NEW DELHI, JAN 25 India will resume its dia- logue on bilateral invest- ment treaty with the US as the economic growth in both countries i`s becom- ing stronger, Prime Minister Narendra Modi said Sunday. "Economic growth in the two countries is becoming stronger. We will resume dialogue on bilateral investment treaty," he said at a joint press meeting with US President Barack Obama after their talks. Modi also said India will start discussion with the US on the social security agreement which is impor- tant for hundreds of thou- sands of Indians working in the US. In his statement, Obama said: "Our economic part- nership has grown and our economic partnership will improve daily lives of our people. We have identified the bilateral investment treaty to discuss further." "The prime minister has informed me about his missions of economic prosperity to improve the lives of rural Indians with bank accounts, clean water and clean air. approved the conferment of Padma Awards to 104 personthis year. The list of the awardees comprises of 9 PadmaVibhushan, 20 Padma Bhushan and 75 Padma Shri.

The list also features 17 women as awardees andincludes 17 persons from the category of foreigners,NRIs, PIOs and 4 Posthumous awardees.

According to police, generaltraffic restrictions will remainin place in New Delhi area inview of Republic Day paradeand other programmes. It isadvised to avoid New Delhiarea, C-Hexagon India Gateon January 25 and 26. OnJanuary 27, restrictions shallbe made on August KrantiMarg and public is requestedto avoid August Kranti Marg.

"Part of Sardar Patel Marg(both carriageways) -- fromSardar Patel Marg-PanchsheelMarg till Dhaula Kuan -- willremain closed for general traf-fic from 9 am. No traffic willbe allowed on C-HexagonIndia Gate between AkbarRoad and Copernicus Marg.Traffic will also remain closedfor a few hours on KasturbaGandhi Marg and AshokaRoad," said JointCommissioner of Police(Traffic) Anil Shukla.

Police said the traffic willalso be affected on MathuraRoad-Bhagwan Das Road andRing Road.

Foreign secretary SujathaSingh on Sunday said the issueof terrorism was discussed andaddressed at some length byPrime Minister Narendra Modiand US President BarackObama, during their talks earli-er in the day.

"As one of our most importantstrategic partners, we alwaysdiscuss the entire range ofissues of concern. The issue ofterrorism was very much dis-cussed and was addressed atsome length by both the lead-ers," Foreign Secretary SujathaSingh said at a press briefing

here.Earlier in the day, India and

the US sealed the civil nucleardeal, which had been stalledsince 2008, after Prime MinisterModi and President Obama helddelegation-level talks over theissue.

According to reports, US haswithdrawn the tracking clausefrom the deal. Later, in a jointmedia address, PresidentObama announced enhancedcooperation between the twocountries on key areas, includ-ing defence cooperation andpromoting clean energy, andadded that both sides agreed

that trade and economic partner-ship must focus on improvingthe daily lives of thepeople.

The two countries also agreedto set up a hotline at the topleadership level.

"First time at the leader levelwe have a hotline set up; how-ever at lower levels there arehotlines. There are other mecha-nisms at different levels, like forexample the foreign secretariesbetween India and Pakistan,India and China at different lev-els. But at this level, it's a first,"the Ministry of ExternalsAffairs said.

Issue of terrorism addressed by bothleaders: Foreign Secretary Sujatha Singh

NEW DELHI, JAN 25Congress MP Shashi Tharoor is

likely to be questioned again nextweek in connection with his wifeSunanda Pushkar's mysteriousdeath as police looks to join thepieces in the case.

Tharoor was questioned bypolice on January 19 for aroundfour hours at the office of AntiAuto Theft Squad (AATS) inSouth Delhi's Vasant Vihar.

Sources today said the SpecialInvestigation Team is likely toquestion the former Union minis-ter again next week as they gotvery "little time" with him onJanuary 19.

They also said that as he wasthe "closest relative" of thedeceased at the spot when shewas found dead, he may be ques-

tioned several times as the SITwould want to ask him about thethings which would arise duringexamination of other witnessesand people concerned.

Speaking to reporters onFriday, Delhi PoliceCommissioner B S Bassi had alsoindicated Tharoor can be ques-tioned in this connection again in"some days".

"Whatever we had spoken tohim during the first questioning isbeing analysed and if we needfurther questioning, it will bedone. Since it is a very involvedcase, there would be a need totalk to him again, so the SIT willcall him again in some days," hehad said. 52-year-old Sunandawas found dead in a room in thehotel on January 17 last year.

Delhi Police filed a case of mur-der in the case on January 1 andan SIT was formed to probe thecase.

