1.0 GENERAL

1.1 SCOPE

This specification describes the minimum technical requirements for the fabrication anddelivery of all structural steel in accordance with the design drawings and thisspecification.

1.2 PURPOSE 

This specification is for the fabrication and delivery of all structural steel.

1.3 DEFINITIONS 

For the purposes of this specification, the following definitions shall apply:

COMPANY — Abu Dhabi Oil Refining Company (TAKREER)

CONCESSION REQUEST — A deviation requested by the CONTRACTOR,

FABRICATOR or VENDOR, usually after receiving the contract package or purchaseorder. Often, it refers to an authorization to use, repair, recondition, reclaim, or releasematerials, components or equipment already in progress or completely manufactured butwhich does not meet or comply with COMPANY requirements. A CONCESSIONREQUEST is subject to COMPANY approval.

CONTRACTOR - The party which carries out all or part of the design, engineering,procurement, construction, commissioning or management of the Project.

FABRICATOR - The party which carries out all or part of the fabrication and delivery to

site of structural steel elements as specified by the CONTRACTOR.ERECTOR – The party which carries out all or part of the erection as specified by therequirements of the CONTRACTOR and the company’s structural steel erectionspecification DGS-CU-021.

MANUFACTURER/VENDOR - The party that manufactures and/or supplies material,equipment, technical documents/drawings and services to perform the duties specified bythe FABRICATOR.

SHALL - Indicates a mandatory requirement.

SHOULD - Use of the word “should” indicates a strong recommendation to comply withthe requirements of this document.

SUBCONTRACTOR - The party(ies) engaged by CONTRACTOR for supplying services toCONTRACTOR.

4.0 DOCUMENT PRECEDENCE

It shall be the CONTRACTOR’S responsibility to be, or to become, knowledgeable of therequirements of the referenced Codes and Standards.

The CONTRACTOR shall notify the COMPANY of any apparent conflict between thisspecification, design drawings, the Codes and Standards, and any other specificationsnoted herein. This specification shall govern when there is any conflict with referencedspecifications. Resolution and/or interpretation of precedence shall be obtained from theCOMPANY in writing before proceeding with the design.

In case of conflict, the order of precedence shall be as:

  Design Drawings

  Scope of Work, Engineering Narratives and Design Philosophies

  Design General Specifications (DGS)

  Standard Drawings

  Industry Codes and Standards

5.0 SPECIFICATION DEVIATION/CONCESSION CONTROL

 Any technical deviations to the Purchase Order and its attachments including, but notlimited to, the Project Specifications shall be sought only through CONCESSIONREQUEST format. CONCESSION REQUESTS require the COMPANY'S review/approval,prior to the proposed technical changes being implemented. Technical changesimplemented prior to COMPANY approval are subject to rejection.

6.0 QUALITY  ASSURANCE  AND QUALITY CONTROL

The CONTRACTOR shall have in effect at all times, a QA/QC program which clearlyestablishes the authority and responsibility of those responsible for the quality system.Persons performing quality functions shall have sufficient and well defined authority toenforce quality requirements that initiate, identify, recommend and provide solutions toquality problems and verify the effectiveness of the corrective action.

CONTRACTOR’S proposed quality system shall fully satisfy all the elements of ISO 9001 -

the CONTRACTOR with a copy of its Fabrication and Inspection Plan for review andinclusion of any mandatory COMPANY and the CONTRACTOR witness points.

7.0 DOCUMENTATION

The fabricator shall submit the type and quantity of drawings and documentation forCONTRACTOR’S authorization or information as listed in the individual Material

Requisitions and Purchase Orders.Mutual agreement on scheduled submittal of drawings and engineering data shall be anintegral part of any formal Purchase Order.

Comments made by the COMPANY on drawing submittal shall not relieve theCONTRACTOR , FABRICATOR, his SUBCONTRACTORS or his VENDORS of anyresponsibility in meeting the requirements of the Project Specifications. Such commentsshall not be construed as permission to deviate from requirements of the Purchase Orderunless specific and mutual agreement is reached and confirmed in writing.

Each drawing shall be provided with a title block in the bottom right-hand cornerincorporating the following information:

  Official trade name of the company.

  Fabricator’S drawing number.

  Drawing title giving the description of contents whereby the drawing can beidentified.

