1. Background The World Bank in collaboration with the Government of Ghana is implementing a five-year project titled the
“Ghana Accountability for Learning Outcomes Project (GALOP)” targeting ten thousand (10,000) low or
least performing public basic schools (Kindergarten, Primary, and Junior High Schools). The GALOP has
the project development objective to improve the quality of education in low-performing basic education
schools and strengthen education sector equity and accountability in Ghana.
2. Purpose of the Inspection The National Schools Inspectorate Authority (NaSIA) conducted Inspections with a sample of one thousand
(1,000) schools in all sixteen (16) regions of Ghana to establish a baseline on teaching practices in the
targeted schools, using the Part ‘A’ of NaSIA’s Inspection Evaluation Framework (IEF). The Part ‘A’ sets out
the evaluation that Inspectors will make during a school inspection about a school’s performance. It focuses
on three (3) areas namely School Leadership, Lesson observation, and External Assessment Results.
However, an additional two (2) areas were added to this Inspection, namely Infrastructure and Food Safety,
hence the School Performance Plus Inspection.
3. Inspection design, Procedures, and Data analysis This was a nationally representative cross-sectional survey of low or least performing basic public schools
(Kindergarten, Primary, and Junior High Schools) in Ghana. The sampling frame is the list of all the 10,000
GALOP selected basic schools across sixteen (16) Regions, and two hundred and sixty (260)
Metropolitan/Municipal/Districts in Ghana. The multi-stage Cluster Sampling technique was used to select
one thousand (1000) Low-Performing Public Basic Schools from the pool of 10,000 GALOP schools. A total
of 41 Teams of professionally trained Inspectors (3 members per team excluding the driver) were paneled
to execute these tasks in six (6) weeks using two (2) main electronically installed structured
questionnaires/forms (School Leadership Plus Form and Lesson Observation Form).
Each element in an area was scored on a four-point scale (4-Outstanding, 3-Good, 2-Satisfactory, 1-
Unsatisfactory). The area score was calculated as the average element score. The overall quality score was
then estimated as the average of the scores calculated for the areas. A school was rated “Unsatisfactory” if
the school had an overall score of less than 2; “Satisfactory” if the overall score was in the range of 2.00 to
2.99; “Good” if the overall score was 3 to 3.49; and “Outstanding” if the overall score was 3.50 to 4.0 (Table
3.1). The proportion of schools with Unsatisfactory performance was then calculated as the number of
schools with an overall score less than 2 divided by the total number of schools in the survey. Other
categories of performance were calculated similarly.

4. Summary of Key findings
1. Of the 1000 schools inspected, over half 552 (55.2%) of the schools inspected were rated
Unsatisfactory for Infrastructure whereas 441 (44.1%) were rated Unsatisfactory for Food Safety.
2. The 1000 schools inspected operated in various structures; 756 (75.6%) cement blocks, 31 (3.1%) mud,
6 (0.6%) wooden, 2 (0.2%) fully under trees, 1 (0.1%) in a tent, 9 (0.9) in thatched shed or open pavilion
and 195 (19.5%) in a mixture of the aforementioned structures. However, most of the structures were
found to be in various stages of deterioration and were not conducive for effective teaching and
learning.
3. Of the 1000 schools, 425 (42.5%) did not have enough classrooms, 876 (87.6%) did not have enough
desks resulting in multigrade teaching and learners sitting on the floor respectively. Further analysis
revealed that, deficit in teachers and low enrolment also contributed to multigrade teaching.
4. Of the 1000 schools, 10.5% (105) had libraries while only 11% (110) had an Information and
Communications Technology (ICT) laboratory.
5. Of the 1000 schools, 534 (53.4%) did not have potable water. Out of the 534 schools, 42.4% relied on
other sources of water outside the school such as community borehole and bringing water bottles
to school, 21.5% buy water from vendors, 16.1% resort to rivers/streams while 2.1% rely on rainwater.
6. Of the 1000 schools, 365 (36.5%) were not enrolled in the National School Feeding Programme while
63.5% were on self-arranged School Feeding Programme funded by donor partners or Parent Teacher
Associations (PTA).
7. Of the 1000 schools, 280 (28%) did not have toilet facilities on the school compound. Of the 720 (72%) who had toilets, there were more learners than there were toilet seats.
8. Of the 1000 schools, 741 (74.1%) did not have teachers’ accomodation. Of the 259 (25.9%) who had accomodation, 230 of such schools could not accommodate all their teachers.
9. Of the 1000 schools, 952 (95.2%) did not have canteens.
10. Of the total of 10,842 teachers across the 1000 schools inspected, 2496 (23%) were absent at the time
of the Inspection.
11. In assessing School Leadership which is a measure of how a school is managed; 680 (68%) of the
schools inspected rated Unsatisfactory.
12. In assessing the teaching of English, mathematics, and science through Lesson Observations which
seeks to assess the act of teaching on the part of the teacher and the act of learning on the part of
the learners, 668 (66.8%) of the schools inspected were rated Unsatisfactory for the overall quality
of teaching and learning.
13. In assessing teaching, mathematics rated the highest with 79.9%, followed by science with 74.8% and
English at 73.4% approximately.
14. Of the 208 lessons observed at Kindergartens (KGs), 78 (37.5%) rated Unsatisfactory for quality of
teaching and learning.
15. Of the 125 schools out of the 1000 schools for which data was available for External Assessment
Results, almost all the schools, 116 (92.8%) were rated Unsatisfactory.