Since then, police has ques-tioned a number of people in thisconnection including domesticaides of Tharoor, staff of the hotelwhere Sunanda was found dead,family friend Sanjay Dewan andthe hotel doctor who pronouncedher dead. Recently, it has alsoquestioned several journalists inthis regard with whom Sunandahad spoken a day before her deathto find out whether she had men-tioned to them about the IPL con-troversy, her husband Tharoor'salleged relations with Pakistanijournalist Mehr Tarar or aboutany plans of hers to hold a pressconference.

Journalist Nalini Singh had onFriday told the SIT that she hadspoken to Sunanda about takingthe blame for her husband in theIPL controversy following whichpolice decided to rope in theEconomic Offences Wing (EOW)to examine the business model ofthe erstwhile IPL Kochi franchiseand to understand the controversysurrounding it. The investigatorsare now examining whether theIPL controversy had anything todo with Sunanda's death.

"There are a number of things.It can be background and it canbe motive also. If we need to seeany financial transaction tounderstand that, if we need to seethe company formation andfinancial background, then wewill look into it," he said.

The promise and potential of this relation-ship has never been in doubt. This is a natu-ral global partnership. It has become evenmore relevant in the digital age. It is neededeven more in our world of far-reachingchanges and widespread turmoil.

The success of this partnership is importantfor our progress and for advancing peace,stability and prosperity around the world.

From the turn of this century, we havebegun transforming our relationship. But, wehave to convert a good start into lastingprogress.

This requires translating our vision intosustained action and concrete achievements.

Mr. President, in the last few months, I seenew excitement and confidence in this rela-tionship. I see renewed energy in our engage-ment. I thank you for your leadership and forsetting the tone last September, when I visit-ed White House.

The civil nuclear agreement was the cen-trepiece of our transformed relationship,which demonstrated new trust. It also creatednew economic opportunities and expandedour option for clean energy. In the course ofthe past four months, we have worked with asense of purpose to move it forward. I ampleased that six years after we signed ourbilateral agreement, we are moving towardscommercial cooperation, consistent with ourlaw, our international legal obligations, andtechnical and commercial viability.

President Obama has also assured me ofstrong U.S. efforts in support of India's fullmembership of the four international exportcontrol regimes at the earliest.

Today, we have also decided to take ourgrowing defence cooperation to a new level.We have agreed, in principle, to pursue co-development and co-production of specificadvanced defence projects. These will helpupgrade our domestic defence industry; andexpand the manufacturing sector in India.

We will also explore cooperation in otherareas of advanced defence technologies.

We have renewed our Defence FrameworkAgreement. We will deepen our cooperationon maritime security.

Terrorism remains a principal global threat.It is taking on a new character, even as exist-ing challenges persist. We agreed that weneed a comprehensive global strategy andapproach to combat with it. There should beno distinction between terrorist groups.Every country must fulfil its commitments toeliminate terrorist safe havens and bring ter-rorists to justice.

Our two countries will deepen our bilateralsecurity cooperation against terrorist groups.And, we will further enhance our counter-ter-rorism capabilities, including in the area oftechnology.

President Obama and I agree that a strongand growing economic relationship is vitalfor the success of our strategic partnership.Economic growth in our two countries isbecoming stronger. Our business climate isimproving. This gives me great optimismabout our economic ties.

In addition, we have established a numberof effective bilateral mechanisms to identifyopportunities and also help our businessestrade and invest more.

We will also resume our dialogue onBilateral Investment Treaty. We will alsorestart discussions on a Social SecurityAgreement that is so important for the hun-dreds of thousands of Indian professionalsworking in the United States.

For President Obama and me, clean andrenewable energy is a personal and nationalpriority. We discussed our ambitious nationalefforts and goals to increase the use of cleanand renewable energy. We also agreed to fur-ther enhance our excellent and innovativepartnership in this area. I asked him to leadinternational efforts in making renewableenergy more accessible and affordable to theworld. President and I expressed hope for asuccessful Paris Conference on climatechange this year.

We will continue to deepen our collabora-tion in science, technology, innovation, agri-culture, health, education and skills. Theseare central to the future of our two countries;and also give us an opportunity to help othersaround the world.

Indeed, our strategic partnership will onlybe complete if we assume our responsibilityto work together to promote developmentand connectivity in our vast region. PresidentObama and I agreed to pursue this goal witha sense of priority.

President and I had an excellent discussionon global and regional issues. In particular,we renewed our commitment to deepen ourcooperation to advance peace, stability, pros-perity in Asia, Pacific and Indian OceanRegion, which is critical for the future of ourtwo countries and the destiny of this world.We will also work closely to helpAfghanistan through its transition.

Our relationship stands at a new leveltoday. We have outlined a broad vision forour friendship and cooperation that reflectsthe opportunities and challenges of this cen-tury. As Lord Buddha said, noble friends andcompanions are the whole of the holy life.

We have decided to give this critical part-nership a new thrust and sustained attention.For this, we have agreed that India and theUnited States must have regular summits atgreater frequency. And, we will also establishhotlines between myself and Barack and ourNational Security Advisors.