  A symbol or letter indicating the latest issue or revision.

Revisions to drawings shall be identified with symbols adjacent to the alterations, a briefdescription in tabular form of each revision shall be given, and if applicable, the authorityand date of the revision shall be listed. The term "Latest Revision" shall not be used.

The FABRICATOR shall submit an “Affidavit of Compliance” before beginning fabrication.The affidavit shall confirm that all materials meet the requirements of the specification.

8.0 SUBCONTRACTORS/VENDORS

The CONTRACTOR has full responsibility and overall guarantee for the fabrication of

structural steel.

It is the CONTRACTOR’S responsibility to enforce all Purchase Order and CONTRACTand Project Specification requirements on its VENDORS and SUBCONTRACTORS.

The fabricator shall submit all relevant VENDOR and SUBCONTRACTOR drawings andengineering data to the CONTRACTOR.

provide material at the destination in ex-works condition when handled by commercialcarriers.

 Adequate protection shall be provided to prevent damage and atmospheric corrosion intransit and at the jobsite.

Preparation for shipment and packing will be subject to inspection and rejection by the

CONTRACTOR’S representative. All costs occasioned by such rejection shall be to theaccount of the fabricator.

 After inspection, material shall be completely free of water and dry before start ofpreparation for shipment.

Material shall be packed, securely anchored, and skid mounted when required. Bracing,supports, and rigging connections shall be provided to prevent damage during transit,lifting, or unloading. All temporary bracing/supports shall be marked “REMOVE BEFOREEQUIPMENT COMMISSIONING AND STARTUP.”

Open ends of tubes and pipe shall be capped for protection. Separate, loose, and spareparts shall be completely boxed. A bill of material shall be enclosed in each package orcontainer of parts.

Exposed finished and machined surfaces, including bolting, shall be given a coating of rustinhibiting compound. Internal metal surfaces shall be sprayed or coated with a suitablerust preventative prior to shipment. Openings shall be suitably tagged to indicate the rustpreventative applied.

 Any galvanizing or painting which becomes damaged shall be repaired in accordance with

the Painting Specification, DGS-MX-001, and the Galvanizing Specification, DGS-MX-002.

Bolts and nuts shall be shipped assembled, in clearly marked containers, packed for eachstructure and color coded to suit.

Steelwork members shall be shipped in erectable lots, i.e. columns shall be shippedtogether with the connecting beams, bracing, connection cleats, bolts, fastenings, etc. Inthe case of multi-storey structures, the lower levels shall be shipped before the upperones. Stairways, handrailing and flooring shall be shipped at the same time as therelevant structure.

9.2 PRESERVATION AND STORAGE 

Materials shall be protected to withstand ocean transit and extended period of storage atthe jobsite for a minimum period of 18 months. Material shall be protected to safeguardagainst all adverse environments, such as: humidity, moisture, rain, dust, dirt, sand, mud,salt air, salt spray, and seawater.

Structural Steel: ASTM A36 / A36M*

Structural Tubing: ASTM A500*, Grade B

Structural Pipe: ASTM A53 / A53M* Type E or S, Grade B

Steel Grating: ASTM A1011 / A1011M

Steel Floor Plate: ASTM A786 / A786M

Hardened Steel Washers: ASTM F436

* Maximum carbon content shall not exceed 0.23 percent.

Welding electrodes shall be low hydrogen with a minimum tensile strength of 480 N/mm2Electrodes shall be compatible with the welding process selected.

The fabricator shall submit to the CONTRACTOR a Certificate of Conformance, prior toshipment, verifying that on the basis of appropriate and relevant certified mill test reports,the materials supplied meet the applicable specifications. The mill test reports shall alsobe furnished. This documentation shall simultaneously be issued to COMPANY.

Euronorm (EN) ISO metric materials may be used in lieu of the above ASTM materialsprovided EN material properties meet or exceed ASTM specifications. Procured materialshall meet a unique norm once the proposed norm is approved. Mixed material norms,mixed profile norms and/or mixed material sources shall not be used.

10.2 BOLTS 

Common (machine) bolts shall be galvanized, 16mm (5/8 of an inch) diameter, and shallconform to ASTM A307 Grade B and nuts to ASTM A563M Grade A. One common boltassembly shall consist of one heavy hex head bolt, one heavy hex nut and a hardenedwasher.