5. Recommendations
1. Ministry of Education (GETFUND and FPMU): Must provide fit-for-purpose infrastructure for the (756) 75.6% of schools found operating in deplorable conditions mostly without classroom blocks and food canteens. Please see the list attached in Appendix A.
2. Ministry of Education (GETFUND and FPMU): Must provide desks to the (876) 87.6% of schools found operating without them leading to multi-grade teaching and the shift-system in schools.
3. Ministry of Education (GETFUND and FPMU): Must provide some form of potable water to the 534 (53.4%) of the schools that lacked it. This will help ensure the safety of learners and the school community.
4. Ministry of Education and the Ministry of Gender, Children and Social Protection: Must ensure the enrollment of the 635 (63.5%) of the schools who are currently not on the National Schools Feeding Programme leading to the schools relying on unreliable sources of funding such as from donor partners and the PTA to feed the learners. Please see the list attached, Appendix B
5. Ministry of Education (GETFUND and FPMU): Must provide ICT laboratories to the 895 (89.5%) of schools that lacked it and the 890 (89%) of schools that lacked libraries.
6. Ministry of Education (GETFUND and FPMU): Must provide adequate toilet facilities for the 280 (28%) that did not have toilet facilities in their schools at all and improve the number of toilet seats for the 720 (72%) of the schools that had toilet facilities on their compound but were not in good condition.
7. Ministry of Education (GETFUND and FPMU): Must provide teacher accommodation for the 74.1% that did not have available accommodation for teachers to ensure that teachers live closer to the schools report to school on time and serve as incentive for teachers that are posted to such schools.
8. Ministry of Education: Must ensure the 952 (95.2%) that did not have canteens at the time of inspection
have comfortable canteens where learners can be served healthy meals daily.
9. Ghana Education Service (GES) and National Teaching Council (NTC): Must implement with immediate effect a no-teacher absenteeism policy. In a 2020 study by NaSIA, where we assessed teacher absenteeism of 609 teachers across the country, it was found out that absence from school was self-reported by 11% of teachers across all levels. Some of the key reasons were attending meetings on behalf of school leadership and having second jobs. This study findings further reiterates the need for a no-teacher absenteeism policy. A no-teacher absenteeism policy will ensure that teachers that knowingly absent themselves will be made to face the necessary sanctions.
10. GES & School Improvement Support Officers (SISOs): The Leadership of the GES must ensure that SISOs are regularly conducting evidence-based routine Inspections using NaSIA’s Inspection Evaluation Framework (IEF) to ensure headteachers and their senior leadership teams are enforcing the standards and guidelines set by NaSIA.
11. Ghana Education Service (GES): GES should deploy enough teachers to schools that are practicing multi-
grade teaching because of the teacher deficit to bridge the teacher-learner ratio shortfall.