They chatted for more than 10 minutesbefore getting up and walking back intoHyderabad House. It was all quite unprece-dented and a pointer to the new warmth in theIndia-US relations. Observers believe thatthis conversation led to the crucial break-throuh in the impasse over the nuclear dealthat has been hanging fire since 2008, whenit was signed in Washington.

At their joint interaction with the media,Obama referred to their tea talk and thankedthe Indian prime minister for the 'chai pecharcha'. Modi, the son of a tea-vendor, haddevised this campaign strategy after a rivalCongress party leader had ridiculed his tea-seller roots.

Recently the President had raised strongobjections to a string of ordinances - execu-tive orders - passed by the union cabinet,including the one on the land acquisition act.

While acknowledging that the constitutionprovided for promulgation of ordinance inextraordinary situation, Mukherjee had saidthis route cannot and should not be taken fornormal legislation.

In his address, the President also stressedon the importance of the parliamentaryprocess in making laws saying there can beno governance without a functioning legisla-ture. “The legislature reflects the will of thepeople. It is the platform where progressivelegislation using civilized dialogue must cre-ate delivery mechanisms for realizing theaspirations of the people. It calls for reconcil-ing the differences amongst stakeholders andbuilding a consensus for the law to be enact-ed,” he said in his address that was aired inDoordarshan, the national broadcaster.

Commenting on terrorism, the Presidentsaid “violence is seeping across our borders”.

“While peace, non-violence and goodneighbourly intentions should remain thefundamentals of our foreign policy, we can-not afford to be complacent about adversarieswho will stop at nothing to disrupt ourprogress towards a prosperous and equitableIndia,” he added.

India has the strength, confidence anddetermination to defeat architects of this waragainst its people, he said.

“Repeated violations of the ceasefire alongthe Line of Control and terrorist attacks mustget an integrated response through incisivediplomacy and impregnable security mecha-

nisms. The world must join India in fightingthe menace of terrorism,” he said.

Strategically, India is the best option inSouth Asia to offset China; and a tie-up withIndia along with Australia and Japan com-pletes the US cycle of friendship in the Asia-Pacific region.

As President BarackObama sets out forIndia, he will find that

the same favourable windswhich are driving India’s econo-my are also moving the U.S.-India relationship. The Presidentwill be the first American chiefof state to visit India twice dur-ing his incumbency. He will alsobe the first President to bereceived as Prime MinisterNarendra Modi’s guest at India’sRepublic Day. The invitation toMr. Obama and his decision tovisit India speak volumes aboutprospects for the Indian-American relationship.

We have come a long wayover the past two decades.Indian and American trade andinvestment are buoyant, defencetrade has surged, and strategicconsultations, intelligence shar-ing and counter-terror coopera-tion are closer than ever in histo-ry. The U.S., including our twopolitical parties, believe that astrong India is good for thiscountry; India believes a suc-cessful and prosperous Americais good for India. This said, toachieve the potential of the rela-tionship, we need to deepenstrategic and economic coopera-tion and set new goals for therelationship.

Common problems

The first issues PresidentObama and Prime MinisterModi need to address are strate-gic. The U.S. and India facecommon problems in dealingwith the rise of China. We havemany friends in the region,notably Korea, Japan, thePhilippines, Vietnam, Singaporeand Indonesia. These countrieshave similar views about Chinaand recognise the importance ofmaintaining an Asian balance ofpower. India and the U.S. havean interest in reinforcing our

respective ties to each of thesepowers. Our common objectiveshould not be to confront or con-tain China. Rather it should be toshape the environment withinwhich China pursues legitimateambitions, so that China’s questfor status does not threaten itsneighbourhood and the U.S.

Similarly, India and the U.S.are preoccupied withAfghanistan’s future and withthe deteriorating situation inPakistan. Both questionsdemand close attention and fre-quent exchanges on strategy.The U.S. has serious issues withRussia and in the Middle East.We face a common threat fromterrorism. This said, we havedifferent points of view andmust be careful not to surpriseone another. Where we cannotagree on a given issue, it isimportant that our two countriesseek other avenues of coopera-tion.

We have challenges ahead incoordinating our respectiveapproaches to climate change;this subject will require hard andspecialised work.

An additional word on terror-ism is in order. The use of terroraffects India, the U.S., Europe,Russia and China, among manyother nations. It springs fromdeep political and cultural caus-es and has no single point of ori-gin. It cannot be dealt with bymilitary means alone; in fact theuse of military force can becounterproductive.

To deal with terror, we need touse the full box of tools avail-able to governments — political,intelligence, religious messag-ing, and police cooperation.Prime Minister Modi andPresident Obama should giveU.S.-Indian cooperation incounter terror the highest priori-ty.