High strength bolts shall be hot dipped galvanized, 20mm (3/4 of an inch) diameter, unlessotherwise specified, and shall conform to ASTM A325M Type 1 and nuts to ASTM A563M,

Grade DH. One high strength bolt assembly shall consist of a heavy hex head structuralbolt, a heavy hex nut and a hardened washer.

Lot traceability to material and to manufacturing Certified Material Test Reports (CMTRS)is required for all ASTM A325M/A490M bolts and ASTM A563M nuts and shall be madeavailable for CONTRACTOR’S inspection.

Bolts and nuts shall have independent laboratory verifications with samples selected as

Equivalent EN ISO metric bolts may be substituted subject to prior approval COMPANYand CONTRACTOR.

11.0 DESIGN, SHOP DETAILING  AND FABRICATION

Unless otherwise specified, the design drawings will be provided by the CONTRACTOR,in accordance with the provisions of the AISC Manual of Steel Construction.

No deviation from design drawings shall be made without CONTRACTOR’S approval inwriting. The steel shapes to be galvanized clearly marked on the shop drawings.

FABRICATOR shall be solely responsible for detailing and fabrication so that erection willbe convenient and free from all interferences, drilling or cutting on site.

FABRICATOR shall be responsible for dimensions and strength of details not shown indesign drawings.

 All calculations and drawings shall be in S.I. units.

Proper clearance shall be provided for field erection.

Minimum design loads for FABRICATOR designed connections will be indicated on thedesign drawings provided by the CONTRACTOR or as per the structural calculation note.

Bracing shall be connected with a minimum 2-M20 Grade 8.8 bolts equivalent to ASTM A325M.

Member shall not be spliced without prior written approval of CONTRACTOR. There shallbe only one splice in one member. The splice shall be located away from the zones of

high shear and bending stress.Fabrication methods shall be in accordance with the AISC Specification for StructuralSteel Buildings.

 All connections which are not detailed or otherwise noted on the design drawings shall beshop bolted/welded and field bolted Framed Beam Connections as shown in the AISCManual of Steel Construction (ASD). Use the maximum number (n) rows of field boltscompatible with the beam T dimension for each beam depth under consideration. Use aminimum of 6mm shop weld "A" as shown in the Manual. These connection details shallbe reviewed and commented by the CONTRACTOR.

Bolted connections not otherwise noted on the design drawings shall be made using highstrength bolts in bearing-type connections. Bolt threads need not be excluded from theshear planes. Bolted connections for handrail, grating treads and removable checkeredplate shall be made using common bolts.

The erector shall furnish and install erection clips for fit-up of welded connections.

Fabrication of stairs, ladder, cages and handrails shall be in accordance with standardtypical detail drawings.

Top rail of the handrails, ladder rungs, rails and cages shall be smooth and free fromburrs, sharp edges and weld spatter

Prior to galvanizing or painting, all sharp corners, burrs (including bolt hole burrs), weld

spatter, slag, weld flux, loose mill scale and other foreign matter shall be removed.Edge distances from the center of bolt holes to the edge of any connected member shallbe as indicated on the design drawings.

Fabrication dimensional tolerances shall be as specified in AISC Code of StandardPractice.

Erection tolerances specified in AISC Code of Standard Practice apply to the fabricator tothe extent that his work affects the final outcome.

In addition to AISC Code of Standard Practice the following shall apply:The elevation of members connecting to un-spliced columns is considered acceptable ifthe distance from the member working point to the bottom of the column base plate doesnot deviate more than plus 5 mm or minus 8 mm from the distance specified on the designdrawings.

Fabrication of Structural Steelwork that is to be hot-dip galvanized shall comply with ASTM A123 / A123M or A153 / A153M as applicable per DGS-MX-002, Galvanizing and thefollowing requirements:

  FABRICATOR shall follow AISC recommended practice for gas cutting of copes toreduce the probability of notch creation.

  Minimum cope radius shall be 10 mm.

  Cope radius shall be ground to remove the visible heat affected zone and to create asmooth radius, free of nicks and notches.

  Copes shall be visually inspected after galvanizing until fabrication technique isproven.

  Safeguards against embrittlement shall be taken in accordance with ASTM A143 / A143M.