12. National Teaching Council (NTC): Must implement Continuous Professional Development (CPD) strategies for the effective teaching of Science and English at the basic level of the education system.
13. National Teaching Council (NTC): Must implement specifically CPDs targeted at kindergarten teachers to equip them with the necessary knowledge and skills to teach at this level of the education system.
14. School Leadership: The leadership of schools should be encouraged to take periodic stock of infrastructural deficits for all involved stakeholders, to help lawmakers make informed decisions about support and budget allocation.

The National Schools Inspectorate Authority (NaSIA) conducted Inspection in a sample of one thousand (1,000) low-performing basic schools in all sixteen (16) regions of Ghana to establish a baseline on teaching practices in the targeted schools, using the Part ‘A’ of NaSIA’s Inspection Evaluation Framework (IEF). The survey was a nationally representative cross-section of low or least performing basic public schools (Kindergarten, Primary and Junior High Schools) in Ghana. To establish a baseline per the Ghana Accountability for Learning Outcomes Project (GALOP)’s Disbursement Linked Results (DLR 1.1) NaSIA was tasked to establish a baseline on teaching practices in the targeted schools, by collecting data in a collective sample using the harmonised lesson observation tool and school level sampling protocols (number of English and Mathematics classes observed) as laid out in the Revised Handbook for the Inspection of Public and Private Pre-Tertiary Schools in Ghana, 2019. The sampling frame is the list of all the 10,000 GALOP selected basic schools across the sixteen (16) Regions, and two hundred and sixty (260) Metropolitan/Municipal/Districts in Ghana.
Baseline
In assessing the teaching of English, Mathematics, and Science through Lesson Observations which seeks to
assess the act of teaching on the part of the teacher and the act of learning on the part of the learners, 0f
the 1000 schools ,668 (66.8%) were rated Unsatisfactory for the overall quality of teaching and learning. Of
the 896 schools inspected (excluding KG), Mathematics rated the highest with 716 (79.9%), followed by
science with 670 (74.8%) and English at 658 (73.4%) approximately.
Conclusion:
• In extrapolating the findings of the 1000 sampled schools over the 10,000 Galop schools, NaSIA
concludes that, of the 10,000 schools 6680 are rated Unsatisfactory for the quality of teaching and
learning practices through the lesson observations of Mathematics, English and Science using the
Harmonized Lesson Observation Tool.
ESTABLISHING THE GALOP BASELINE

1. Background The National Schools Inspectorate Authority (NaSIA) as mandated by the Education Regulatory Bodies Act 2020 (Act 1023) is the Agency under the Ministry of Education (MoE) mandated to develop, publish, promote, and enforce the highest quality standards and guidelines for quality education in both public and private Pre-tertiary schools in Ghana. To achieve this objective, the Authority sets up Inspection Panels (IPs) to conduct periodic Inspection using its Inspection Evaluation Framework (IEF) to assess the performance and compliance of schools to promote educational improvement by providing each school with an independent evaluation of its performance. The IPs use clear indicators to highlight the strengths and weaknesses of the school and ultimately provide the MoE and key stakeholders with reliable, evidence-based data to enable them to review and develop policies and channel support where it is most needed. In 2019, the Government of Ghana obtained World Bank and Global Partnership for Education (GPE) funding to support the government’s strategy to improve basic education in Ghana. The project which was titled the “Ghana Accountability for Learning Outcomes Project (GALOP)” has the project development objective to improve the quality of education in low-performing basic education schools and strengthen the education sector equity and accountability. The project’s four main components are to strengthen teaching and learning through support and resources for teachers, strengthen school support, management, and resourcing, strengthen accountability systems for learning and provide technical assistance, institutional strengthening, monitoring, and research.