Expanding defence coopera-tion is an especially promisingarea in the Indian-Americanrelationship. While our twocountries will not be “allies” asthe term is classically defined,the security of our two nations isenhanced by the closest possiblecooperation.

No two countries exercisetheir military forces more fre-quently than India and the U.S.We are not, however, cooperat-ing as we should in preparingIndia’s industrial base to providethe systems it will need to copewith the security challenges ofthe future. Modern warfare isincreasingly about intelligencesystems communications andelectronic warfare. India needsto strengthen its capabilities inthese fields as it continues itsdefence modernisation. Otherthan the U.S., no nation offers asextensive a range of high-techdefence capabilities.Furthermore, to be able to worktogether in moments of crises,India and the U.S. should aim tohave common defence plat-forms. To build these platforms,India must reach an agreementwith the U.S. on the protectionof defence information. Withoutit, the U.S. cannot share itsdefence “crown jewels.” ThePresident and the Prime Ministerwould be well advised to reachagreement on this importantquestion.

Prime Minister Modi is deter-mined to grow India’s economy.He wishes to expand rapidlyIndia’s manufacturing base, andhe welcomes American and for-eign investment as key drivers inIndia’s economic performance.To attract foreign and mobiliseddomestic investment, the PrimeMinister, India’s governmentand its Chief Ministers musttackle key growth impediments.These include infrastructural

inadequacies, as well as tax,land, labour and IntellectualProperty Rights questions, andIndia’s financial servicesregime.

The landscape of U.S.-Indiaeconomic cooperation is crowd-ed with investment disputes,which undermine confidence inIndia as an investment destina-tion. Our 2005 civil nuclearagreement has yet to produce thefirst investment.

The upcoming budget sessionof Parliament gives the Indiangovernment an important oppor-tunity to lay out an economicreform agenda. Americaninvestors will be watching close-ly the promises which the Indiangovernment makes, and moreimportantly, its ability to putthose promises into practice.

India can reasonably look toPresident Obama to set out hisadministration’s policy on high-tech immigration and other irk-some issues like social securitytotalisation. India can also lookforward to the President’s helpin securing early passage ofGSP, the trade enhancing regimethat has long facilitated India’sexports to the U.S.

Setting bold goals

Finally, we need to look aheadand set bold goals for the rela-tionship. These goals must serveIndian and American interests.For ‘Make in India’ to succeed,India must sell at home and havemarkets abroad. To assure for-eign markets, India must becompetitive and able to tradewithout impediment. India hasyet to complete a bilateralinvestment treaty with the U.S.,and it is not party to currentWTO negotiations on subjectsas important as IT services andgovernment procurement. Moreimportantly, India is not a mem-

ber of the Asia-PacificEconomic Cooperation and isnot in consideration for mem-bership in Trans-Pacific tradenegotiations. President Obamawill shortly seek TradePromotion Authority to permitthe U.S. to advance these newsuper-trade regimes for theAtlantic area and the Pacific.India risks falling between twostools and being excluded fromthe world’s most potentiallydynamic market areas. SecuringIndia’s trade future requirestough negotiations, and a will-ingness by India to become acompetitive world-class econo-my. This subject is worth discus-sion between President Obamaand Prime Minister Modi. It isreasonable to expect the U.S. tobe India’s friend and sponsor ifIndia decides to refocus its tradepolicy and go global. ExpandingIndia’s trade horizon is central tobuilding Indian strategicstrength and in consolidating theU.S.-India relationship. Themost promising days of thatrelationship lie ahead. PrimeMinister Modi and PresidentObama have the opportunitylater this month to align ourpolicies and give our very prom-ising relationship a freshimpulse.

On January 18, the World Health Organization andthe Malian government declared Mali free of theEbola virus disease. Mali is the third country after