Double angle back-to-back bracing elements shall not be used.

Column splices shall be designed and detailed by FABRICATOR to develop full strength ofthe column (considered as a short column)

The above example indicates the second beam detailed on shop drawing 14, located onthe fifth framing level in the third structure in Unit 90.

The entire piece mark must be shown on all structural steel delivered to the jobsite. Theshop erection drawing need show only Parts 2 and 3 and the shop detail drawing need

show only Parts 3 and 4.The piece mark for pipe supports shall consist of three parts:

  Part 1 - Pipe support tag number containing the plant unit number and thesequential number of the pipe support within the unit.

  Parts 2 and 3 - Shall be the same as for structures.

The above example indicates the second beam detailed on shop drawing 14, located inthe fourth pipe support in Unit 91.

The entire piece mark must be shown on all pipe supports delivered to the jobsite. Theshop erection drawing need only show parts 2 and 3 and the shop detail drawing needonly show part 3.

Each shipping piece shall be indelibly marked to resist adverse weathering conditions.

The location of the mark shall be on the left hand end of the piece, as detailed. On theerection diagram the mark shall be in the corresponding "in place" position.

Galvanized members shall be piece-marked using one of the following methods for eachpiece:

  Metal tags stamped with the mark number and seal welded to the member.

13.0 SHOP DRAWINGS

The fabricator shall submit shop drawings, Bills of Material including field bolt lists, anderection drawings for CONTRACTOR authorization to proceed before starting fabrication.ONLY CHECKED, APPROVED AND SIGNED DRAWINGS WILL BE ACCEPTED. Authorization to proceed shall be interpreted as CONTRACTOR agreement with generalmethods and arrangements only, and shall not imply verification of dimensions or

quantities. The CONTRACTOR shall ensure FABRICATOR’S responsibility for theaccuracy of fabrication and erection fit-up.

The fabricator shall produce independent erection drawings as generated by automated-fabrication software, the title block shall be replaced with fabricator'S title block and crossreference with original design drawings views and sections shall be clearly indicated.

Details on a shop drawing originating from more than one erection drawing shall eachreference the appropriate erection drawing.

The fabricator shall be responsible for establishing uniform and sequential numbering andtitling of shop and erection drawings. An erection drawing number shall NOT be repeatedwithin a plant unit.

One complete set of shop drawing prints of applicable authorized erection and shop detaildrawings, including field bolt and master shipping lists, shall be transmitted by thefabricator in a waterproof package, with each shipment of steel to the jobsite. All shopdrawings, bolt lists, shipping lists and correspondence shall be mailed by an "Express MailService."

14.0 SUBSTITUTIONS  AND BACKCHARGESProposals, in writing, for substitution of steel members in place of those specified, may besubmitted for consideration only in the event specified members are not available. Nosubstitutions of member sizes or changes in details, dimensions, or shop splices shall bepermitted without written authorization from the COMPANY and CONTRACTOR.

The COMPANY and CONTRACTOR reserves the right to reject any unsatisfactorymaterials and misfit members resulting from errors in shop detailing, fabrication, orgalvanizing. Any such errors which prevent the proper assembly of the structure andwhich require correction or adjustment must be reported to the fabricator who isresponsible to correct the error with no detrimental effect on quality, cost or schedule. Thefabricator is to submit the proposed correction technique and method statement for theCONTRACTOR’S approval and COMPANY review. The cost of all such corrections shallbe borne by the fabricator.

 Any substitution of material as an “approved equal” must have prior written approval bythe COMPANY and CONTRACTOR

Galvanizing Specification DGS-MX-002 as applicable, except that grating, stair treads andfloor plates shall only be galvanized.

For items to be painted, fabricator shall apply primer and inter-coat only. Top coat will beapplied at jobsite and will be the responsibility of the ERECTOR.. In the case of paintedpipe supports or structures that are fireproofed, in part or total, fabricator shall applyprimer and inter-coat to the entire member. Top coat will be applied by the ERECTOR at

 jobsite to un-fireproofed portion of members.

For items to be galvanized and painted, fabricator shall be responsible for galvanizingonly. All necessary painting, in these circumstances, will the responsibility of theERECTOR and shall be done at jobsite.

