracts that are below 1bn/- will now be signed by lawyers in the respectivedistrict councils."But proper legal procedures should be followed while the government will nothesitate to take appropriate legal action against officials who will abuse this discretion," he

    Six of eight international climate models suggest that the tropical Pacific Ocean will return to‗neutral‘ levels during May. Of them, seven indicate that La Nina thresholds may emerge bySeptember. This is despite individual model outlooks showing a large spread between neutraland La Nina scenarios, the Australian agency said.     Philippines cuts Q1 rice output estimate for second

    time

    The Philippines on Thursday lowered its rice output estimate for the first quarter for the secondtime due to drought linked to the El Nino weather phenomenon.Unmilled rice output in the

    March quarter is estimated at 4.01 million tonnes, 1.5 percent lower than the previous forecast of4.07 million tonnes, the Philippine Statistics Authority (PSA) said in a report, citing a survey ofstanding crops as of March 1. The final figure will be announced next month.That would be 8.1 percent lower than the 4.37 million tonnes production in the same period last year.Productionlosses this year due to an El Nino, which usually delays the onset of the rainy season in thePhilippines, had soared to 233,000 tonnes as of mid-April, latest data from the agriculturedepartment showed.The Southeast Asian nation, one of the world's top rice importers, hasdecided to delay its planned additional rice purchases for this year's requirements because ofample local supply.     Rice Tariff Confrontationhe US, Vietnam, China and Thailand. SEOUL, KOREA28 April 2016 - 1:45pmJung Suk-yeeThe disputes between the South Korean government and those of the United States, Australia,Vietnam, China and Thailand over the tariff rate to be applied to rice imported by South Koreaare continuing for about a year and four months. Back in September 2014, the South Korean

    government decided to impose a 513% tariff on the rice for the first time in two decades.TheSouth Korean government had remained opposed to tariffication, which means the opening ofthe rice market, but changed its mind as the 5% tariff rate quota (TRQ) increased to as much as409,000 tons, equivalent to 4% of South Korea‘s rice consumption, as a result of the objection totariffication. Then, the five countries resisted, claiming that the tariff rate adopted by the SouthKorean government was excessive, and have been engaged in negotiations over theappropriateness of the tariff rate.

    Radish prices in border regions have also surged from 1,200 KPW (per kilogram) in February to 3,100KPW, leading to concerns that this year may become one of the toughest years in the recent memory. ―Insome areas of Taehongdan County, people are eating so-called ‗radish noodles,‘ which are made bycoating radish leaves with potato starch,‖ the source explained.  According to another source in PukchongCounty, South Hamgyong Province, the food situation has worsened to the extent that an increasing

    number of families in farming communities are eating "seaweed rice."Conditions in the central inlandareas are not much different. Individuals who would normally grow their own vegetables have seen theirschedules disrupted by ongoing ―70-Day Battle‖ mobilizations. ―Thanks to the continual mobilizations,said by many to be ‗turning their hearts into black lumps of coal‘, ahead of the Party Congress, businessat the markets has lost its vibrancy and the residents are miserable,‖ a source in Pyongyang told Daily NK.One key difference offering residents in interior regions (including the capital) some relief is their spinachharvest, which has not yet occurred in the border regions (due to cooler temperatures).     Rice famers demand financing fix

    A recent state bank decision to increase loans to rice farmers by 50 percent in the comingmonsoon season has not been well-received, with some paddy farmers calling for the

    troubled development bank to be privatised.

    Myanma Agricultural Development Bank (MADB) will increase the size of loans available torice farmers from K100,000 to K150,000 per acre, after receiving permission from parliament.The state lender will issue K1.7 trillion of the larger one-year loans over the coming months.Thedevelopment bank will contribute K1.2 billion of the funds and the Central Bank will provideK500 million, managing director U Kyaw Shwe told The Myanmar Times.These loans will belimited to 10 acres, in line with previous MADB loan policy, said U Soe Tun, vice president ofthe Myanmar Rice Federation. But farmers are calling for longer-term loans with no limitation