Nigeria and Senegal to become free of the deadly disease.A country should have had no new cases of Ebola for acontinuous period of 42 days, which is a cycle of two incu-bation periods of 21 days, for it to be declared free of thevirus. This is a particularly remarkable achievement forMali, given the fact that it shares a porous, 800-km-longborder with Guinea. After all, on December 26, 2013, thefirst case of Ebola virus that led to the unprecedented cri-sis in West Africa was found in a remote village in Guinea.Also, Mali became the sixth West African country torecord a case of Ebola when a two-year-old girl with symp-toms arrived from Guinea in October last year. Even in thismoment of victory, Mali has to remember that it has nowonly won a battle. As long as the war against Ebola remainsunfinished in West Africa as a whole, Mali must not lowerits guard as new cases can always come up. After all, thecountry once experienced a similar situation in November2014 when it came so close to being declared free of theEbola virus, before a “second wave” of infections delayedsuch a declaration. The good news is that there has been a“turning point” in the Ebola crisis with the number of newcases reported in the three worst-affected countries —Liberia, Sierra Leone and Guinea — falling in recentweeks. According to the WHO, as on January 21, 2015 allof 8,683 people have died of Ebola, and the number ofcases so far is more than 21,759. In all, if only eight casesand six deaths occurred in Mali, which are fewer thanNigeria with 20 cases and eight deaths, the reason for thatis the unprecedented efforts to contain the disease from thevery beginning. Starting with tracing every person whohad come in contact with the sick girl on her journey fromGuinea and, at one point, placing nearly 600 people underdaily observation, the government, health workers and cit-izens acted aggressively to stamp out the disease before itturned into a crisis situation. The massive public awarenesscampaign, monitoring along the border, a fully geared pub-lic health system and precautions taken by people on theirown helped Mali to stamp out the virus. Of course, thesombre awareness of the crisis playing out in the threeworst-affected countries had a major role to play in thisprocess. India has a lesson to learn from the way Nigeriaand Mali have handled the Ebola outbreaks. Though somevital precautionary steps were taken, the small number ofcentres that are capable of testing for the virus and the lackof quarantine facilities at major airports indicate a lowlevel of preparedness to counter the virus.

As India and the U.S. build closer ties,they should pursue a win-win agree-ment on climate. It is in the U.S.’s

strategic interest that India grows into aregional power, which can only be accom-plished if India is given sufficient develop-ment space to grow its economy and elimi-nate poverty. It is in India’s interest to diver-sify its energy portfolio — a prospect that canbe strengthened with the U.S.’s assistance.The way to achieve these objectives is toforge an “India exception” at the global cli-mate talks in Paris; doing so is the only real-istic pathway to a global climate deal and willcement the growing ties between the two crit-ical actors in an evolving international order.

A unique dilemma

India faces a predicament which previouscountries that used energy to grow theireconomies did not face. It stands on the cuspof industrialisation just as the world mayfinally be willing to take multilateral action toreduce carbon emissions. As it possesses vul-nerable coastlines and is reliant on the mon-soon and glacial melt, India is as susceptibleas any other country to the consequences ofcollective action failure on climate. But forIndia, the tradeoffs between environment and

growth (and poverty elimination) are harsherthan perhaps anywhere else. India’s overallsize of both population and emissions makesit the most critical low-income country at theParis climate talks.

Despite India’s importance to the climatedebate, it continues to pollute below itsweight. Though India’s emission intensitywould be expected to rise in the comingdecades, it has committed to reducing emis-sion intensity by 20 to 25 per cent by 2020(from 2007 levels). Prime Minister NarendraModi’s victory has created the opportunityfor all of India to benefit from the renewableenergy-friendly policies he pursued as ChiefMinister of Gujarat and has opened up thepossibility for it to become a leader in cost-competitive renewables. India is already theworld’s largest biomass, third largest solarand fourth largest wind energy producer.

There is a strong strategic imperative forthe U.S. in supporting India’s role in Asia. Asuccessful India can play a major role in sta-bilising Asia during an otherwise turbulenttransition, and can be a vital partner to the

U.S. India could act on climate change on itsown by reprioritising spending away from itsplanned naval expansion or other defenceexpenditures, but as China’s defence budgetsoars, nations around the region are becomingmore invested in a balance of power thatincludes India. It is profoundly in the U.S.’sinterest that there be a strong India — anIndia that is prosperous and contributing to astable Asia and Indian Ocean.

The U.S. could reapportion part of its inter-national development budget towards India’sgreen modernisation, create a way for U.S.cities that have successfully used clean build-ing techniques to work with Indian cities, andinvest in Indian efforts on energy-efficienturbanisation. It can help ensure that the GreenClimate Fund and the World Bank supportand crowd in private sector and other invest-ments towards this end.

There would have to be a generational part-nership between the U.S. and India.Challenges in aligning the private incentivesof U.S. financiers with public incentives inIndia can be solved by a high-level agreementbetween President Obama and PrimeMinister Modi on public monies throughbilateral or multilateral tools.

India as an exception

India’s unique circumstances necessitatespecific exceptions. Any climate agreementmust exclude India from obligations that donot befit a country in an earlier stage of devel-opment. It must be allowed lifeline energy ataffordable prices. India cannot agree to apeaking date; Indian poverty cannot be frozenby a dateline. A global peaking date willdepend on other nations taking on mitigationcommitments to account for India’s excep-tional challenge. However, certain pathwayscould be pursued that would allow a U.S.-India partnership to contribute to the globaleffort. These could include: continuing andsupporting India’s voluntary emission inten-sity reduction goals that move its economyfrom a ‘business as usual’ trajectory;focussing the spending of the Green CarbonFund and similar instruments, including tech-nology transfer, on Indian energy options;following common but differentiated respon-sibility within India, requiring rich states andcities to develop further mitigation methods;initiating a universal agreement on corporateemissions mitigation that would involve largeIndian companies on equal footing withdeveloped country corporations and mandat-ing sectoral efficiency goals for these largecorporations; and a decadal review of India’sdevelopment status, as no exception shouldoutlive its rationale.