16.0 SHIPPING

The shipping sequence will be provided by the FABRICATOR in accordance with theproject schedule designated by the CONTRACTOR.

Shipping lists shall accompany each shipment of steel.

Complete bolt lists with summary sheets shall be furnished showing quantities, requiredsizes, lengths, grips, and the members they connect. Temporary bolts used only forerection shall be listed separately.

 All bolts required for erection shall be included with the first shipment of structural steel foreach unit or structure in clearly marked containers. Common bolt assemblies shall not bein the same container as high strength bolt assemblies.

Quantities of both common and high strength bolts will include 5 percent extra per sizeand length, to cover requirements for fit-up and erection.

Railroad cars, trucks, and/or ships shall be loaded and cribbed so they can be readilyunloaded. The steel shall be protected from damage caused by shifting of steel duringtransit.

The sizes of fabricated pieces shall be as large as practicable considering clearances andcapacities of railroad cars or trucks between the fabricating shop and unloading docks,and the jobsite.

Walkways, structural framing and miscellaneous service platforms shall be shopassembled in the largest shippable pieces, except that handrails shall be shipped loose.

Small pieces shall be bundled with steel bands to prevent damage during shipment and tofacilitate unloading.

 All members shall be carefully handled during shipment to prevent damage to members.Protect all materials with wood planking as required Extreme care shall be taken in order

17.0 WELDED CONNECTIONS

 A certificate of qualification shall be submitted for each welder, welding operator, andtacker employed on the work.

 All field welding indicated on the design/details drawings shall be shown on the erectiondrawings. Welding, including procedures, appearance, and quality of welds, and methods

for correcting welding work, shall be in conformance with AWS D1.1 / D1.1M and pre-qualified procedures accepted by the CONTRACTOR. Procedures that must be qualifiedas required by AWS D1.1 / D1.1M, Section 5 shall be submitted to the CONTRACTOR forauthorization. Welding shall not start until these documents are returned to theFABRICATOR with authorization from CONTRACTOR to proceed.

Temperature of base metal to be welded shall conform to minimum preheat and inter-passtemperatures outlined in AWS D1.1 / D1.1M for the appropriate welding process and steelspecification.

Minimum size of fillet welds shall be 6 mm (measured on fillet weld leg), except asotherwise indicated on the design drawings.

Welding sequence and procedures shall be such as to minimize distortion and shrinkage.Where required by the design drawings, welded assemblies shall be stress relieved byheat treating.

Keep field-welded connections to the minimum number practical. Erection clips for fit-upof welded connections will be provided by the erector.

Nondestructive Examination (NDE) operators shall be qualified in accordance with SNT-

TC-1A. NDE records shall be available for review by the CONTRACTOR’Srepresentative. The CONTRACTOR shall reserve the right to request any other method ofNDE in the course of work or for any corrective work performed by the fabricator. NDEmethods, acceptance criteria, and additional requirements shall be as follows and inaccordance with AWS D1.1 / D1.1M:

The following NDE are required for structural welding:

  Five percent (5%) of the total number of full penetration welds shall be radiographedor ultrasonically examined over 100 percent (100%) of the entire length of the

weld(s) selected.

  Five percent (5%) of the total number of fillet or partial penetration welds shall bemagnetic particle examined over 100 percent (100%) of the entire length of theweld(s) selected.

  When a selected weld is rejected, two additional welds shall be subject to NDE at thefabricator’S expense This procedure of examining two welds for every weld

Visual examination procedures and acceptance criteria shall be in accordance with AWSD1.1 / D1.1M.

Fabricator shall visually inspect completed welds. Undercutting beyond the limits of AWSD1.1 / D1.1M, surface porosity, and crack-like discontinuities shall be removed to soundmetal and repaired. Weld profiles shall be in accordance with Figure 3.6 of AWS D1.1 /D1.1M.

The extent of visual inspection shall be as follows:

Full penetration welds 100 percent

Partial penetration welds 50 percent

Fillet welds 25 percent

Inspection of welds on dynamically loaded structures will be as noted on the designdrawings.

18.0 METAL  GRATING  AND TREADS

18.1 GRATING TYPE 

 All grating shall be galvanized serrated grating, 35 mm x 5 mm, with bearing bars at 30mm centers. Grating material shall be in accordance with ASTM A1011 / A1011M.

