What is ESF?

• European Social Fund (ESF) established in 1957 to improve employment of EU residents by increasing skills and employability of those who were unemployed as part of the structural funds

• 3 objectives of structural funds: Convergence, Regional Competitiveness & Employment (ESF), Cooperation (INTERREG Community Initiative)

• ESF strategically supports EU’s Strategy for Growth and Jobs 2005 & EU Employment Strategy

• Formerly Lisbon Agenda 2000 – set goal

“for EU to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion.”

• London's European Structural Funds 2007-13 Programme Value: £517 million – largest regional allocation in UK

• Comprises of £375 million ESF and £142 million ERDF

ESF Regulation 2007-13

• Provides common framework for ESF throughout EU

ESF will focus upon 4 key areas:• Increasing adaptability of workers and enterprises• Enhancing access to employment and participation in

the labour market• Reinforcing social inclusion by combating

discrimination and facilitating access to the labour market for disadvantaged people

• Promoting partnership for reform in the fields of employment and inclusion

ESF in England 2 Key Priorities

• Priority 1: Extending employment opportunities

targets groups not in work including the unemployed and economically inactive, with a particular emphasis on those disadvantaged in the labour market

• Priority 2: Developing a skilled and adaptable workforce

focuses on training and those who lack basic skills or have no or low qualifications

Funding Administrator

• The European Programmes Management Unit (EPMU) works in partnership with Department of Work and Pensions on ESF

• London Development Agency has 2 roles: EPMU role – responsibility for overall ESF management and one of four co-financing organisations which contract with organisations to deliver

• Co-financing organisations (CFOs) are consulting and rewriting their plans for the second half of programme

• 5 co-financing organisations previously: Learning & Skills Council (LSC), Department of Work & Pensions (DWP/JC+), London Development Agency (LDA), National Offender Management Service (NOMS) and the London Councils.

ESF London Programme Update

• Currently updating and revising ESF Regional Framework for 2011-13

• Tendering rounds for second phase due spring/summer 2010

• April 2010 – 2 new co-financers: - Skills Funding Agency (SFA) responsible for adult learning will replace LSC- Young People’s Learning Agency (YPLA) will address education of 16-19 year olds with local authorities responsible for funding the provision.

Community Grants• Likely to be another round of Community Grants but not yet

decided, criteria may change – if agreed launch due April 2010• Supports small voluntary and community sector organisations to

engage with local communities and deliver training and employment support activities

• Employment & training grants up to £12,000• Previous eligible projects included skills and training development,

increasing confidence and motivation, advice and guidance, signposting

• Groups: women, disabled, BME, older people 50yrs+, young people 19-24yrs

• Eligible organisations: 2 full time staff max, not more than £67,000 income in last financial year, own bank account, constituted for a year

PROGRESS - 5 Policy Areas• Employment – 23% budget – supporting implementation of European

Employment Strategy e.g. awareness raising about employment challenges and policies, good practice and innovative approaches or developing common indicators to monitor progress

• Social protection and inclusion – 30% budget – activities improving understanding of social inclusion and poverty and promoting debate about key challenges and mutual learning e.g. pensions, health & long term care, development of social services

• Working conditions – 10% budget – improvement of working environment and conditions including reconciling work and family life and health & safety at work, activities related to employment law

• Diversity and combating discrimination – 23% budget – activities aimed at combating discrimination of race/ethnic origin, religion or belief, age or sexual orientation, including studies, supporting implementation of legislation, networks

• Gender Equality – 12% budget – implementing gender equality between men and women and promoting within EU policy, activities include delivering EU roadmap, promoting awareness, analysing effectiveness of legislation

What is LEONARDO?

• Transnational vocational educational and training action programme supporting lifelong learning

• Supports innovative initiatives for promoting knowledge and skills for integration into work

• Supports EU’s goal of increased economic development, more and better jobs and greater social cohesion

• Help organisations involved in lifelong learning access new opportunities in developing provision and educating staff

• All organisations eligible who are involved in designing or delivering training for work e.g. colleges, trade unions

LEONARDO Projects• Mobility – work placements for learners (students, trainees, trainers, job seekers)

work shadowing for staff - Deadline: 5 Feb 2010- 1 partner 2 years, placements 1-39wks

• Multi-lateral projects, networks – production of innovative quality training materials and transfer & good practice exchange in vocational educational training e.g. linguistic, cultural and legal adaptation in different contexts

- Deadline: 26 Feb 2010- 3 partners,

• Partnership Projects – small scale cooperation activities to share experience and good practice in vocational training- Deadline: 19 Feb 2010- 3 partners, 2 years

• Preparatory Visits – funding for meetings to discuss LEONARDO project applications or attend partner search events – deadline 2009

• Transfer of Innovation – partners work together to transfer existing innovative training materials or products to new settings- Deadline: 26 Feb 2010- 3 partners, 2 years

GRUNDTVIG Senior Volunteering Projects

• Senior Volunteering projects for 50yrs+ for 3-8 wks

• Through volunteering learners share experience and develop own learning

• Project: 2 partners, 2 countries – each send and host 2-6 volunteers

• Budget provided dependent upon number of volunteers exchanged

GRUNDTVIG Learner Workshops

• Organise fun and innovative workshops fro 10-20 adult learners

• Each workshop published in catalogue and must include participants from at least 3 countries in addition to UK

• Adult learners 18yrs+ and workshop 5-10 days• Workshops on topic relevant to adult education

and focus on active learner participation• Lump sum provided for organisational costs –

subsistence, travel and language preparation grant for participants