Such a deal is the only way to maintain cli-mate progress. If India chooses to growthrough the traditional carbon-intensive path-way, there will be no credible prospect forglobal carbon reduction and India will soonadd another European Union to the world’scarbon emissions budget. India has a veto ona global climate agreement — both in theroom, and more importantly in how any dealis implemented. India has walked away fromglobal deals like the World TradeOrganization, when they are perceived to becounter to its core interests.

If the U.S. partners with India for more effi-cient industrialisation and supports an “Indiaexception” in global climate talks — usingbilateral ties and the Major Economies Forumon Energy and Climate to help build a cleanenergy ladder for India — it could be the kindof investment that cements ties between thesetwo countries. From the perspective of a sta-ble international order, it would be a big deal;from the perspective of global climate talks, itis the only realistic path forward.

Oil prices have plummetedsince June 2014 by almost 60per cent. This has obviously

proved to be a bonanza for oil-importing countries like India just asit has seriously hurt oil-producingnations like Russia and Iran. The fallhas been unexpected and what hasadded to the mystery is the behaviourof Saudi Arabia, the traditional“swing producer” in OPEC which haschosen not to cut production in orderto boost prices.

The main reason now beingadduced for the oil price decline isthe re-emergence of the U.S. as amajor hydrocarbon producer becauseof exploitation of its substantial shaledeposits. Lower than anticipateddemand, especially from countrieslike China, and anaemic economicgrowth in Europe have added to thepressure. As to the response of SaudiArabia, the best guess is that it doesnot want to lose market share like it

did the last time when it cut output tokeep prices up. There are, of course,the usual conspiracy theories — thatthe Americans have put pressure onmajor OPEC oil producers not to cutoutput so that Russia could get hurtfrom falling prices. AnotherByzantine view is that Saudi Arabiais not too unhappy with these pricessince its arch-rival Iran is getting hurtand because over the medium-term itwould discourage the development ofnew sources of supply that wouldthreaten the Saudi position.Revisiting an old idea

Whatever be its backdrop, the cur-rent oil price scenario offers the rightmoment for the international commu-nity as well as for major carbon emit-ter nations to revisit an old idea thathas been around for quite some timeas a way of dealing with the chal-lenge of climate change — and this isa carbon tax. Economists mostlyagree that such a carbon tax is theway to go, but it has faced tremen-

dous political resistance, especially inthe U.S. A couple of days ago, how-ever, the influential economist LarrySummers, who has been a closeadviser to both President BarackObama and former President BillClinton, came out publicly in itsfavour, pointing out that a tax of $25per tonne of carbon would add just 25cents to the price of gasoline. Therehave been other intellectuallyweighty voices in the past who haveadvocated a carbon tax, WilliamNordhaus being perhaps the mostprominent amongst them.

It is the political resistance to anyform of taxation (what the lateSukhamoy Chakravarty, the distin-guished Indian planner, had called theemerging fiscal sociology) that hasled to systems of cap-and-trade beingadopted to deal with the emissionsproblem. The EU has such a system,the Chinese have seven pilots andhave announced a national initiativebeginning next year, and the

Americans too are putting it in placefor carbon emissions from powerplants. A cap-and-trade system puts acap on the quantity of emissions(which is flexible) and the “rights” toemit are then traded for a priceamong classes of consumers. It hasconsiderable appeal since it is “mar-ket-based” and it has actually beenused very effectively to deal with theconsequences of sulphur dioxideemissions from power plants in theU.S. (the “acid rain” problem as it isusually called). The cap-and-tradesystem does provide incentives foremission levels to decline. On theother hand, a carbon tax is much sim-pler and straightforward to designand administer since it does notinvolve fixing emission “quotas” foreach emitting industry, which is tech-nically very cumbersome.

William Nordhaus himself in hisclassic “The Climate Casino,” afteran elaborate analysis of the twoapproaches, writes: “If I were put on

the rack and forced to choose, Iwould admit that the economic argu-ments for carbon taxation are com-pelling, particularly those relating torevenues, volatility, transparency andpredictability. So if a country is gen-uinely unsure, I would recommend ituse the carbon tax approach.” DaleJorgenson, one of the pre-eminenteconomists of our times, has takenthe Nordhaus approach and asked thequestion: how to make it politicallyacceptable? In “Double Dividend:Environmental Taxes and FiscalReforms in the United States,” Mr.Jorgenson and his colleagues makeout a persuasive case for a carbon taxin the U.S., but with a twist: that therevenues be used for a capital taxreduction with other countries free torecycle revenues in the matter theydeem fit.