18.2 STAIR TREADS 

Stair treads shall be galvanized metal grating with checker plate standard nosing

(Lionweld Type RFL or equal). The treads shall be welded grating having the same sizeas specified in Section 18.1. Tread dimensions and details shall be as shown on standarddrawing STD-CU-00201.

 A standard non-slip nosing shall be provided on the grating at the head of stairs.

18.3 B ANDING 

Banding bars shall be of the same thickness as the bearing bars to which they are welded.The following locations shall be trim-banded, except for grating panels with four or lesscross bars which shall be load-carrying banded:

  Open ends of grating at head of ladder approach to platform.

  All dimensioned openings in grating.

  All hinged sections.

  All cutouts having unsupported bearing bars.

the erector with galvanized self drilling screws. Typical grating attachment shall be asshown on standard drawing STD-CU-00204.

19.0 FLOOR PLATES

Floor plates shall be welded to steel supporting members, except floor plates indicated asremovable on the design drawings.

Removable floor plates shall be secured with flush countersunk bolts. The bolts shall besupplied by the VENDOR with 5 percent extra to cover losses.

 All openings in floor plates shall be cut in the field and a kick (collar) plate shall beprovided by erector unless otherwise noted. Kick plate details shall be as shown onstandard drawings STD-CU-00201 and 00204.

Repair of galvanizing shall be in accordance with the Galvanizing Specification, DGS-MX-002.

Floor plates shall conform to ASTM A786 / A786M, be skid resistant, and have a raisedpattern 6 mm thick excluding the height of the raised pattern. Removable sections of theplate shall be limited to 70 kg and fastened to supporting members on all sides (minimum2 no. M12 bolts per side) with countersunk bolts spaced 300mm maximum on centers.

Drain holes 14 mm diameter shall be provided for each 2 square meters of area, with aminimum of one hole per panel. Hole edges shall have same surface protection asrequired for remainder of floor plate.

Joints in floor plates shall occur only over supports.

20.0 EXPORT PACKING

20.1 GENERAL PROVISION 

Packing operations (bundling, casing, etc.) may only begin after fabrication acceptance byCONTRACTOR.

Maximum sizes for fabricated pieces shall be limited to the size which can be transportedby truck.

Packing shall be separate for each unit and structure. Grouping of structures provided for

several units is not allowed.Steel shall be shipped in erectable lots, i.e. beams, columns, bracings, etc. for the samestructure, at the same time.

 A lot shall be deemed packed when all the material required for field erection has beenpacked. In particular, bolts, and other fastening items shall be packed at the same time asthe main material of the corresponding lot

The weight of a package shall not exceed 5 t (except for some pieces which can bearranged in pairs) to be confirmed by CONTRACTOR.

 All members shall be carefully handled and cribbed to prevent damage to members andprotective coatings.

20.2 TYPES OF P ACKAGES 

Category 1 - Bundles

Bundles shall be used for packing of standard straight shapes and built up welded shapes.

This type of packing will be used for parts not likely to be subject to permanent distortionduring handling operations.

Packages shall be homogeneous and all parts shall be properly wedged against oneanother.

Placing of accessories between steel shape flanges is prohibited.

Material hooping shall be with steel shapes with cross section equal to or exceeding100mm and 24mm diameter studs provided with lock nuts.

Category 2 - Crates

Crates shall be used for steel structures, or plates, walkways, railing components, cagecomponents, etc., as a rule for all components likely to be subject to distortion duringhandling.

The material shall be fixed inside by means of wooden shims suiting the material shape.

Category 3 - Cases

Cases without internal liner:

They shall be used for packing of assembling components, not shop assembled in theirfinal position on main parts, such as short angles, gussets, wedges, etc. Thesecomponents shall previously be grouped in series per identical structure number andcoated with the shop protection provided on main parts.

Cases with internal liner (waterproof):

They shall be used for bolting materials (bolts, nuts, washers) and welding electrodes.

Bolt assemblies shall be properly oiled and placed in sacks prior to packing. Sacks shallbe oiled prior to packing.

Bagging shall be made per quality, length and diameter of bolts, including bolts, nuts andwashers. A metal tag shall be affixed on each bag and another inside with the indicationf th b lit di t d l th f b lt