The sampling frame is the list of all the 10,000 GALOP selected basic schools across sixteen (16) Regions, and two hundred and sixty (260) Metropolitan/Municipal/Districts in Ghana. The sampling frame contains key information about the schools, including Region, District, District code, Educational Management Information System (EMIS) code, names of schools, location, and Global Positioning System (GPS) code. Schools were included if they were rated as low performing on NaSIA’s school assessment scale. Private schools were excluded because the intervention was designed to target public and special schools.

Sampling Design The Multi-stage Cluster Sampling technique was used to select one thousand (1000) Low-Performing Public Basic Schools from the pool of 10,000 GALOP schools across one hundred and fifty-two (152) Districts. Schools were considered as the unit of observation, constituting the sampling frame. The clusters were defined as districts made up of schools. The cluster size was defined as the number of schools in the cluster. The sampling frame was stratified into the 16 regions. The stratification was to ensure that data can be safely disaggregated into regions. For each stratum, the sampling was done in two stages. In the first stage, districts were selected using probability proportional to size (PPS), meaning that larger districts have a higher probability of selection compared to smaller districts. In the second stage, a fixed number of schools were selected from each selected district using a systematic sampling technique. The number of schools selected from each district was fixed to ensure that the PPS is compensated for in the second stage of sampling. The panel of NaSIA inspectors visited these schools and interviewed only selected schools. The sampling weight was adjusted to account for nonresponse. Figure 3.1 presents the flow of the sampling procedure. The sample allocation of the one thousand (1000) schools was done proportionally across the sixteen (16) regions.
3.2 Inspection Procedures A total of 41 Teams of professionally trained Inspectors (3 members per team excluding the driver) were paneled to execute these tasks in six (6) weeks using two (2) main electronically installed structured questionnaires/forms (School Leadership Plus Form and Lesson Observation Form). Hence, data was collected electronically through Kobo collect toolbox using face-to-face interview and observation techniques. In the event where data were not entered electronically for any reason, data was collected via paper forms and later transferred onto the Kobo collect data system. The Inspection Panels (IPs) visited each assigned school and collected data on School Leadership such as School Management, School Improvement plan as well as the relationship between the School SMC/Board and PTA from heads or assistant heads of schools (1 School Leadership Plus Form was administered at each school). Observations on English, Mathematics, and Science lessons were conducted once per subject by each member of the team (i.e., 6 Lesson Observations, 2 per subject were collected on each school). Data collected at the end of each School section was reviewed by the Inspectors before submissions were done electronically.
3.3 Data Analysis The sample size was calculated based on estimating the proportion of schools with Unsatisfactory performance with a certain level of precision or accuracy. A sample size of 397 produces a two-sided 95% confidence interval with

a width equal to 0.10 when the sample proportion is 0.7. For two domains (Rural, Urban) and adjusting for a design effect of 1.5 gives a sample size of 1191 (i.e., 397*1.5*2). This was further adjusted for finite population correction (i.e., selecting from 10,000 schools), which gave a sample size of 1064 from which a total of 1,000 schools were selected (using PPS) for this study and the 64 maintained to account for non-response. The primary analysis was the estimated proportion of schools with unsatisfactory performance and corresponding asymptotic 95% confidence intervals. A school was rated unsatisfactory based on the overall School Leadership, Lesson observation, External Assessment, Infrastructure, and Food Safety scores. Each element in an area was scored on a four-point scale (4-Outstanding, 3-Good, 2-Satisfactory, 1-Unsatisfactory). The area score was calculated as the average element score. The overall quality score was then estimated as the average of the scores calculated for the areas. A school was rated “Unsatisfactory” if the school had an overall score of less than 2; “Satisfactory” if the overall score was in the range of 2.00 to 2.99; “Good” if the overall score was 3 to 3.49; and “Outstanding” if the overall score was 3.50 to 4.0 (Table 3.1). The proportion of schools with Unsatisfactory performance was then calculated as the number of schools with an overall score less than 2 divided by the total number of schools in the survey. Other categories of performance were calculated similarly.
4. Results 4.1 Overall Performance The average score for the areas of quality (School Leadership, Lesson observation, External Assessment, Infrastructure, and Food Safety) was estimated as 1.74 (Figure 4.1b). Approximately two-thirds (66.8%) of the schools inspected were rated Unsatisfactory for overall quality of teaching and learning (Figure 4.2a) while one-third (33.2%) were rated Satisfactory, or Good, suggesting that majority of schools failed to meet the acceptable level of performance for teaching and learning. Out of the 1000 schools inspected, External Assessment Results was available for only 125 (12.5%) schools (i.e., public basic schools with classes up to JHS), and out of these, almost all 116 (92.8%) were rated Unsatisfactory for the overall performance in English, mathematics and science subjects combined. The External Assessment was a major contributing factor to the overall Unsatisfactory school performance, followed by School Leadership. However, the Lesson observation of English, Mathematics, and Science were the least contributing factors to the overall Unsatisfactory school performance with only about one-fifth (22.6%) of schools inspected rated Unsatisfactory while most schools (77.4%) rated Satisfactory, or Good (Figure 4.1a).
Rating Scale Description
Outstanding 3.50 - 4.00 Exceptionally high quality, exceeding the level at which every school in Ghana is expected to perform.
Good 3.00 – 3.49 The level at which every school in Ghana should perform. Achieving this level of performance should be a realistic goal for every school.
Satisfactory 2.00 – 2.99 The minimum level of performance for schools in Ghana. Every school’s performance should reach or exceed this level.
Unsatisfactory 1.00 – 1.99 Not at an acceptable level for schools in Ghana.

