PRINCIPAL’S ADDRESS
Dr. Baljit Singh, Principal, Babbar Akali Memorial Khalsa College
Extremely warm greetings to my students, faculty members, and every stakeholder reading the
Annual Report for the Academic Year 2020-21. This year we have attempted to present this
annual report in electronic form, an initiative to archive the activities and events of our college in
the past academic year. The year has gone by has seen numerous initiatives, events, and activities
which are inked in the pages of the Annual Report. These drives are the aggregate endeavors of
every one of the constituent units of the College to be specific our students, members of the
teaching and non-teaching community.
I deem it my privilege to serve as Principal of Babbar Akali Memorial Khalsa College,
Garshankar built in the memory of great warriors Babbar Akalis and being run under the able
management of Shiromani Gurdwara Parbandhak Committee, Sri Amritsar Sahib, and the
supreme institution of Sikhs. It presents before me a unique opportunity and a challenge to meet
the aspirations and expectations of all those who are stakeholders in the functioning of this
institution. Change is the way of nature. The twentieth century alone witnessed unprecedented
change in every sphere of human existence, making life much more complex than ever before.
The first two decades of this century have again radically changed the world which has thrown
up many new challenges. Education is the only way to enable us to measure up to all challenges
and to keep pace with the times. Today, education must be both job-oriented as well as
knowledge-centered. The education policy should ideally aim at making the new generations
6
capable of reaching new horizons. The entire faculty and staff members of our institution are
always ready and keen to attain this objective. We believe education can be a true service to
mankind if imparted with integrity and sincerity. We are pleased with the accomplishments
of our teachers and students working together with missionary spirit. We recognize the
difficult work and commitment of all our student achievers. It is fundamental to likewise
praise the deliberate learning, teachers, cautious supporting, and delicate direction given
by the teachers who wear the jobs of guides, and mentors in taking forward the vision of
the College.
At the close of my address, sincere wishes for the passing out batch. I'm sure college life
has given you excellent recollections, recollections you will cherish and relish in the
times to come. I wish all the students of the college a very bright future.
Thank you and best wishes!
Principal
Dr. Baljit Singh

The college ensures optimal allocation and utilization of the available financial resources for
maintenance and upkeep of different facilities by holding meetings of various committees
constituted for this purpose.
Facilities Utilization Policy:
Purpose of the Policy
The physical and academic facility policy would provide the basis for equitable allocation and
efficient utilization of the facility based on the critical needs of educational and administrative
activities.
The policy would help to:
1. Establish procedures for the use of physical and academic facilities.
2. Properly schedule different activities without any hindrance.
3. Increase the degree of communication and coordination among different users and
caretakers.
Scope of the policy
This policy is intended to cover the following types of facilities in the college:
• Academic and administrative offices
• Classrooms
• Gymnasium and sports facility
• Laboratories
• Library
• Computers
43
Academic and Administrative Office:
Office space is allocated to administrative staff, heads of various departments, librarians, and
physical education coaches as available in a manner that best advances College priorities.
Office to each department is allocated by the principal of the college.
Classroom assignment and utilization:
The classroom schedule and assignment of the classrooms are decided by the timetable
committee. The scheduling and utilization policy consists of a process of distributing classrooms
for use in the upcoming semester. The timetable is designed by the timetable committee so that
the available classrooms are used optimally.
Sports:
The maintenance of volleyball, basketball, and football grounds is done in consultation with the
coaches and physical education teachers.
Laboratory:
The maintenance account record of each laboratory is maintained by a Lab technician and
supervised by the HODs of the concerned departments. Other measures to maintain laboratories
are as follow.
The calibration, repairing, and maintenance of sophisticated equipment are done by the
technicians. The various equipment utilized for biological, physical, and chemical experiments
are annually maintained by the concerned department and supervised by the HOD of that
department.
There is systematic disposal of waste of all types such as bio-degradable, chemical, and other
waste.
Library:
The requirement and list of books are taken from the concerned department and HODs are
involved in the process. The principal approves the list as he has the final say regarding this
matter. At the beginning of every session, students are motivated to register themselves in the
library to use INFLIBNET. A suggestion box is installed in the library so that the feedback of the
users can be taken. Their continuous feedback helps a lot in introducing new ideas regarding the
enrichment of the library. To ensure timely return of books, no dues slip issued from the library
is mandatory for students before appearing in the examination. Raddi committee weeds out old
magazines and old newspapers and disposes of them.
Computers:
Computer maintenance is done by technicians called from time to time for the repair of
computers. It is done in consultation with the Department of Computer Science.
For the maintenance and upkeep of the infrastructure at the departmental level, HODs submit
their requirements to the principal for the classrooms, equipment, furniture, etc. The college
development fund is utilized for the maintenance and minor repair of furniture and other electrical
equipment. With the help of two full-time sweepers, the cleanliness of the classrooms is
maintained. The head gardener and his team take care of the lawns. Whenever there is a big event
in college, more sweepers are engaged. Students are regularly sensitized regarding cleanliness
and motivated for energy conservation by careful use of electricity in the classrooms. Masons,
plumbers, and carpenters are called from time to time for the maintenance of classrooms,
laboratories, and related infrastructure. Others:
One Herbal Park is constructed on the backside of a college campus.
A parking area has been constructed at the entrance of the college campus.