Actually, India has a carbon tax ofsorts. It is not called as such but theUnited Progressive Alliance govern-

ment’s budget of 2010-11 introduceda cess of Rs. 50 per tonne of bothdomestically produced and importedcoal. Last year, this was doubled.However, the idea of this cess, it mustbe admitted, was less to curb carbonemissions but more to raise revenuesfor the National Clean Energy Fund.Of course, the Fund itself could wellsupport carbon mitigation initiativesbut its take-off has been slow so farsince Finance Ministers see it as asource of mitigating not carbon butthe fiscal deficit. The Fund has closeto Rs. 15,000 crore already accumu-lated in it and this will grow rapidlyas coal consumption increases. Butthe important point is that Indiaalready has an important half-step,even though its version of a carbontax is not economy-wide and it is farbelow the levels that are generallyaccepted as being desirable (around$20-25 per tonne of carbon).

"The 28th meeting of the SASBunder the chairmanship of GovernorN N Vohra was held today and it wasdecided that keeping in view the safe-ty and security of the pilgrims, thisyear's Yatra would start on July 2," anofficial Raj Bhawan spokesman saidhere today. "The board relied uponthe approach set out by the Sri SriRavi Shankar Committee, which hadbeen set up to advise the Boardregarding the duration and scheduleof future Yatras. The committeeobserved that last year's Yatra couldnot commence before July 2 becauseof snow," he said. He said that keep-ing in view of the safety and securityof the pilgrims, the committee thisyear advised to commence the Yatra

from July 2."The board agreed to the recom-

mendation of the committee anddecided to start the Yatra from July2," he said.

He said that this year the Yatrawould be of 59 days duration.

"It was decided that the CEO shallarrange a special Pooja on JyesthPurnima, on June 2. The Pooja shalltake place at any suitable location inthe Yatra area to invoke the blessingsof Lord Shiva for the smooth and safeconduct of the pilgrimage," he said.

Considering the present carryingcapacity of the tracks and other avail-able infrastructure in the Yatra area,the Board decided that 7,500 pil-grims, excluding those who wouldtravel by helicopters to Panjtarni,would be allowed to register for theYatra 2015 on daily basis.

"There would be about 16,000 pil-grims on the tracks every day. TheBoard further decided that the regis-tration process should commencefrom March 1, 2015," he said.

Arrested NDFB militant BirkhangBasumatary, who is said to have been involvedin the December violence in Assam, has beenhanded over to Assam Police, a top officialtoday said.

"We have handed over the Bodo militant latelast night to Assam Police. We had arrested himfrom a city lodge on January 23 night. He hadchecked into a lodge situated in Majestic area,"Deputy Commissioner of Police (West) LabhuRam said.

Basumatary, alias Bhutur, a native of Chirangin Assam belonged to National DemocraticFront of Boroland (Songbijit), he said.

According to Assam IGP L R Bishnoi, Bhuturwas directly involved in the killing of eightAdivasis at Lungsung on December 23 and sixHindi-speaking persons at Serfanguri inKokrajhar district on January 16 last year.

Bishnoi had said that the arrest of Bhutur wasa "big catch", which was made on a tip-off byAssam Police.

The NDFB(S) had launched an attack onAdivasis in Sonitpur and Kokrajhar districts onDecember 23 last following which there wasretaliatory violence and police firing resulting inthe killing of 81 people.

Earlier on January 16 last year, six Hindi-speaking persons were shot dead after armedinsurgents pulled down around 12 passengersfrom a bus and opened fire on them at Athiabariunder Serfanguri police station.

NDFB(S) terrorists, securi-ty forces on Sunday arrest-ed six cadres of the organi-sation besides two linkmenfrom Ripu Reserve Forestin Kokrajhar district.

A defence spokespersonsaid five NDFB(S) mili-tants were apprehended ina joint operation by troopsof Red Horns Division ofthe Army and AssamPolice.

The operation was con-ducted on the basis of spe-cific intelligence providedby Gajraj Corps ofMilitary Intelligence Unit.

"The apprehendedincludes DaneshwarBasumatary alias BDapung alias Ustad, who isa 37th batch trained cadreof NDFB (S)," the officialsaid in a statement adding

two pistols, three handgrenades and other articleswere recovered during theoperation.

Army troops have alsoarrested a major NDFB(S)cadre, Durga Boro, fromManas Reserve Forest inChirang district last night.

"A lot of documents per-taining to instruction ontax collection and extor-tion, appointment list anddetails of weapons andammunition with respectto NDFB(S) were recov-ered during the operation,"he added.

Two linkmen, LaogaBasumatary and GirishSoren, were also appre-hended at Darrangamela inTamulpur in Baksa district.