4.2 School Leadership The average School Leadership rating for all schools inspected was Unsatisfactory (1.77) (Figure 4.2b). Almost one-third of the schools inspected (32%) were rated Satisfactory, Good, or Outstanding for school leadership while two-third (68%) were rated Unsatisfactory (Figure 4.2a), suggesting that majority of schools failed to meet the acceptable level of performance for school leadership. The average rating for the indicator – ‘Sets Clear and Inspiring School Vision’ was Unsatisfactory (1.49), indicating that the school leadership mostly has no documented and shared vision on how to improve teaching and learning outcomes for learners. The indicator – ‘Provide Effective Leadership for Teaching and Learning’ was rated Unsatisfactory (1.65) for all schools. The ‘Capacity to Improve the School’ indicator was rated Unsatisfactory (1.79) as well. The ability of leadership to have a Productive Relationship with Parents, SMC, and PTA was rated Satisfactory (2.14) (Figure 4.2b).

The quality of teaching and learning of English, Mathematics, and Science in pre-tertiary schools was observed
using seven elements with 20 indicators. These elements include Structuring and organizing lessons, creating a
positive climate, providing well-designed tasks, teaching interactively, Assessing understanding, Learners’
Engagement and Attitudes, and Learners’ Attainment. At Kindergarten (KG) level, the quality of teaching and
learning was observed using seven elements, which include: Structuring and Organizing lessons, Methodology,
Learner Engagement and Attitudes, Learner Attainment, Classroom Behaviour Management, Learning
Environment, and Teacher Attitude.
About one-fifth (20.9%) of lessons observed (excluding Kindergarten) were rated Unsatisfactory for quality of
teaching and learning (Figure 4.3a) whereas about one-third (37.5%) of lessons observed at kindergarten were
rated Unsatisfactory for quality of teaching and learning (Figure 4.3b). Majority of pre-tertiary schools (75.8%)
inspected were rated Satisfactory for quality of teaching and learning (Figure 4.3a) whereas only three out of
every one hundred (3.3%) schools were rated Good or Outstanding. About half of the schools (excluding
Kindergarten) performed unsatisfactorily on lesson organization and structuring (44.3%) as well as learners’
engagement and attitudes (48.2%) (Figure 4.3a). Approximately two-thirds (61.5%) of KG schools were rated
Satisfactory for quality of teaching and learning (Figure 4.3b). Approximately two-thirds (61.5%) of KG schools
were rated Unsatisfactory for classroom behaviour management, and teacher attitude (Figure 4.3b).