    on acreage.U Thein Aung, chair of the Free Farmers Association, said that the amounts beingmade available were not enough to cover cultivation costs. He owns more than 40 acres, and saidthat the increase in the maximum loan available  –  K1 million to K1.5 million –  would not makemuch of a difference.Farming industry figures said a lack of infrastructure, banking and financing are causing problems for rice farmers trying to cultivate high-quality paddy fields. Hisorganisation wants a shift in policy toward larger and longer-term loans, he said.But MADB,which is funded by state-backed giant Myanma Economic Bank, is barely profitable as it is.     also become a stronger institution, which would prevent farmers from seeking loans with evenhigher interest rates from non-banks, he added.Managing director U Kyaw Shwe said that the bank may have to merge with other institutions or change its policy, but was not aware of anydecision from the agriculture ministry on the issue of privatisation.―We haven‘t heard anythingabout privatising or restructuring so far,‖ he said, adding that MADB will have operate underwhatever new policy the government puts in place.MADB is facing a loss for the 2015-16 fiscalyear, and has yet to receive K350 billion in outstanding monsoon loans from farmers in Sagaing,Monywa, Tanintharyi, Ayeyarwady and Bago, which it extended last year, U Kyaw Shwe said.―My staff and I will go to the areas where farmers could make the whole payment and collectloans with the help of regional authorities,‖ he said, adding that far mers could not borrow new

    loans before paying back existing debt.―We have to find out why farmers have not paid backloans even though the interest rates have been reduced as much as possible.

    Rice futures continued lower. May failed at the 62% retracement objective of $11.16 on

    Tuesday. Weekly exports were only 31,700 metric tons this week, down from 121,300 metric

    tons last week. The market will be watching crop progress closely. If farmers plant what they

    reported to USDA in the survey, the large crop will limit the upside potential. Currently, USDA

    says 62% of the crop in the ground and 38% emerged. In Arkansas, the totals are 75% planted

    and 40% emerged, so Arkansas farmers made lots of progress in a week‘s time

    drastically. For instance, B. Narasimha has two acres of farm land in Kalem village in Jangaon, dedicated

    to paddy cultivation.

    However, this year with water levels dropping and borewells drying up, Narasimha could sow paddy only

    on half acre. He says this is the same story across his village Narasimha says, "I had two acres in which I

    used to sow paddy every year. This year with water scarcity, I have sown only half an acre hoping that

    will feed my family. It is the same situation everywhere." What is also alarming is the rate at which rice

    mills are shutting down in Telangana. The state had 2500 rice mills and 1000 of them have shut down in

     just the last two months. These mills are primary suppliers to government for rice under public

    distribution systems (PDS). The state requires 18 lakh tonne of rice and mills could supply only 9 lakh

    tonnes. With shortage of paddy production and increasing costs to maintain the mills, owners feel they are

     better off shutting the mills down. Speaking to CNBC-TV18, President of the Rice Millers Association, P.

    Balaiah says, the industry which invests a minimum of Rs 10 crore to set up a mill is now facing an

    uncertain future, adding, atleast 75,000 people are directly or indirectly employed through these rice

    mills. "There is shortage of paddy and drought isn't helping us either," Balaiah says.

    The state had sought Rs 3,064 crore from central government for drought relief but the Centre has only

    agreed to Rs 791 crore. Farmer‘s organisations are concerned that this would have an impact on the next

    crop as well. While the drought conditions in the state are alarming, the concern on hand is the falling

     production of food grains, especially paddy. Being water intensive crop, the government machinery needs

    to pull its act together to at least save the next crop

    San Francisco Rice Noodle Maker Shuts Down

    SAN FRANCISCO (CBS SF)  –  A San Francisco- based rice noodle manufacturer has agreed tocease any food preparation services to settle acomplaint brought by federal prosecutors earlierthis month over unsanitary food handling,according to the U.S. Attorney‘s Office.Federal prosecutors brought the complaint in U.S. DistrictCourt in San Francisco at the request of the U.S.Food and Drug Administration. The FDA found inan inspection earlier this year that Zi Xing Liu andZi Cheng Liu, the proprietors of Kun Wo FoodProducts Inc., didn‘t take necessary precautions to prevent food contamination.Among the violations,the FDA found employees used a vat containingrice to rinse their hands, buckets and rags; thatemployees grabbed rice noodles for packagingwith unwashed hands; and that machinery in theMission District facility was covered in grease andgrime, exposing the noodles to particulate matter.

    Condensation from a hose suspended on the ceiling dripped into the soaking rice, andcondensation from a copper pipe with a green and blacked film dripped into a grinder for rice processing, according to prosecutors.Swabs of surfaces in the facility found bacterial

    contamination, prosecutors said.Under the terms of the settlement, the company owners have tocomply with an injunction ordering them not to work with food in any capacity unless given permission by the FDA.