Two grenades, eight det-onators with fuses wererecovered from them, thespokesperson said.

Teenage girl raped byuncle in GujaratJAMNAGAR, JAN 25

A 15-year-old girl was allegedly raped by her uncleat Raka Khatiya village in Lalpur taluka of Jamnagardistrict, police said on Sunday.

The incident took place late last night, they said.In a complaint lodged by the girl today, she

accused her 23-year-old uncle of rape, Police Sub-Inspector in Lalpur town KI Jadeja said.

The accused, identified as Gautam Khara, who isher father's cousin, is at large.

"Last night, the girl and her family had gone toattend a wedding in the village. The venue of the cer-emony was not far from their home. After reachingthe place, the girl decided to go back home to collectsome woollen clothes to keep herself warm in coldweather," Jadeja said.

Just then, the accused spotted his niece going homealone. He started following her and then took her toa secluded place and sexually assaulted her. Theaccused then threatened to kill her, if she revealed itto anybody. The girl, however, told her parents aboutit, who approached the police and lodged a com-plaint, the PSI said.

According to Jadeja, the accused has been bookedunder various sections of the IPC, including 376(rape) as well as Protection of Children from SexualOffences (Pocso) Act.

Google has issued astatement regard-ing the recently

reported WebView securityflaw that affects devicesrunning Android 4.3 JellyBean and older versions, aflaw that potentially putsover 900 million users atrisk. The statement isessentially a follow-up tothe Android security team'searlier response that it is upto OEMs to address theissue, and that the compa-ny has already addressedthe issue with the release ofAndroid 4.4 KitKat andAndroid 5.0 Lollipop.

For those who areunaware, WebView is apart of the Android OS thatlets app developers renderwebpages in apps withoutrequiring a full browser.The component was basedon the Webkit engine,which was replaced byGoogle's Chromiumengine when Android 4.4KitKat launched, resolvingthe reported vulnerabilityin WebView and alsoenabling quick binaryupdates to the componentvia OEM updates. Android5.0 Lollipop then unbun-dled WebView from theoperating system, allowingit to be downloaded andupdated separately byusers from Google Play -without requiring an OEMfix.

team, in a Google+ post onFriday says Google issuesbug fixes to the currentversion of Android on theAndroid Open SourceProject (AOSP) page, anddirectly provides patches"Android partners withpatches for at least the lasttwo major versions of theoperating system."

Users of Android 4.3Jelly Bean and olderdevices can stay safe andunaffected by WebViewbugs, Ludwig points out,by using browsers thathave their own renderingengine, like Firefox orChrome. "Using an updata-ble browser will protect

you from currently knownsecurity issues, and since itcan be updated in thefuture it will also protectyou against any issues thatmight be found in thefuture," Ludwig added onhis Google+ post.

It is the apps that openthe web pages in their owninbuilt browser, which are

vulnerable. Users can getrid of these apps or disablethe inbuilt browser optionfrom inside the app.Ludwig, for developers,added that they too cancontribute in avoiding theWebView bug by follow-ing Google's "security bestpractices" and by makingsure only trusted webpages with 'HTTPS' open

in their applications.

To add some context,Google's latest distributiondata of different versionsof Android has revealedthat Android 5.0 Lollipop,the latest publicly availableversion of Google's mobileand tablet operating sys-tem, is powering less than0.1 percent of Android

devices while AndroidKitKat has a total share of39.1 percent.

The distribution data ofdifferent versions ofAndroid also revealed thatAndroid Jelly Bean stillpowers the greater part ofAndroid devices, with acombined percentage of 46percent.

security flaws inMicrosoft's Windows oper-ating system despite arequest by the Redmondgiant to hold off until itissued a fix within a fewdays, and now, the compa-ny has published detailsabout three security flawsin Apple's OS X operatingsystem after the stipulatedProject Zero 90-day dead-line to deliver a fix lapsed.

Google's Project Zerosecurity unit has revealedthree flaws in Apple's OSX operating system thatmight allow hackers totake control of users' Macsystems. The flaws arementioned as "OS X net-w o r k d"effective_audit_token"XPC type confusion sand-box escape", "OS X IOKitkernel code execution dueto NULL pointer derefer-ence in IntelAccelerator,"and "OS X IOKit kernelmemory corruption due tobad bzero inIOBluetoothDevice." Thefirst flaw may be mitigatedby changes already presentin OS X Yosemite, but thathas not been confirmed.Details can be found in

The search giant notifiedApple about the flaws backin October. However, itlater published detailedinformation about theflaws including proof-of-concept exploit after theProject Zero team's 90-daycut-off period. Apple hasstill not addressed theflaws and is yet to mentionif these loopholes will betackled in future.According to iMore (viaEngadget), the upcomingOS X Yosemite 10.10.2update, currently in beta,might be able to bring fixesto the issues.