1. Regarding the quality of teaching and learning by subjects, among the three subjects observed, mathematics rated the highest with a score of 2.32 (Figure 4.4b) with approximately four-fifths (79.9%) of schools rating Satisfactory, Good, or Outstanding (Figure 4.4a). Thus, in assessing teaching, Mathematics rated the highest with 79.9%, followed by science with 74.8% and English at 73.4% approximately.

The average score for teaching and learning in KG 1 was 2.09 compared to 2.11 in KG 2 (Figure 4.5b). About two-
thirds (62.6%) of KG 2 schools/departments inspected were rated Good or Satisfactory for quality of teaching
and learning whereas 37.4% were rated Unsatisfactory (Figure 4.5a).

Teacher Time on Task
Overall, 5376 lessons (English – 1792, Mathematics – 1792, Science – 1792) were observed from 896 public Primary/JHS/SHS and 208 lessons (KG1 – 93, KG2 – 115) from 104 kindergarten schools. Teacher time on task was conducted during lesson observations to measure the commitment of teachers to teaching or providing learning activity for most learners in the first 5minute, 10minutes and 15minutes into the lessons.
For the first snapshot, it was observed that 86.4% (i.e., English – 86.0%, mathematics – 86.8%, and science – 86.0%) of teachers observed were on task for the first 5minutes into the lesson, this subsequently increased over time in the second snapshot (92.4%) and third snapshots (95.4%) (Figure 4.6a). Similarly for KG, it was observed that 86.5% (KG-1 – 90.3%, KG-2 – 82.6%) of teachers observed were on task for the first 5minutes into the lesson and subsequently increased in the second snapshot (96.3%) and third snapshots (97.3%) (Figure 4.6b). This indicates that, in 4.6% and 2.7% of the lessons observed in the basic and kindergarten schools respectively, teachers were still not on task 15minutes into the start of the lesson.

Teacher Absenteeism
Teacher absenteeism rate per data available from one thousand (1000) public basic schools inspected was 23%. Greater Accra Region recorded the highest rate (34.1%) of teacher absenteeism followed by the Central Region (33.7%) whereas the Upper East recorded the lowest rate of 13.2% (shown in Table 4.1 below).

4.4 External Assessment Results (Basic Education Certificate Examination, BECE)
BECE results for the past three (3) years (2018-2020) on the three (3) core subjects– English, Mathematics, and
Science were used to externally assess the schools inspected. Out of the one thousand (1000) schools, 12.5% (125)
of them had external assessment results available. The overall rating revealed that almost all the schools 92.8%
(116) were rated Unsatisfactory with 7.2% (9) of the schools inspected rating Satisfactory, or Good (Figure 4.7a).
Less than 60% of the learners had grades one (1) to six (6), out of which, less than 25% had grades 1 to 3 for the
last three (3) years. English was rated the least with 87.2% (109) of the schools rating Unsatisfactory. Just a few
of the schools 18.4% (23) were rated Satisfactory, or Good in mathematics, with 86.4% (108) rated Unsatisfactory
in science (Figure 4.7a).

4.5 Infrastructure and Food Safety
Regarding the infrastructure of the schools, the inspection focused on the physical structure that teaching and learning activities occur. i.e., if the schools had cement block buildings, mud structures, tent, under trees, wooden structures or other. Also, data were collected on the number of classrooms, desks, teachers’ bungalow, administrative office and meeting rooms, ICT, Library, and power supply. In addition, Food Safety focused on the access to potable water for learners, the keeping of food items, and the condition of catering in the school. Overall, 643 (64.3%) schools were rated Unsatisfactory for Infrastructure and Food Safety combined. Over a half 552 (55.2%) of the schools inspected were rated Unsatisfactory for infrastructure whereas 441 (44.1%) were rated Unsatisfactory for food security (Figure 4.8).

Type of School Structure
Although out of the thousand (1000) schools inspected, 75.6% (756) operate in structures made of cement blocks (Figure 4.9), most of the structures were found to be in various stages of deterioration and were not conducive for teaching and learning. However, 19.5% (195) of schools inspected have mixed structures made of some form of cement block, mud, wooden, tent, or under tree (Figure 4.10). Thirty-one (3.1%) schools were entirely made of mud structure, 6 (0.6%) schools were entirely made of wooden structure, 2 (0.2%) operate fully under trees and 1 (0.1%) school operate in a tent. The remaining 9 (0.9%) schools operate under either thatched shed, open pavilion, or dwarf wall buildings.

Desk and Classroom Deficit
Of the 1000 schools, 425 (42.5%) have a deficit in classrooms for learners. Thus, there are classes without classroom(s) to conduct effective teaching and learning (Figure 4.10b). Hence, teachers combine two grade-level learners in one classroom for teaching and learning activities. Similarly, 876 (87.6%) of schools inspected (n=1000) have a desks deficit, thus there are fewer desks for the total number of learners in these schools (Figure 4.11a).

Availability of Library, ICT Laboratory, Internet, and Electricity
With the outcomes of availability of library and ICT laboratory infrastructure, only 10.5% (105 schools, n=1000) had Library and 11% (110 schools, n=1000) had ICT laboratory. And only 9.6% (96 schools, n=1000) of schools inspected are connected to the internet. However, more than half (54.5%, 545) of the 1000 schools inspected were connected to electricity (Figure 4.11).

Toilet Facility
Toilet facility considered in this Inspection is the number of functional toilet seats available to each school inspected. Out of the 1000 schools, 28% (280) did not have toilet facilities in their schools at all (Figure 4.12a). On the other hand, 72% (720) of the schools have toilet facilities in their premises, however, majority (72.5%) of the schools had more learners to a toilet seat than the World Health Organisation (WHO) recommended threshold on Water, Sanitation and Hygiene (WASH) Standards for schools in low-cost Settings(2009) of 38 learners to a toilet.(Figure 4.12b).

Teacher Accommodation/Bungalow
As shown in Figure 4.13a, majority (74.1%) of the 1000 schools inspected do not have available accommodation for teachers. And although 25.9% of the school do have accommdation for teachers, most (88.8%) (Figure 4.13b) of them are not able to meet the full capacity of the number of teacher available and hence are only able to accommodate just a few of these teachers.

Multi-Grade Teaching
Nearly one-third (30.4%, n=304) of the schools inspected practice multi-grade teaching (Figure 4.14a). Multi-grade teaching is where two or more classes are combined for teaching and learning. The practice of multi-grade teaching in most of these schools is a result of deficits in classrooms, teachers, furniture, or low enrolment (61.2%, n=186) (Figure 4.14b). However, Classroom deficit (23.7%, n=72) stands out as the major reason for multi-grade teaching in these schools.

Source of Water
For this assessment, potable water was defined as water sourced from Ghana Water Company Limited (GWCL) taps, treated boreholes and treated water in storage tanks. Of the 1000 inspected schools, 534 (53.4%) do not have potable water (Figure 4.15a) and out of this number, 227 (42.4%) schools rely on the community for wholesome water supply (Figure 4.15b). Eighty-six (16.1%) schools who do not have access to potable water, resort to river or stream for water and another 2.1% (11) of these schools rely on rains for water (Figure 4.13b). The remaining 21.5% rely on water vendors as their source of potable water.

National School Feeding Programme
Of the one thousand (1000) schools inspected, only a few, 48 (4.8%), have canteens for teachers and learners (Figure 4.15). However, about two-third 635 (63.5%) of these schools have a school feeding programme for learners. Five hundred and four (50.4%) schools do not allow free-range vendors on their premises (Figure 4.15).

5. Challenges
Out of the 1000 sampled schools, the Inspection Panel (IP) could not obtain data on 43 of the schools due to the challenges below:
i. 5 out of the 43 schools were temporarily closed due to tribal conflicts in the villages. ii. 13 out of the 43 schools inspected were located on island villages which required Inspectors to cross rivers
to reach the school. The rivers had over-flown their banks therefore, the IP could not go due to safety precautions.
iii. 6 out of the 43 schools were non-functional even though the school structure was in existence. iv. 19 out of 43 schools that the IP visited, the School Leadership and the teachers were either absent,
engaged in other activities such as the National Census, or had non-qualified teachers teaching the schools.
However, due to the aforementioned challenges and time constraints, extra 43 low-performing schools (non-GALOP schools) within the same districts were inspected to complement the GALOP schools.

v. Recommendations
Based on the results of the survey, the following recommendations may be useful in guiding interventions.
i. Ministry of Education (GETFUND and FPMU): Must provide fit-for-purpose infrastructure for the 75.6%
of schools found operating in deplorable conditions mostly without classroom blocks and food canteens. Please see the list attached in Appendix A.
ii. Ministry of Education (GETFUND and FPMU): Must provide desks to the 87.6% of schools found operating without them leading to multi-grade teaching and the shift-system in schools.
iii. Ministry of Education (GETFUND and FPMU): Must provide some form of potable water to the 53.4% of the schools that lacked it. This will help ensure the safety of learners and the school community.
iv. Ministry of Education and the Ministry of Gender, Children and Social Protection: Must ensure the enrollment of the 63.5% of the schools who are currently not on the National Schools Feeding Programme leading to the schools relying on unreliable sources of funding such as from donor partners and the PTA to feed the learners. Please see the list attached.
v. Ministry of Education: Must provide ICT laboratories to the 89.5% of schools that lacked it and the 89% of schools that lacked libraries.
vi. Ghana Education Service (GES) and National Teaching Council (NTC): Must implement with immediate effect a no-teacher absenteeism policy. In a 2020 study by NaSIA, where we assessed teacher absenteeism of 609 teachers across the country, it was found out that absence from school was self-reported by 11% of teachers across all levels. Some of the key reasons were attending meetings on behalf of school leadership and having second jobs. This study findings further reiterates the need for a no-teacher absenteeism policy. A no-teacher absenteeism policy will ensure that teachers that knowingly absent themselves will be made to face the necessary sanctions.
vii. GES & School Improvement Support Officers (SISOs): The Leadership of the GES must ensure that SISOs are regularly conducting evidence-based routine Inspections using NaSIA’s Inspection Evaluation Framework (IEF) to ensure headteachers and their senior leadership teams are enforcing the standards and guidelines set by NaSIA.
viii. Ministry of Education: Must provide adequate toilet facilities for the 28% (280) that did not have toilet facilities in their schools at all and improve the number of toilet seats for the 72% (720) of the schools that had toilet facilities in their premises but were not in good condictions or had more than 38 learners to a toilet seat.

ix. Ministry of Education: Must provide teacher accommodation for the 74.1% that did not have available accommodation for teachers to ensure that teachers live closer to the schools report to school on time and serve as incentive for teachers that are posted to such schools.
x. Ministry of Education: Must ensure the 952 (95.2%) that did not have canteens at the time of inspection have comfortable canteens where learners can be served healthy meals daily.
xi. Ghana Education Service (GES): GES should deploy enough teachers to schools that are practicing multi-grade teaching as a result of teacher deficit to bridge the teacher-learner ratio shortfall.
xii. National Teaching Council (NTC): Must implement Continuous Professional Development (CPD) strategies for the effective teaching of Science and English at the basic level of the education system.
xiii. National Teaching Council (NTC): Must implement specifically CPDs targeted at kindergarten teachers to equip them with the necessary knowledge and skills to teach at this level of the education system.
xiv. School Leadership: The leadership of schools should be encouraged to take periodic stock of infrastructural deficits for all involved stakeholders, to help lawmakers make informed decisions about support and budget allocation.
xv. Parent-Teacher Association (PTA): Although the result from the Inspection shows that the teaching of English, Mathematics and Science (Lesson Observation) was generally satisfactory (Good/Satisfactory – 79.1%), it does not translate into satisfactory attainment in external assessment results (Good/Satisfactory – 7.2%). This is a clear indication that at least one of the key components in the educational system has failed/ is failing in performing its function. It is therefore recommended that PTA should institute measures that would encourage parents to pay more attention to their wards’ education by exercising a substantial level of strictness at home when it comes to maintaining or creating routines and pay critical attention to their academic performance.
